right now and let's bring in nbc meteorologist bill karins with a look at where it is now and where it's headed. good morning, ibm. >> overnight we had land fall, 165 mile per hour wind. the island of dominica was literally smack on right in the middle of the eye. so, add that to barbuda and other islands that have been devastated this hurricane season. they are going to need a lot of help. and then deflected a little to the north and the southern end of guadalupe got hit hard. now the storm is starting to move away from the islands. the islands do have mountains. it did weaken it slightly down to 155, that's why it's a cat 4 now, not a cat 5. still extremely dangerous. it could fluctuate between a cat 4 and cat 5 between now and when it gets to puerto rico. it has it going over the east of puerto rico to st. croix. that could be wednesday at 8:00 a.m. that's 24 hours or so from now that that storm maria will be doing the devastation over portions of eastern puerto rico. very close to san juan, too. then the dominican republic and

further to the north. we're still hoping we can get a little shift here. maybe spare someone. some of the hurricane models are more direct land fall over the virgin islands. the hurricane center and european model still over the top of eastern puerto rico. so, still not precisely sure who is going to get hit the hardest. either eastern puerto rico or the virgin islands. but someone is going to get devastated. there's no missing. >> bill, thank you. hurricane maria is already slamming into dom ainica as we just heard from bill. all 72,000 inhabitants are threatened by 162 mile an hour winds. the prime minister said my roof is gone. i am at the complete mercy of the hurricane. fortunately he later posted that he had been rescued. in puerto rico store shelves are empty as residents prepare for maria's fury and the governor rlg urges everyone to take shelter. >> our top priority really, our only priority right now, is to make sure that the people of puerto rico are safe, they go to one of our shelters and that we can look forward to the

rebuilding process. >> meanwhile, violence erupted at georgia tech's atlanta campus following a vigil of a student killed this weekend. they urged students stay indoors amid the violence. two officers suffered minor injuries. three people were injured including one georgia tech student. the protest came after a candle light vigil of 21-year-old scout schultz. schultz was killed when police approach say he approached with a knife. he was holding a multi purpose tool with the blade closed. scout's parents now desperate for answers. >> why did you have to shoot? that's the question. i mean, that's the only question that matters right now. why did you kill my son? >> the protests that are expected in st. louis today, a continuation of several days and nights of demonstrations that

sometimes turned violent over the weekend. but on monday the chaos was at a minimum. for more we turn to nbc's scott cohen. scott? >> reporter: frances, day 4 and perhaps more kushlly night 4 after acquittal of officer stockley has been peaceful despite the fact businesses and police were preparing for the worst particularly in university city, the del mar loot neighborhood the site of violence on saturday night. there was talk about protests there and many businesses closed early and boarded up their windows in anticipation of another protest tonight. instead they wound up here at the st. louis city justice center. this is the jail where a number of people from last night's violence were taken. 120 people plus were arrested. the protesters gathered here in a driving rain at one point chanting free our people, and vowing to stay here until all of those protesters were released. they have now managed to keep the peace, perhaps aided by that

thunderstorm and the rains that have been going on throughout the night. the hope is that a tense peace will continue but they have a lot of mending to do in st. louis. frances, back to you. >> scott, thank you for that report. >> this morning president trump is preparing for one of the most important speeches of his presidency yet. when he appears before the u.n. general assembly to deliver his first address as commander in chief. and while we are learning the president will focus on his america first doctrine, while targeting the country's enemies abroad, reform was still high on his agenda. as he met with world leaders and spoke before members of the international body. >> in recent years the united nations has not reached its full potential because of bureaucracy and mismanagement. we seek a united nations that regains the trust of the people around the world. we must ensure that no one, and no member state, shoulders a disproportionate share of the burden. >> joining us for more on this, nbc's tracy potts in washington.

tracy, foreign affairs will be front and ensign ter today. we're hearing rumblings about headlines in the russia investigation. what can you tell us about that? >> reporter: exactly. paul manafort, the former campaign chair for president trump and someone who has advised him since then has been at the center. one of the people at the center of this fbi investigation. new headlines from the "the new york times" suggesting according to two sources familiar with the investigation that robert mueller may be getting close to an indictment on paul manafort. prosecutors telling manafort they planned to indict him according to those sources. the article also talking about the tactics that the fbi investigators are using to get their information. remember when manafort's home, virginia home was raided over the summer? well, now more details of that suggesting that mueller's team had to show probable cause that he might try to dump information so they actually picked the lock, waking him up to get in,

and do that raid before that information went away. so, we can hear more about that today. meantime, the headline that the white house is hoping will be on the front page tomorrow is president trump making his first speech to the u.n. general assembly, focusing on reform for that group, but also focusing very much on north korea, walking a bit of a fine line between chiding the united nations for being inefficient and he talked a lot about that, and also trying to rally support of these nations to deal with the north korea problem. philip? >> throw russia and indictment in the same sentence, that's going to take hold. tracy, thank you. >> well, the senate just passed a $700 billion defense spending bill in an overwhelming 89-8 vote. it funds core pentagon operations actually providing $30 billion more than president trump requested. and the bill includes money to add thousands of new members to the army and marine corps. over $141 billion would go to military personnel costs

including pay, bonuses, benefits and moving expenses. this provides a 2.1% increase in pay for american troops, $8.5 billion for the missile defense. it also gives $60 billion for the contingency operations fund which includes money for the wars in iraq, afghanistan, and other locations. additionally, the bill includes $10.6 billion for 94 joint strike fighter aircraft, which is two dozen more than what president trump requested. only eight senators voted against the bill with opposition coming from both parties. one of the them the republican foreign relations chairman bob corker who criticized the bill for spending too much and using gimmicks. he defended his no vote saying the inability to get our fiscal house in order is the greatest threat to our country. the bill won't be heading to the president's desk just yet. first the senate will have to work out its differences with the house's own defense spending

as far as the track to the north, button hook then it will begin to weaken then linger into the upcoming weekend and may have a little effect on maria eventually in about five to ten days. the rainfall forecast only heaviest from providence out through cape cod and eastern portions of long island, interior sections of the northeast w ay with us.

governor gina announced the initiative monday which helped undocumented immigrants brought to the country as children. under the trump administration's new directive dreamers have until october 5th to apply for deportation protection. the fee is about $500 per person. in a statement she said the state won't allow the fee to get in the way, adding now is the time for fight for our values and take action against hatred and bigotry. >> another major breach at equifax. according to bloomberg, the credit monitoring company said it was hacked back in march, that's two months before the massive breach in mid may that exposed the financial data of 143 million u.s. customers. one of the largest breaches of consumer data in history. so far there are a few details that the company tells bloomberg the march breach was not related to the massive may incident and that it didn't involve the same intruders. still, the latest revelation adds to a growing crisis at the company whose executives are now the subject of multiple federal investigations including insider trading. >> still talking about the

nearing our coast. people near the nor preparing for the im-- near the coast preparing for hurricane jose. overnight a different hurricane takes aim at already hard-lit islands. nbc10 speaks to people stuck in the storm's path. on the world stage. president trump set to address the united nations today for the first time. the message he'll be sending and what he wants done about north korea. good morning, this is "nbc10 news today" first look at 4. i'm tracy davidson. >> i'm via sikahema. hurricane jose churning up conditions along the shores. that storm is not the only trouble in the tropics. overnight, hurricane maria made landfall as a category-5 storm.

it is now taking aim at already hard-hit caribbean islands. we begin with jose's impact on the jersey shore and delaware beaches. right to meteorologist bill henley with the latest on the storm. we're seeing this system inch closer as it weakens. it's not looking as impressive as yesterday. we're now seeing large bands of rain moving toward the east coast. that includes our area, too. we've already seen a few scattered showers in southern delaware, move into sussex county. most of the rainfall this hour is just offshore. bands will be moving inland during the day. as the day goes on, you'll see more showers, more wind, more rain, and the potential for some flooding. there's a chance of some minor flooding this morning at the shore and moderate flooding later today. the jersey shore, delaware beaches, under our first alert for the tropical impacts from the storm through thursday morning. it's going to be lingering off shore. don't expect it to make landfall. it's going to be in the vicinity to our east. it's going to be churning up the seas. high surf, rip current risk will
