brother near 24th in north philadelphia. police say the boy was not intend td target. he is recovering in the hospital tonight. again, police has made arrest. we'll bring you new details as soon as we get them. now at 6:00 devastation, it has been 11 days since hurricane maria ripped across the caribbean and tonight federal officials say progress is being made to delivery leaf supplies. but residents say they cannot get the items fast enough. we are staying on top of the latest developments. we have learned 45% of the island has access to drinking water. the governor says 714 gas stations are up and running. that is more than half the stations on the island. president trump is expected to visit the island on tuesday. and that isn't the only island recovering from the devastation.

at any moment task force is headed to u.s. virgin islands to help there. now joining us with fort lake hurst. lauren? >> reporter: we were just on the plane with them as they loaded things up here. about 30 people heading to the u.s. virgin islands where residents there have been recovering from hurricane irma hand maria. now, they will be helping out emergency responders. but i asked exactly what they'll be doing. and they don't have allstate specifithe specifics yet. they'll find out where and how they are needed when they hit the ground. on the tarmac lining up to help out. members of the state police and emergency responders from across new jersey an among those heading to the u.s. virgin. the air force providing transportation for the 4.5 hour flight. . also equipment they might need including an ambulance here on

fundraiser. >> reporter: it's almost bike a fortress, so you can take a look around the police van where folks are congregating. fewer than one dozen protests but counted police officers on foot and bike. and street is closed to traffic. all because a fundraiser is being held for officer ryan powell. according to the facebook invite, they paid $40 each to attend. now he was fired from the police department for violating multiple policies. he shot him in the back as he was running away on traffic stop on june 8th. they said it should not have happened in the first place. we asked dozens to talk to us, but they all declined. this is what protesters had to say. >> david jones, a man that was loved by his family and friends and his community. you shot him in the back.
