same time is still hitting texas where things will even get worse. the rain keeps coming. harvey continues to pour over houston and the gulf coast another day of historic rainfall putting much of the city under water. >> we rode out last year and it was okay. this was more than we can imagine. >> reporter: thousands have been forced from their home. >> i walked out and i was just like screaming. >> reporter: and the worst of the flooding isn't over yet. >> bottom line is that it is going to continue on. we need the whole community not only the federal government forces, but this is a whole community effort. >> reporter: citizens are getting involved in the rescue. they are helping the national guard and coast guard to save people trapped in the flood waters. this rescue played out on live tv. >> we can see somebody on the back end of that car. >> reporter: and thousands of people are just feeling grateful to be alive.

>> we prayed a lot. we just praise god and we were rescued. we were very thankful. >> reporter: right now people in houston are still expecting up to nearly a foot more of rain which means more flooding is going to happen. i know you have the latest look at where harvey is currently in the track. >> this is one worst case scenario after another. normally hurricanes once they move inland they keep moving or else they just stall and die out. this is doing neither. it is actually coming back out over the warm waters of the gulf of mexico and that will mean it ñ i]+ but i think theñ@benter is just coming offshore now. houston is up ñihere. ñi the problem is we have bands of heavy rain continuing to come

in. you can seet( it coming3w in f the gulf of mexicoñi bringing tremendous amounts of moisture going anywhere. you need theñiñr storms to star moving. ñr now, what's going to happen here, by tomorrow morning still offshore. that means some of the bands will stay strong becauset( the center of it is over water. east of houston. q this is by wednesday. that's two more days of houston getting ñrpounded. f houston that will cut off the gulf of mexico moisture for houston itself. so they're going to be seeing improv'vt( conditions by wednesday. it's headed up

jay gray inxd oneñi of these ba that justñi doesn't seem to mov and with everything coming in from the gulf,sq,ico that doesn't allow water to go back down andt( go back out into the gulf. so righte1 now 40 miles per hou minimal tropical storm. i don't expect it to xdlpregene into a hurricane but it is coming back out over the water and will at least stay as a tropical storm. the north unqq and east side are the strong ones so here we are tomorrow morning andñi we may crushed with rain in houston. by wednesdayçó it's to the eastf houston. so the strong side to the north and to the east. so conditions may be improving at least a little bit by wednesday. by thursdayxd it's long way awa and we would be seeinglp considerable improvement. not much movement in the next 2f

hours. there is tomorrow witht( all th possibleq tracks. still south ofjn1 houston. wednesday it's still pretty close buék at least it is tracking a little bit to thew3 east. as you can see there is a lot of agreement with the computer models about what is going to modeome bout what is going to moisture in our direction and the timing puts at least part of it over our holiday weekend. now, we also have a more immediate issue off the east ñr coast. this is tropical storm developing nearñi charleston, south carolina. right now it is called number w3 10. it's not totallyxdt( tropical b has plentyf%áj(t&enty of wind. it will track offshore but close enough to effect us with rain. it may develop into close to hurricane strength offshore but this is not onek of those thin that is going to come straight up ttq coast.

proportion unfolds. this is near houston. hurricane harvey came ashore here friday. some 50 inches could fall on texas before it is all over. the catastrophic storm uprooted thousands of families. look at how high that water is on that home. in some cases families are separated. you are looking at a reporter doing his live report from the boat in the water looking at all that devastation. the pictures continue to shock. you can see how high that water is rising and how the families are put out of their homes. >> it's not good. it feels good to help people but helpless. it's a helpless feeling. i left my apartment knowing that my mother was going to be behind me. she is still -- >> that man is among 2,600 people taken shelter. the red cross said the convention center is right now at about half capacity. the storm is pounding louisiana

with heavy rains. >> the national weather service says flooding in texas isn't expected to peak until wednesday or thursday. power outages are also a problem. about 300,000 people are in the dark. fema today said it expects about 450,000 people to file for disaster aid. local water rescue crews certainly hope they won't ever have to deal with the amount of flooding that houston is enduring. >> they prepare for the worst right here in our rivers and creeks. tim furlong was on the banks of the delaware river for their training. >> all that area trains normally to the gulf coast. >> they know what they are facing. delaware city and other towns near the delaware river have swift water rescue teams and boats on stand by. everyone hopes we never see this kind of prolonged flood event. >> most of the time when we get flooding conditions the water recedes and goes out and you can

start your cleanup process. in this situation there are huge challenges. the water is sitting there and in places that it has never been before. >> located a victim, figure out we can make this rescue. >> reporter: on the river in wilmington firefighters are improving their water rescue skills. >> we are prepared. >> reporter: the teams learn how to fire lines across water and get into dry suits and how to handle the current no matter how quickly they move. we have seen firefighters making rescues. crews are using the same skills these firefighters are practicing. the problem down south is the quantity of rescues. it's just an endless maze of flooded streets and people who need rescuing. >> it's such a large scope of an incident that the accountability and logistics of making sure you are hitting each area and each house. >> reporter: these guys training to do this kind of exhausting

work certainly empathizing with their brothers and sisters down on the gulf coast. >> be safe and you are in our prayers. >> reporter: tim furlong, nbc 10 news. rain from harvey is unlike anything our area has witnessed. >> putting the storm into some kind of perspective. team coverage continues with meteorologist krystal klei. >> some areas reported nearly 40 inches of rain already. many locations have picked up around two feet around houston area. check out this graphic that i have made. i overlayed rain totals from harvey over our area. the storm stretches about 500 miles from south to north. the heaviest swath of rain is about 400 miles wide. you can see that covers our entire area. you might see horrific flooding we experienced with sandy. this is different from the

flooding in southeast texas because it was due to storm surge. texas has been having a huge amount of rain. let's go back a bit more. 1999 hurricane floyd brought six to 12 inches of rain. houston has seen triple flooding you see in this video. the buffalo bayou rose ten feet above flood level. imagine doubling that. hurricane agnes in 1972. agnes set the pennsylvania state record for most rain with a tropical system with 19 inches. the state record in texas is currently 48 inches. it is considerably more than here due to its proximity to the gulf of mexico. that record in texas is likely to be broken by the time harvey moves out at the end of this week. >> our coverage continues with

randy on the road in texas. where are you and what have you seen so far? >> reporter: we did have to fly into austin, texas, because as you are well aware the airport in houston the run way is completely under water. we are in the city of brennan, texas on highway 290. i will give you a look at us driving. about 30 minutes it started raining when we landed in austin about three hours west of houston it was not raining. we saw some sunshine. steady rain coming down for about the last 30 to 45 minutes or so as we make our way in. the reason whee are coming this direction is because usually if you are coming from austin, texas, you would take interstate ten which is main artery. parts of interstate 10 are under water. we caught up with some red cross crews. they are also trying to make their way here. they also have difficult times

as harvey continues to pound texas with its relentless rain officials are taking steps to try to reduce flood waters. here is what we know. the u.s. army corps of engineers began to release water from two dams in houston to prevent more flooding in the days to come. houston's 911 system has received 75,000 calls since friday. dallas is getting ready to house up to 5,000 gulf coast evacuees in a mega shelter at the convention center. >> here is a live look at the scene from houston. gray skies, cloudy and continuing to rain which is

obviously because it is to the south and it is moving very slowly. here is a computer model. great agreement that it is going to come right back up just east of houston and then track up towards memphis and some of the leftover rain effect us although it will just be for a brief period of time. you can see that storm is very large. it's producing heavy rain in new orleans. almost 500 miles away. tammie souza is going to talk about another system that will effect us tomorrow. >> we have them going on both sides of the country. this could turn into irma by the time we get to later evening hours tonight. we will be watching closely because you can see the rotation off the carolina coast line and this is going to be moving up the coast. so this is what we are expecting. we are speblthing thexpecting t move past charleston. it is just a tropical low expected to become a tropical

storm just off the coast of the carolinas. you can see that it it is taking a break further north. southern delaware and out along the jersey shore we could see high surf, high winds and perhaps some periods of heavy rain for tomorrow and tomorrow night. then it is out of here. what we are watching for is the remnants of harvey that may come quite close bringing in clouds or light showers as we head into the holiday weekend. let's go hour by hour on all of this so that you can get an idea of what is going to happen with the system. you can see we have winds coming in off the ocean. it will be a chilly day tomorrow, maybe in the 060s for much of the day. here comes the rain coming in by about 9:00 in the morning. places like dover and cape may you could see very heavy rain from this before it clears out on wednesday and then they turn north and we don't start to warm up until the latter part of the week when we sart to see a pleasant enough warmup.
