that would put him around children. michael cripps attempted to shield his face. the d.a. office said a concerned parent of a 5-year-old boy notified authorities in cripps in september. >> there this 5-year-old was able to detail a series of sexual contact. >> reporter: cripps is being charged with sexual abuse and rape. >> make no mistake, this is a very serious child predator. >> reporter: cripps runs a side business called mc parties where he dresses up as characters. >> he be friends women, he then establishes some type of relationship with these women and these women are all women who have young boys in their custody. he then goes with the young boys and sexually molests them.

mug shot. he open the fire last sunday and two were killed, both were 16 years old. nbc 10 was there as ol veer a surrendered. he is being held without bail. a carjacking suspect shot by police during an incident at king of prussia mall is in serious condition. the suspect is wanted for two robberies in delaware and another at the mall this past saturday. upper marion police say the incident began when the suspect sitting in a stolen car in the parking garage at the mall. he tried to run down two officers when police fired and hit him. so how do you protect yourself from predators in the parking lot? cydney long spoke with security experts about the self-defense steps women should take before they go shopping. that is ahead at 4:55. now to new jersey and the race for governor. the republican candidate will

hit the road in a bus tour. kim guadagno will leave on thursday and her tour will take theory all 21 counties in the state. she is currently the lieutenant governor. polls show she is trailing democrat phil murphy by double digits. murphy says that laeskti ingele guadagno would be equivalent to a third term for crihris christ. the judge in the menendez trial denied a request for mistrial. the senator is accused of accepting gifts from a wealthy doctor in exchange for political favors. the defense is expected to rest its case this week. penn state is punishing two fraternities after the university says they violated new rules on serving alcohol at social events. delta epsilon has lost its recognition until the end of the spring semester.

and it means they cannot participate in greek like efbltss like homecoming or the dance marathon. new rules for fraternities were implemented after the death of tim piazza after a night of drinking and several falls at the now closed beta theta pi house. prosecutors refiled charges against eight students. a judge had dropped the charges. looks like black jack and roulette will be coming to 5ir7 truck stops. the bill expands casino style gambling to truck stop, airports and ten new mini casino sites. pennsylvania already rakes in more money from gambling than any other state except nevada. and this bill anticipates to produce about $200 billion a year. lawmakers say that will help raise money as they try to find ways to pay for the state's revenue plan four months into the fiscal year.

this week open enrollment for obamacare begins with major changes that could affect millions. the enrollment period has been cut in half this year to just 45 days. and federal funding supporting enrollment slashed by about on 40%. the trump administration says the outreach programs quawaste money. open enrollment starting wednesday and ends december 15. former vice president joe biden was speaking about domestic and gun violence. at the university of delaware. for the 10th annual vision coalition conference, aimed at increasing community partnerships in health and education. the vice president focused his speech on gun violence and how it needs to be treated as a public health crisis. he also spoke about by vens against women and the changes he's seen even other the last couple weeks. >> can you imagine five years ago all these women coming out of the harvey weinstein separation, all the women now.

yeah, that is a blanket of october snow. this was around 5:00 a.m. just over the pennsylvania border. temperatures dropped enough to turn the rain into wintry flakes. >> that is a shock to the system. >> i know. not yet for us. it is not expected to snow for halloween, but your kids will probably need a coats. >> and glenn "hurricane" schwartz is back with more on the halloween forecast for your neighborhood. >> yeah, we will expand the forecast and go all around the area. there will be quite a contrast in temperatures because of the clear skies and calm winds. we've seen halloweens that have been snowy and rainy, this is pretty good-bye comparison. lehigh valley, berks county, the high tomorrow 54, but look how cold it is at the start of the day for any kind of activity. only 41. not much wind, so not a

57. about 5 degrees below average, but we will start to see the southwest winds die down a bit and then we'll probably get closer to average by the middle of the week. it's 55 in allentown with a west wind to 18 miles per hour. look at these future cast winds. they were gusting this morning, so they will begin to taper off and as we get into later tonight, they will pick up just a wee bit out of the west sle west/southwe west/southwest. but by tomorrow morning, down to 12 miles per hour. and by tomorrow afternoon, we will be looking at winds somewhere between 5 and 12 miles per hour. so that is not too bad. we won't have that windchill effect you had this morning. 45 tonight in philadelphia, 41 in allentown, 41 in coatesville and 45 in atlantic city. doppler ray are dhdarradar, all long gone, but this system off to the west will be affecting us by the middle of the week. behind that, yet another one for next weekend.

it is the first big development in the investigation into russian meddling during last year's presidential election. >> paul manafort and his deputy chair rick gates surrendered to federal authorities today and pleaded not guilty on federal charges including conspiracy and money laundering. aari erin coleman is joining us. >> and both pleaded not guilty to the 12 charges against them. these are all charges unrelated to work on the trump campaign, but a local former federal prosecutor says they are a link in the chain so to speak. and a sign that the investigation is really just beginning. former trump campaign chair paul manafort left his virginia home this morning in a black suv.

a shorts time later, he walked into the fbi office in d.c. to surrender. manafort and trump deputy campaign chair rick gates face charges of conspiracy against the united states and money laundering. >> what is fascinating about this indictment, it all predates the campaign. and so you would say it doesn't relate to the russian case. and in a certain sense it didn't. >> reporter: but howard bruce klein, a local former federal prosecutor says the more interesting case involves george papadopoulous, an unpaid foreign adviser to the campaign. just released today, he pleaded guilty three weeks ago to criminal charges specifically involving connections to on russia. >> he has pleaded guilty, he is cooperating witness, so they will try to bring pressure to plan fort and gates to try to get them to cooperate. >> reporter: he says it's all an

beaches are practically empty. chilly weather sticking around for trick or treat time. glenn "hurricane" schwartz has your halloween forecast. >> yeah, we showed you some neighborhoods earlier and we have more now. sch isn't it nice that we have this kind of weather instead of what we saw last night. can you can imagine trick or treating in that weather? in philadelphia, we have a nice sunny day tomorrow. it will be kind of chilly even for this time of the year. 57 for the high in philadelphia. the average high is in the low 60s. so it's kind of cold in the morning. upper 40s. but at least in the city it's not as cold as the surrounding areas. getting up into the upper 50s in the afternoon and then dropping to about 52 by 7:00. the sunsets right around 6:00. it gets completely dark about a half hour after that. so if you want to make sure that

this is week. outside right now, blue skies with the flag flapping in the breeze. yes, breeze about an not t, not winds. and the next big push of cold air will be the next couple days. but we have another big push of cold air that will make it in here just in time for the weekend out of the northern plains. right now we're comfortable, we're actually in some of the warmest air across the nation even though we're below average. we're at 57 in philadelphia. 58 vineland and 55 in wildwood. and all the rain from yesterday is gone. some places picking up more than 3.5 inches of rain yesterday. we have more rain on the way, a cold front is pressing toward us making its way to the northwestern part of pennsylvania. it will bring clouds in here during the day tomorrow, but i still think we'll see some

sunshine. and a lot of this will fall apart because now we're getting dry air in place. so let's watch what happens with this next big area of low pressure. here we go. we will drop tonight from the 50s on a southwest wind and we'll independent with up winde mid to low 40s. and then we'll climb into the mid-50s. still looking at a wind out of west. it will be pleasant enough. the clouds start to filter in wednesday morning, it will be very chilly, upper 30s in many places. and then take a look, here comes the shower activity wednesday evening with some spotty showers on thursday. so not heavy range, but just pesky showers. and then wire bae're back to th and 70s on thursday. and then there is the storm system on the weekend. temple game, mostly cloudy and 60s. and of course i have another pumpkin picture to share with you. this is a.j.
