crime secene this evening. >> reporter: i just got off the phone with homicide detectives for an update. they're following several leads. no arrests so far. looking to identify everyone who was involved or there present at the shooting at 12th and rittner in south philadelphia. police saying it stemmed from an argument. chalk marks where two 16-year-old teens were shot and killed in philadelphia. >> only 16 years old. >> reporter: the two teens may have been on the opposite side of a neighborhood argument. police are looking to talk to everyone involved in last night's dispute including the teen who fired the deadly shots. >> at least six kids, perhaps more. hard to say right now. those are the details we're working on. >> reporter: tonight we are learning more about the shooting victims. salvatore dinubile was a junior and former member of the hockey team at st. joe's prep. >> a good kid. street smart, school smart.

about news happening in your neighborhood, download the app and sign up for alerts. sky force 10 live over the scene of a crash involving multiple cars at the toll plaza for the commodore barry bridge on the new jersey side in logan township. we're working to find out if anyone is injured. right now just two lanes are getting by westbound. authorities tell us to expect delays around the bridge. right now at 6:00, a south street landmark burned to rubble tonight. bridget foy's served up meals for decades. but this morning a fire ripped right through that restaurant, destroying the place so many customers loved. nbc10's steven fisher has been at the scene of the fire all day. steven, crews are still clearing debris more than 17 hours after the fire started. >> reporter: there is a lot to clean up. take a look here behind me.

at one point south street right at second was full of debris. it has since been cleaned up. it's mostly on the curb now. a lot of people around here tell me the restaurant meant a lot to people here. virtually unrecognizable now. the fire is leaving many without a place to go and without a place to work. bridget foy's on south street is still standing but barely. after an early-morning fire, crews spent the day ripping out and cleaning up charred debris sprawled across the street from the beloved restaurant. >> this is coming into their busiest time of year. all the office parties, holiday parties. their halloween party is legendary. >> reporter: patrons knowing that now they have to make new plans. >> we were going tomorrow night. i was just there last week. >> reporter: dozens of employees without a job for the foreseeable future. what made bridget foy's special

was the friendly faces and warm welcome, customers say, that made you feel like family. >> when you have a place in life where you gather with friends and you lose it, part of it dies with you too. >> i probably had every one of my major life events in that building. >> reporter: it will be remembered by this community as their home away from home. >> they put their heart and soul in everything they do. their kindness and generosity will leave a huge hole in this neighborhood. >> reporter: back live now. we are going on about 17 hours worth of crews cleaning up here. i am told crews will continue to clean up through the night and it will probably last into tomorrow. which basically means this area here on south street and second will remain closed into tomorrow. reporting live on south street. steven fisher, nbc10 news. >> some sort of rumbling shook across parts of south jersey today. the cause remains a mystery

tonight. we received several calls about people hearing loud booms or feeling their homes shake. officials tell us there are no reports of earthquake activity. in the past sonic booms caused by drills from military planes have caused rumblings like this but it's still unclear if that's what happened this time. new at 6:00. a state official says non-citizens have been voting illegally hundreds of times in pennsylvania. an analysis found more than 500 ballots were cast by non-citizen immigrants. out of 93 million ballots. a state official says a glitch accidentally allowed people to register to vote when they weren't eligible. right now at 6:00, the president is in texas where he is taking part in a private fund-raiser in dallas. mean while. he is responding to a new report that revealed hillary clinton's presidential campaign paid a company to dig up dirt on her

opponent. the research led to a now infamous dossier on donald trump's potential ties to russia. he addressed the matter with reporters before leaving for texas. >> and they were embarrassed by it, but i think it's a disgrace. it's a very sad -- it's a very sad commentary on politics in this country. >> the president has strongly denied the allegations in the dossier. the latest dossier fallout it coming up on nightly news with lester holt at 6:30. to an nbc10 exclusive. a local father says he could have saved his two sons from being drowned in their bathtub. >> this could have been completely avoided. >> the man's fiancée is charged with killing the children. he explains only to nbc10's andrea cline thomas what kept him from being there when his children were drowned.

>> when they told me, we are from wilmington, we are detectives, i just knew it. >> reporter: really? >> i just knew something bad had happened. >> reporter: the detectives visited victor while he was a the immigration and customs enforcement facility in york, pennsylvania last week. they told him his 5-month-old and 3-month-old sons were dead. his fiancée was charged with their murder allegedly drowning the boys in the bathtub at their wilmington apartment. >> i still can't believe it. >> reporter: he had been fighting to go home for a month. he says he didn't know moving the family to wilmington was a probation violation. he expressed concerns about palima. >> reporter: requests for waivers to allow him to visit delaware were denied. according to court services in delaware the probation officer was following federal law. apel was arrested and detained

by i.c.e. for a lapse in his immigration status. >> it's a complete disregard for due process. >> reporter: now his sons are dead. he says, if he was home it could have been avoided. >> when were alive. i never missed any opportunity to show them, you know, that love. >> reporter: nbc10 news. officials say his request would have to be made prior to moving and would take months to authorize. apel was on probation for leaving his son at home unattended when the child was 3 years old. a scare in the air this afternoon for passengers on a flight from philadelphia to orlando. the american airlines plane had an indicator light come on in the cockpit. no one was hurt. pennsylvania lawmakers are preparing to work late into the night, scrambling to push through a massive borrowing and casino gambling measure hoping

over how to fix the state's budget deficit. the senate approved a house plan to borrow $1.5 billion and a grab bag of tax increases. if passed, the gambling measure would allow gambling at ten casinos, truck stops, airports and websites. tomorrow president trump is expected to officially declare a national emergency over the opioid crisis. today governor chris christie says he expects the president to unveil a plan to stop the deadly epidemic. >> 142 people are dying a day in this country from drug overdoses. that means we have a 9/11 every three and a half weeks in america. if we had a terrorist organization killing 142 americans a day on our soil. how much would we be willing to spend to stop it. >> the governor says the president will give real specifics tomorrow about how he

plans to slow the crisis. the nbc10 digital team has been digging into the impact of the opioid crisis on local families for two years. see our award-winning series titled "generation addicted" right now on the nbc10 app. new numbers tonight show just how much money is being brought in by philadelphia's soda tax. the mayor's office says the city collected $7.4 million in soda tax revenue last month. that is the largest monthly total yet since the tax went into effect in january. the year to date total is $60 million. the money paid to expand pre-k and expand other programs. beverage companies say their sales are down meaning they'll have to lay off workers and cut ours. >> up next at 6:00. possible beach ban that could make it harder to get ice cream at the jersey shore. why one town is targeting ice cream trucks tonight. also, protecting the star quarterback. the moves the eagles are

stop and go liquor stores in philadelphia face a crackdown tonight. these are delis, gas stations or convenience stores with liquor licenses. they sometimes break the law that requires them to also sell food. and to have enough seating for 30 people. today the state house passed a bill that makes it easier for the liquor controlled board to come down on these places if they operate outside the law. turning now to your first alert neighborhood weather. a picture-perfect fall day in delaware. drone video shows the autumn serenity at the brandy wine river. so beautiful. perfect night for a run along kelly drive. live along boat house row where conditions are cool and dry tonight. some rain could be headed this way for the weekend. that could impact the weekend's eagles game. a live look at the turbines.

>> do you have a pumpkin? >> i have one. i haven't carved it yet. >> we have a number of them at our house. i can't draw anything. if you go to my facebook site for check out some of the pictures i'll post on instagram. this is my husband and son's handiwork. i want your pictures so i can share them on air. outside we have some high, thin cloud cover. we had sunshine earlier today. it's 66. that was the high today. didn't pick up any rain today. the highest wind gusts are 19 miles an hour. very different from yesterday. we'll be dropping down to 47 in philadelphia tonight. 42 in coatesville. 43 in vineland. stone harbor and trenton, you'll see 46 degrees. that's about where we should be. as far as rain, nothing going on over the area. across the atlantic. we've had a line of showers and storms that's brought flooding rain to parts of new england for

24 hours. they have a situation going on off to the north of us. this slot is between the clouds exiting that are associated with all the storms and still the main body of the storm system that brought those storms, which is slowly pulling in cooler air and churning in our direction. as it rotates by tomorrow we'll see clouds. could see a brief sprinkle. we will see blustery winds out of the northwest and cooler air. here we go. chilly conditions for tomorrow. you'll wake up in the 40s. tomorrow in the afternoon you will only make it into the upper 50s. low 60s. by friday morning, 30s in the outlying areas. maybe 42 in philadelphia. and then we head into the 60s on friday. on saturday we warm up, though, look at the winds coming in out of the south. very near 70 degrees across much of the area. and then, well, thinks change yet again. it's like a roller coaster. a whiplash is what our producer

called it. a weather whiplash. we have another cold front coming in with a significant storm system that will bring us showers and storms just in time for sunday's eagles game. you can follow it along. get your app at nbc10. it has your neighborhood weather and the radar right there for you. tonight, 47 in philadelphia. 40 in lehigh valley. 47 along the jersey shore. for tomorrow we will see cloud cover building in, and again we could see a sprinkle. 60 in philadelphia. 59 in the philadelphia suburbs. 61 in south jersey. ten-day on 10. things drop out tomorrow but pick up to slightly above average on friday. 66. we will see 71 on saturday. sun and increasing clouds overnight saturday into sunday. that's when we could see the rain starting. it will be windy at times. could see isolated thunderstorms. temperatures start around 65 and then drop off. look at monday.

only 58. and on halloween, the morning temperature will be cold. the nighttime temperature will be cold. it will only be 60 for a high but it will feel much chillier. it will be dry but the kids will need a jacket. new at 6:00. the town of avalon boasts its cooler by a mile. now the beach resort is discussing a chill on summer ice cream trucks after a wave of complaints. ted greenberg found out not everyone is on board. >> reporter: a tradition of selling cool treats to beach-goers in the heat of summer. >> it's something the children get excited about when they hear the bells and the ice cream. >> reporter: in avalon, ice cream trucks like these are now a topic of debate. >> we have received many complaints through the years. they keep increasing every summer. >> the trucks are fine. i think you're making too much ado about nothing. >> reporter: criminals are

considering banning the trucks citing noise problems. trucks operating at improper times and locations and safety issues, especially on narrow beach block streets. >> it's impossible for the trucks to safely turn around where there are kids in the street who have purchased or want to purchase ice cream. >> i feel something not fair is going on. we try to pay attention. we have a problem. we try to fix it and work with the city to go everything a fair way. but they just ignore us. >> reporter: after hearing from an ice cream vendor and community members council deciding today to table a vote on a law change that would move summer ice cream sales from streets to the sand. a practice common in other shore towns. >> it would be non-intrusive vending, meaning no bells, no music, no calling for ice cream. it would be in a push cart with the products clearly marked on the side. >> reporter: the vote was put on hold for further discussion. officials tell me they expect

steve called, fairly frantic. you know, he had a premature baby and i think he had just been given the diagnosis that she had down syndrome. lauren brought out the best in me. she made me a different person. deep down in his heart he feels for people who are disadvantaged. lauren's a light in everybody eye. she's the spark that has started the fire. the goal is to keep places like this open so all people, regardless of disability, have an opportunity for employment. see, i love you. i love you guys too. you know that. yeah.

structural issue with the shoulder it's a muscular issue. he said he changed his shooting form because of the discomfort with his shoulder. he has been treated with pt. it is getting better but hopefully the rest will help. >> no one is panicking inside. the sky is not falling. markelle fultz will be a great basketball player for the organization. we're confident that we'll get this thing resolved. i think it's appropriate to take a step back, let him take a breath and, you know, get him healthy and ready to resume play hopefully next week. >> the eagles are back to work at the novacare complex today. carson wentz the nfc player of the week for the second time in his career. nobody has more touchdowns in the nfl. the big concern going forward, how will the eagles protect them. they lost the pro bowl left tackle jason peters. big v has to step in.
