tim furlong is live from wilmington. >> tim, what have you learned in the last hour? >> reporter: we just got an update saying that the mother is being questioned by the police. the crime scene crew reopened the street but earlier today the mother actually called police to come here because her boys were dead. police are still investigating what happened here in this home at 9th and adams this morning trying to figure out why two boys were left for dead in water in their bathtub. >> the mother made the 911 call and we responded to check on the children. >> reporter: one boy was just a few months old and the other around 5 years. police have the mother at headquarters for questioning. they are not actively looking for anyone else involved in the deaths. >> no, absolutely not. we believe -- we're questioning the mother. this is just relegated to this family at this time. >> reporter: when police arrived at the home, there was a strong

charges for stabbing a man several times in the chest in delaware. the victim told newark police that caroline pemberton stabbed him while he was sitting on the couch. the victim is expected to be okay. tonight a father is on the run accused of shooting his daughter's boyfriend in the groin. pennsylvania state police are trying to find donald jenkins jr. of shenandoah. his daughter and boyfriend were in a hotel when the father came in and the two started arguing. police say jenkins then shot his daughter's boyfriend and took off. it's time to legalize marijuana in pennsylvania. that statement today from the aclu of pennsylvania. the group released a study showing 33% of adults in the state have been arrested for marijuana in the last seven years. the study also shows black people are more than eight times more likely than white people to be arrested for possession of

to the newsroom. first in wilmington, sky force 10 is over a shooting investigation. this is a live look where one person was shot just before 4:30 this afternoon. this is on west sixth street. that person was taken to the hospital and is in critical condition. police say no one has been arrested as ofç yet. and back in philadelphia, john b. kelly school will be closed again tomorrow because of mold. it will reopen on wednesday. the school has been closed it since thursday. the district says the traces of mold found were caused by issues with the heating and air conditioning system. they will only say that they are in the final stages of cleanup. so we go from mold to those little guys. rats. they are everywhere. they are in our parks, our playgrounds and our restaurants and dumpsters. the city gets about ten rat complaints per day. >> afinding them really is no

safety. you can see one of them leaves their suv to open a gate and the flames and smoke make it difficult to breathe. how did they see where they were going? as they drove away, you could see the flames were all around them. they made it to safely, luckily. they lost many of their belongings in the process, unfortunately, but they came away with their lives. in the meantime, one man is being called a hero after helping save his neighbors' homes from the wildfires. half a dozen homes in santa rosa are still standing because of wayne simms. he used a garden hose and then firefighters showed up. >> they said, are you a firefighter? >> i said i am today. >> his brother was a retired new york firefighter. he says he's glad to help but doesn't a doesn't advise anyone to do what he did. >> a live look from the poconos, getting ready for a chilly, fall

every time you come outside, you're putting your life in jeopardy. >> neighbors have had safety concerns about this road for some time now. their friend is dead and the driver who hit him is on the run. >> brandon hudson is live from the scene of this deadly hit-and-run. brandon, neighbors are calling for action? >> reporter: city leaders said that this sign needs to be changed with a traffic lot and it's the only way to stop speeding at this intersection. a 57-year-old was struck, a driver hit him in a gray van and continued driving. when we returned to 67th and linmore, it didn't take long for neighbors to talk about who was hit.

philadelphia has a lot of competition for amazon's headquarters. dozens of cities are making proposals. today, new jersey announced that newark would be the optimal spot in that state. >> meanwhile, steven fisher has learned that the city is using three selling points to woo the tech giant. >> reporter: philadelphia has four days left to get the proposal into amazon. this week they are releasing videos about why philly is a prime location for amazon's headquarters. >> it's incredibly convenient. >> it's a unique proximity to the value-added parts to a community. >> it was important for them to get a flavor of the city and to see how great the city is and to see our renaissance. >> a video highlighting why philadelphia makes logistical sense. >> when i moved to philly. >> we have room to grow and they are a company that needs a lot

nbc 10 responds. >> harry, what's the situation here? >> i've got to tell you, this was a unique case. a local family is getting bills from an insurance company they didn't know they had. he was that guy, one who would get you with a, paing ticket and then he got sick. >> i had a heart problem and i notified my supervisor that i'd be out for a little bit. >> reporter: he didn't keep in contact with the pva while he was out and the dpa fired him,

sending him a termination letter. >> so i didn't think anything about it. i just decided to look for another job. >> reporter: fast forward two years. >> i got sick again. >> reporter: he went to the hospital and says he gave his current insurance card. >> a couple weeks ago i got a bill for over $1,000 saying that i'm still under the aetna plan. >> reporter: the problem is, he has keystone insurance from his current job. he was covered two years ago by aetna when he worked with the dpa and was a district council 33 union member. keystone has more comprehensive coverage and would have covered the 1,058 charge. >> in july of 2017, my husband accessed care and, once again, aetna paid on it and we were billed. >> reporter: they showed us the access to aetna's website and the bills adding up. >> we're looking at over $2400 in medical bills that should have been paid by our current

insurance. >> reporter: they called aetna but they said the employer had to cancel the insurance. >> and the department authority says you need to prove to us that you don't work there anymore. >> reporter: he didn't keep that termination letter they sent him. >> i never thought i'd need it two years later. >> reporter: so he called his old union district. they said it needed confirmation that he was no longer employeed by the parking authority. >> i'm not getting a check, i haven't paid any union dues. i'm hoping i can resolve this. >> reporter: we reached out to the dpa. a representative says it did inform the union two years ago of his termination. the union tells us that's true. the issue all comes down to a glitch in its system. in fact, since we brought this to its attention, district 33 is c conducting an audit to see if there are other cases. the riveras were taken off the

9th and adams. >> the mother made the 911 call and we responded to 911 to check on the children. officers met the mother outside and entered the location and actually saw two children that were deceased. >> reporter: police found two boys, one around 5 and another a few months old under water in the bathtub. there was also an intense natural gas smell. they opened up the doors and evacuated part of the block. the mom is at headquarters for questioning. the police chief believes this was a family tragedy. neighbors tell me occasionally they'd see the mother with the boys and if she was having problems being a mom, they wished that they had reached out to them for help. >> no matter what problems i go through, i could not harm my children. and we have breaking news in delaware. traffic is still backed up on i-
