that man's girlfriend is accused of the killings. >> he said something could have prevented it all. andrea cline thomas has more. >> reporter: he said if he was allowed to live in his house this wouldn't have happened but he was in a detention facility in york, pennsylvania. he sits down with us one day after burying his babies. >> i still can't believe it. i still can't believe it. >> reporter: victor cannot believe his two sons are dead. his fiancée is charged with their murder. according to police she admitted to drowning the boys last week in the bathtub at their apartment. >> how can i anticipate her killing her own child that she just gave birth to. >> reporter: he says this is the woman he knew, the mother of their youngest son. he called her inexperienced and said she could get overwhelmed. >> my 5-year-old is very active, and i did not think that she could handle the two children by

herself. one is crying, the other is active. it just wasn't going to happen. >> reporter: he wanted to be with his family. he told his probation officer his concerns. he learned moving them to wilmington violated his probation in pennsylvania and visiting them in delaware landed him in jail. that's where wilmington detectives came to give him the bad news. >> this could have been completely avoided, completely avoided. >> reporter: he is serving five years' probation for leaving his son unattended when the child was 3 years old. in this case he wanted visitation or more time to move his family back to pennsylvania. coming up we'll tell you why officials say they couldn't grant the request. we're learning more about a fire that destroyed a popular philadelphia restaurant that stood for nearly four decades. >> bridget foy's has been a huge part of the community.

steven fisher has been on the scene all day. he joins us live now. many dedicated workers without jobs, including one bartender who has worked at the place for 17 years? >> reporter: keith, one thing we continued to hear over and over was that bridget foy's was like family and the people who worked there made you feel like family. the damage is extensive. it's kind of a shell of itself. people told me it will be a huge loss to the community in more ways than one. >> anybody that's been on south street, worked on south street, been on south street any particular amount of time has drank, ate or spent time with friends here at this spot. it's a huge loss to south street. >> reporter: as night turned into day on south street, the damage to bridget foy's became clear. >> this is heartbreaking. we go here once, twice a week. >> reporter: some have been coming since the beginning. >> when bridget was born they changed the name to bridget

foy's. >> we lost our home. it sounds ridiculous. it's just a place we go. but there was so much love there. >> reporter: mingo says she is impressed by the owner's willingness to give back. >> i had a fund-raiser here two weeks ago. they donated the space and the food for free. their kindness and generosity it leave a huge hole in this neighborhood. >> reporter: knowing many of the staff personally, she is concerned for their well-being. >> all these people are out of work. we just saw the chef. he looked like he was in shock. >> reporter: it was a place to work and gather. >> i hope they open up again. >> reporter: for people here, a place that can never be replaced. hopefully just rebuilt. >> it's really sad. it will hit home when all the fire trucks are gone and that place is boarded up. >> reporter: we did want to show you -- see the crowd of people, just on-lookers looking at bridget foy's and the damage. this has been all day. we wanted to draw your attention

to a pet store, doggy style, connected to bridget foy's. two dogs ended up dying from the fire. it's all boarded up over there. crews are still on the scene. a lot of firefighters and cleanup crews. there is still a lot to be done for this area to be cleaned up. as for investigators, we were able to speak with them. and they tell us they believe it was accidental in nature. they tell us the fire started in the basement of bridget foy's but they'll still investigate to determine exactly how the fire started. steven fisher. nbc10 news. a flight to orlando returned to philadelphia this afternoon after an indicator light went on in the cockpit. no one was hurt. jet is being checked out. passengers are on their way to florida on a different flight. to a developing story. police are looking for a shooter who killed two teenagers in south philadelphia. >> neighbors have started a small memorial outside one of the victim's homes. the house at 12th and rittner

steps away from the scene. the boys were gunned down here last night. both were 16 years old. police say the gun fire stemmed from an argument between two groups of teens. >> it's terrible. i didn't expect it to be down in this neighborhood, a shooting. right around the corner. i live the next street down. >> friends and family of the victims will gather for a vigil tonight at 7:30 at the site of the shooting. we're looking to learn what caused a barn fire in chester county. dozens of cows were rescued this morning around 7:30. took crews two hours to put out the flames. luckily no one was hurt. turning to the weather. definitely feeling like fall today. check out that look. as we look over the philadelphia skyline. a few clouds out there. >> nbc10 chief meteorologist tammie souza is here. the crisp autumn air has arrived. always a but. will it stick around this time? >> sounds like a weather

on sunday. not too good, guys. >> possible break in a decade-o decad decade-old missing persons case. >> they were reported missing back in 1975. today the fbi announced the boys have been added to the agency's kidnapping and missing persons section of the website. we spoke today to one of the special agents in charge of the case. >> we were asked to come in several months ago into the case and take a look at it from a fresh perspective. and by doing that, we were able to get information that might be helpful to lead to a conclusion in this case. >> both williams and anderson had development disabilities and were unable to care for themselves without supervision. williams would be 55 today. anderson would be 60. bad morning for some drivers in south jersey. someone broke into at least 18

cars in cherry hill overnight in the barclay development. all the cars were unlocked and one car was stolen. that car was unlocked as well and the keys were inside. police are talking to residence to try to get surveillance video. president trump is weighing in on new reports that the hillary clinton campaign helped pay for the research behind a now infamous dossier that contained allegations about then candidate trump's ties to russia. the president posted on twitter this morning that he is the victim in all of this. he addressed the matter with reporters today. >> i think it's very sad what they've done with the fake dossier. it was made up, and i understand they paid a tremendous amount of money. and hillary clinton always denied it. the democrats always denied it. now, only because it's going to come out in a court case, they said, yes, they did it. they admitted it. >> the president has strongly denied the allegation in the dossier.

16 years after his death, a plaque was unveiled today in honor of a fallen philadelphia police officer. new at 5:00. a recognition the family says they have been waiting for. jennifer bray revus has been waiting to hear these bag pipes for a long time. >> it's all i have been striving for for the last 15 years. this is something that's just heart wrenching to me because of -- it's something i am proud of, and i feel like my dad is up there smiling down. >> her father, philadelphia police officer thomas bray died on november 13th, 2001. he drowned trying to recover why sunken channel marker in the delaware river. >> i am honored to tell you i knew him. you should be proud of his service as we are. i want to thank you from the bottom of my heart for all he has done for this city. i hope you can see from this overwhelming presence here today

kellogg's is making changes to its corn pops cereal boxes after a man complained the boxes featured racially insensitive artwork. take a look. the box features cartoon corn pops at a mall. some playing in the game room, others on a skateboard. the man says he noticed one brown corn pop working as a janitor. he tweeted the company saying, hey, kell ogogg's why is litera the only brown corn pop on the whole box the janitor? this is teaching kids racism, unquote. the cereal making responded on twitter saying, quote, kellogg

police caught him down the street. the surviving victims both in stable condition. new at 5:00. a pizza delivery man was in a coma for three days after this assault outside of a southwest philadelphia gas station. surveillance cameras recorded the video of several suspects assaulting the man, knocking him unconscious. then you see there stealing his car. police believe some of the people they are looking for are as young as 14 years old. jefferson health is cutting its work force. according to the philadelphia business journal the company plans to eliminate 200 jobs. according to jefferson that's about 1% of its work force. over the last three years the hospital has merged three times. no word when the cuts will be made. a security scare at a lehigh county college tops the stories making headlines. campus safety officers responded to two different incidents last night.

around 8:00 p.m. indessacent exposure was reported and an hour later an armed robbery near a campus dorm. students were told to shelter in place while police investigated the cases. no arrests were made. in ocean county, a 61-year-old woman is in the hospital after being hit by a pickup truck in a walmart park lot. the driver could face charges. the white house is siding with the nfl in a sports betting case out of new jersey. the garden state wants to offer gambling on sports at its casinos and race tracks. the nfl and other sports leagues oppose the idea. the trump administration filed a brief with the supreme court supporting the lesion. the court is scheduled to hear the case in december. a new study paints a grim picture when it comes to premiums for the most popular health plans under the affordable care act. open enrollment gets under way a week from today.

women held him and put a nerve agent up to his face. the women claim they were the victims of an elaborate prank orchestrated by several men who convinced them they were taking part in a reality tv show. the naacp is asking travelers to avoid flying american airlines due to several alleged racial incidents. the civil rights organization says it's received various reporting from passengers, including one case where a black man was reportedly forced to give up his seat because he responded to discriminatory comments made by other passengers. american airlines' ceo doug parker says, quote, we do not and we will not tolerate discrimination of any kind. we have reached out to the naacp and are eager to meet with them to listen to their issues and concerns. good news for new jersey drivers. tolls won't be going up on the turnpike. the turnpike authority expects

police tell us they're looking for a teenager who escaped from the back of a police car. lauren mayk is live. >> reporter: down there at the end of the block is where all of this happened. some neighbors stayed in their houses and others peeked out to see what was going on. it wasn't until today that a lot of them learned the details of what happened and that the guy police are looking for is still on the loose. a quiet weekday. fall decorations down this block. a working on the next block doing his job. you would never know just hours before it looked like this. police scouring the area by air and on foot, looking for a man who had escaped from a police car in handcuffs. encountering a surprise trove of heroin during the search. this man heard the helicopters but didn't know what was going on until today. you didn't realize that was all
