it. >> reporter: it happened steps from the entrance of the phoenix hotel. the streets were packed. police say the toddler was with two uncles and his grandmother. one of his uncles is an off duty philadelphia housing police officer who had business at city hall. police say he removed his loaded personal weapon and shoved it under the passenger seat. >> just shocked something happened here in center city. >> reporter: deon truesdale didn't hear the shot but witnessed the commotion. >> one round was fired and went through the driver, it went through his right shoulder and exited out. >> they rushed him to the hospital. he looked pretty bad but he was conscious when they did take him out. >> reporter: witnesses like omar smith -- >> you know, kids is kids. you know how kids is. they like to play with toy guns. >> reporter: gun safety should be paramount. >> i guess the grandma thought it was a toy gun, it went off. >> reporter: they are thankful a curious toddler didn't cause more harm. >> especially a loaded gun in a car with a young child. no excuse for that.

heart condition which wouldn't have been covered if health insurance didn't include preexisting conditions. a vote is set for next wednesday. some of the most controversial items include ending obamacare's medicaid expansion and subsidies for private insurance. instead, states would receive block grants to spend on healthcare as they see fit. a lehigh valley congressman is responding to nbc 10 after calling out senator mccain over his position on the bill. what he said in a town hall that's raising eye brows. that's ahead at 4:55. now to more breaking news, we're following in montgomery county. we were over limerick this afternoon and this house where authorities are investigating a shooting. the home is on long meadow road. we received new information. the victim is a woman, she was shot in the chest and taken to the hospital. the shooter is still on the run. police say the shooter knew the victim. this was not a random attack.

tammy souza is outs our studios tracking the warm welcome for fall. >> summer just doesn't want to let go. i'm okay with that. >> you're okay with it? i think everybody out here is okay with it. if this is what fall is going to be like, we give it a big thumb's up. we know the reality. it will slowly slide into fall with all the leaves turning colors and cooler crisper nights. this is summer at its best. it will be hanging on. take a look, off to the west we have 94 in st. louis, 93 in chicago. it's 85 in pittsburgh. 85 here. if you go down to roanoke you're looking at 86. so plenty of warmth in the area. still needing to move over us. that means days and days of these temperatures ahead. we are looking at a little bit of a cooldown now depending on where the clouds are. wilmington, 79, trenton 83. wildwood 75. atlantic city 81. winds are coming out of the

north so it's a little bit drier. this is where we go. we drop down to 74 by 10:00 tonight. we'll see a few high thin clouds. they're still out there, all part of what was once jose. it's now a post tropical storm out there. and for the most part, you're looking at a weekend that could be near record with temperatures. tomorrow, in the mid and upper 80s everywhere but the beaches. by the time we get into sunday, you go into the eagles game? you're going to be sweaty. we'll talk more about that. and when we see an end to all this warmth. we'll be watching maria. we'll talk about that coming up. with so many events tonight and this weekend to kickoff the start of fall, plan ahead with the nbc 10 app. that's where you'll find the hour by hour forecast for your neighborhood. now, to hurricane maria, it's now churching off the turks and caicos islands as a category 3 storm. >> maria's death toll across the caribbean climbed to 27 today. six of those deaths were in puerto rico. flooding is still a major concern there. two days after the storm struck.

entire neighborhoods are under water. maria knocked out electricity to 100% of the island. officials say it could take up to six months for some people to get their power back. that's all the way to march. we'll look at a dramatic rescue video from puerto rico. that's a woman and two children stranded on their capsized boat. a man on board died after 20 foot waves swept over them. a british royal navy helicopter was able to lift the three other people to safety. wow. many other hurricane victims are waiting to get out of town. take a live look at philadelphia international airport. the first flight left for puerto rico this morning at 8:00 a.m. another flight is expected back here later this evening. we spoke to a montgomery county woman who was honeymooning in puerto rico and was stuck during the storm. >> reporter: she was absolutely devastated when we talked to her. we talked to her about a few

hours ago. when were on the phone with her her flight was canceled then and she broke down in tears. we are at the airport, and we're watching the big board right now. we're looking at that flight. san juan, puerto rico. it will be the first flight to come back to philadelphia since maria made landfall. it's been delayed a few times. it was saying 7:30, right now about 7:45. as for that mother we talked to a few hours ago, she just wants to come home right now. >> now we're told our flight got canceled until monday. >> reporter: what are you thinking about right now? i see the emotion all over you. >> i mean, how are wre going to afford to stay. i don't know how we're going to get home. >> reporter: heather is trying to hold it together the best she can. she's stranded in san juan

puerto rico with her husband. a honeymoon turned into a survival trip. >> there's the street we're on. signs are falling down everywhere. >> reporter: she was able to reach us this afternoon through facetime using the hotel's wi-fi. the mother shared photos and videos of what it looks like near her. they were scheduled to flight out wednesday. that got changed to thursday and then saturday and now monday. >> thought irma was a fluke, we had no idea there was going to be another one. >> reporter: the stress of the so-called vacation too much to handle. they move today a new hotel yesterday and were forced to ride out the storm inside a ball room. she wants family and friends to know she's okay. >> we're safe. we love them and hopefully we'll be home soon. >> reporter: of course that is the best news they are safe and hopefully that's flight will take off on monday. another look at the big board once again. that american flight 740 now

coming back at 7:46. the first flight from philadelphia to san juan paruer rico took off this morning at 8:00. nbc 10 news. far from the honey moon they dreamed of. we know many of you have been struggling to get in touch with family members in puerto rico. right now on the nbc 10 app you'll find the information to help you get ahold of your loved ones. while the world's attention has turned to the damage left by hurricane maria, many people are working to help victims of hurricane harvey in houston. st. lawrence catholic elementary school in upper darby held a special prayer service. the main focus was hurricane victims in texas. they collected money for families impacted by harvey. they will be sent to the galveston, houston area. more help from pennsylvania is headed to texas today.

aid employees took off for the disaster recovery center. they work with survivors and teach them about assistance available from the state and federal agencies. rescue teams from pennsylvania went to texas immediately after harvey to help any way they could. to the latest on the earthquake in mexico, the death toll there has grown, but so has the number of rescues. right now, we know the death toll is up to 286. most killed in mexico city, 60 people have been pulled alive from debris there. americans have joined the local rescue efforts as officials vow to continue as long as there could be any survivors. today rescue dogs joined the effort to find any survivors. this dog helping first responders look for victims in a collapsed building. unfortunately, he did not find anyone. a south philly company plans to make more than a half dozen trips to mexico city with donations from people right here in our area. those donations, piled up inside a semi truck left last night

filled with water, non-perishable food and other goods. everything will go to the victims of the earthquake. organizers tell nbc 10 the trips will be made for free. right now the need is expanding beyond water and clothing. >> we ask for people for band aids, we need anything that secures blood for people. >> the drive runs until october 31st. you can tap the nbc 10 app to find out how you can help the victims of the earthquake and the hurricanes without becoming the victim of a scam. the search is on for a killer in north philadelphia. nbc 1017th and cumberland streets where police found bullet shells and blood. officers were told a man had been shot there and that he was in a car on the way to the hospital. a short time later at about a mile away they pulled that car over. the victim was rushed to the hospital where he later died.

attorney general jeff sessions was in harrisburg to talk about the opioid epidemic. he says the white house is making it a top priority. he announced plans to award $20 million in federal grants to police and health officials to address the epidemic. some 5,000 students in montgomery county were back in school today after the teacher strike ended. more than 400 teachers walked off the job monday and their strike ended late wednesday. teachers agreed to take part in arbitration and end the work stoppage. the federal corruption trial of allentown's mayor will take place at the federal courthouse in allentown. his lawyers requested it be moved. they say he took bribes in exchange for doling out city contracts. his trial will begin in january. the war of words between president trump and north korea's leader is building.

the president tweeted kim jong-un of north korea who is a m mad man will be tested like never before. the tweet follows a statement from the north korean leader calling the president mentally deranged. kim jong-un also warned mr. trump would pay dealrly for his threat at the u.n. and he hinted at a powerful weapons test. james comey's speech at the historically black howard university was interrupted several times by protesters today. >> i hope you'll stay and listen to what i have to say. i just listened to you for five minutes. >> hecklers tried to drown out comey's speech several times. a flyer suggested comey had argued racism was not a serious issue when he headed the fbi.

he asked the crowd to help him out, telling him he was going to speak for 12 minutes. >> in this country will be taking place here now. [ applause ] i love the enthusiasm of the young folks, i just wish they would understand what a conversation is. >> james comey was appointed fbi director by president obama in 2013. he was fired by president trump in may. delaware governor john carney was in wilmington today to highlight some of the major construction work underway in that city. he was joined by the mayor. the city and state have 20 projects planned in wilmington. the governor says the end result, might make delaware more attractive to big companies that need a new home. he specifically mentioned amazon. new developments in the works to build a $55 million apartment complex on the camden

waterfront. an insurance group has taken over as the developers of the project. the same group is already involved in several other projects on the waterfront including a hotel and office tower. construction on the pennsylvania turnpike will send drivers in the western part of the state on an 80 mile detour. starting tonight the toll road will be shut down near pittsburgh from exit 13 to 28. the green line show how far drivers have to go to get around it. it will take an hour and a half instead of the usual 20 minutes. crews will be replacing a bridge. the road is scheduled today reopen monday morning. the new iphone is out and comcast decided to give people a jumpstart on getting their hands on it. the xfinity stores opened an hour early so customers could buy the iphone 8. xfinity launched a mobile

winds at 8 miles per hour. wilmington, how about play ball? what great evening for that. 79 northwest winds to 9 miles per hour. in philadelphia, we're at 82. we are looking at northwest winds to 15 miles per hour. that boat puts along there in the river at the bottom of your screen. this is where we're going tomorrow. you can see in philadelphia we'll be up there in the mid and upper 80s. stone harbor right in the upper 70s, low 80s. we get into reading out there toward the lehigh valley berks county, low to mid 80s. mid to upper 80s if you're in delaware. so it's going to be a very warm and pleasant day tomorrow. nothing showing up on our doppler radar other than those high thin cirrus clouds. that's all associated with what is now a post tropical storm jose. you can see that just kind of winding around. i'm not going to rule out a shower along the shore. we'll see waves coming in. for the most part we'll be looking at a north wind keeping everything offshore. we'll be in the 60s early tomorrow morning.

mid and upper 60s. we'll top out in the upper 80s for tomorrow. it will be cooler, though, along the shore. we'll be looking at numbers that are generally going to be probably in the low to mid 70s. once you get further north along the shore, 90 on sunday. and monday doesn't disappoint. look at this. 11:00 a.m., we're at 84. cooler along the shore. so we are going to be looking at extended period of warmth. all right. this is the computer forecast. this is of course maria right here. maria is still a powerful storm, a category 3 hurricane. it's sitting out there with 125 miles per hour winds moving to the north northwest at nine miles an hour. these are the computer models and the cone. you notice the cone has widened out at the top. the models have spread out a bit ask there's uncertainty. that's something that everybody's going to be watching. do we get waves? wind? a little rain? it will be the middle of next week before we know. 66 tonight in philadelphia.

it's officially fall it means people want all things pumpkin. this is a pumpkin nobody wants. this truck crashed in pasco county florida and created this pumpkin pileup. the truck burst into flames after the crash and this is the mess left behind. the driver escaped and no one was hurt. what a mess. a man from western pennsylvania is facing charges after police say he made an 8-year-old girl drive him to ohio. >> police say kevin cook was drunk and told the girl to drive him just over the state line. two people saw the child driving

nbc 10 first alert weather is falling for fall. and the unseasonably warm start to the season across pennsylvania, new jersey and delaware. people are taking advantage of these summer-like temperatures. sunny but breezy today on the ben franklin parkway. you can see the umbrellas blowing around. a great day to sit outside, soak up warm weather before it's too cold to dine outside. that's going to be here before you know it. the warm weather is welcome down the shore. crowds packed the boardwalk. look at all those people. >> need some room there. ted greenburg is joining us live from north wildwood. people just not ready to say so long to summer just yet? >> reporter: they certainly are not. lots of people are already here at the shore for what's expected

to be a very busy weekend with great weather. but jose out in the atlantic, still causing life-threatening conditions in the ocean with few or no lifeguards on duty. families on the beach in wildwood not taking chances, the threat of dangerous rip currents keeping them out of the surf. >> it feels like the sand is being pulled out from under your feet. >> reporter: an elevated risk of rip currents expected through the first weekend of fall with a summer-like feel drawing more people to the shore. wildwood, among the coastal communities where lifeguards won't be watching the water again until next we'year. >> when you have a high risk of rip currents and an inviting ocean that's not a safe ocean. >> once you get out there and get into it there's nobody here to save you. >> reporter: north wildwood's annual irish fall festival already packed would green and

people. >> very crowded for a friday. friday is never ever this crowded. >> reporter: the weekend-long event usually draws a crowd of more than 200,000. this year, lucking out with a sunny and warm forecast. >> shoulder season, great weather. can't get any better than this. >> reporter: normally, north wildwood's beaches will also be unguarded, but with the nice weather, rip currents, and crowds, authorities scrambled to have lifeguards at at least five beaches for this weekend. that's the latest here in north wildwood, let's go to chief meteorologist tammie souza. i bet you're wearing the swim trunks right? we didn't see the bottom half of you. >> reporter: shorts. >> i should have known. such beautiful weather out there. ted shows you everything is enjoying themselves and what a spectacular weekend this is going to be to go to the beach or anywhere outside.

you'll need your sunscreen and a hat and dress comfortably because we'll be approaching the 90s on sunday. that's going to be a cooker. 82 in philadelphia, 79 in coatesville. 97 81 in atlantic city. 83 in trenton and 77 in mount pocono, 82 in mount holly. we're above average everywhere. we should be about 76 this time of year. we're exceeding that value. here is the weekend weather. you're basically going to be looking at the mid and upper 80s everywhere but the jersey shore for tomorrow with plenty of sun and a few high thin clouds. we'll be looking at 91 on sunday. it will push the old record. we'll see if we break that or tie it. in philadelphia, 80 on the jersey shore and 90 on monday. we hang on to this weather for monday. after that, we start to see some big changes. so come on back, we're going to discuss all of those and how they affect your neighborhood.

82 in philadelphia, 82 in the pennsylvania suburbs, 83 in new jersey. 84 in the lehigh valley. we had high thin cirrus clouds earlier today. you can see them here on the camera. that was courtesy of extratropical jose. and it's still off the east coast swirling around. we'll see the clouds from time to time over the weekend. this is where we're going from 82 to 74 at 10:00 tonight with winds out of the north. it's a fairly dry air mass in place. we don't have anything showing up as far as precipitation on our doppler radar. there you go is what's left of jose. we don't see any radar out here. a little bit further east because there are no radars in the ocean. you're seeing the showers on the western edge. we're watching maria down here, category 3 hurricane moving to the northwest at about 9 miles per hour. expected to stay off the east coast. they widened that cone a little

bit. we'll be watching this closely for next tuesday, wednesday to see exactly how close it gets to the east coast. because there is going to be a lot of high surf, dangerous rip currents, beach erosion, and if it comes too close we could be dealing with wind and rain, even here in philadelphia. that bears watching. tomorrow morning you'll wake up in the mid 60s. allentown, 59. by 5:00 tomorrow night we're looking at the mid and upper 80s across the area. with the winds out of the north. we see on sunday, that's the cooker, 90 in philadelphia and wilmington. 88 in mount holly. 89 in allentown. cooler along the beaches because the winds have turned to the east. we'll see the 70s there. then we get into monday. before noon, we're already in the 80s in philadelphia. so get ready for some warmth out there. and for the most part, yeah, we're just continuing to watch jose out there. and the next five days, we're going to see the swells, we're going to see the surf.

valley congressman amid the healthcare showdown. >> it's what democrat matt cartwrighted. he called out mccain saying he's staring death in the face right now, so he's probably going to make good choices. nbc 10's steven fischer got reaction from cartwright about those comments. >> reporter: at a town hall style meeting, lehigh valley congressman matt cartwright responded to a question, telling voters he doesn't believe senator john mccain will vote in favor of the latest attempt to overhaul obamacare. >> something tells me he's staring death in the face right now, so he's probably going to make good choices. >> it was definitely an insensitive statement. >> reporter: the comments have sparked outrage. mccain's daughter took to twitter and called cartwright's remarks disgusting, many agree. >> i expect better from people
