maryland. >> the police came and didn't know what to do. friends and family of the victim want to know why prince targeted him. >> he doesn't have any enemies at all. a career criminal, he was charged with more than 60 felonies and misdemeanors. but he was only convicted 18 times total. last night wilmington police chief said behavior like that can't go under the radar. >> we have to find a way to keep them behind bars. so they can't go out and reompbd. >> delaware's office has yet to address why prince wasn't locked up. the attorney believes it's because his previouses weren't as serious. after yesterday's shooting, prince won't remain illusive in the legal system. >> as soon as you hit the hrnç with murder, it don't matter what's in the background. this caps it all.

>> prince does not have an active word against him. he was last charged in a robbery in january 2016 involving the man police say he shot in wilmington. >> what will it take for prosecutors to send prince to maryland? >> reporter: an attorney says because he won't willing go to maryland, the state's attorney has to file paperwork with the judge and prove there's probable cause for them to send him across state lines. that could happen some time in the next week. live in will mimingtonen, brand hudson, nbc 10 news. >> we're learning new details about how he was capture d. it was the mother of a rookie wilmington police officer who tipped off authorities. the woman heard the description of prince and his vehicle when she spotted him she alerted police and set up a larger perimeter. nbc 10 has been following every new development in this story.

this week the coroner's report just ruled his death a homicide and all new at 5:00, steven fisher looks into whether charges will be filed in this case. >> reporter: the cause of death according to the coroner is blunt force trauma to the head. although the coroner ruled his death a homicide, more work ì% criminal charges will be filed. the 84-year-old who lived here at arden courts of beth hem township passed away in april and now we know what caused his death. the coroner ruled it homicide and said he died from kpli kaixs of blount force head trauma. they are handling this investigation, but details have been limited. they have not said how his e head was injured. arden courts told nbc 10 they will not comment on the death because of an ongoing investigation. they did release the statement saying, the safety and well

temperature just notches down a couple degrees tomorrow night. i don't even think we'll notice it. it will be a couple degrees cooler than tonight. so we're going to drop down into the low 50s. maybe even some upper 40s. 49 in allentown. 53 in philadelphia. we could see 62 in places like cape may because the ocean water is still incredibly warm. then tomorrow we bounce into the low 70s once again e. you can see the winds have shifted to the northwest. and then on saturday into the mid-70s. on sunday the southerly winds are going to in. 1:30 in the afternoon, 74. easy for us to imagine getting all the way up to 77, 78 degrees on sunday. so tomorrow 73 in south philadelphia.

explosion in a huge fireball rocked a parking lot in portland, oregon. a food cart operator was putting gas into a generator when some of the vapors ignited yesterday. two carts were destroyed, some cars burned as well. no one was seriously hurt. you may remember a propane leak cause this side food truck explosion back in july of 2014.

florida's governor declared a stiet of emergency days ago e prepare iing for this. protesters ahead of a speech from white nationalist richard spencer at the university of florida in gainesville. protesters say spencer is spreading a message of hate and inciting violence similar to virginia in. august. university officials had originally denied spencer's request to speak, but relented when he threatened to sue. >> the hate speech cannot be banned from a public university. the government and we're considered to be the government cannot sensor speech. >> his controversial message comes with a huge cost. he paid more than $10,000 to rent the venue and cover security inside. but outside, the budget for law enforcement is already more than half a million dollars. pennsylvania's budget cuts are leading to changes within the state's prison system.

a woman suspected of stealing a credit card from a man suffering a seizure is now behind bars. the incident was caught on surveillance video. you can see the suspect there standing over a man on the floor rifling through a wallet. she walked away with a credit card and did not help the man after he suffered a seizure. police say after the video went viral, they were flooded with tips including from theç suspect's own parents.

ed snider comes on the 50th anniversary of the flyers first ever home game. it's hard to overstate just how much ed snider meant and still means to the fliers, the fan and the nhl. >> he was a man of vision, of passion. he got things done. he was extraordinarily competitive. >> i had a hard time calling him ed. no matter i called him mr. snider. he never whined or complained, he just did. he just kept moving forward. >> mr. snider loved what he worked so hard to build. he loved this team. he loves this city. speaking as a player and alumni and staff member, we loved him back. >> for his family, the statue represents their patriarch, but also a tribute for the fliers faithful. >> it's disheartening to know the next generation can see where this place and this team came from.
