changing already today. check this out, early morning fog covered some of our area. you can see it rolling there across center city in this time lapse video taken from atop the comcast tower. but now, that fog is goggne. big changes are headed our way. nbc 10 first alert meteorologist krystal klei is here. she is tracking what is coming this way. krystal? >> we're starting with a live view here in cape may, new jersey. it's a gray picture. today, not the beautiful blue sky that we saw over the weekend. this is just the early signs of the change that is to come. let's talk temperatures, we have already made it into the low 70s over areas like millville and atlantic city, both at 79 degrees. 72 in wilmington. reading is at 65. pottstown, you're the same, 65 degrees. these temperatures are running warmer than average this time of year. that's because we're still in the warm portion o of this storm that runs ahead of the cold

front. it's the front that we're worried about. that's going to bring the nasty weather tomorrow. let's talk temperatures through the next few hours. right now, we're at 71. we should get up to about the mid-70s for highs today. and then we'll start to dip down this evening. winds will also be picking up as we get into the afternoon and evening. breezy afternoon, windy by tonight. and it all has to do with this. so there are the clouds that are blanketing our area. we've now got rain and even some thunderstorms. these ones looking pretty dangerous slicing through parts of tennessee. that's going to be heading our direction as we head into tonight and by tomorrow, we're all going to feel the effects of this system. so, coming up in a few minutes, i want to talk about the impacts, including rain totals, wind gusts, and the timing of the rain. well, this morning, nbc news anchor megyn kelly spoke out about the new report of a settlement paid to dispose of a sexual harassment case against bill o'reilly while she was at fox news. here's what she said during her own show this morning.

o'reil o'reilly's suggestion that no one ever complained about his behavior is false. i know, because i complained. it was november of 2016, the day my memoir was released. >> she was responding to o'reilly's claims that no woman in 20 years ever complained to human resources or fox's legal department about him. kelly says she wrote an e-mail to the co-presidents of fox news after o'reilly made this statement last fall. >> -- interested in this. >> no? >> in sexual harassment? you're not interested in sexual harassment? >> i'm not interested in basically litigating something that is finished that makes my network look bad. >> i wrote in part, perhaps he didn't realize the kind of message his criticism sends to young woman across this country about how men continue to view the issue of speaking out about sexual harassment. >> over the weekend, "the new york times" reported o'reilly settled a sexual harassment claim for $32 million with a former legal analyst. o'reilly was forced off the air earlier this year.

21st century fox says it has taken action to transform fox news, including hiring new leadership. happening now in center city, attorney general jeff sessions is getting set to speak at the international association of chiefs of police conference. right now, ben salem's director of public safety, fred haener, is speaking at that conference, right now live. attorney general sessions addressed the meeting on saturday and talked about how law enforcement officers are forging new relationships to reduce crime in communities across the country. nbc 10's tim furlong is covering sessions' visit in center city. we'll have a live update from him at 11:30. and you can watch the speeches right now on our website, nbc10.com, or on the nbc 10 app. bumped and bruised, but okay. three philadelphia highway patrol officers are out of the hospital this morning after getting hurt during a motorcycle stunt show. you can see one of those officers there coming out of the emergency room in a sling. the international association of chiefs of police convention

hosted the precision riding show in center city last night. septa's police chief took a photo of paramedics treating one of the officers who ended up on the ground. philadelphia police commissioner roger roth was also in the crowd. >> you had the crowd out there pumping them up and making sure that we know that we're proud of them and to put this behind them. >> the motorcycle mishap capped a busy weekend. the convention drawing the largest number of anti-police demonstrators. two officers involved in a clash on saturday will be okay. take action on tax reform or face political doom in 2018. that is the warning from president trump to house republicans this morning, as they returned to capitol hill. and today, the president is deploying one of his most trusted advisers to pennsylvania to promote his overhaul plan. ivanka trump will appear at a tax reform town hall in richboro this afternoon. the focus will be on the expanded child tax credit, which

the trump administration says will put money back in the pockets of americans. ivanka has been working on expanding the child tax credit to include middle class families. in a conference call yesterday, sources say the president told republicans the party would have a steep price to pay in next year's midterm elections if they didn't pass his plan. the trump plan would slash the corporate tax rate to 20% and double the standard deduction used by most average americans. new this morning, president trump says there will be no change to tax incentives for 401(k) contributions. the president tweeted this morning, quote, this has always been a great and popular middle class tax break that works and it stays. mr. trump appeared to be responding to a recent "wall street journal" report. it said republican lawmakers were considering limiting the amount workers could save to their 401(k)s, tax free. a man shot in the leg in philadelphia climbed in a car and drove about a block from the scene. the shooting happened around

midnight on 29th street in strawberry mansion. police found the victim in the car and took him to the hospital, where he is in stable condition. police have not made any arrests. a 3-year-old boy remains in critical condition this morning after his older brother shot him in the head this weekend in philadelphia's tioga neighborhood. the boy's father was not home when the 6-year-old boy got his hands on the gun saturday and pulled the trigger. investigators say the boys were actually home alone with their 12-year-old brother. williams is facing child daytime char daytime char endangerment charges. in philadelphia's fair hill neighborhood, firefighters had an all hands on deck fire overnight. it happened around the 2:00 a.m. firefighters were able to get it under control in about 30 minutes or so. no word yet on what started that fire. a mother and her teenage daughter were hit by a truck in chester springs.

west pikeland police say the 16-year-old girl is listed in serious condition and they are searching for the driver who did not stop after that crash. this all happened on art school road. this blurry surveillance image is the only visual police have to go on right now. investigators say that truck is a contractor-type pickup with a ladder rack on the back of it. police say the truck also has red lettering on the driver side door. on the main line tonight, radner township's board of commissioners will elect a new president to replace this man, phillip are, who now faces child pornography charges. the radner board of commissioners asked for his resignation. he's accused of sending and downloading hundreds of pictures showing young children. are as a court appearance on thursday. the countdown is on for the eagles game on monday night football. a live look right now at lincoln financial field. the 5-1 birds have the best

record in the nfl. cannot say that enough. they'll play division rival washington tonight at 8:30. and we will have live team coverage from the linc right here on nbc 10, the official station of the philadelphia eagles. well, pico has restore powered in havertown, delaware county, after a truck overturned, knocked down polls, and caused power lines to catch fire. the driver is okay. the accident happened around 5:15 this morning and triggered hundreds of power outages. and speaking of the roads, let's get a check now with nbc 10's first alert traffic reporter, jessica boyington. jess, what are you seeing out there right now. >> a different site than we were watching earlier this morning. the schuylkill expressway and our cameras around city line avenue. over here, we had some construction vehicles that were moving through the westbound side, past the boulevard, and traveling down the westbound side of the schuylkill expressway. looks like they pulled over right here and cisitting before that exit. the a rare sight, indeed.

on the eastbound side to center city, no problems there. 17 minutes, so maybe a tad slow from wood haven road if you're moving into center city. those speeds there down into the 40s, but still moving pretty quickly. the southbound side of the blue route, no problems. there's an accident on springville and also watching the bridges, there's a construction project on the walt and the ben. the walt eastbound. so moving into new jersey, watch for some lanes moving into philadelphia. erin, back to you. ♪ listen to that. the philadelphia orchestra' string quartet will play for septa riders during the evening commute. they'll play at the jefferson, the bourbon, and elkin park stations. it's all part of the orchestra's day of music featuring free performances across the city. the war of words that is showing no signs of letting up. the widow of a soldier fallen killed in niger reveals what

terror in tampa as police search for a possible serial killer. nbc's kerry sanders has the latest on the investigation of what neighbors are doing in response to the murders. >> reporter: this morning, fear and grief are gripping this tampa neighborhood, where residents believe a serial killer is on the loose. three people gunned down in ten days. the victims all killed in a one-mile radius. some residents now keeping their guns nearby for protection. >> so having a gun at the ready to you -- >> is definitely a safety issue. and definitely something that we want to do. >> we don't know who's doing this. >> reporter: authorities urgently want to talk to the person on this surveillance video, described as a person of interest. but with a chilling caution. >> we don't know if it's more than one person, a team of people. there's just so many other things that we don't have answers to. >> we own this street! >> we own this treat. >> we own this community.

>> reporter: sunday night, a solemn procession, stopping at the site of each killing, lighting candles, remembering the three victims. 22-year-old benjamin mitchell. 32-year-old monica hoffa, and 21-year-old anthony boa, an autistic man who took the wrong bus home from work. he was never supposed to be in that neighborhood. tell me about anthony. >> anthony, he was a loving, a loving, kind human being. beautiful angel. he wanted to be treated just like everyone else. >> neighbors are now banning together, determined to find whoever is terrifying their community. >> if we all stick together, this person doesn't stand a chance. we got him, he just doesn't know it yet. >> volunteer guardian angel patrols are now on foot, going block to block, supplementing police who have also increased their patrols of the neighborhood. kelly sanders, nbc news, tampa.

>> sentencing for army sergeant bowe bergdahl is now delayed until wednesday. bergdahl arrived at ft. bragg in north carolina this morning. the judge announced he needs more time to decide on a defense motion. bergdahl pleaded guilty to is desertion last week. the taliban captured him shortly after he took off in 2009. he spent five years in captivity before the obama administration engineered a prisoner swap with the taliban for this has freedom. right now we want though o you flooding in oregon that shut down a part of a major highway this weekend. the area got up to 10 inches of rain, which caused a river to rise well above flood stage. several cars were damaged and at least one business was shut down, as well. >> announcer: now your nbc 10 first alert weather. >> let's start with a nice wide picture to show you the weather setup we're dealing with. a moment ago, i showed you our first alert radar and you saw the rain coming our way.

that's a front and a storm center, there's what it looks like. the cold front stretching all the way down to the south. and this whole thing is moving our direction. right now we're still in this area called the warm sector. and we've been kind of stuck there for a while, which has let us have very nice conditions, 70s, sunshine over the weekend. we still have the warm air. in fact, we're in the low 70s in areas like d.c., up to philadelphia. but, look how cool it is behind this front. temperatures are only in the low to mid-50s. that's coming our way, as we go into the next couple of days. but it's going to take time for this thing to pass. so there's another look at the radar view. these areas of yellow, orange, red, you see specifically this line that you see that's extending, those are areas of concern. because that's stronger thunderstorms. and we have the potential, by tomorrow, for some strong-to-severe storms as well, which does mean the possibility of more damaging winds, heavy rain, even an isolated tornado. when you get this kind of setup. although it's late in the season. so we're looking at right now are temperatures.

today, we are ahead of the fronts. like i mentioned, warmer temps, 74 degrees in philadelphia. 73 in the suburbs and 74 in delaware. just a peek of sun is about all we've seen through today, and that's going to continue. mostly cloudy the rest of today. but kind of a dreary monday. let's go through the hour-by-hour here. we're starting with our current time. a little isolated spru ed sprin possible as we go through the afternoon. i think this model is going with a little too much. but the little blips of green that you see is where we could see a little spot shower. really what we're dealing with is higher humidity, more moisture all the way down to the ground, which lends a hand to the storm potential by tomorrow. we stay cloudy here at 6:00 for the drive home. 10:00, if you will be out at the linc, we are looking at the possibility of a stray shower making its way down to south philly. by the second half of the game, especially, i think there's at least a chance of a shower. but really the best chance of rain does not hit until about 2:00, 3:00 in the morning, tomorrow. by tomorrow morning, our start time will be key to watch where the heaviest rain is moving.

once it comes in, it does not leave anytime soon. tomorrow morning commute, 7:30 a.m. some pockets of heavy rain or a thunderstorm are possible. and as this front lines up over us, it's going to just keep firing up storms. this is lunchtime tomorrow. again, some pockets of heavy rain possible. finally starts to move out, brushing against the shoreline, as we get into tomorrow evening. but even overnight and into wednesday, there's a chance of some lingering showers at the shore. so how much rain are we talking here? take a look through 9:00 tonight. like i mentioned, a sprinkle at best. then we go into tomorrow. and let's just go through the whole day tomorrow, even into early wednesday morning. roughly an inch to an inch and a half, is what most models are projecting. some spots could see a little less, so it's pockets of heaviest rain that are going to up those numbers. but that's certainly enough to cause some issues. so you need to watch out for leaves. they can clog storm drains in your neighborhood. maybe check tonight, sweep up the leaves in your area, because those leaves can also be fairly slippery. and we know clogged storm drains can lead to water collecting on roadways in your neighborhood. so that's going to be something

to watch out for tomorrow. we'll wrap up with this, wind speeds as we go into tonight, they start to crank up. overnight, we start to get to about 30-mile-per-hour gusts. but by tomorrow afternoon, those gusts picking up to about 35 to 45 miles per hour. they will start to die down by the time we get into our wednesday, but tomorrow, windy, rainy, stormy does not look nice. >> all right, crystal. well, a developer's dream of getting from d.c. to new york in 30 minutes flat, it's closer to reality. the new step forward just ahead. plus, pausing the christmas creep. target says its customers want to slow the pace, so it's listening. we'll check out the changes shoppers although notice.

penn vet is on the forefront of cutting edge treatment to extend the leiv lives of anima large and small. and researchers are recruiting dogs for a novel clinical trial that they hope some could day help humans an well.

dr. nickola mason is a doctor at the university pennsylvania school of veterinarian medicine and she is here with betsy of center city and her dog, resty, an 11-year-old goldendoodle. thank you both for being here. so let's talk to you, dr. mason, about your lab. you're recruiting dogs right now with a form of canine cancer. this is all for a trial. tell us about the disease and how you're treating these dogs. >> yes, the disease is a cancer of cells that line blood vessels. and it commonly occurs in the spleen or the heart or under the skin of dogs. and one of the problems when it occurs in the spleen is that the spleen ruptures and can cause bleeding into the abdomen and acute collapse. the treatment currently for that type of disease is emergency surgery, to remove the spleen, and then follow up with chemotherapy to try to prevent the spread of the cancer.

but unfortunately, the cancer spreads. and in most dogs, the survival time is very short, around about three months. so we're looking at a new treatment to try to delay or prevent the spread of that disease. and rusty is one of the dogs on the clinical trial that we'll investigate this type of therapy. >> rusty was just diagnosed a couple of months ago in may. so tell us why you got him involved in the trial and what has it been like zb? >> rusty has actually done amazingly well. he had five chemotherapy treatments. we don't know if he received the actual immunotherapy treatment, which is the purpose of the study. but we figure we've gotten bonus time. he tolerated the chemo excellently. so for us, it's really been a

win-win. he's doing very well. very much himself. >> so talk about how you're treating the disease and we mentioned earlier how this could or may help with work with humans. as well. >> yeah, that's right. we think that this tumor produces a substance, a growth factor, which helps the tumor to grow and also helps the tumor supply itself with blood. it helps blood vessels to grow towards the tumor. so the idea of this therapy is to try to neutralize that growth factor. and therefore prevent the tumor from growing and prevent new blood vessels growing the supply the tumor. so, it's basically a gene therapy approach and half of the dogs will receive the treatment and half of the dogs will receive a placebo. so we don't actually know if rusty received the treatment or not. but usually survival time for these dogs is around about three to six months, something like

the winds of change are rolling in. the fog has moved out, but the clouds are lingering throughout our area today. a live look now at the philadelphia museum of art, where temperatures are still well above average out there. nbc 10's first alert meteorologist krystal klei is tracking the cooldown that's coming. krystal? >> so we are going to see cooler conditions. we have a cold front moving our way. today, we're already seeing the effects of that system moving our direction, with all of the clouds that have now blanketed us, it was only yesterday we had this beautiful blue sky, plenty of sunshine. not going to see that now for a few days straight, thanks to this big storm system that's moving through. our temperatures, though, are still on the warm side of the cold front, which means we are warmer than average. 71 in philadelphia. 72 in mt. holly.

and wilmington, we're at 66 in allentown, and atlantic city, you're at 73 degrees. these numbers aren't going to climb a ton more by the afternoon, but low to mid-70s should be what we see across most of the map. here's the look at that front i was talking about. look at all of the rain that's firing off. and that yellow, orange, red kind of line you see all the way down to atlanta. that's strong and even possibly some severe storm development that's moving our direction. the storm center itself, still kind of spinning out near st. louis. but this whole thing is moving our way. so we'll continue mostly cloudy today. then tonight into tomorrow, that's when the rainy conditions will hold tight. so the question is, if you're going to the eagles game, that's tonight. and we do have that chance of showers, i think for about the second half of the game, is when we may see some showers picking up. the heaviest stuff won't hit until tuesday. as for temperatures tonight, low 70s before kickoff to upper 60s during game time. and it will be windy this evening. but that's just the beginning. we're going to talk about the worst of it through your

tuesday, coming up in a few minutes. >> well, this morning, president trump is once again defending his calls to a fallen soldier's widow. in a tweet, the president said he had a very respectful conversation with the widow of sergeant la david johnson. mr. trump said he spoke johnson's name, quote, from the beginning without hesitation. johnson's widow addressed the issue this morning, saying that in the president's call to her last week, he couldn't remember her husband's name. she says president trump's phone call left her angry and crying. a democratic lawmaker says she heard the call and began a war of words with president trump when she said his call was disrespectful. johnson and three other soldiers were ambushed in africa earlier this month. happening today at the white house, president trump will be award a e-- will award the meda of honor to a vietnam veteran. the army says retired captain

gary rhodes risked his life several times while serving as an army medic. well, happening right now, attorney general jeff sessions is speaking at the international police chief's conference at the pennsylvania convention conference in center city. let's listen in. >> at the department of justice, we have a motto, too. justice for victims, sequences for criminals. this motto and this is our motto, and that is our mission. we intend to dismantle them. cross-border collaboration is essential. we've already achieved some important successes this year. just last month, the department of justice along with our partners in el salvador, guatemala, and honduras, most of this happening in central

america, announced criminal charges against more than 3,800 gang members operating across the united states and central america. >> you're listening there to attorney general jeff sessions. right now, nbc 10's tim furlong is live outside the building. tim, what's happening now? >> you know, outside, we came down here because we thought there might be some protests. when attorney general jeff sessions spoke on saturday, there were skirmishes out here. we're at about 12th, 13th, and r, the area outside the convention. you can see, it's a very peaceful scene. there were skirmishes over the weekend. a couple of police officers were injured. a number of arrests were made. but today we came down here, sort of protectively thinking that things could get out of hand again today, but you can see it's pretty peaceful. we have a heavy police presence at the police chief's association event here. but you can see, everyone standing by. there are mounted patrol officers, as well. keeping an eye on the area, sort of circling the streets every now and then, sort of blocking off the streets. it's a little sticky to get

around down here, but at this point, we can tell you it's very peaceful. a lot of this is in response to what happened over the weekend when a couple of those officers were hurt in those skirmishes that happened when attorney general jeff sessions was speaking. you can see hagain, he's physically here in philadelphia speaking as he speaks. they thought there might be some skirmishes outside. but we have not seen that. and if you want to watch attorney general's speech, you can do so in its entirety on the nbc 10 app. if you don't have that app, you can download it now and fire it up if you want to see that speech. we're life outside the convention center, tim furlong, nbc 10 news. a pennsylvania woman who was held hostage with her family in afghanistan for five years is sharing their ordeal for the first time. caitlin coleman is from stewarttown, york county. she e-mailed the local newspaper, saying that childhood memories of her hometown helped her survive captivity. the taliban abducted coleman and

her husband in pakistan. forces rescued them earlier this month. she remains in a canadian hospital for an undisclosed reason. she says she wouldn't rule out a return to pennsylvania. a new report released this morning shows that americans who are the weakest financially pay the most when it comes to bank penalties and fees. that report includes information from the consumer financial protection bureau, which says just 9% of all account holders are responsible for nearly 80% of overdraft fees. i i. it also shows nearly 40% of those who make under $30 grand a year don't have a basic checking account. when they do, they can pay upwards of three times the amount of fees. target says its customers want to put a pause on the christmas creep, so that's what it will do this year. the retailer says instead of jumping right into christmas promotions after halloween, it will put its focus on thanksgiving. then it will ease in the holiday

signs and displays. for the holidays, target will add kiosks focused on impulse presents under $15 and it will add more weekend deals. the east coast is one step closer to a possible transportation revolution. billionaire entrepreneur elon musk got the okay to begin work on his hyperloop. nbc's tom costello has the details. >> reporter: this morning, one big green light for billionaire entrepreneur, elon musk, who's now a step closer to creating his high-speed underground hyperloop. >> i think it's coming to maryland. and it's going to go from baltimore to washington. so, get ready. >> reporter: maryland governor larry hogan approving plans for musk's boring company, that's the name, to take a ten-mile long underground tunnel beneath one of the state's busiest highways. the hope is that one day the tunnel will be part of a longer hyperloop line, transporting passengers up and down the

across the entire area now. and you can see these little blips of green. this is what i was talking about a few minutes ago, when i was saying, isolated sprinkle is possible today, but really the bulk of the rain does not hit until overnight and into tomorrow. today, it's all about the clouds and still the warmer than average temperatures. now, when you have a cold front and you have cold air on one side of it and you usually have warmer than average air that sits on the other side of it, and that's what we are dealing with right now. so we're on the warm side, but this is coming. and it's really going to change things up for us. tomorrow is the big change day. and i want you to look at this. this is the spinning center of the storm. we've got some rain to the north. and then this area, which is moving our direction. look at all of that yellow, orange, red. that's a line of storms, thunderstorms, kind of late in the season for them, but are moving our way. and it's going to hold tight, enough so that we'll have a chance of those storms, as well. today on the warm side of things, like i mentioned, temperatures are above average. 74, the forecast high this afternoon in center city. mostly cloudy. 73 in lansdale and 70 in allentown. a spot sprinkle over areas like

doylestown certainly possible. new jersey, 75 for vorhees. 71 only in ocean city. and smyrna at 74 degrees. plenty of cloud cover throughout the rest of today. and tonight. now let's talk about our tuesday outlook. so we're actually starting today at 2:00 p.m., with the setup of where the cold front pretty much currently is. a little sprinkle as we get into the afternoon possible for us, but the main line is still well to our west. not for much longer. overnight, makes a lot of ground. by about 3:00 a.m. tomorrow, we should start to see some of this rain edging into the western and northern-most parts of our viewing area. that means that tomorrow on nbc 10 today, during the morning show, starts at 4:00 a.m., we are going to be tracking this thing closely, because look at those yellows and oranges. bam, right over us endanger the morning commute tomorrow, at last chance of some stronger storm development, some severe weather even possible here as this moves through. heavier rains means the possibility of some ponding of water along roadways. now, from morning until late afternoon and evening, this will move through.

so this is a day-long event where we'll see periods of rain and pockets of heavier rain. as we go overnight into wednesday morning, some showers may linger over the jersey shore, but the rest of us will start to dry out. here's what we're looking at for tuesday. 35 to 45-mile-per-hour wind gusts. that's certainly enough to knock things around in the backyard. so you might want to bring that in. rain, about 3/4 of an inch to an inch and a half at our highest points. those would be the spots where the heavy rain rolls over. and severe storms are possible. in fact, we are in the yellow here on that severe thunderstorm outlook that's put out by the storm prediction center. and it's almost the entire area that's under that slight category. what does that mean? well, it means that, well, we are looking at the possibility of severe storms. they'll be short-lived and not widespread. more kind of isolated in nature. but we cannot rule out possibly an isolated tornado spinning up or some wind damage. i don't think hail is quite so likely, but we are looking on top of that, like i mentioned, higher rain totals and it's the time of year where those storm drains may be clogged by leaves

that have piled up. that's something to check for tonight, sweep it up, if you can. wet leaves mean it's slippery conditions tomorrow, too. all things will be dealing with on our tuesday. and then a big cooldown wednesday. we'll get to the ten-day on 10, coming up.
