7:16 am
legalize daca, this same program, or if not, he will revisit the issue. is that a muxed message? >> well, compassionate thing to do is to give the kids legal status, let them become citizens. they're all nonfelons. they have no other country to go to. they came here as young children. they lived their life in america. they would add value to our country. that's the right thing to do in terms of the kids. in terms of the law, ten attorney general filed a lawsuit suggested daca was unconstitutional. what prompted this was actions by ten republican attorney generals, to question the constitutionality of dapa. i think the president made the right decision. >> there's no question that attorney general sessions seemed the be saying we have to enforce the laws. these d.r.e.a.m.ers are taking

7:18 am
there's a deal to be made between d.r.e.a.m. act and border security. but the president has to lead the effort in the house. >> can i jump in there? when you say border security, there's an idea that this d.r.e.a.m. act could get passed if congress provides funding for the president's border wall. first of all, mexico is supposed to pay for this border wall. do you think that's a nonstart center. >> i don't think mexico is going to pay for the wall. nobody wants to build a wall. i would look at john kelly. he was the former department of homeland security. he's an expert on border security. i would like to see the president come up with a border security plan that makes sense. a lot of republicans say if you legalize these kids, no matter how emotional the situation is, you're incentivizing other people to say, if we get our kids there, maybe they become citizens. you have to be care to these kids and address the underlying problem of illegal immigration. >> are you saying there's a
7:19 am
probability of a congressional fix for daca, without funding for the wall? >> i'm saying there's an argument to tbe made for border security without billing a wall. >> the president does. >> the president, in my view, can come up with a robust plan. go to a guy like general kelly, who used to be in charge of the southern command. he can tell us how to secure the border. >> let me ask you about north korea before i let you go. you were on our program back in august. i hope you remember that. and you said a military option is inevitable until north korea changes. they've tested two ballistic missiles. one flew over japanese territory. and last week they tested a hydrogen bomb. they are not changing.
7:20 am
is the military option the only option left? >> no. there's a lot of things we can do short of war. i hope the president won't capitulate to north korea's commands, which are we're going to hit america with a nuclear missile on top. that's an unacceptable outcome. china is still the key. we can be harder on china. get china and russia to help us. i don't mind sitting down with north korea. i just don't want a weapon to hit america. to those who say there's no military operation, you're wrong. there's a military operation. i don't want to use it. but it has to be on the table. without that, there will never be a diplomatic end to this. >> senator graham, a lot on your plate, along with your fellow members members of congress. we have strong storms that will be firing up through the northeast. flood watches in northern
