commuter train crashes. were they preventable? rooftop. the reality that tens of thousands of people face in puerto rico following hurricane maria. good evening. i'm keith jones. >> and i'm erin coleman. now that ma roadwria has pulled people are assessing the damage for the first time. tonight 19 deaths are being blamed on maria. some towns have no communication with the outside world. >> the entire island's population of 3.4 million people is without power. the outages could last for months. let's get to nbc 10's drew smith. >> reporter: the devastation has settled over this island like a tattered blanket. communities and lives splintered and torn apart. >> it's really devastating. >> reporter: maria's wrath is overwhelming. rushing floodwaters and rain

from the storm could continue through the weekend. >> many people believe the hurricane is over. that at this moment, there are people who are being rescued from their rooftops. there are people being rescued from floods. >> reporter: pulled from homes ripped open by the wind, pieces twisted and tossed aside. trees and power poles snapped, wires tangled like yarn. there is no electricity on the island right now. and little, if any, running water. >> i think we have to understand the gravity of the situation. the infrastructure of puerto rico is so weak that it's going to take a really long time. >> reporter: the airport has opened but only for military and other rescue and relief missions. help desperately needed here. >> the human spirit is going to have to rise up real high.

>> reporter: tapping into that strength as maria reintensifies and hits other islands. nbc 10 news. there is still virtually no communication from victims of hurricane maria in puerto rico to their relatives hooer in the delaware valley. puerto rican parade is here and stands are already popping up all over kensington. many are acting as gathering points for families showing pride for the country. >> it is aggravating. it's like knowing nothing at all. i'm scared because my mom is diabetic. >> a committee of 25 local groups is strategizing the best way to help out victims of maria. many of those ways will be on display this weekend during the sunday parade. let's talk to chief meteorologist tammie souza has been monitoring the latest track. this powerful storm isn't yet finished. >> it's not yet finished. it's headed to the turks and caicos.

i'm sure it will be destructive there. 30 to 40 miles out of either side of the eye will feel the hurricane force winds. it's like standing in the middle of a tornado for six, eight, ten hours. that's what they've been going through. imagine that in the back of your mind. that's why you see the destruction you see. it's pushing a lot of water along with it. so a pretty good storm surge is expected with this. the eye is really trying to reform. it's kind of muddied up a little. it could be undergoing eye wall replacement. it could be that it's going to start to move over warmer water and intensify more. it is a category 3 storm and it is moving to the north and west. again about 9 miles an hour. it's not going anywhere fast. but it is going to be headed for the turks and caicos. that's going to be the next stop. the central pressure is 960. that's good. it's not the 906 it was making it the tenth most intense storm in the atlantic. even more intense than irma was.

and you can see it is a 3. the cone is expected to be to the east of the bahamas. it's down to a 2 off the shore of the carolinas and a 1 offshore from the carolinas and headed toward the mid-atlantic. but it does start to straighten out. let's look at the european model so you can see what happens. here it is here. now watch it as we go through the timeline. by the time we get to next friday, not tomorrow but next friday, we are going to be looking at it somewhere off the shore of the mid-atlantic states pushing some big waves into our area. so some more beach erosion, dangerous rip currents, no boating. all of that is going to be repeated just like it was with jose. at that point, it is expected to turn off to the north and the east. but this is still a week away. so we're going to keep a very close eye on the track of marim.

and to track maria's latest path, tap the free nbc 10 app. a tedious task. tonight rescue crews continue to dig through the rubble left behind after tuesday's devastating earthquake in mexico. all of those children who were inside of a school that became the focus of a massive rescue having accounted for. one adult is believed to be trapped in that collapsed building. at least 250 people died in the earthquake. here at home, local response crews are training to react to natural disasters just like the one that hit mexico. nbc 10 south jersey bureau reporter cydney long learned training for this type of response never really ends. >> reporter: keith, it doesn't end. it is constant. and i want you to take a look at this bank here recently reduced to rubble. but these giant cement bricks

from. i've seen a diamond ring laying on the ground. >> reporter: by spotting their hands. >> it was attached to a happened. as i moved it away more, here it was the elderly lady that was in the house. >> reporter: crews and search dogs with new jersey task force 1 also showed us how they sniff and search for signs and sounds of life beneath heavy rubble. >> always go we the thought process if we're working, we're trying to save somebody. >> it doesn't matter if it's somebody out front that has a flat tire or what's happening in mexico right now. we're going to give it our all. >> reporter: and guys, i want you to listen to this red box for a second here. >> help, help. >> reporter: it's called a victim simulator. because the crews cannot bury a real person on saturday, they will bury this and they will be working on top of all of this cement and rebar to drill for their next collapse response.

i'm cydney long, nbc 10 news. >> comprehensive and thorough training there. all right. more help from the united states is on its way to mexico. the united states transportation command sent a rescue team from california. it left last night bound for mexico city. a u.s. disaster assistance recovery team is already on the ground there. a jewelry store robbery suspect gets busted on the main line. after radnor police say a tip led them to joseph taylor. taylor's been ordered to stand trial on armed robbery charges. police say he held up a store employee at gun point and stole nine rolex watches valued at more than $100,000. taylor's alleged victims said it was important for him to testify and tell what happened. >> but it is an important day for us. it's important for me to be here and make sure that this doesn't happen again.

>> taylor told nbc 10 the police have the wrong guy. why he says he did not commit the crime. that's at 6:00. a camden cop admits to getting a 15-year-old girl pregnant. now rafael martinez jr. is facing sexual assault charges. investigators say the child was born last month and that dna proves martinez jr. is the father. he has been suspended without pay. new at 5:00, investigators say the engineers of two different commuter trains that crashed last year had severe sleep apnea. it's a story we've worked on since the crash happened. mitch, what can you tell us? >> reporter: keith, the national transportation board looked closely at both crashes. one in hoboken and the other in brookl brooklyn. what they found was an important common length. the transcripts show that even though the engineers had sleep apnea, neither was diagnosed before the crashes. now, that disorder makes people

tired during the day. it causes shortness of breath throughout the night and affects sleep. now, both engineers say they have no memory of the crashes and the documents don't reveal a cause for either accident. and federal regulators actually abandoned a plan to require sleep apnea screening for engineers. they decided it should instead be left up to railroads. mitch blocker, nbc 10 news. a woman accused of killing a man with her car in bucks county was in court today. jacqueline jones is charged with murder and homicide by vehicle. you can see her walking here with a cane. police say she was drunk last month when she smashed head on to another car. one man died in that crash. developing now, upper marion township police are trying to figure out how a bicyclist wound up in critical condition on the side of the road. a driver found a man lying down at moore road near king of

prussia mall. he was unconscious and tangled in his bike. we're working to see if charges will be filed against a driver who hit a woman in north philly. the 28-year-old was struck along roosevelt boulevard near southampton road last night around 9:45. she's listed in critical condition. the driver left the scene, but eventually did come back. an atlantic city man, a man is accused of sexually assaulting a child. police say the assault happened over a number of years. a warning tonight from a springfield township police. they tell us a woman distracted a sellersville homeowner by pretending to work for a tree service. after she left, the homeowner realized a large amount of money has been taken from inside his home. he was shot and killed during a traffic stop in

a show of force from the u.s. army today over the korean peninsula. this video provided by the mill their shows live fire drills off the coast of southern korea. it's part of an emergency readiness exercise. the army says it can quickly deploy forces including artillery rocket systems to that area. the exercises are in response to north korea's nuclear tests. president trump dealt an economic blow to north korea. if you do business with kim jong-un, the u.s. will not do business with you. sitting with the leaders of south korea and japan, the president announced an executive order. it cuts off any country that gets goods or labor from north korea. >> tolerance for this disgraceful practice must end now. >> instead of a military strike,

the president is dealing a blow to north korea's already wavering economy. forcing north korea to choose between saving its nuclear program or economy. facebook will now provide the contents of 3,000 ads brought by a russian agency to congressional investigators. facebook already released the ads to authorities. the intelligence committee has been looking to bring facebook executives before their committee since the company first revealed the existence of the ads two weeks ago. delaware county declared war on drug manufacturers today. and their consulting physicians. county leaders say they have misrepresented the dangers of long-term use of the prescription painkillers which has led many unsuspected

consumers down the path of addiction. >> we have had enough. it has cost us tens of millions of dollars. and has cost us thousands of lives. >> delaware county is the first county to file such a lawsuit. a new report highlight this monumental impact women have on th the city of philadelphia. philly is the only city among the ten largest in the nation where women make up more of the external work. philly women hold 57% of jobs in education and medicine. the average median wage for women is about $29,000. it's about $35,000 for men. the final day of summer is here, but you know what? you wouldn't know it by stepping outside today. we saw people enjoying the weather, grabbing a bite to eat on state street. a live look at the philadelphia skyline. a sure sign that fall is almost here. it's getting darker earlier.

noticed it in the morning in particular. the sun sets tonight at 6:59 p.m. >> and a live look at avalon beach where -- you hear that from tammie? couldn't get it out of my mouth. soaking up every last ounce of summer they can. tammie souza, you want to be down there. >> i do. but i don't like it's not in the 7s anywhere. soon it'll be in the 5s. we don't like that. look at this. why don't we join them? they're out there. i wonder why they're out there. let's take a look at what's going on in avalon. 80 degrees. it's a beautiful day at the beach. the surf is down. still dangerous. we still have that threat of rip turnts and a hurricane that's going to come up the coast and churn things all up. again, that's maria. early next week we'll start to feel the effects of that. the winds are out of the east and southeast to 3 miles an hour. in philadelphia it's 87. winds out of the north at 10 miles per hour. lths go to wilmington where

you're at 86. little bit of a hiet eat index. it feels very summerlike and it will all weekend long despite the fact that fall does start tomorrow afternoon. doppler radar sweeping the sky. things are pretty quiet. we have some high thin cirrus clouds all courtesy of what is tropical storm jose. now 50 mile-an-hour winds. it could actually throw a light shower or sprinkle one of these outer bands in our direction tonight. but for the most part it's going to stay away from us. we're expecting to see the storm sort of dissipate. you know, the track is going to be a little bit on the erratic side. it's stationary. so it's not expected to move too much. take a look at this. now, i painted in, like, the rainfall. so you'd get the idea if anyone in our area got rain, it would be light. it wouldn't be these heavier bands of rain that are close to the center of where the tropical storm is. but it's pretty much just going to be meander around out here and fizzle out. i think at that point, it's going to be carried away to the northeast by the jet stream.

not quite the case, though with maria. we're going to have to deal with maria coming to the shoreline as well. we could see sprinkles along the jersey shore coming in. we'll see a mix of sun and clouds. we'll be in the low to mid-80s tomorrow. look at saturday. lots of sunshine. winds coming in out of the north. we're going to be in the upper 80s on saturday across the area. and sunday just crazy. come on. we've got the game going on, the eagles game. we could be looking at upper 80s wechb 90 degrees in philadelphia. so it's going to feel very, very summerlike out there. here's your neighborhood forecast for tonight. 65 in philadelphia, 55 in the pennsylvania suburbs. 55 in the lehigh valley. 56 in south jersey. jersey shore at 64. and delaware at 60. see a few high thin clouds courtesy of jose out there. then for tomorrow, again, we're going to see sunshine with a few clouds mixed in. it'll be 85 in philadelphia. 82 in the pennsylvania suburbs. we're going to be going to 812 in lehigh valley.

south jersey at 83. 80 on the shore. i expect a lot of people will take advantage of that fine weather. it is going to be a warm one until we get to the middle of next week. then we start to see seasonal temperatures come back. fall starts tomorrow. now, the eagles game is on sunday. you've got to pace yourself if you're going to that. 88 on monday. clouds increase. we could see a sprinkle or shower depending how close to the shore the remnants are. then we go into reasonable temperatures after that. up next, scary moments when a ball hit a child at a baseball game. >> it has a lot of people talking today. all new at 5:00, what the phillies did just this year to help keep you safe at games. then the new proposal that could let some drivers off the hook if their car is hauled

new at 5:00, there is a proposal to eliminate fees for certain cars towed away in philadelphia. councilman david oh introduced the bill today that would reimburse owners of cars that

were towed from a temporary no parking zone. the owners should not be responsible for the fees if they were unable to access their vehicle during temporary parking restrictions. a case of road rage has landed two women in jail. two women pulled another woman from her car and beat her until she was unconscious. allegedly because they thought she was driving too slowly. the victim has a broken nose. the women face burglary and aggravated battery charges. brand new cars totaled before they left the lot. at least four cars were damaged at a kia dealership north of pittsburgh when a woman crashed her own vehicle into those cars. the driver was taken to the hospital. police are investigating whether drugs or alcohol played a role. crews at detroit metro airport are pulling out soap dispensers in the bathrooms after an unusual substance was found in the soap. the exact substance has not been

right now at 5:00, death and destruction from hurricane maria. tonight millions of people in puerto rico sitting in the dark. hurricane maria slashed the islands knocking out power and turning streets into rivers. it could be months before the city is restored. >> it's survival mode right now. there's a desperate need for food, medical supplies, and water. >> look at the storm on first

alert radar. maria is pounding the dominican republic with fierce winds and rain. the storm's set to slam into turks and caicos tomorrow. >> tammie souza is here. the east coast could feel the impact of maria in the coming days. >> it could be in the form of large swells, surfing with dangerous rip currents, beach erosion. that's what we're going to be watching for if the current track is the track that it stays on. you can see that the eye is sort of filling in. so we call it a bit of a dirty eye. but it may be going through an eye wall replacement and may restrengthen even more. the water is going to be moving over in the mid-90s. it's very favorable for more strengthening. and you can see it now passing the dominican republic and approaching haiti and the turks and caicos where they're braces for a direct hit from a category 3 hurricane. it is an intense hurricane. it is officially the tenth most

intense in the atlantic basin. it had a pressure of 906 a couple of nights ago which is less than what we saw with irma. let's take a look. 120 mile-an-hour winds. here we go. it's going do to come up east of the bahamas. it will be between bermuda and the carolinas as a category 2. then it will weaken or it's expected to weaken to a category 1. but still this cone straightened out a bit. it could continue on up toward halifax. perhaps even up a little closer to the shoreline here in the northeast. and look at most of the models. they're in agreement they'll stay out to sea. this definitely bears watching over the next few days. but definitely high surf, bad boating, and beach erosion. that's what we're going to be looking for early to mid part of next week. guys? now to mexico where rescuers are trying to find survivors trapped in the rubble.

at least 250 people were killed when the magnitude 7.1 quake rattled the region on tuesday. you're looking at new video tonight. pretty scary moments before a building collapsed in mexico city. this happened right after the earthquake as dozens scrambled to safety. massive recovery efforts are under way. right now across mexico city, more than 40 buildings crumbled in the city. 25 people including 21 children died at a school that collapsed. be sure to download the free nbc 10 app for the very latest developments on the mexico earthquake and on hurricane maria. you can get breaking news alerts in the palm of your hand. the mother of a man killed in a highly publicized police shooting in philadelphia is dropping her lawsuit against the department. brandon tate brown was shot and killed by officer who is pulled him over in may fair back in december 2014. prosecutors cleared police of

any wrong doing. tate brown's mother filed a wrongful death lawsuit against the department but her family says she's now decided to drop the suit because of her failing health. a big week in washington is ahead. north korea, health care, and tax reform all getting scrutiny. one of the main voices behind tax reform talks is pennsylvania senator pat toomey. >> lauren mayk sat down with him today. lauren, what does he want to do? >> reporter: cut $1.5 trillion in taxes. that's what he wants to do. he said that would be offset by stronger growth. we wanted to know what this means for you. it could affect what you pay and even how you do your taxes. in washington, it's health care in the spotlight now. >> i think there's a good chance. there's tremendous support from republicans. >> reporter: but behind the scenes, republicans working on another overhaul. >> if we do this right, we'll have a bigger economy. >> reporter: republican senator

pat toomey is on the finance committee and he's a key voice in crafting the plan for tax reform. who is going to pay less in taxes? >> well, i hope everybody. you know? i -- >> reporter: can you guarantee everyone? >> i can't guarantee that. i mean, some people are not -- there's some businesses that don't pay much at all. >> reporter: the pennsylvania snafrt says he hopes both middle class taxpayers pay less. he believes when the people make more, so will the federal government. changes will affect how you do your taxes. taxpayers in pennsylvania may be used to the federal savings. tlp l that go away? >> that is a deduction that benefits wealthy people disproportionately. the vast majority of people who take that deduction are pretty high income. sometimes very high income. >> reporter: but data shows it varies. it says nearly 39% of those making $50,000 to $75,000 take this deduction. when you say it should be on the

table, does that mean you would like to get rid of it but you have to talk to other people about it? or you're not sure yet? >> it means this can't be viewed in isolation. we've got to look at the entire package. >> reporter: well, some deductions could go away. the senator also talked about increasing the standard deduction making it more likely that taxpayers will just use that. senator toomey says there is more republican consensus on tax reform than health care. and he thinks they can get it done. keith? >> lauren mayk live in studio. here's a look now at some of the stories making headlines county by county across our region today. a delaware county group making a push to stop a controversial move on the pipeline. to end work on the sunoco pipeline. andover is a development off route 352. residents have concerns about the pipeline that could bring natural gas liquids to delaware county. in newcastle county, mascots

two people inside that burning car after a crash. watch this body cam footage. the officers smashed the window to pull the people out when the doors jammed. they made it out just in time. the victims were rushed to the hospital in serious condition. elsewhere, a michigan mother is demanding answers after her son who has autism was attacked by another child with special needs on a school bus. a camera on the bus captured the attack just as the bus monitor removed the restraints at the stop, the boy jumped across the seat and attacked the 13-year-old cal mcfarland. when cal got off the bus, no one told his parent what is had happened. the district and the bus company said they are investigating. the unique approach to rehab put military veterans who lost a limb on the golf course. the vets took part in a nine-hole scramble. while on the links, they had golf pros at their side offering tips and advice. the event was organized by the philadelphia va. one vet told us he's hoping to

lester holt joined us now from the nbc studios in new york. >> hey, lester. >> hi keith and erin. ahead for us tonight, the latest from puerto rico where communications remain largely out as officials struggle to reach areas cut off by hurricane maria. and a crumbled mexico city school has gripped that nation and the world. plus while cvs will limit certain prescriptions. we'll tell you more about that on "nbc nightly news." >> thanks, lester. it is the hit that everyone is talking about. a 5-year-old girl recovering after that 105 mile-per-hour ball hit her in the face at yankees stadium last night. many philly fans on their way to the game this afternoon had safety on the minds. >> no question. we caught up with several families outside citizens bank park who told us what the phils did just this year makes them feel a lot better about being at the game with little ones.

flooding tonight. good evening. i'm jacqueline london. this evening families in our area are sfrdesperate to hear f loved ones stuck on the island slammed by the storm and maria isn't done yet. after crippling puerto rico, hurricane maria is continuing its path through the caribbean. it is lashing out at parts of the dmominican republic. t and new video from puerto rico shows streets blocked by downed trees and power lines. the mayor of san juan says people could be without power for up to six months. flooding is still a concern there now with maria's outer bands continuing to lash the islands. san juan's airport is open but only for military and other rescue and relief missions. we are bringing you live team coverage of maria's wrath tonight. where the storm is headed now. but
