hard to believe we're talking about the possibility of a tropical storm for the northeast this late in the year. i know you're tracking hurricane season does go for a little bit longer, but the fact that we could see the impacts of a tropical system is interesting. >> let's begin this morning with some breaking news overnight. a report that a major step forward has been taken in special counsel robert mueller's investigation into russian meddling in the 2016 election. nbc kelly o'donnell is at the white house with more. >> reporter: good morning. so many unresolved questions about russia's extent of interference in the 2016 campaign and who if anyone in the orbit of donald trump might be involved. those questions have been the work of the grand jury and the special counsel largely in secret but today there is a potential new development. this morning what could be a major step forward in special counsel robert mueller's investigation. cnn is reporting that a grand jury on friday approved the

first charges in the probe and that anyone targeted could be forced to surrender as soon as monday. nbc news has been unable to confirm the report. mueller, a former fbi director, was appointed last may to look into whether the trump campaign colluded with russia to influence the 2016 election. mueller's team has also been investigating foreign lobbying by former trump campaign chairman paul manafort and former national security adviser michael flynn among others. manafort and flynn's lawyers have denied any wrongdoing. before the news broke, president trump tweeted on friday it is now commonly agreed after many months of costly looking that there was no collusion between russia and trump. was collusion with h.c. >> still no evidence of collusion between the president and all of your news organizations have spent probably a lot of money on this as well which we would consider

a pretty big waste. >> but the investigation by the special counsel and congress is going full team. friday former trump adviser carter page met with former staffers for more than five hours. nbc news has learned investigators questioned president trump's former attorney michael cohen earlier this week over a failed plan to open a new tower in moscow. both cohen and page insist they are being smeared by false allegations. as to the trump administration claims, it's the clinton campaign that colluded with russians. >> we're starting to now see that all of the things the democrats had accused this president of doing they were actually guilty of themselves. >> reporter: that is a rfreferee to something that has a new twist. a washington conservative publication says it paid a research firm to do some of the initial digging on donald trump as a candidate and then later the democratic national committee and the hillary clinton campaign also paid for

that and it led to the dossier that has commonly been referred to as the steel dossier, part of the opposition research in the campaign. the fact that there was a clinton connection has angered many who support president trump. >> kelly, thank you. an nbc news legal analyst, also host of "the beat." we want to reiterate this is cnn's reporting. nbc working to confirm the details of this report. again, monday we could be looking at the first subject or subjects taken into custody if this report suggest accurate. how surprised are you that we're just five months in and here we are with a possible first indictment and what can we glean from the speed with which all of this is happening? >> this is a blockbuster story from cnn if it bears out that there are several indictments and that people could be arrested as soon as this weekend or monday. the speed tells us that bob

mueller is not waiting until the end of the investigation to do indictments. that he is beginning while he has interviews left. that is according to our reporting. he hasn't finished going up the chart for the top interviews. it tells us that he may ultimately want to use this process to get further cooperation or information in a longer running investigation. >> so that's why he would indict someone this soon, with the hopes perhaps of getting this person or persons to flip, if you will, to become state's witness. >> that's a key benefit that km would come from this. they would never say they're doing this. they would say they found enough facts to charge. andrew weissman is the same prosecutor who got a lot of people in the enron case to flip by charging their spouses on what were seen as various aggressive ways to go after tax evasion and other issues. those people later did flip. so we do know something about the fact even if we can't

predict the future. >> since the indictment is under seal and we don't know who is being charged or what they're being charged with, talk about why mueller would do this. what is the benefit of sealing the charges? >> you'll see salealed charges where you don't want it to go public. it might be their aspects that you have proven to a judge and need to stay sealed. the fact that it's secret right now doesn't mean it will be secret forever. a lot of folks at home have heard this. is this politics. bob muller the former republican fbi director, a grand jury who are peers in washington, d.c., we are moving away from the politics and towards a legal process that suggest there are facts if there are indictments that got us to the point where somebody is alleged to have broken the law. >> always good to have your insight. you can catch ari on "the beat" only on msnbc.

also this morning there are a lot of questions surrounding a small montana company that was awarded to restore power to puerto rico. looking into the $300 million deal after controversy arose about how whitefish energy got the go ahead in the first place. gabe gutierrez is in san juan with more. good morning. >> reporter: fema says it has significant concerns about this contract and puerto rico's governor says an initial audit suggests there was not sufficient evidence to conclude whether proper hiring requirements had been met. a growing controversy not just here in puerto rico but on capitol hill. this morning mounting questions about how whitefish energy scored a 3$300 million deal to

row store power to puerto rico. >> i think the government did not look for mutual aid. did not call up utilities companies in the united states which is what is normally done surprises me. >> some democrats including nancy pelosi calling for the contract to be canceled. the puerto rican government does not have the right to auditor review the cost. whitefish says it welcomes the audit and is it's a small company with more than 300 on the island moves faster than competitors. >> the conspiracy theories, i get their questions. the contract is the alt bility get the work done. >> ryan zinke at the white house friday for a prescheduled meeting with president trump. >> he did ask secretary zinke just for clarification purposes and he reiterated once again that we have no role, the federal government and

specifically he had no role in that contract. >> the controversy erupting as almost three quarters of puerto rico struggles without power. jose tells us how this san juan neighborhood has been in the dark for more than seven weeks since hurricane irma before maria. >> there's, like, no hope. we don't know what's going to happen. there's there's a struggle. >> the head of puerto rico power authority who approved the deal said he'd do it again and that there's nothing illegal. multiple congressional committees are promising full investigations to find out exactly who was behind the deal. >> gabe, thank you. another big story we're following this morning. that's the weather. two storms are set to merge with each other. it's going to lead to a washout in the northeast. 37 million people under a flash flood warning. >> good morning. let's break it down. we have this system here that is a potential tropical cyclone and

it could become a tropical storm as we go into this afternoon. right now winds are at 35 miles per hour. it looks like it's going to crossover western cuba, just brush to the southeast of miami and move out to sea. we could see a few inches of rains with wind gusts up to 40 or 50 miles per hour. we have a cold front moving in. that's going to tap in to some of the leftover moisture with this system and that's going to develop into not so much a nor'easter but we will see gusty winds and also a lot of rain. today most of the rain is associated with this cold front through the interior northeast. as we go into tomorrow that moisture gets picked up with that area of low frepressure. we could see about three to 4 inches of rainfall. eastern long island, parts of

eastern massachusetts could see wind gusts of 40 to 60 miles per hour. a little nasty tomorrow. meantime residents in tennessee are concerned about two white nationalist rallies planned for later today. some businesses already shutting down with many in the community saying this kind of hate doesn't have a place in their neighborhoods. >> reporter: good morning, sh l sheinelle. the first rally set to take place before it moves to another nearby town this afternoon. both communities are hoping to not see a repeat of charlottesville. this morning the tennessee towns are bracing for what the day might bring. >> it lets america know that racism is alive and well. it's not dead. zbrr t >> reporter: the two communities are sights of two white nationalist rallies.

streets blocked off. businesses boarding up. saturday normally their busiest day now writing off as a loss. >> it's hard to close on saturday. i don't like it at all. i wish it was not happening. >> reporter: police vowing to keep the peace. memories of the violence that erupted at a similar rally in charlottesville not far from people's minds. >> it actually makes he nervous and it kind of takes me back to are we going back in history or are we moving forward? >> reporter: in a statement the organizers of the rally say they picked the two towns because of recent refugee resettlements here. >> they didn't pick shelbyville out of a hat. they're here to start things. they're trying to recruit our neighbors and that scares me. >> i hope the people have enough love to -- >> in messages posted in windows

and even wearing it on buttons. >> we want to take the narrative back. this isn't a city of hate. this is a city of love. >> reporter: law enforcement put out a long list of items not allowed in the protest area. that includes weapons, shields and torches, all of which were seen during charlottesville. let's take a look at other stories making headlines. defense secretary james mattis is warning that the threat of a nuclear missile attack by north korea is increasing. mattis, who is in south korea right now says that the north continues to run illegal missile and nuclear programs. the success also said he cannot imagine a condition where north korea would be a would be allowed to be a nuclear power. political anrialyst releasea statement friday apologizing and taking full responsibility for his actions as four more women have come forward accusing him

of sexual harassment. in his statement he admits to acting in an inappropriate manner during his time at abc news which ended in 2000 se7. he goes on to say while no one sued or filed a human resources claim he did need a call from hr to know he was a -- was seeking counseling during his departure and he changed his -- tiger woods is being warned to stay on his best whabehavior after pleading guilty on friday. the judge told the 41-year-old golfer if he violated probation he could be in jail.

earlier this month among nfl owners to discuss whether or not the league should mandate players to stand during the anthem, houston texans owner bob mcnair allegedly told fellow nfl owners we can't have the inmates running the prison. the backlash was immediate. at least ten texans players threatening to walk out of practice. deondre hopkins taking a personal day. leading to an apology from mcnair saying i used a figure of feature never intended too be taken literally. i apologize to anyone who was offended by it. on social media players not buying it. seahawks player richard sherman tweeting showing your true colors allows people to see you for who you are. the latest chapter fires those comments from trump during a september rally. >> get him off the field right

good morning. i'm rosemary connors. it's just a few minutes before 7:30 on this saturday. we've got a great day ahead. tomorrow we're watching some very wet weather. meteorologist krystal klei is tracking it all in the first alert nabt e neighborhood forecast. krystal. >> yeah, rosemary, right now clear conditions on radar and satellite picture. today scattered showers across the area. we'll remain dry. and we're looking light to then breezy winds in the afternoon. how about our temperatures. right now we're at 50 in philadelphia and wilmington. 53 atlantic city and just 43 in allentown. these mild numbers to start will lead to a mild afternoon. looking at forecast highs today just right around the upper 60s and low 70s. tomorrow is when we're looking at that heavy rain moving in. >> now to breaking news we've been following out of

philadelphia's mantua neighborhood. a house fire there is under control, but as you can see it damaged two row homes on fairmount avenue. one person had to be treated at the scene for some minor injuries. one of the row homes involved is vacant, abandoned, but there were people in the other house. we'll keep you updated on the breaking news throughout the morning. a 16-year-old boy is in jail right now waiting to go before a judge for the murders of two other teens in south philadelphia. brandon olivieri seen right here surrendered to police last night. investigators are still trying to determine the motive for the deadly shootings. olivieri didn't answer questions as he was led into police headquarters late yesterday. investigators say he shot and killed caleer miller and sal dinubile on tuesday night. that's it for now, i'm rosemary connors. we'll send it back to the "today" show. krystal and i will see you back here for another local cut-in at 7:55 and then back for a full hour of news at 8:30. we hope you join us. joseph, i'm steve. how are you?

tournament. four strokes better than her closest competitor the state's athletic association wouldn't acknowledge her win. says she can't go on to next week's state tournament and gave the first place trophy to the runner up. emily taking it in stride. >> i can't necessarily have the title, so they gave it to the second place guy. and then he offered the trophy to me, which was super nice and classy of him. >> massachusetts state rules say that girls playing on a fall boys team can't go to the individual tournament. in other words, emily can't earn her own points, but her points can help the boys team with their total. a disappointment to her fans and her dad. >> if she can play with the boys and play the same distance, same rules, i don't understand why they can't give her credit for winning the tournament. >> some legendary golfers rushed to her defense. annika sorenstam tweeting

costume, one of six kids. >> an energetic crowd. we have a lot to get to this morning. let's begin with today's news. >> good morning. i'm kelly o'donnell at the white house. is there a new chapter coming in the sprawling russia investigation? the special counsel robert mueller's office is not commenting on a new report from cnn that a grand jury has prepared charges. it's unclear who would be the target and what those charges are. but this is coming at a time when the work has been going on for months behind closed doors. this morning what could be a major step forward in special counsel robert mueller's investigation. cnn is reporting that a grand jury on friday approved the first charges in the probe. and that anyone targeted could be forced to surrender as soon as monday. nbc news has been unable to confirm the report. mueller, a former fbi director, was appointed last may to look into whether the trump campaign

colluded with russia to influence the 2016 election. mueller's team has also been investigating foreign lobbying by former trump campaign manager paul ma nafort and michael flyn. manafort and flynn's lawyers have denied any wrongdoing. before the news broke president trump tweeted on friday it is now commonly agreed after many months of costly looking that there was no collusion between russia and trump. was collusion with h.c. meaning hillary clinton. president trump's press secretary sarah sanders agreed. >> there's still no evidence of collusion between the president and anyone. all of your news organizations have actually spent probably a lot of money on this as well which we would consider probably a pretty big waste. >> reporter: but the investigation by the special counsel and congress is going full steam. friday former trump adviser carter page met with senate intelligence committee staffers for more than five hours. plus nbc news has learned that

congressional investigators questioned president trump's former personal attorney michael cohen earlier this week over a failed plan to open a new tower in moscow. both cohen and page insist they are being smeared by false allegations. and as to the trump administration claims, it's the clinton campaign that colluded with russians. >> i think we're starting to now see that all of the things that the democrats had accused this president of doing, they were actually guilty of themselves. >> sanders is referring to what's been known as the steel dossier. opposition research on candidate donald trump. it's now known that a conservative washington publication paid an organization to do that research and then the payments were taken over by the democratic national committee and hillary clinton's campaign to fund the operation research on donald trump. >> kelly o'donnell, thank you. now to another big story that we're following this morning and that is the weather. there's a major washout expected from florida into the northeast.

dylan continues to follow that for us. >> it's kind of a combo of two different systems. the first one has the potential of becoming a tropical system later on today. if it does, it would become tropical storm phillipe. it is going to crossover western cuba, stay just to the southeast of miami. it will produce about 1 to 4 inches of rain. then it moves out to sea. however, there's an approaching cold front from the west that's going to tap in to some of some moisture from this tropical system and it's going to develop into a more pouwerful storm fro the northeast. today most of the rain will be across the interior northeast but then watch all the rain that comes in, especially across most of new england as we go through sunday into the afternoon and overnight hours. we're also looking at wind gusts at possibly around 50 miles per hour. eastern long island and eastern new england. and then by monday morning most

of this will start to pull out. we're looking at about 4 to 5 inches of rain possible especially across upstate new york. as far as winds are concerned, we could see them up to around 40 to 50 miles per hour for eastern parts of the northeast. >> let's take a look at some other stories making headlines. this morning james mattis warns the threat of a nuclear missile attack by north korea is increasing. mattis who is in south korea says the north conditions to run illegal missile and nuclear programs. the secretary also said he can't imagine a condition where north korea would be allowed to be a nuclear power. mattis has been pushing to resolve the crisis. >> president obama is living a somewhat normal life again. now that he's a regular citizen, he is not spared from jury duty. the former president got the call to serve on friday in cook county illinois. the chief judge won't specify when but says the right security cautions will be put in place.
