and the shooting happened inside this home where you now see police posted outside. it was close to 2:15 this afternoon when philadelphia police rushed to the home here on the 200 block of west godfrey. someone reported hearing gunshots from it inside the house. police say a 3-year-old boy was in the basement was shot in the head. his father rushed him to ooin steen before officers arrived. that boy was pronounced dead at the hospital. the father's car parked outside the hospital. it's been. taped off as part of the ongoing investigation. detectives are maybe reckless gun play, but they are still trying to sort things out. there were several people inside the home when the shooting happened. z neighbors recall memories of the 3-year-old boy who was often times run up and down the block playing with other kids and now he's gone.

it's dropping tonight. here's the view in center city. it's going to get even colder. tammie souza joins us now. in your words, this is grab your puffy coat weather. >> you ghot that right. the feels like is going to be in single digits at times around the area. we have the first alert. this is your the the first hard freeze for philadelphia, delaware and south jersey. that includes delaware county. some of the suburbs up into the lehigh valley and the poconos you have already seen your first hard freeze. the freeze warning that goes into. effect is tomorrow evening. but the reason we're starting our first alert tomorrow morning is temperatures will start falling off midnight and we will not pick up our temperatures during the day. you're going to be in the 30s for much of the day tomorrow. you need to bundle up. special care for your pets. when you send the kids to school, make sure they are wearing the heavy jacket.

looking for. >> police have identified the victim as a 29-year-old man living in west philadelphia. when they don't know at this point or if they do they are not saying is why somebody would fire more than 30 shots towards him as he was getting into a car around 9:30. >> he stayed in the house and got down. we didn't know where it was coming from. >> shots were being fired. it was close to 10:00 this morning when the 29-year-old was shot while he was getting into his car. two men fired more than 40 shots toward him. >> a lot of ammunition. too many guns on the street. >> reporter: the homicide detective say they know they are locking for two men but only have a rough description. >> this is the first time anything like this happened. it's usually quiet around here.

something passed by the christmas holiday. lauren mayk went to washington, d.c. to find out what the tax package means for people in our area. she joins us live from the white house. >> i talked to counsellor to the president kellyanne con way. she's from new jersey. we brought her our questions in particular about how this will affect people in new jersey. some resident there is have concerns because taxes are higher there. a lot of people are used to being able to deduct their state and local taxes from their federal taxes. under the house plan, things would change only a portion of those taxes would be eligible. here's part of our conversation. >> is there a chance they could pay more? >> they are going to benefit in many ways through the overall taxes. that depends on how much they deduct and pay in taxes. it depends on what their deductions are.

canada. that sounds pretty impressive. that's where we should be this time of year. that happenedly after midnight. since then we have tumbled downward. no rain and our highest gust is 19 miles per hour. look at the temperatures across the northern plains. 20 in the twin cities. 38 in chicago. that care is headed in our direction. right now we're hanging on to the 50s in philadelphia. 48 in rochester. that will come drifting down here by this time tomorrow. we'll be just as cold as they are in the northern plains. 50 in allentown. 56 in vineland. and 55 in dover right now. we do have a freeze warning in effect for delaware county all of delaware itself. also south jersey and philadelphia county. the rest of the area already experienced a freeze at some point in the last couple weeks. we have a freeze warning for tomorrow evening from 7:00 through saturday morning at 10:00 a.m. this will be a hard freeze. the end of the growing season.

crystal is his rushed when they got the call early saturday. one of their kids had been in an accident. he was on his way to pick up his wife out celebrating with friends and wanted to make sure she got home safely. but 25-year-old melissa hancock was drunk when she drove west in the eastbound lane and slammed into dan. >> it satisfies nothing in me to talk to her or about her. i'm just disgusted that her poor decision cost my son who was making all the right decisions, life is so unfair. >> you might recognize melissa hancock. she was featured on "little women of of atlanta." she's locked up on multiple charges. e he never regained consciousness. the high school grad was a clean cut guy looking forward to starting a family. his older sisters were in the national guard. he and his two brothers also proud to be in the coast guard.

he had just returned from a mission to rebuild puerto rico. >> he's just the ultimate clean cut, nice down to earth guy. e he didn't drink, smoke. >> the family hurting right now. nothing to say to the woman who police say caused dan's death. >> she took something from me and my family that we'll never be able to get back. >> reporter: the family will head back to virginia. there will be a full military family on saturday. his mom didn't want to speak on came camera, but she says she will be going back to virginia every single time melissa has a court appearance. tim furlong, nbc 10 news. prosecutors in virginia are still reviewing the case and could file more charges against hancock. one person is dead, another in the hospital after a dramatic police shooting on i-95 in rhode island. take a look gun drawn.

and the smoke you see there from the tires of the spinning truck. this happened just before 11:00 this morning on a ramp right in front of a mall. police say they were chasing that truck when it stopped and the shooting happened. officers were hurt. police in philadelphia are investigating twoings that have left one person dead and another person injured in honey park. a a man is in critical condition after he was shot. the victim was hit twice. police on the hunt for the shooter who killed a man just after midnight at 30th and page streets in strawberry mansion. the victim was shot in the head just a block from his house. investigators do not have a description of the shooter or a motive for the killing. finding help for the survivors of hurricane maria. today the federal emergency management agency announced 3,000 puerto ricans left homeless will come to the u.s.

a pennsylvania boy is is still recovering after swallow ing a lithium battery inside a fitting spinner. the 5-year-old has been fighting for his life. the children's home in pittsburgh he swallowed the entire circuit board of a fitting spinner with the battery and lights. he's endured several surgeries, partially collapsed lung, medically induced coma and pneumonia. >> the battery that's left in place gets stuck in that one place and will burn a hole through the esophagus. >> pab tost help save others. >> thankfully his wound is healing and should be going home
