appointed school board. good morning. the mayor addressing city council and explaining his plans for the school district and his students. we are live in city hall to bring us up to speed. aundrea. >> reporter: he finished his remarks. let me tell you what he said. he is asking for two things. first he wants the school reform commission to disband itself by a vote in the next two weeks then he wants the city to return to a locally controlled school board. that would be nine members that he will appoint. they say this means the buck will stop with him. the concern is that he says there has been a lot of finger pointing in the district and outside of the district with state leaders and that nobody is taking the lead but he wants to be responsible for school

videos and that he spent two months plotting the attack. he is facing federal terrorism charges that could carry the death penalty. donald trump poegsed what he thinks should happen to the suspect. he tweeted would love to send the terrorist to guantanamo bay. he went onto say there is something about keeping -- should move fast, death penalty. they are calling it an enemy combatant. the program randomly that have low immigration rates and

requires them to pass criminal background checks. this morning we are continuing our kof rang from the terror in manhattan. we'll hear from the father of one of the victims and be sure to turn to the app for the latest details ton investigation. on the app you can find a complete time line and listen to eyewitnesss who saw the attack unfold. now to news in south jersey where a police officer shot in the line of duty could go home today from the hospital. according to authorities the 21-year-old officer spotted three suspicious men near 8th street. one of the men ran and then pulled out a gun and shot the officer in the leg. other officers immediately responded and applied a turn cat. the chief tells us their actions may have saved the wounded offeroffe officer's life. >> it was significant in minu minimizing his injuries.

>> the suspect is now in police custody. >> closing arguments will begin in the bribery trial of bob menendez. they gave instruction on the newly modified bribery. he and florida eye doctor charged with conspiracy, bribery and fraud. they say he bribed him with gifts in exchange for influence in washington. deliberations will likely begin on monday. >> this morning an investigation underway following allegations of poor conditions, mistreatment and even voter fraud at a senior rehab center. now in the wake of those claims the pennsylvania attorney general's office put the facility on lockdown. they spent much of the day and agents are focused on the conditions inside and the medical records.

talking to her about sex with her. actor seven spacey. they say he is taking the time necessary to seek evaluation and treatment end quote. over the weekend anthony rap accused spacey of making an unwanted sexual advance towards him when he was 14 years old. could get nomination for chair of the federal reserve. sources say it should be current reserve governor. powell favors more than current chair. his term, by the way, ends in february. the state of pennsylvania is already earning money from the new gambling law that's barely a few days old. it became the first casino to

pay $1 million fees to the gaming control board. the fee which is part of this new law allows them to let visitors access even if they aren't staying at the resort or using any amenities. the original law has stricter requirements about who could gamble at the two license resort casinos. they say it hopes to make other changes as a result of this new law. a few other elements of the law, one is the ability to potentially expand an additional 250 machines and add a poker room. these are things we are looking at and hopefully can add in the future. >> the bill will allow casinos to allow for licenses. the additional money paid to the state government will help to fill a budget deficit. what a nice day out there.

lots of sunshine. quite different than what we saw yesterday when we had clouds all day. 66 degrees in philadelphia. it is higher than it got y yesterday. it is a dramatic change, as you can see here. we were showing you the lehigh valley yesterday. at this very time i'm showing you lots of places in the 40s, including here. it is 60 right now. allentown 64. white hall 6 4. easton 67 degrees at this time of day. 21 degrees warmer than this time yesterday. it is 16 in coatsville and in trenton. yeah. if you go outside it is quite a dramatic change. just a few fair weather clouds across the area. a little bit more back in

western pennsylvania. you don't see any kind of significant weather systems approa approaching. any threat of showers over the next few days is not a major one. it is certainly not a threat of heavy rain or thunderstorms. we have just a mix of sun and clouds today. the temperature goes up into the 70s. tonight it's unseasonably mild. might see fog again late at night and in the morning. and then on friday another day with lots of sunshine and temperatures in the 70s. then a cold front comes through and there could be a brief shower late tomorrow as a cold front moves through and then the drier air comes down and it sets us up for cooler weather at least to start the weekend. by saturday morning it's sunny but it's chilly and it doesn't warm up a whole lot. we are also not seeing rain threats. there is saturday afternoon and

we are okay. now saturday night we are starting to see an increase of moist chure and the chance of showers starts. no threat of showers. 74 in fairmount. this is at least 10 degrees above normal for this time of the year. wildwood 72. dover is 76 degrees. now for the eagles it's going to be on the mild side, on the cloudy side too and just the chance of a light shower. weather conditions will be a lot better than what we saw this past sunday. there is a threat of a shower. you can see here mostly cloudy skies. we have a fair amount of sunshine. it is a colder day, barely getting to 60 degrees if it gets that warm. then we see these changes. it is 74 tomorrow and going down into near 60 degrees on saturday

today philadelphia major announcing plans to return public school district to city government. its with the commission. it will vote to dismantle itself later this month. city officials say the members would not represent specific districts. he insists he will be held accountable. >> i am responsible. we are responsible if every one of those children no matter the type of school they will attend. i will be judged on the number of high performing schools, not whether they are district or public charters.

they said it's time for philadelphia to take -- this afternoon a philadelphia meeting will discuss. they want to ban punishments all together. they site a federal study that found a suspension can negatively effect health and education. today's hearing at city hall the open to the public. clear skies, warm weather feeling like spring outside. i can't believe it. temperatures are already in the mid-60s and will ride to the 70s. glenn "hurricane" schwartz is here with the most accurate neighborhood forecast. >> yeah. it looks a lot different and feels a lot different than it did yesterday.

a lot of blue in that sky and hardly any kind of clouds let alone clouds threatening rain. it is 68 in wilmington. it is way warmer than it got yesterday. 73 in wildwood. 66 in philadelphia. that is higher than the high temperature we had yesterday and allentown is way higher. it is not a real strong wind. we had sunshine and a south wind. the atmosphere will warm up. you can see a few fair weather clouds around the area. a little more back towards pittsburgh. it is headed up more towards new york state. we are not threatened by anything. we are going to get temperatures getting into the 70s. the average high is 62 for the time of the year. today we are getting into the low to perhaps mid-70s in parts

weight loss surgery and to stay in shape he would bike more than 25 miles a day. he said he didn't think he would get in his daily ride. he was so devoted he managed to fit it in. >>. >> he had everything going for him. he was the president of our local board of education at one time. funniest thing, i said don't ride the bike. >> federal agents say he had around 90 videos and 4,000 other images, many of which appear to be isis propaganda on his cell phone. they are questioning a second person. they say this man was an associate. they hope he can shed more light

october ever recorded in philadelphia. the warm weather is back. 66 degrees right now in philadelphia. already above the normal high. we are headed into the 70s and so is just about everybody else maybe not quite at the jersey shore with the sea breeze but it is already 70 degrees and delaware. it is 66 degrees in claymont. it is 65 in newark. lots of 70s in southern delaware too. delaware at 71 degrees. a lot of sunshine across the area. some showers in western pennsylvania, a very weak system that is likely to miss us to the north. you can see those cooler temperatures at the jersey shore just because of the southerly wind. just about everybody else gets

into the 70s. as we go through the night tonight it's a very mild night. could see fog first thing in the morning. it is a warm morning to lead us to a warm afternoon. and then a cold front comes through. that's about it in the form of rain. maybe a couple of little showers late afternoon or evening. then the colder air starts to come down. watch what happens as we go into saturday. now we are back in the 40s for lows. that will help prevent us from getting too warm during the day. by saturday night we may start to see some of those showers come back in. so as we go through the day tomorrow we find a lot like today, sunshine, temperatures going into the 70s, a fairly mild start, that's for sure, and everybody gets into the 70s tomorrow. for the eagles not quite in the 70s, but in the 60s still kind
