new at 5:00, nbc 10 has learned a high ranking delaware county official is under investigation by the district attorney's office. >> the man is the president of the board of commissioners of bradner township. that's where we find deanna d durante. >> reporter: people here working for the township were informed of the investigation, but those staff members here were not told what that investigation surrounds. >> thank you and welcome. >> reporter: we reached out to him and reached out to commissioners who work alongside him at radnor township. no one has left a comment. delaware county property tax records list this as being owned by him and his life. they're not saying what was

taken in the search. nbc 10 was there as employees left what they describe as an all hands on deck meeting. some telling nbc 10 they were informed of the district attorney's investigation, but were given little details. when you click on the government page and click his page it shows a link that's no longer valid. now the township board of commissioners is set to have a regular meeting next week. no word if he'll attend. we'll reached out to him and there has been no request for comments. we contacted the township manager here. we've been waiting all day for a statement from his office. it has been referred to the delaware county district attorney. they are declining comment. reporting live in radnor. philadelphia police say a 3-year-old boy shot his uncle with his uncle's gun. this is cell phone video of the scene. it happened this afternoon near 16th and orange. police say the uncle left his gun in the back seat where the child was strapped in the car

seat. the boy unbuckled himself and found the weapon. happening now, nbc 10 is on the scene of a shooting that happened inside a montgomery county home. in just minutes, authorities plan to release new details about what happened here along long meadow road in limerick. here's what we know, someone shot a woman in the chest, paramedics rushed her to the hospital. the shooter is still on the run. police say the shooter knew the victim and this was not a random attack. a news conference getting underway right now, nbc 10's aundrea cline-thomas is there. she'll have a live report coming up. a former playground worker is accused of sexually assaulting an 18-year-old with special needs inside a philadelphia rec center. police say he assaulted the man in south philadelphia on wednesday. coleman walked on a nearby playground. officials say he no longer works for the city. the first night of fall is officially here, but it feels more like summer outside. we're looking live at philadelphia skyline where we saw temperatures in the upper

western part of the territory failed within the last hour. the government saying the situation is extremely dangerous. they've been bussing people out of the region all day long. the first flights from puerto rico since hurricane maria are arriving at philadelphia international airports. they are scheduled to. we're live at the airport. passengers were expected to arrive within the next hour, but not so? >> reporter: not so. we've been standing here for the last two hours waiting for the first flight from puerto rico to come to philadelphia. it was supposed to arrive at 5:00. it's been delayed several different times. it's been a no go. let's take a look, san juan, we've been concentrating, 7:40, you can see basically once it switches it was supposed today come in at 5:07. it's coming in at 8:46. that's switched several times. it was 7:00, 7:30,7:45. we want to get to the latest

concrete to look for victims. the mexican president is visiting people in the hospital. it is a big blow to the republican plan to repeal and replace obamacare. today senator john mccain said he will vote against a gop healthcare plan. nbc 10's jacqueline london joining us live from the breaking news center with how the decision went down. >> mccain said he cannot back the measure because it's too partisan. he believes republican and democratic lawmakers will come up with a better plan if they work together. he doesn't know how it will impact insurance coverage and premiums. those details won't be ready in time for the vote, which republican leaders hope to hold next week. his opposition leads the bill one vote short of passage. democrats are unanimously against the bill. gop senator rand paul has said

a crime alert for anyone parking their car in west philadelphia tonight. a thief is breaking into cars in and around the 600 block of north 68th street. that's off harverford avenue. he's been spotted several times

taking things from cars. the culprit drive as dark gray toyota corolla. a shooting in strawberry mansion killed a man driving his car. he was hit in the chest a passenger had a graze wound to the head. police discovered a grand marquis seven blocks from the shooting. if you're living in montgomery county there's a new easy way to be prepared in case of an emergency. county leaders rolled out smart 911 today. all you have to do is register online. then if you call 911, your profile pops up with your phone number. for example, if there is a fire, first responders already know how many people could be inside and if there are any pets they need to rescue as well. a former dover air force base airman will admit to sexually abusing a teen-age run away. he has agreed to plead guilty. they say he and another airman had sex with the 15-year-old several times in the barracks of

the dover air force base. they are charged with sexual abuse to a minor, washington faces sex trafficking charges. today the trump administration eased rules aimed at investigating campus sex assaults. now colleges can use a lower standard when deciding how to deal with sex assault complaints. before today, colleges had to consider the weight of the evidence, now they can decide for themselves what standard to use. president trump's education secretary called the old rules unfair for students accused of assault. the trump administration's controversial travel ban expires this sunday, and now the president is weighing new restrictions on travelers from additional countries as that date nears. under the current plan, there are restrictions of people from six muslim majority nations. and this weekend, marks 90 days since that ban went into effect. next month the supreme court is expected today hearing a argument on the constitutionality of that order.

veterans are being recognized in a big way today. we went to cherry hill where those who have served are being served. for this vietnam vet charles williams, all this is a gift. >> it's a good thing they're reaching out to the people. >> they get flu shots, dinner. >> reporter: this is a community based intervention effort to give veterans the help they need. many of them homeless and on the streets. but for several hours, the south jersey armory was all about hair cuts, hot meals and healthcare. >> some guys would never see medical professionals at all were it not for this. today just a few minutes ago we had to evacuate someone who needed to be taken to the hospital. and he could -- heaven knows what would have happened to him. >> reporter: many of these men and women who gave so much have found themselves on the receiving end. and an army of volunteers turned out to deliver, handing out warm

get started on that weekend. >> a live look at avalon beach, where people are enjoying the first evening of fall. temperatures in the mid 70s there. nbc 10 chief meteorologist tammie souza joining us the warmer temperatures are sticking around for a few days and we love it? >> what are you going to do with the little ones this weekend? get outside. >> burn off energy. >> run around. let them burn off energy. jim will be walking the dog. you'll be chasing your children. we'll all be outside. i hope you at home will be as well. let's take a look at what's going on. they pointed out how beautiful it is at avalon beach. it feels like 75, winds are out of the northwest to six miles an hour. allentown, that's where you're 83. with a north northeast wind, six miles per hour. wilmington, the ballpark looking spectacular. the carnival going on behind that. 79 degrees. winds out of the northwest at 6 miles per hour. right now in philadelphia, 82. and the winds are out of the north at 12 miles per hour.

humidity, 41%. it's not too sticky today. high pressure is moving in. it will get a little bit more sticky over the weekend. but it won't be an oppressive summer-like day. despite the fact that fall started today. tomorrow, 87 up for a couple of 90s on sunday and monday, near record territory there. back down into the low 80s by the middle of next week. still above our average of 76. it's not till after wednesday we start to decline. we'll probably go below that average. we know we got to pay it back. we're looking on doppler radar, nothing going on. we have the high thin cirrus clouds that have been out there because of post tropical storm jose. it's stationary. it needs something to give it a nudge out of the way. it will probably get that nudge with a trough coming from the west and maria coming up from the south. we could pick up extra clouds, maybe even a quick rain band dashing along the atlantic coast. here is maria moving to the northwest at about 9 miles per hour. just passing the turks and caicos, starting to make that

northward turn that will place it between the u.s. mainland and bermuda. that cone has widened out. now we'll have to watch catchfulcatc carefully along the east coast. could it possibly be just high surf or will we have wind and rain? that will be sometime in the middle of next week when maria passes near us. we'll be waking up to the 60s tomorrow. a comfortable night. we'll be in the upper 80s tomorrow afternoon. we'll be pushing 90 degrees through the area on sunday. some places will exceed 90 degrees. monday at noon we're at 86. so keep the flip-flops handy. if you're at the beach, think twice about going in the water unless it's one of the beaches where they have put the lifeguards back out for this weekend. there is a high risk of rip currents along all of our beaches. all those swells are being

created by jose. if you're going to be going to the giants and eagles, eagles home opener, it will be 90 at 3:00 at halftime. unseasonably warm. dress comfortably. your neighborhood forecast, 66 in philadelphia. the lehigh valley a comfortable 59. delaware, 65. we'll see a few high thin clouds, but for the most part it will be a comfortable night. tomorrow, 87 in philadelphia. 86 in south jersey. the jersey shore at 81 unless you're down near cape may then you'll be in the mid and upper 70s. it's going to be warm for the next three days, we do drop off on tuesday back down into the lower 80s. we may pick up a sprinkle from either maria or jose coming by. after that, a trough moves through, getting rid of both of those tropical cyclones. we drop down into fall-like temperatures by the end of next week. i want to take you back to breaking news. police have released this picture of a man wanted in

today's shooting in limerick. his name is greg feldman. he should be considered armed and dangerous. he's suspected of shooting a woman in the chest inside a home in limerick. the woman is in the hospital tonight. police say the victim did know feldman and that feldman was involved with her daughter at some point. nbc 10's aundrea cline-thomas is on the scene. she'll have a live report coming up. another look at greg feldman, his last known address was in harleysville. aundrea cline-thomas was at a news conference where police just released this new information. her report at 5:30. still ahead, surf's up at the jersey shore. but a beautiful fall weekend is also fuelling concerns about safety in the water. that's ahead at 5:00. a local airport that's now allowing ride sharing services, next at 5:00.

sky force 10 is over breaking news in montgomery county. this is where crews are on the scene of a water main break. you see that service truck there, that white truck on the left there. this is route 73 near paper mill road. no world on how many customers are affected by this water main break. it looks like this is happening at least mostly underground as crews work on the situation. we will continue to monitor this

we had a crew at the house on long meadow road earlier today. you see detectives going in and out of the house. according to the district attorney, around noon the victim opened her door when the suspect shot her twice. again, the suspect and the victim knew each other. >> he was known to the lady that answered the door at the house. so this is not an unknown assailant. he was -- had been involved with the victim's daughter at some point in time. >> reporter: the motive, they're not saying anything about a motive at this hour. if you see feldman, you are told not to approach him. he's still believed to be armed. as for the victim, we're learning she's 48 years old. she's in the hospital tonight in serious condition. that's the latest here in limeri

limerick. aundrea cline-thomas. now at 5:00 a teen with special needs was raped inside a rec center. police say the man facing charges worked at that center. nbc 10's drew smith is joining us from our breaking news center. >> investigators say this happened days ago? >> police tell us the rape happened wednesday inside the recreation center. the very next day, investigators picked up ronald coleman, charging him with a number of disturbing crimes. kids were playing at this playground on south 15th street today. their parents keeping a watchful eye after hearing what police say happened inside these doors steps from the swing sets. >> it's crazy. you know, i really thought this was a nice park. >> reporter: 32-year-old ronald coleman is accused of rape, assaulting an 18-year-old with special needs. >> i'm a grandmother to have my kids go there, it's terrible. >> reporter: we checked and the city of philadelphia confirms that coleman was a seasonal worker at the playground. employment that is now

terminated. >> it made me sick to my stomach. >> reporter: parents say the accusation that he went after a vulnerable special needs person makes it even harder to comprehend. >> we need to protect our kids better. >> reporter: coleman is from the strawberry mansion section of philadelphia. he's now in jail awaiting a court hearing. back to you. turning now to the ether with. it's the first day of fall, but it sure doesn't feel like fall. not at all. a live look over center city. a gorgeous day out there. in south philadelphia, another nice view, although it's a warm start to fall. a lot of folks don't seem to mind. >> i'm good with it. it gives me a chance to wear the summer clothes longer. you never get to wear them long enough. >> all right. a fall favorite here. look at the colorful mums that are popping up. they're going to be everywhere in a while. we have team coverage on this warm weather.

nbc 10 chief meteorologist tammie souza is live. she starts us off. >> i like that woman's attitude. we never have enough of the summer weather. so let's enjoy it. we should. this is a gift from mother nature to us. let's take a look, beautiful skies outside. a lot of those high thin clouds have cleared out. let's take a look at the numbers. 82 in philadelphia, 83 in the suburbs, 82 in south jersey. 83 in the lehigh valley and delaware coming in in the upper 70s. this is amazing because 66 is whe where we should be. we're going to get warmer as we head into the weekend. take a look at the temperatures for tomorrow. philadelphia around 87, 85 in reading. we could see 85 or greater in wilmington. we'll be pushing 80 along many of the beaches, take a look at stone harbor at 80. we will see some big changes on the way later next week. this will come to a screeching halt, so we should enjoy it while we can. i'll be back to talk about your neighborhood forecast for the weekend ahead in just a few

minutes. enjoy it while we can. all right, here's a look now at some of the stories making headlines county by county across our region. montgomery county, police on the hunt for a thief who has a taste for energy drinks. investigators gave us a surveillance shot of him swiping a case of red bull from the wegmans in collegeville. on the right, the car he was in. this man is accused of stealing from a house of worship. tom's river police arrested this man. officers say he broke into the donation box earlier this month. surveillance video cawaptured t break in and that helped officers track him down. 5,000 students in montgomery county were back in school after the teacher's strike ended. over 400 teachers walked off the job monday. the teachers agreed to take part in arbstration and end the work stoppage.

delaware's governor was in newcastle county to highlight the major construction work underway in wilmington. the governor met with the mayor. the projects total more than $258 million. one of the projects will be the parking garage and transit hub. a bridge over the christina river is also in the works. it will allow more development to pop up on the east side of wilmington's popular river front. >> the point is is that all these projects are going to make the city of wilmington a more attractive place to live, to work and to do business. >> the governor says the end result might make delaware more attractive to big companies that need a new home. he mentioned amazon. gloucester county will have more room for kennels. they will get $66,000 for the new addition. new space will also include medical care rooms and animal viewing areas.

right now mexican officials have promised to keep the search for survivors going. it has been four days since the powerful earthquake struck. today, several people were
