reporter on the scene. deanna? >> reporter: we were here, we were live when that car that police had been looking for all day drove right by. police swooped in, they were able to talk to the driver and bring that young victim to the scene. they tell us that the driver and the car have been cleared. however, investigators say although that is not the car they believe was involved. tonight they are still on the hunt for a silver car involved in this attempted luring attempt. >> it's scary. but it's the world we live in today i guess. >> reporter: parents and grandparents wait for the bus. a day after a 10-year-old girl says she was followed by a man in a silver car. >> everybody hopes it never happens. >> reporter: police say the girl was walking home when the man asked her to get in the car. parents say they've talked to their kids about strangers but tonight are doing it again. >> i told her what happened and told her that she didn't need to be coming by herself to the bus

stop. and to make sure somebody is always with her. >> reporter: police say they're still looking for the car and anymore video that could show when was behind the wheel. >> i got grandkids. i raised two kids here, i've got six grandkids. nothing more precious than that. >> reporter: we did learn earlier today that police are looking to see if this case ais connected to two other cases here in bristol township. investigators say the details in the cases are very similar. tonight they're asking you to make sure you have someone, an adult present when your kids get on and off the bus. also, if you have any information on this case, call bristol township police. deanna durante. a police chase came to a wild in today. we were over the scene in radner where you can see a car flipped over. it happened near newtown road. it happened when officers say someone stole items from a store on nearby lancaster avenue and then took off. right now, three people are in

nothing but drying and cooling and by tomorrow morning it's going to be colder than it has been and temperatures even into the 30s in some areas. we'll talk more about when it warms up and when to expect rain this weekend coming up. we're following breaking news in atlantic county. s.w.a.t. teams are on the scene here in summer's point where an armed man has barricaded himself inside this building here. this has been going on for the past half hour or so at the summer's point apartments near route 559. we'll continue to follow the story and bring you any new information as soon as we get it on this barricade situation. tonight, history on the move. the city of philadelphia announced today the controversial statue of frank rizzo will be relocated. the statue and rizzo himself have been the subject of different bait for years. >> vandalism increased over the summer after those violent protests involving a confederate statue in charlottesville. opponents claim rizzo was a racist and his statue should not

have such a prominent place in the city. >> rosemary connors is joining us. he spoke to the former mayor's son. what is he saying about all of this? >> reporter: well, jacqueline and jim, frank rizzo jr. tells me he's disappointed in the process, that his 101-year-old mother found out about this from a neighbor, not from a city official who could have picked up a phone and made a call. frank rizzo jr. is part of a group that has made a formal request to make their pitch to keep the statue here. they now want a hearing to do that. in the meantime, others we spoke to in philadelphia are applauding this move. >> i think it's an absolutely great decision. >> reporter: the fate of frank rizzo to remove and relocate him was on the lips of philadelphians who passed by the statue today. >> none of his leadership, left black folks suffer. >> this is a main thorough fare

for people and naugot looking at day in and day out. >> reporter: also weighing in is the sculper who crafts the likeness of many famous figures. he tells me the city never consulted him. in his opinion, letting the statue stand here and enhancing it with other art work could be a way to move forward. >> have a plaque there that explains about the differences of opinions of frank rizzo and having another sculpture there that is a contrast to his politics. >> i think it's fine to have statues. i think it is different when it is in the center of the city. >> reporter: this city council woman says the decision puts philadelphia on the right side of history. >> our public spaces have to tell a story about the philadelphia we aspire to be. >> reporter: this towering statue is made of bronze.

it's going to take a little while to move it out of here. the city of philadelphia says it will be six months to come up with a plan of where to move it and the feasibility of how to move it. we'll stay on top of it. i'm rosemary connors. to this now, philadelphia native chris matthews has news about the 2020 election. he spells nbc 10 joe biden will run for president. we spoke to matthews today outside the nbc 10 studios. the msnbc host says he has talked to biden's people and his family. he knows for a fact that biden is running. matthews believes he could be the candidate that reunites the democratic party. >> the blue collar roots are key. look what the democrats missed time and have missed since reagan. they lost working class whites and they've got to get them back. >> a spokesman for biden had official comment but did point to two recent interviews.

twitter is putting new safeguards in place after president trump's personal account disappeared last night. the president's account went down for 11 minutes. first, twitter said it was just human error. but then later revealed ad departing employee deactivated the account on their last day. twitter says they have implemented safeguards to prevent it from happening again and an internal investigation is underway. more on the twitter fallout tonight at 6:30. on monday the flags will fly half-staff at all new jersey state buildings. it's in honor of the victims killed in that act of terror in new york city. eight people were killed and 11 more were hurt after police say a man drove a pickup truck right into a crowded bike path. there's the suspect sayfullo saipov. one of the victims is darren drake from bergen county. he was on that bike path where

the truck plowed into the crowds of people. his funeral is tomorrow. a rookie camden police officer shot on duty earlier this week will not be going home from the hospital today. he is recovering after he was shot monday night. it happened while he was wrestling a gun from an armed suspect. investigators say the gun jammed. new information now on a hit and run that sent a chester county teenager to the hospital. police say they found the truck that is in these surveillance photos but they're still looking for the driver. the 16-year-old was hit last week while walking a dog with her mother in west pikeland township. she had cracked ribs and other broken bones. we're told she's out of the hospital and going through rehab. tonight in chester county, a woman is facing dui charges but it's not her first or second time. it's her eighth. police pulled her over wednesday

after they noticed she was driving erratically. detectives say she failed several sobriety tests and was arrested after she had seven prior dui arrests. new information on a delaware county leader facing child porn charges. today two radner township commissioners served a legal notice to philip arr. it reads in part, you have failed to properly serve the people of radner trip by abandoning your duties as commissioner of ward seven. the letter says he has not attended any meetings or events since he was charged with possession and distribution of child pornography last month. we reached out to his lawyer for a comment but have not heard back. a terrifying find for a mother. earlier this week she discovered this loaded semi automatic gun in her child's bassinet. she checked the baby's bed after her boyfriend ryan scott when into the infant's room. he was arrested and charged with possession of a stolen gun and

in the nick of time and all caught on video. first responders arrived to deliver a baby boy that just couldn't wait. max was born in the driveway when mom's contractions became too much. the family lives four minutes away from the hospital, but max was determined to come early. >> it's a neat story to look back on and say what a crazy entrance into this world. >> we never get to see people after we treat them. we pass them off to the hospital and hope for the best. it's cool we were able to come back and see how happy she is and the baby is okay. >> rachel jokingly offered apologies to her neighbors on halloween for screaming in pain.

her daughter. >> they know you need gas, you can't do anything about it. >> reporter: drivers will have to decide if a road trip is worth the price at the pump. nbc 10 news. aaa says the new trend has emerged during october. an unexpected demand for gasoline. but they also predict the national average will go down as the holidays approach. pennsylvania department of health says more than 2,200 people have signed up for the state's new medical marijuana program. more than 1,000 people signed up on the first day alone. the department announced wednesday it was accepting applications. it said people were registering at a rate of three per minute. state law gives people under a doctor's care access to medical marijuana. but not marijuana in plant form. at the jersey shore, take a look at this, sky force 10 flew over the taj mahal casino. the building is being transformed into the new hard rock casino in atlantic city,
