for three suspects involved and not one but two separate, but violent attacks on innocent people who found themselves in the wrong place at the wrong time. this was the scene early this morning at the corner of 54th and warrenton. caution. tape blocked off the intersection and medical supplies left behind on the ground. >> he tries to run southbound. they fired a shot. he gets struck in the back and falls to the ground. >> the 31-year-old man was walking to his girlfriend's house when three men e walked up to him and tried to rob him. police say the victim had no feeling in his arms or legs when they got there and police were called to a similar robbery a half mile away. three men dressed in all black sweatshirts robbed him and hit him in the face. that gun several times. >> they run them over. >> both crimes are considered to be random attacks and given the

similarities, police believe the suspects committed both acts. >> a horrible situation. we're looking for the public's help. we're checking for surveillance cameras at this point. >> reporter: we did talk to detectives. they said the victim shot underwent surgery today. it's possible he could become permane permanently paralyzed. that will be determined by doctors in the coming weeks. as for police, you heard them they are continuing to investigate. anyone out there with information are asked to contact police. steven fisher, nbc 10 news. this is what was left behind following a shooting in chester this afternoon. more than 20 orange markers lined the street marking where bullets hit the ground. sky force 10 flewover this afternoon. police got the call for a shooting around 12:30. witnesses say a car pulled up, two men got out and started shooting. the intersection were shut down while police investigated. we have calls into police right now to see if anyone was hit and if anyone was arrested.

luckily, no ones was hurt. septa put out a statement saying we completely understand. they have to take a sleep apnea test. lawmakers in new jersey and new york introduced a bill to require engineers to get tested. that bill would force the department of transportation to overturn the decision to allow each railroad to decide whether or not to test. it marks one year since a train crashed into a terminal. the engineer suffered from undiagnosed sleep apnea. >> the issues they face growing up including opioid abuse. >> i plan to use my platform to have as many as i can.

with the many issues they face as they are growing up. >> new jersey governor chris christie was invited to the discussion today. earlier this month he laid out a plan to use $200 million in state money to fight the opioid crisis. an important dead line is quickly approaching for 800,000 undocumented immigrants. >> dreamers have until next thursday to submit their renewal applications for childhood arrivals program. that program allows people who are brought to this country as children to stay in the country. rosemary connors is in our city avenue studios where a phone bank is being held to answer anyone's questions. >> some of those questions include if i have never been a participant in the program, can i apply now. if i'm a part of this group that has a dead line to renew within the next week.

winds will continue out of the north. they will die down a bit. there will be a little breeze tonight. it's spectacular out there. the air is a little on the dry side. we're watching the remnants -- tropical storm maria moving to the east at 13 miles an hour. it's moving away from us taking the clouds and some of that high surf. we are still facing dangerous rip currents out there. that's going to be the case all the way through the weekend. you can see the clouds streaming in from the north and the west. this is our visible satellite. and then it's heading towards our area. but generally high pressure is keeping us nice and clear. here's where we duo. we have the northwest winds. by tomorrow morning we're looking at the 40s in the outlying areas. you'll need the blanket there. 51 as you wake up in parts of

philadelphia. other areas around philadelphia right in the heart of the city hanging on to the 60s because of all the warmth that's been locked into the pavement. tomorrow will be a little warmer than 70. i'm gearing for the low 70s across the area. some places only the 60s across the area. by tomorrow night here comes the front. we could see some scattered showers. 30% chance of that moving through overnight. and then maybe even an isolated shower early on saturday. temperatures on saturday are going to struggle to make it into. the low and mid-60s across the area. i have a little warmer than that because i'm hopeful we'll get a bit more sunshine. right around 70 with more sunshine. a mixed weekend. partly sunny on saturday with that early morning shower that's going to be widely scattered. more sunshine on our sunday. here's the rip current danger. it may be low er to moderate. it's not going to be good out there. nobody should be out there swimming at the beach this is

it's been eight days since hurricane maya. millions are without power and we are learning new details about how the u.s. is responding to this crisis. earlier today the white house waved the jones act. it allows supplies to be delivered more quick ly to puero rico. many are waiting for aid. we are learning a limited amount of crippled infrastructure is making it hard to deliver supplies. fema has delivered more than 4 million meals and liters of water to puerto rico. >> puerto rico's governor flew to the small town to get a firsthand look at the damage there. most of the homes are damaged or destroyed. half the town is without water. people in delaware are pitching in to help in any way they can. >> tim furlong spent the day with a man who says this crisis hits close
