now at 11:00, a rainy night in the delaware valley. the umbrellas were out in full force in spring gardens. and if you went to the phils game, you had to sit through a rain delay. tonight there is a triple threat in the tropics. we're first watching hurricane jose. and that storm will affect the delaware beaches and the jersey shore as soon as tomorrow night. swimmers were rescued after getting caught in rip currents. >> you mentioned a triple threat in the tropics. we have tropical storm maria and hurricane jose, and that's really what we're tracking right now locally. so here is jose's future track as we expect. actually showing consistency

before the spring garden station. nbc 10 steven fisher joined us live where today's train trouble is impacting travel tonight. >> reporter: the station is still closed off here behind me. it's been like this since the train derailed 11:00 this morning. you can see police officers and police tape, not letting people through. these incidents are happening far too often. that was the dispatch call for help this morning when the line slid off the track. you can see it sitting sideways between the lanes of the interstate. >> there was a lot of screaming and panicking. >> i need you to walk through the train to make sure everybody is okay, all right? >> the train went off the track. i thought it was going into the

highway. and i've never been so afraid in my entire life. >> reporter: passengers were forced to wait with no updates until the power was shutoff so they could eventually setoff one woman had a panic attack. another seen on the stretcher was treated for heat exhaustion. >> it's too much. they're spending more money on other stuff than the trains and stuff and people got to get on it back and forth. >> reporter: whatever the reason, passengers are weary. >> i don't want to get on the train. i need a car. line being down today, septa was using bus shuttles. we actually saw a number of

people get turned away because the station is still closed. they're investigating trying to figure out exactly what went wrong. >> steven, thank you. and last month's derailment sent more than 30 people to the hospital. a train crashed in upper darby. and they continue to investigate what caused that crash. tonight here is the latest in the terror attack in lundened. the prime suspect is now in custody under the terrorism act. police scall today's development a very significant arrest. they detained an 18-year-old man today in the port of dover. police won't release any other information on him. the country is still on critical alert after a device partially detonated inside a subway car yesterday morning injuring 30 people. a military charity run at the jersey shore went on without a hitch.

a 5x semperify run went on. runners at the shore today tell us they weren't worried about any safety threats, and they knew police would keep them safe. tonight ensouth jersey, remembering the life of a u.s. sailor and camden neighborhood who died. they gathered in cherry hill for 22-year-old kenneth smith. he was an electronics technician third class but was promoted to second class after he died. when it collided with another ship last month. well, tomorrow in montgomery county school administrators and the teachers union will head back to the negotiating table to try to avoid a strike on monday.

yesterday the school was given the 48 hour strike notice. this is all surrounding the teacher's wages and insurance premiums. they have until tomorrow night at 8:00 to reach a deal. and that's when we'll find out if they actually reached one or if they'll strike. next at 11:00, how firefighters pulled pups from a storm drain. plus dancing on a bridge. the spectacle behind all this music next. i'm danny pommels from csn. the phillies tried to find some offense. and for the second straight week, the eagles hit the road.

♪ dancing in the moonlight. hundreds came out to the fall -- for some saturday night fever. a dance on the falchion bridge is a benefit event for the local development corporation. the bridge was shutdown and decorated for the big dance. tonight it was all about rocking the blocking here in north town. dozens of local -- members and dozens of neighbors turned into weekend warriors today and cleaned up neighborhoods around the area. volunteers met up at 8:00 this morning and got to work raking, sweeping and painting. and kicking off the fall season with some brews. going to the philadelphia zoo. visitors had unlimited samples from dozens of local brewers. also food trucks, live music,

take a look at this. firefighters in bucks county had to pull off a rescue last night inside a storm drain. neighbors heard the dogs barking and called for help. the crews went down into the drain and pulled out the two

pups drenched, cold, and scared. one of the dogs is 10. the other is 5-year-olds. both dogs are recovering tonight, but now officials want to know who they belong to since they weren't wearing any tags. >> it's not the ideal environment. they were very cooperateative, but it was just the problem of bringing them out of the piping itself. >> the older kid was sore. >> the kennel owner believes the dogs lived together, but it's still a mystery how they ended up down the storm drain. check out this announcement on instagram. >> philadelphia, i made a decision to send ten kids to college this year. ten kids will get an education free courtesy of kevin hart and heartbeat productions. i support dreamers.

conditions are dry right now and current temperatures are actually pretty mild. mount poke noah still at 60, but still pretty warm. some marine influence, and that's why we do have some fog developing. here is your delaware fog forecast. we're going to start at this at 11:00 p.m. this is what we're starting to here, fog developing especially around the jersey shore first. we're going to zoom on up to the lee high valley, burkes county north and west of philadelphia. and notice by tomorrow morning we're seeing some fog across the entire delaware valley but more for north and west philadelphia. then we're going to start to see clearing as the day progresses. so it's not going to start off the sunniest, but at least it will start off dry. neighborhood planner through the over night hours, it's going to
