repeated probation violations. some say that punishment is too harsh. >> this is a story attracting national attention. what's the situation there right now? >> reporter: we've heard from dr. jay and malcolm jenkins talking to the crowd. there's an estimated 200 people here in support of rapper meek mill. hundreds lined the street, the goal sending a message to the judge who sent meek mill to jail. >> that judge wasn't right. hell no two to four for violating probation. that ain't cool. >> it should have been over with by now. he was 19 years old. he's now 30. >> reporter: the probation was too long, some say, and only

given because he's a celebrity. he was charged with drug and gun possession in 2007 but violations like driving a car with windows tinted too dark landed him in court. a fight with a fan in an airport is another infraction and the latest case came after meek mill pled guilty to recklessly riding a bike in new york city. the judge sentenced him to jail for two to four years. >> i think 12 years of holding on to the same case is and for what he's given back to the community. >> reporter: locals say since he became a famous artist, he has given back. >> he's a good person. he does a lot for the community. >> reporter: the rapper has visited neighborhoods hit by tragedies and local group homes. the cause outside today are for the judge's removal and for the rapper to be released. >> free meek mill!

>> try another option! >> some say if punishment or reform was the cause here, he could serve rather than going to jail. that's what they are calling for, criminal justice reform all around. reporting live in center city, deanna durante, nbc 10 news. tonight, new charges in the death of a penn state paternity pledge. a dozen new defendants were added to the case after the fbi recovered critical new evidence. timothy piazza was given 18 drinks in an hour and a half last february at the frat house. that's based on surveillance footage the night of the incident. it was deleted by somebody at the frat. at first they thought the security cameras didn't record but the fbi was able to recover the footage. one frat brother is being

accused of deleting that footage. prosecutors won't say if the footage shows timothy piazza falling down the stairs but it shows him being given drink after drink. >> we're making holiday plans without our son tim because of your actions. if you did not commit the acts you did, we would not be here today and we would be anxiously awaiting tim's return home for thanksgiving break on friday. >> you can read more about the new charges and what the d.a. says was exposed in the deleted footage right now on the nbc 10 app. jurors in the bribery trial of new jersey senator bob menendez says they can't reach a decision on any of the charges. the judge told the group to return tomorrow. menendez denies the charges.

and it's been a damp and dreary start to the work week. the rain was falling in cherry hill today. it has moved out now. the chill, though, remains in cape may and temperatures are dropping again tonight. nbc 10 first alert meteorologist glenn "hurricane" schwartz is with us. >> we're goingo go back down into the 30s across the area. we still have clouds around but at least the clouds are not as low as they were earlier when they cut off the tops of the buildings. visibility is improving. the rain ended earlier. the clouds are only slowly moving out but they will. the temperature is 44 in philadelphia now down to 40 already in pottstown. 43 in dover and, of course, the temperatures will continue to drop as the sky is cleared. 35 in philadelphia by 7:00 a.m. we're going to be drying out the roads. 32 in the p.a. suburbs.

most of the area will stay above freezing during the morning hours and you can see the sunshine to start the day and a totally different kind of day than today. it's going to be on the chilly side. we'll see when the next significant rain is coming in just a few minutes. the president's push for a massive tax cut plan has his daughter in our area today. ivanka trump was on the jersey shore to stump for the republican plan. both the house and senate will take up their respected tax reform proposals this week. >> it could mean major changes in how much we all pay in taxes. among the biggest differences in the two bills, the house bill allows homeowners to detect up to $10,000 in property taxes. the senate proposal unveiled last week by republican leaders eliminates the entire deduction. that deduction it particularly important to people living in states like new jersey with high property tax rates. lauren mayk went to bayville to find out what the changes mean

you'll end up paying less under whatever is passed? >> i'm not fully confident but a lot better than i was a few years ago, you know. so i think we're moving in the right direction. >> reporter: to get a tax bill passed, a big sticking point comes at a higher tax state like new jersey that could be capped or go away. >> i can see no reason why we should have to give these rich liberals more and more property tax reductions and then -- than what the average person is always getting. >> reporter: the secretary says keeping it as is is off the table. are there other things nonnegotiable for you? >> the 20% corporate rate is nonnegotiable. the president made that clear. >> reporter: hoping for tax changes in how much you pay and how you do it. >> it should be simple. >> reporter: before the real

turnbull. vice president biden was on the "today" show today. he said he's not closing the door on a white house run in 2020. the alabama republican running for senate says he plans on suing "the washington post." moore claims the paper published false allegations. late this afternoon, another woman came forward accusing moore of sexual misconduct when she was a minor. beverly young says moore sexually assaulted her when she was 16 and had her yearbook signed, "to a sweeter and more beautiful girl i could not say, love roy moore d.a." coverage continues on "nbc nightly news" with lester holt ahead at 6:30 tonight. right now, though, new

details about the man accused of shooting a pennsylvania state trooper in the lehigh valley last weekend. he's now in prison and out of the hospital. he's being held on $1 million bail. police say he opened fire on two troopers after they pulled him over in plainfield township last tuesday. the corporal was shot several times. he's in stable condition in the hospital. the delaware state fire marshal is investigating the fire that ripped through a little league concession center. >> all that is left is piles of metal and black soot. >> the fire caused $50,000 in damage. >> in delaware city, hundreds of refinery workers in several states took part in a rally today. they are concerned that the renewable standard could shut down the plant. they say the outdated law is costing them $100 million a year in unnecessary payments.

stay out of trouble when the temperatures tumble. >> broken pipes, spewing water, a problem that suddenly surged along the jersey shore this weekend. >> i think it got too cold too soon. all of a sudden, it dropped. >> mike crowley with public works kept on his toes over the past few days shutting off water to close to 20 vacation houses after pipes for outdoor showers and sprinklers froze and then burst. >> a lot of people weren't ready for it. >> others, including ocean city also hit with dozens of similar water leaks. >> usually it's about three or four weeks earlier than normal. >> authorities say some homeowners like to use their shore houses over thanksgiving weekend and wait to shut off their water for the winter until after that. >> it's so important to winter rise your home properly and don't wait until it gets too

and coatesville, west bradford township, unionville, chester springs, they are all 41 degrees and about to go into the 30s. and 39 degrees in doylestown. as the skies clear, the temperatures will drop even more. average high, 47. we're only at 45 today. we're seeing a warming trend but struggling to get up to the seasonal norm. saturday is our best chance of doing that. we may cool down a little bit on friday. and then it cools down again. we had the rain and that moves offshore. the low clouds linger today and that's why the temperature stayed the way it was, only into the mid-40s with more sunshine. we should be able to get into the 50s.

shanksville, 50. allentown, 52. longport and delaware, again, these temperatures below normal, even with the sunshine. now, by the time we get to the weekend, that's when we'll have up and down conditions. we'll have the half marathon on saturday. that's when the wet weather is coming. we have milder weather coming. it's going to be windy just about all weekend. that's the southwest wind. and then the northwest wind comes in on sunday for the full marathon and there is a cold wind that will be dry. 15 to 25 gusting to at least 30 miles an hour and by the afternoon it will probably be even windier. we have some really, really cold air up across southern canada. some of that will be coming in next week. by friday, we warm it autopsy little bit. we have this one shot on sunday and then we warm up a little bit
