right now at 11:00, bracing for a bitter blast. temperatures are getting dangerously cold tonight, so those winter coats were a must for everyone here in center city, even some four-legged friends. >> and the wind makes it feel so much worse. you can see how it's blowing. the flags atwat wateront canyon park. >> and it's cold enough to make snow on the mountain. what's being done to keep people safe in this dangerous cold? >> right now we're looking at

basically skies out there that are partly cloudy and barely cold. we have a first alert for the entire area. this is tonight through tomorrow night. it may even linger into thursday. we'll have a good three days of cold air out there, but the worst is today into tomorrow. it will feel like 0 to 10 degrees when you wake up in the morning. that will be the wind chill that factors in. the wind and the air temperature on bare skanin. and we'll see wind gusts of 40 miles an hour. let's look at some of those numbers across the area, because already very cold. they're making snow notices. 15 degrees with a feels-like of minus 4. that's in poconos right now. winds are to the

a homeless man tryin temperatur. >> any colder and the layers probably won't do it. >> reporter: at the time ramos didn't know if camden county opened its winter shelters. he said it was too cold for his old stand-by. >> i found a porch of an abandoned house and i stay there, but i got blankets. >> reporter: after we spoke to ramos, we introduced him to corman rodriguez, who told him where he could spend the night. >> it's critical that we don't put these individuals at risk. >> reporter: county shelters are the only places for relief. the shelters on manhattan avenue opened their doors to 25 people and 10 families. >> people tell me they feel safe. some people tell me they didn't get a good night's rest until

after allegations of sexual misconduct on republican roy moore. they are allegations he's repeatedly denied. the republican senate presidentt week but even that wasn't enough. keith jones, nbc 10 news. happening right now, 60 people are without power, and pico shut down a block in south philadelphia after power lines caught fire and started sparking. neighbors shot this video, and you can see the flames and hear the sparks shooting from those wires. this all happened just after 8:30 near 28th and tasker streets. power crews shut down the block from 28th to 29th street while they fix this and figure out what happened. also tonight, pay up or die. a woman in delaware county received that death threat and

now police are warning neighbors not to panic. nbc 10's denise nocano tells us about this scam. >> it was one message she got in her in box. >> not only are they threatening to kill you, which is a death threat, but it's also an extortion. >> reporter: the anonymous sender claimed to be a hit man who had been watching the victim's every move, hired by someone she knows to kill her unless she pay on line in bitcoin currency. >> several calls from men acting as if they were our grandson. >> reporter: are shocked by this use of extortion. >> i was surprised by that. i've never had my life threatened. >> reporter: police said the e-mail most likely originated from overseas, sending it to hundreds of thousands of people

hoping at least one person bites. in this case the victim did the right thing and brought it to the police. >> it doesn't change the fact that it's very upsetting to get this type of e-mail when it threatens not only you but your family. >> reporter: the best thing you can do when you get one of these e-mails is to preserve it. don't respond and certainly don't send money and send it to the fbi. >> there are death threats, anything to get you to respond. look for red flags, including an e-mail so generic that other than your name and e-mail address, the sender appears to know nothing about you. >> i think i know what to look for, especially if they can't spell, which is frequently the case. >> reporter: in radner, denise nacono, nbc 10 news. tonight a bill that would limit when abortions can happen in pennsylvania will head to the governor's desk.

it would limit abortions to the first 20 weeks. gregory lewis and vaughn felix were accused of killing 25-year-old michael davis last year. prosecutors said the two men robbed davis at the verizon store where he worked. they believe he was killed when he refused to let the payer go back a second time. the suspect who punched his wife in the face. ryan o'neill is offering up a $1,000 reward. last week his wife and kids were driving into the providence town center when she was attacked. she said she accidentally cut the suspect off prior to the incident. his wife is reportedly dealing with a concussion and cannot work. today a hard-hitting message on the dangers of drunk driving. they teamed up with aaa for this moving dui memorial.

from calls to resign to allegations of sexism, the battle between president trump and new york senator gillibrand is heating up tonight. the battle began when gillibrand said president trump should resign amid the complaints of sexual misconduct. president trump heated the flames when he said gillibrand would do anything for campaign nominations. >> it was an attempt to silence my voice. i will not be silenced on this issue, nor will the women who stood up to the president. >> he's obviously talking about political partisan games that people often play. >> massachusetts senator
