heavy wind and downpour. screeching halt. stops in heart of rush hour. leaving commuters stranded and frustrated. right now at eleven. tracking tropical downpours in the south and here at home. harvey battering texas and louisiana tonight. while the jersey shore and delaware are facing the worst of a different system. good evening everyone. today the sun finally came out in houston for the first time in days. but the deadly flooding historic rainfall are showing no signs of lefting up. here's what we know about harvey. the city of houston is under a curfew from midnight until 5:00 a.m. tomorrow. nine people are dead from the storm. including this police officer who troun in his car on his way to work. more than 13,000 people have been rescued from flood waters so far. and the storm made history today dumping more than 51 inches of rain in one city. setting the record for the

mainland u.s. so far a trillion gallons of rain has fallen on houston texas. that's where we send nbc10 randy gyllenhaal for a first hands look at the. daring rescues and what's next. >> reporter: block by block, house by house chlts looking for anybody left behind. he's made countless rescues. >> it's really sad to say that that kind of flooding. i have been living here for 16 years. and i never seen something like that. >> reporter: for 12 thour hours today. the road turned into a marina. dozens of boats and choppers flying over head. race against time after the reservoir spilled over sending a sea of water into homes. >> just pick up as many people as we can. so people have been in their house and snou it's in their house. they want to get out. >> reporter: rick and his team navigate through sunken cars. first they pick up three nursing

students who need a ride out. next up the tongue family with two young boys. they make it to dry land. >> the rescue. they come over and pick them up. and transfer them. >> reporter: for so many here it's the hardest decision they'll ever make. leaving everything behind. sglt we have to leave. this is not safe anymore. >> reporter: not knowing when they'll return. but comforted by the countless boats, trucks and strangers from every corner of texas. >> there's people in aid. and we were trying to help. >> reporter: in northwest houston. randy gyllenhaal nbc10 news. we have this just in. energy stadium in houston home of the texas is now opened as a second shelter. it will hold up to 10,000 people. meantime people in a town north of houston are being evacuated because fears a chemical plant there could explode. located in crosby. about 25 miles outside of houston. the company u.s. headquarters is

right here in. the plant lost power early sunday morning in the back up generators failed. if temperatures there get too high, the chemicals could begin exploding. take a look. u.s. national guard carried out a mandatory evacuation in several towns around that chemical plan. they put out a statement which reads in part. at this time while we do not believe there's immeant danger. the potential for -- is real. president trump and first lady are back in washington tonight. after a day spent in texas assessing the damage from harvey. mr. trump and the first lady made stops in corpus christi and austin. president says harvey may require the most expensive disaster response effort in american history. he called the storm a monster. while meeting with emergency workers and praised early response efforts. >> there's never been anything so expensive in country's

history. never been anything so historic in terms of damage. and in terms of ver osty. >> the president kept his distance from houston. to avoid disrupting recovery operations there. he plans to return to the region saturday to survey the damage. two new jersey natives who recently moved to houston are happy to be on dry ground tonight. mary and her fiance chris are among thousands who have been rescued from harvey's flood waters. the couple and three dogs were plucked to safety after spending seven hours here on the roof of their home. >> it got to be six feet. i was starting to tread water. we had the dogs floating on pillows from the couch. and rafts from the pool. >> she, chris and the dogs are all doing well tonight. but it will be take a while to come to grips with losing all their possessions. >> members of the new jersey national guard are heading to texas to help with response efforts. eight army national guard crew members will leave in the

so let's take a look at exactly where the system will go. we'll feel the effects by the time we get into the first half of the weekend. 50 miles per hour winds. here we go. it makes another land fall and just shoots across want country. thursday it's exiting parts of tennessee. and by the time we get into friday it may already be knocking on the door of pennsylvania to bring in clouds and rain. certainly not the flooding rain they have seen in texas. now for us everything is quiet to the west. we're watching this. this was supposed to turn into ir ma. didn't quite do it. it is moving out across the atlantic. the heavier rain that has fallen in philadelphia is winding down flt we'll talk about the rainfall totals and look at exactly what you can expect for your holiday weekend. when i come back. >> all right. stormny day down the shore. the tropical rain and high winds made for a miserable day in at lanic city in the board wac. people still ventured out there on the windy board walk. lauren mayk has been at the shore all day to see what

>> all right. as we keep track in beth systems right now. you can stay up to date with the nbc10 app. to this commuter headache for riders who took the l home tonight. small fire on the busiest rail line caused huge delays at the height of rush hour. shut down in both directions between 30th street and fifth street. firefighters responded to a small trash fire. it was quickly under control. but services impacted for more than an hour. >> it took me all the way out the way. it's taking me ten times longer to get home. >> buses were called in to pick up passengers. normal service was restored around 6:00 tonight. update on a tire slashing bandit. a local police department reeling. police now arrested a homeless man who slashed more than 50 tires on police and emergency vehicles in summer dale new jersey. edward holmes is his name. taken into custody at the cathedral kitchen food pantry

just before 6 tonight. in all, 13 vehicles were hit including nine police cruisers. holmes is held without bail. next, joel os teen under fire. the popular facing backlash tonight for something he says he didn't do. also a mother's plea for justice. after her son was gunned down. why she says her community shares part of the blame. run away bus. a driver clinging to life after he tried to hang onto his own rolling bus there.

run away bus this new york city leaves its driver in critical condition. you see that driver outside the bus when it began to roll backwards. he failed to secure the emergency brake. he tried to get inside, but ended up getting crushed between the bus and a utility pole right there. a second driver saw what was happening and managed to pull the buses emergency brake. a chester county teacher

accused of having sex with a 16 year-old student is facing new charges tonight. she was a teacher and coach. investigators say the 38 year-old told police she used a special phone to communicate with her alleged victim. because she thought it couldn't be traced to her. da says the teens girlfriend discovered texts between the two. she was arrested earlier this month for inappropriate contact with a student. i will never see my son start his first day of high school. >> tonight. a mother's plea after her son was gunned down in their neighborhood. he was killed three months ago, today. his killer hasn't been found. brandon hudson explains his grieving mother says the community shares some of the blame. >> we have his graduation book. >> reporter: in the corner of her living room. >> this is a teddy bear. >> reporter: her son's biggest

height of flooding. thankfully the fire department showed up and managed to get her to the hospital. local churches are answering call in texas. back here at home. mount e baptist is ready to opens its doors. churches will be vital. eventually making it here. >> i think there are connections here in philadelphia. i think in a couple weeks we'll see. within our churches there will be people coming here to the city. >> cam den, wilmington kp philadelphia are all taking up special collections to week to help victims. the houston megachurch head by joel os teen says it's opening its doors to seeking shelter. he faced criticism for not using the 16,000 seat arena as a storm shelter. he claims the church never closed its doors. and was serving as a relief

supply distribution center. he said it would house people once shelters reached capacity. he tweeted today, we care deeply. lake woods doors are open and we're receiving anyone who needs shelter. >> nbc10 first alert chief meteorologist tammie souza is back now. tracking harvey on the south. also tropical rain here at home. a lot going on. >> we had a good downpour. depended on where you were today. take a look across the city we have cloudy skies and showers falling. 67. that was the high today. way below where we should be. it felt raw out there. we saw a half inch of rainfall out there. and the highest wind gust 25 miles per hour. so it was a bluster ri day. across philadelphia we're watching things clear out. if you're in upper montgomery. if you're out in the lee high valley. you're dry at this point. you have cloud cover. philadelphia clearing out. same for south jersey. it looks like the shore is clear. you'll see showers heading your

way. wilmington will clear out. as this system heads out across the atlantic. we are looking at light rain showers making their way through. and headed east ward. in to nrew jersey. this is the whole system. the bigture. this didn't get named. there's a much bigger system in the atlantic. that may get the name. this just fell short. still plenty of tropical moisture as it moves out. let's go hour by hour. show you what's going to happen. we are looking at winds that are coming in out of the northeast. it's been raw all day with the east winds. we'll see much of the rain out of here over night. tomorrow morning we could see a few sprinkles and clouds hanging around. maybe a sprinkle through the noon hour. and temperatures into the 70s chl we should see sunshine by later in the afternoon tomorrow. it looks like we're going to on thursday be in the clear. not so much. here comes the front bringing us showers. we'll hit 83 degrees. but then behind it a much cooler day with sunshine returning for friday.

it's saturday and sunday that we could see the remnants of harvey. finally coming into our area with light rain. so this is the rainfall expected between now and when we get into late sunday night early monday morning. maybe two inches in parts of delaware. maybe a couple along the jersey shore. it looks like perhaps an inch in philadelphia. so tomorrow in fair mont you'll see 78. allen town you will see 77. let's go to 77. whild wood 74. and new ark 78 degrees. ten day on ten. the holiday weekend is dicey. 78 tomorrow. we'll see maybe a shower early in the morning. and sunshine with clouds. cloudy on thursday with rain moving in. friday looks dry. we get more rain on saturday and sunday. that is the remnants of harvey coming in here. could be an inch or more. the good news is labor day is looking magnificent. at this point. >> that is dpood news. all right. when it comes to tropical storm
