right now at 5:00, we begin with the weather. we've issued a first alert coming our way. it's expected to bring heavy rain and thunderstorms, which will make for a wet morning drive. >> let's get straight to glenn "hurricane" schwartz. he's tracking your hour-by-hour forecast. >> keith, it looks like everybody is going to be getting rain, at least for a period of time it will be on the heavy side. that's why we have a first alert out for tomorrow for the entire area. generally, the western parts of the area closer to 7:00 a.m. towards the shore, closer to 3:00 p.m. as it moves west to east. this thunderstorm could be severe with damaging wind and localized flooding that clogs drains from the leaves. it goes from new england down to delaware, which is kind of unusual for this time of year. this is not our general severe

weather season which is kind of high for this time of year. we have unusually strong winds in the upper atmosphere. we have a lot of clouds out there right now and tremendous rain and thunderstorms back down to the southwest. that whole system is headed this way and it's with a cold front that is coming through and here it is, 5:00 in the morning, some models have it later but a line of thunderstorms associated with that cold front, very strong, gusty winds as it moves through. not necessarily a whole lot of rain when you total it all up, but much of it may fall in a 15-minute period and that's where you get the problems. temperatures in the 70s just about everywhere. rehoboth with a high of 69. we may not drop below 70 in philadelphia. it's another warm day but a

at the senior center in richboro, it was packed. those who listened to ivanka trump came away impressed. >> i like the death tax part of it. i like the stem program. >> reporter: it's a plan that includes a child tax credit and is said to help the country's middle class families. >> it's definitely geared towards everyone but the focus and the stated focus consistently over and over again of this administration is a priority on middle income american families. >> i'm in favor of the tax plan i do really think it benefits the middle class. now, the other side is saying it isn't. >> reporter: the other side was just on the other side of the street. >> ivanka has a new phrase. corruption. >> reporter: some say they are worried about the hit that medicare and medicaid could take

against this plan. >> i'm against this tax plan. it helps, you know, the 1% and it's going to hurt the majority of people. >> reporter: protesters are gathered outside the town hall hours before ivanka showed up. >> what this administration is doing is total destruction. so we need to come up and say something about it. >> reporter: and for many locals here, this is the first time they got a chance to see ivanka in person. many told me she was a breath of fresh air. in fact, one man even said compared to the president she, quote, speaks well, thinks before she speaks and doesn't hide behind social media. we're reporting in bucks county, steven fisher, nbc 10 news. in the meantime, president trump took to twitter to respond to questions about his tax plan. there are reports that the new plan would cap the amount that you could contribute to your 401(k) plan pretax. the president tweeted that there will be no change to your

401(k). this has been a great and popular middle class tax break that works and stays, end quote. advanced urgent care has four locations in our area that are being raided, two in philadelphia and two in montgomery county. today nbc 10 was there as fbi and dea agents swarmed the location in willow grove. the u.s. marshals were also involved in this raid. they carried boxes out of the clinic. this is a location that neighbors have been watching and wondering about for a while. >> my concern was that they were selling drugs out of this facility because typically you won't see doctor's offices have lines of people before they are

watch as two men take off running with skateboards police say they stole inside of a west phillyç wawa at 37th and spruc. they were valued at about $1500 each. call police if you can help. safer police cars. the newest fleet in philadelphia. there are bulletproof doors and windows. older cars only have that door protection. they will be on the streets by march of next year. a soldier who pleaded guilty for deserting his post trial has been postponed because the defense argued that he can't get a fair sentence because mr. trump said he couldn't talk about the case but everyone has heard his comments in the past. defense lawyers say the only way

to get a fair sentence now is to take prison time off the table. the judge says he'll make his decision on wednesday. it took more than half a century for the medals of a fallen soldier to finally reach his children. >> today in wilmington, a senator presented james davis with his army medals, including the purple heart and bronze star. the family reached out to the senator for help to find davis' military record. he learned that his dad who fought in the battle of normandy was a true hero. >> and he deserves recognition of his life and i want people to know. >> the family tells us senator carper's office was even able to find letters written by davis during the war to his wife ethel. >> what a nice keepsake.

[ applause ] >> reporter: for the second time since saturday, jeff sessions took center stage in center city speaking at the international association of chief of police conference. he took time to praise police officers. >> to say thank you, i am proud to stand with you. the department of justice is proud to stand with you.

we have your back. >> reporter: and made some major announcements, like putting a notorious international gangs with ties to our area on notice. >> i have designated ms-13 as a priority for our organized crime drug enforcement task forces. they threaten entire governments. they must be and will be stopped. >> reporter: sessions also revealed that he ordered prosecutors to focus on taking illegal guns off the street and has plans to ramp up the number of police officers on the force. >> the department will soon award about $100 million in grants to state and local law enforcement agencies to hire more police officers. >> we need more people who want to back law enforcement in this country. it's going to be hard to move forward. >> reporter: still, some worry that grant money won't even make it to philadelphia with its designation as a sanctuary city.

>> to think that any force would be penalized because of what stance they have on immigration so we're hoping that will not be the case. we're hoping that whatever actions the city has undertaken will help to stave off those actions from the government. >> now, just last week the department of justice put philadelphia on notice. commissioner ross says he has an obligation to protect everyone and not worry about immigration status. to a new concern in puerto rico tonight. the amount of trash as the island continues to cleanup and rebuild, the amount of garbage on the island is causing concerns for people's health. there are carpets and clothes on sidewalks more than a month after hurricane maria hit. those piles are infested with rodents and mosquitos. the other problem is where to put all of that trash. before the disaster hit, the

landfills were operating beyond capacity. 28% of the island is still without running water. 79% of the island has no electricity. crews are working hard to put the lights back on by christmas. so you can help the victims in puerto rico. tomorrow night on nbc 10, don't miss a special behind the scenes look at miranda's single "almost like praying." that is tomorrow night at 7:00 right here on nbc 10. all right. to the weather now, we've issued a first alert for tomorrow morning because heavy rain and storms may affect your morning commute. check that out. you can see that system. it is moving our way on first alert radar. a look right now at conditions in the poconos. warmer than average temperatures but look at those chouds. they are pretty ominous.

>> you definitely want to keep that umbrella handy. let's go to glenn "hurricane" schwartz. you have the timing? >> yes. and despite all of the clouds, the timing is not in the next few hours. we need rain but this is going to be concentrated in a short period of time and a lot of wind with it even though this is not a classic severe weather season, even though it's not the time of day that we generally get severe weather, there is that threat if you get the right conditions. it can happen. now let's look at the first alert that we have for the entire area. generally, 7:00 a.m. to 3:00 p.m., 7:00 a.m. on the western side and 3:00 towards the shore as everything moves west to east. the thunderstorms are possibly severe with damaging winds and localized flooding because of the leaves clogging up the drains, not that we're getting that much rain. here's one computer model that's

really showing a whole lot of wind. these are wind gusts predictions as we head into the morning. over 40 miles an hour as the line of thunderstorms come in and that continues through the morning. some places close to 50. there's 53 in avalon. and then it dies down in the afternoon and into the evenings. this is not something that is going to last all day. it's just going to be concentrating and you can start to see some of the rain back towards pittsburgh but this is the real big part of this. toerpds have been confirmed in north carolina and south carolina with that line. just in the last hour or so. temperatures in the 70s, which is pretty warm. especially considering that we haven't had any sunshine. current winds out of the southeast, 10 to 15 to 20 miles per hour as the winds continue to increase a bit and that could

affect the eagles game, especially towards the end as the wind speed goes up, the chance of any kind of shower goes up towards the end of the game. but we're not going to get all of that heavy stuff and severe weather during the game or even after the game. it will be morning. and here's that model showing those thunderstorms. right there, during the morning rush, in the i-95 corridor and then later on today, this model shows redevelopment right along the coastline. that is some really nasty stuff tomorrow morning up to new york city. if that happens, that's looking severe. and then the west winds come in and brings the drier air and colder air. tomorrow it is not dry and it is not cold. 70 for a high in chestnut hill. it's not going to storm all day but there are going to be storms and heavy rain periods just about everywhere. a local landmark gets a lot

of attention this time of year and that's because norristown built in the late 1700s is said to be haunted. the original owner and his wife, children and servants still call this place home. they are still in there and want the home to be shown. there is still laughter in there. >> even the family dog lucky a german shepherd can reportedly be felt brushing up against your leg. >> ooh. tomorrow, we'll take you inside a haunted bed and breakfast with centuries of secrets hidden behind the walls. running into road blocks after her husband's sudden death. >> i was angry about it, that, you know, what do they think, somebody is going to call up and lie about, you know, that their

three murders in just two weeks in money community. tonight, neighbors are scared and they want answers. >> "nbc nightly news" is taking a closer look and kerry sanders shows us the surveillance video that could play a key role. >> reporter: this is the community gripped by fear. the memorial right here is for the three victims who were slain in a two-week period in an area less than a mile square. the authorities say it may be a serial killer on the loose. the real difficulty here, the three victims do not have any object jo obvious connections and the serial killer has been using a pistol or a gun of some type and authorities say that is highly unusual for a serial killer, choosing victims at random. i'm kerry sanders. i'll have the details coming up on "nbc nightly news." now back to you.

thank you. the wind is kicking up across the area. this is above the link. citizens bank park is in the background. not moving a bit. >> the wind will be increasing virtually every hour as we head toward the end of the game as the strong weather system heads our way that we have a first alert out for and that is for tomorrow. this is not going to be affecting us during the game, only the wind increasing. that will be an impact timing could be severe. the main threat is damaging winds but there is still a threat of a brief flash flood, partly because of those leaves. and even the tornado threat is

radee prince killed three co-workers and drove to wilmington and shot another man. delaware sentencing laws don't allow parole. >> in maryland, we have three horrible murders, first-degree murders and two attempted first degree murders. for all of that carnage, the possible sentence is life in prison. >> he will face life in prison in delaware and maryland. developing now in harrisburg, the fight over how to pay for the state's budget. it falls well short of what senate leaders wanted. the fight revolves around how much tax increase there will be. lawmakers are working to plug

the budget but can't agree how to pay for it. a nursing home at risk of losing its license tops the story making headlines county-by-county. this is for st. francis rehabilitation and health care in darby. during an inspection in august, issues were found including a resident who had untreated wounds that went down to the bone. the facility is under temporary management by a state contractor. the archdiocese of philadelphia sold that facility to center management group in 2014. st. francis still operates under catholic diocese. "the current process is a regulatory one in which we do not have a role. we will follow developments closely as they unfold." we also called the center management group but our calls

have gone unreturned. police discovered a 64-year-old in his trunk in bethel township friday night. he says he stopped to give a man a ride earlier in the day near scranton. that man then stuffed him in the trunk and drove 100 miles before the car broke down. officers arrested the suspect a short time later. well, things just got more colorful inside philadelphia's city hall. this is inside the civil jury room. the murals highlight the concept of justice, community and diversity. the artist who painted it said the most rewarding part of the process came today. >> my favorite part of the whole process is actually not the painting. it's actually not speaking. definitely not speaking. it's seeing the people who i'm painting see their own portrait. >> the new murals also feature

president trump. myesha johnson said today she cried when the president couldn't remember her husband's name. she also said that representative frederica wilson was in the car because she's practically a family member. wilson earlier criticized the president for saying sergeant la david johnson knew what he signed up for. johnson's widow says she doesn't know why she wasn't allowed to see her husband's body. the republican candidate is calling for a ban on sanctuary cities in the garden state. lieutenant governor kim guadagno presented the proposal today. this is after phil murphy suggested he would favor turning new jersey into a sanctuary state. some parents are refusing to send their parents to school

a scary ride for students in baltimore today. at least five people were hurt when that school bus flipped onto its side just before 7:00 this morning. the driver lost control while trying to takeç an exit ramp. two teens went to the hospital. the crash may have been caused by bad weather. looking out for the safety of men and women who risk their lives to save ours. across the country, cancer rates are climbing among firefighters. >> in boston, the fire commissioner says that the city has lost almost 190 firefighters from job-related cancers since 1990. there is a new cancer diagnosis in his department every month. he says he's seen younger firefighters, people in their 40s, getting cancer and says the types of cancers are different than firefighters got 50 years ago because of the synthetic

materials in homes. tonight on nightly news, a look at how firefighters are keeping firefighters safe with new gear and new rules. that report at 6:30 when lester holt joins us right after nbc 10 news at 6:00. turning now to your weather. take a look at that line of strong storms moving across the east coast. the severe weather heading toward the delaware valley. take a look at the same storm system brought to alabama. camera crews caught this waterspout forming off the gulf coast and then in grand bay, a driver lost control in the floodwater and found up in the ditch. luckily no one was hurt. a live look at the philadelphia skyline. wind is expected to pick up throughout the evening hours. we're going to stay dry for the eagles game tonight. glenn "hurricane" schwartz has issued a first alert when the brunt of the bad weather will moving through our re region.

>> the first alert for the more severe weather is for the entire area starting around 7:00 a.m. we're not talking about threats for the eagles game. 7:00 a.m. in western sections and 3:00 toward the shore. thunderstorms possibly severe with damaging winds, localized flooding and we'll keep an eye on that. there are some of the storms getting towards pittsburgh. this is the most severe part. there have been confirmed tornadoes and damage in parts of north and south carolina just in the last couple of hours and tornado watches now extended into parts of virginia. temperatures above average and the humidity is way above average and if you had the right conditions, it doesn't matter what time of the year or what time of the day it is for severe weather to break out. look at these temperatures in delaware. 73 in wilmington right now.

and this temperature is not really going to drop much. during the night tonight, close to 70 at the delaware beaches and in the 70s everywhere else. it stays in the 70s for the eagles game. the wind gradually increasing as we go through the night and sometimes the swirling wind can affect the kicking game david acres used to have problems with that from time to time. at 7:00 a.m., the remnants of that line, the computer model is not agreeing on the timing of this or the intensity, which makes it rather interesting. you can see the thunderstorms, 11:00 a.m., into new jersey, it looks like the greatest threat of severe weather would be from the philadelphia area eastward and rain lasting longer in new jersey. look at that. that's dinnertime right at the shore with some of the worst weather and then the drier air starts to move in behind that.

as we go through the day tomorrow, the temperatures don't really change very much. and if we do get a little bit of sunshine late in the day, like especially in lehigh valley, temperatures go back up into the 70s. so tomorrow, it's not going to cool down at all. it is going to cool down after that. let's take a look at the ten-day temperature going down to 67 for a high on wednesday. 60 for a high on thursday. and then we warm back up again. friday, a beautiful day. look at the difference between saturday and sunday. the next eagles game, it doesn't look like it's going to have good weather. steady rain, temperatures only in the 50s and then even colder next monday. adding frustration to heartache. >> when a man unexpectedly passed away, his wife kept getting billed for his gym membership. how you can help prevent this from happening to a loved one.
