>> she's join iing us live with more on this time line we heard today. >> reporter: the district attorney says there's nothing we can believe this is a tragic accident. the freshman lacrosse player spent friday night before his death drinking with friends. he says that the following saturday that he was in his form room around noon. he was texting friends, telling them that he had begun drinking and then it was later in that afternoon that he joined a number of other friends ask their friends at a party surrounding multiple houses on the outskirts of campus. this was an off campus party and the da says there were more than 50 people there at the party. many of whom reported seeing williams and although they have on video after he left the party where he appeared to be stumbling, buying food at a convenience store, there was no evidence he was injured by himself or anyone else. however, that saturday night in

his dorm room, he was in his room with a female. we're told she told investigators she heard a loud thump, a crash to the ground and that's what they believe he suffered a major injury. >> mr. williams tells his female friend in the room he has to throw up again. he gets up and walks to a door, i guess, lead ing ing to a bath. while at this particular point she is not paying attention as he walks out of the room, she hears a loud sound. when she turns around to look, she sees mr. williams on the ground. >> reporter: the district attorney says no one actually saw the fall. that the female just merely heard the crash, but he believes because the dorm room is a cement block floor that could be where he hit his head. we do know that williams died of head trauma, according to the

coroner. but the manner of daetd has not yet been determined. the da interviewed a number of students at the college all of whom tried to give williams aid. he says they didn't neglect him. they were checking in on him. at times he was telling people to leave him alone and wasn't until he felt weak to some of them on sunday that they tried to get him dressed, get him downstairs put him in a car and needed to call 911. paramedics aarrived outside his dorm and took him to the hospital. he then died the next day. no criminal charges in this case according to the district attorney. reporting live, deanna durante, nbc 10 news. >> this breaking story is one of the most viewed stories ob our app. that's where we brought you the news conference live as it was happening. download the app for three so you don't miss any updates. 20 minutes of nonstop news continues with tracking the tropics. >> jose and mahmoria created a l

threat in the atlantic after cutting aç destructive path through the caribbean. hurricane maria is on a collision court course with peter. forecasters are warning the storm could leave parts uninhabitable for months. closer to home, we're feeling the impact of hurricane jose. a live look at the scene there. you see the gray skies and the surf. the impact being felt with coastal flooding being the number one concern. this storm is spinning clouds and bringing showers into our area today as well. rain falling in dover, delaware, as storm force 10 rolled down route 1. >> brian mendoza is ahead of maria's hit. and our team of meteorologists has been following both storms and where the tracks will take them next. let's begin with glenn "hurricane" schwartz and jose's

immediate impact on our area. >> those showers that are moving in now are directly related to jose. you can see them moving from northeast to southwest right around the scout skirts of the storm. most of the showers are on the lighter side. they move through pretty quickly. though there's a little heavier action coming down from new york city, the center is still way offshore. the worst of it is a long way from us and not headed this way. it's moving toward the northeast, but we do expect at least moderate impacts here. the moderate coastal flooding is worse than what we saw this morning. beach erosion, gusts continuing tonight and also the ref seas. now the track of jose is going to go up to the northeast.

but as we head towards the weekend, strange things are going to be happening. it starts to curve curve back towards the u.s. and farther to the south. so it may actually go back into warmer water and have a chance to reintensify. it also could be on the map until early next week and have an impact on our weather. you'll see that coming up in a few minutes. >> that's a bigger concern for later tonight. >> it is. kpt ocean is really raising some huge waves. they have been battering beaches all air long the jersey shore. let's take a look at some of the damage. this dune fence knocked down skpobt ground. this as folks prepare for the possibility of the worse flooding this evening.

>> from far out in the atlantic, jose showing its might. fueling massive waves at the jersey shore. for lynn, an image worth capturing. >> we're always looking for a perfect picture. >> reporter: dunes taking a beating from the pounding surf. this erosion along the fifth street beach, but it won't stay this way for long. >> they will rebuild the dune here. >> the ocean in north wildwood could not be contained. water crashing over the sea wall and into the street. the morning's high tide brought minor flooding to some coastal communities. these streets hit with high water. the evening high tide, though, expected to be more serious. >> not taking any chances. >> they put their cars on higher

ground. >> it took out my car. so it totalled it. if they say tidal flooding, we move it over to the center of the island. >> then you're in trouble. if i'm still parked in the e driveway, i can't get out. >> reporter: jose is also causing problems in nearby margate where the controversial beach protection project is still underway. i'm working on that part of the story for 5:00. live in ocean city, ted greenberg, nbc 10 news. now to the caribbean where the wrath of maria is being felt this afternoon. this video is from the french caribbean island. 40% of the island is without power. that's 80,000 homes. at least one person is dead after being hit by a falling tree. just think of how strong those winds are. it is the first death being blamed on maria.

tammie souza is joining us with more on the track. >> tell us when will puerto rico start feeling the impacts of maria. >> they are going to start feeling that tonight, tomorrow, thursday, it could make landfall there at some point by tomorrow. right now, it isn't too far off from st. kroi moving off to the north and west. the central pressure is 927. that puts it in an elite group of very powerful storms. irma was 920. so the eye is about 10 to 12 miles across and has a perfect formation here. it's continuing in favorable conditions to move right towards st. kroi. it's going to move this direction. it's about 110 miles. so they are bracing for what could be a direct impact from the hurricane as well. that was the only island not devastated or hit hard by irma.

it's going to approach puerto rico and hit some of the islands to the east chrand moving across a 5 or a 4 weakening and continuing off to turks and cay koes. this is by next friday. it's going to make a a hard turn bringing it into the atlantic in a three dimension. look at the high pressure north and east of it. it's actually kind of what is still jose around. and the two of these do a little dance out there. look what happens. jose may bring rain on shore. maria may come close to the shoreline before moving out of here. that's the end of next week. we have to watch here at home very closely as well. >> stay with us over the next two and a half hours as we track the tropics and their impact at 4:30. nbc 10 was at philly international today when one of

the last flights from the island arrived. then all new at 6:00, we'll hear from local first responders as they return home from the front lines of hurricane harvey and ir irma. breaking news out of central mexico city. a powerful earthquake has struck there. the 7.1 quake seriously damaged several buildings in mexico city. a look now at video tape inside an office build iing inside mexo as the tremor shook this office. hugging one another. we see smoke rising from several spots here. the actual epicenter was 76 miles outside mexico city and the mayor says there are reports of people trapped in collapsed buildings after the quake. we'll continue to update this storm. in the meantime, 20 minutes of nonstop news continues with president trump defending the

our area. it would allow districts to decide if they can be armed while in school. the senate passed the bill allowing districts to have a say in whether teachers can be armed. no votes have been scheduled in the house. governor wolf will veto the bill if it gets to his desk. striking teachers from the school district will hear the board's response to their effof for a deal tonight at 7:00. if the union approves the contract, they plan to reopen school as soon as possible. but it knows that probably won't happen by tomorrow. teachers walked off the job on monday. word today of a broadening investigation by pennsylvania's attorney general and others into the manufacturing, sale and distribution of opioids. pennsylvania's attorney general made the announcement in mon montgomery county. he was joined by members of local law enforcement and also parents who lost children to

overdoses. he says more than 40 ags served subpoenas requesting information for those who make powerful drugs and distribute them. >> camden county is taking the fight against drugs on the road. today it announced plans for mobile drug drop offs. they will allow people to get rid of unwanted medication safely before they end up in the wrong hands. the drop off is for different locations throughout camden county. >> welcome news for drivers in new jersey. the state won't raise the tax next month. to raise money and can be adjusted to ensure cash coming in. women's health care rights and access in montgomery county.

tom wolf and the first lady were there today. access for immigrant women and proposed laws in d.c. that could impact funding. the governor is a long-time supporter of planned parenthood. hurricanes irma and harvey are long gone after battering florida and texas, but the impact of the storms is still apparent this afternoon. a local agency has a football legend are answering the call. dan marino filled two trucks full of supplies for the hard hit keys. he got an assist from hockey players. they collected everything from food and water to batteries and also baked. jose is triggering showers in the area right now. >> we want to get to glenn "hurricane" schwartz with more on the impact on our area.

>> we're already seeing flooding hours before the next high tideç there's going to be significant flooding. the worst one happened this morning. you can see jose still spinning out of the atlantic. and the edge of it some of those producing showers and moving on the lighter side. but the heaviest storms to look at the heavy showers coming into nantucket and cape cod. and if you had the hurricane close enough to the jersey shore, it would be sending the storm ranger to e see this kind of e detail as well. now the high tide this morning caused some minor flood iing.

if you or somebody you know got flooded this morning, they are going to get flooded tonight. if they just missed getting flooded toid, they are going to get flooded tonight. a couple hours later in the back bay, the flooding does cause some significant problems. but the core of the hurricane stays offshore. we get a few more of those showers coming in. but then it all moves far enough away that we're not getting the showers or the strong winds. now this is wednesday night. it will not go away. and here's the computer models showing the northeast track you think it's going out to sea. but the conditions become more favorable to turn and start

coming back and not only closer to the u.s. if it comes farther to the south, it goes back into warmer ocean water and has a chance to restrengthen. and look at all of the tracks now compared to yesterday. to take the remnants of jose closer to the coast by next monday. here are the two storms. there's maria and pressure all and the winds could even be increased at 5:00. there's the perfect eye that is only about 10 miles wide. category 5, 165 mile an hour winds at the last report. the pressure is now lower. the wind may go up with the next advisory. meaning that puerto rico has a better chance of get iting hit

tropics is maria. >> unfortunately, peter is in the path of this monster storm. the worst is yet to come. i'll have the latest track and your most accurate first alert forecast. they are dealing with mahmomaria here in delaware. we are dealing with jose. water is in some spots where it shouldn't be. i'll explain some of the inconveniences jose is causing, when we come back live to the delaware beaches. plus taking out the trash. the reason delaware's largest city is no longer picking up waste for nearly 100 businesses and organizations. also awl out search. a 4-year-old girl disappears in the middle of the night. where police tound her safe after combing the streets for hours. that's at 5:00.

first alert weather tracking the tropics and boy are they busy. two big storms are brewing in the atlantic. and one of them is impacting our area right now. the biggest threat from jose is that the jersey and delaware beaches on the left you can see the clouds building over cape may where we have already seen coastal flooding. on the right, a live look from duey beach, delaware. storm ranger 10 has been tracking jose. that's right up cape cod. the most powerful radar is monitoring the rain bands from the storm. and these two hurricanes are creating a double threat in the atlantic this afternoon. >> maria is taking aim right after cutting a path through the caribbean. buildings are boarded up as waves crash on empty beach there is. they urged people to find shelter immediately. and nbc 10 was at philadelphia international today as one of the last remaining flights from puerto rico arrived.

puerto rico's airport is set to close because of the hurricane. our coverage continues with glenn "hurricane" schwartz. >> there's really nothing to stop it. there's no land mass ahead of puerto rico. it crossed last night and been moving straight line and if you continue that straight line, it goes right to puerto rico. it's going to be really hard to miss. even though the core of this is a fairly small compared to previous storms. max winds 165 miles an hour. ask so the wind has increased this afternoon. you can see the eye perfectly symmetrical. it's not going to hit st. martin

the way it was hit last time, but this time puerto rico is getting it. you can see all the possible computer models covering up the island. so there's a highlightly hood it's going to come within a few miles. then it goes east of the baha s bahamas. then it starts to move up to the north. playing around with jose because jose would be pretty close to the coast. jose is already giving us some showers right now. most of them on the lighter side. the fortunate thing so far is jose is moving up to the north and east and it's over 200 miles away. it continues to move away. it's turned up the ocean over a a week. we're going to get moderate coastal flooding. more wind gusts and more rough seas. i'll tell you more about how jose could impact next week here

sky force 10 is live over breaking news. crews radhere on the scene of a deadly shooting. this is on winston street. you see the officer there with crime scene tape. a man was shot and killed in a house here an hour ago. no one has been arrested at this point. a mince understanding led to an altercation between a police officer and a boy with autism. >> the whole thing was caught on body camera. take a look. >> what are you doing? >> the officer stopped connor because he thought he was doing drugs. but he was really using a calming technique. the officer didn't seem to understand and kept moving forward. seconds later he tried to walk away and that's when things escalated. >> do you have an i.d. on you?

with the thunderstorm, it's still a tropical system indeed. you can see the showers on the outer edge moving toward the southwest. and some of those briefly on the heavier side. we have one shower that is just south of pemberton that is briefly heavy. farther up toward cape cod, we sent storm ranger 10 because that's going to be the closest point for landfall for jose. even though it's not actually going to come on land. you can see some of the heavy showers coming in. storm ranger because of the dry confined. as we look at what timing is to expect for tonight, high tide, this is the one that is more significantly higher at the back bay that occurs a couple hours later.

and it is going to be some significant flooding. over the next several days, here's thursday. it's moving in a nice direction. kind of out to see. however, the steering current change and as you can see a lot of computer models start this movement toward the south.ç this is as bad as it gets and it's moving toward a very populated island in puerto rico. 165 miles per hour max winds. look at the pressure. 916 millibars. only 80 miles southeast of saint

croix. and the cat 5 that hit san juan during the night tonight and into tomorrow. then east of the bahamas as we go into friday. now what happens after this, it's coming closer to where jose is. and that's the issue. because as it comes up to the north, jose is then away and they start rotating around each ore. i have a blog on that on our website. it's very rare in the atlantic. while helping us push maria farther out to sea. >> the dynamics, this is taking many days. we're talking about early next week that the storms are that close together that they
