announcer: nbc10 news starts now. right now at 11:00. let the snow begin. flakes have started falling in parts of the area tonight including here in atlantic city. >> and here's a live look in media where the snow started in the last 90 minutes or so. it's already coating the sidewalks, the streets and also peoples' cars. >> let's take a look at wilmington now. the snow is coming down there as drivers make their way along i-95. this winter blast will last for several more hours and could cause problems for the morning rush. >> let's get the very latest on the timing and impact from tammie souzza. >> it's already coming down at a pretty good clip in some areas. that's where we're having a steady burst of snow come down, the lighter shade is just a very light snow but it is being blown around by gusty winds as well.

so at times you're going to see it going sideways. chester, over to philadelphia, we're starting to see that steadier snowfall, a little bit further to the south, wilmington to wool wich. out to almost to atlantic city now we're starting to see a steadier snowfall. this is going to continue for the next several hours. this is the first wave to come through the area. there is another batch of snow behind that that's just a little bit heavier and that's going to last into the wee hours of the morning. here we go. your time line from now until about 6:00 tomorrow morning. much of the snow will be out of the area but we could see light snow in the suburbs and lehigh valley during tomorrow morning's commute. we'll talk about those frigid temperatures and we'll talk about news of a nice warmup on the way. >> our team coverage continues.

>> the snow has started coming down, we can see it and it's still bitterly cold out there too. >> it's a bad combination. it's cold. the snow continues to come down. take a look over here at this car. you can see kind of what people are dealing with. this is how much has fallen so far. kind of give you another indication of what's going on out here. tonight, though, we went around with three people who are doing everything they can to keep some folks warm tonight. >> whoever's cold is going to get a care package so they be warmed. >> armed with suitcases, they hit the streets. tonight they're focused on the area near 12th and arch in center city. >> god bless. >> it's one of those nights where the homeless are doing everything they can to stay

warm. some are hovering near or on top of grates blowing team, trying to fend off the cold. it's a labor of love for these three. using their own money to buy everything they give out. >> it made me feel good but i know it's not -- it's hard, though, you know, seeing this. >> we came across shawn clark who showed us the damage on his hands from living out in the cold. he tells us nbc10 he feels safer on the street. we tried to help him out any way. >> reporter: why would you be out here? >> they steal yourself, they do everything at the shelter. >> here are gloves and scarves so you can stay warm out here. >> they're out here a few times a month. it's an effort started by victoria who wanted to do more for her community but it's her husband who continue to carry out the mission. >> they treat them bad. everybody got a story. >> reporter: as for here in

delaware county, winter shelter plan remains in effect, of course, for the nearby surrounding counties, a code blue. i'm told it will stay that way until tomorrow morning at 9:00. for now we're live in media, nbc10 news. >> you can get weather updates any time by using the nbc10 app. it has an interactive radar and forecast for your neighborhood. we have new information tonight on a deadly hit and run. since we showed you this surveillance video of the crash, police tell us they've spoken with the woman who they believe left that scene. >> drew smith is live outside the department's outside accident division. they're still looking for the man involved in this crash as well, right? >> reporter: yeah. there was another guy in that car. police down here would really like to interview him. they've already spoken to a woman who showed up at the hospital seven hours after this crash. right now they're trying to figure out if she was the one behind the wheel. it was a major impact. watch as the car on distant

street blows past a stop sign sending the other car spinning right through a fence. one man thrown from his backseat did not survive. >> there was a female passenger in the car that was in the front yard. of she was historical about the guy who died. >> reporter: we spoke to several witnesses who called 9-1-1. they began comforting the injured, they say the passenger walked across the street to lay down before going back. >> they really were eager to get this book bag. >> reporter: the woman was dazed and hurt. >> the gentleman that was with her kept pressuring her to leave the scene. the young lady wasn't even all there. she had a head injury. >> reporter: you can see two people walking away, one appears to have a backpack but the car and the license plate remained. >> they left a lot of evidence, a lot of dna all over the place. >> reporter: some witnesses tried to chase them but it wasn't until seven hours later

they found the woman at a hospital. >> it's hard for a person to run, not even check the people that got hurt to see if they was okay. >> reporter: and i've been checking with investigators down here all night as of this point that woman is not facing any criminal charges but they note this investigation is ongoing. we're live at a.i.d., nbc10 news. a st. joseph's university student is in critical condition after a car hit her on city avenue tonight. she was crossing at the intersection at lapsely lane. the driver stayed on the scene but police took him into custody for driving under the influence. >> a house fire claimed the lives of two young boys. they were called early this morning to this home. the home is owned by deputy brian lieu kins but their 6 and 11-year-old sons did not

survive. >> i don't know what that family's going to do. it's the most horrible thing i've ever heard in my life. >> it's a shame. it hit me hard here. >> a gofundme page has been set up to help the family. the cause of the fire is still unknown. two kuzes head to court tomorrow after learning the death penalty is back on the table for the murders of four men. they are accused of killing and burying the victims on a farm in salisbury township. dinardo say he helped to find one of the four victims body. the district attorney tells us he needs to cover his bases in case circumstances change during the trial. new at 11:00. temple university officials are investigating after racist flyers turned up on campus. a student posted this photo of the flier on twitter. the blurred out portion is the n-word. this was found outside the residence hall. it's just one of three flyers

found on campus. they called the flyers disgusting and hateful and have no place on our campus. new tonight glassboro police need your help to find the person seen in this surveillance video stealing a hanukkah banner. he eventually ran off. it was attached to a 16 foot ma norah. it happened around 3:00 this morning on west high street. did you feel it in delaware, a small earthquake shook the state for a second time in nearly two weeks, the 1.2 quake happened around 12:45 this morning just north of dover. you'll remember a larger kwang in november that could be felt from washington, d.c. connecticut that 4.1 quake was also centered near dover. it may have been the largest in delaware since 1871. the south street bridge is getting more bike friendly today. the city announced a plan to build a protected bicycle lane. it'll span from 21st to 27th street and should be ready by

this summer. two weeks ago a 24-year-old woman was killed when she collided with a dump truck on spruce street in center city. after that crash the cycling community called for the city to take action and make bike lanes safer for riders. a fall yop now to a bad smell that has neighbors complaining in philadelphia. today a councilman bobby hennan announced a lawsuit. the company makes and supplies mulch. neighbors in holes mzburg told us how about that stench was. the company declined to comment on the lawsuit. tonight five high school girls in south jersey picked out their prom dresses and it won't cost them a dime. jan's boutique in cherry hill invited students to stop by the shop and get fitted for dresses. the girls got to try on a bunch and then picked their favorite. jan's boutique is also donating 20 other dresses to girls in need at leap. it's time to talk taxes. republicans say they have a finished bill but what does it

apartment complex in upper dash by shows he was wearing just pajamas tops and bottoms and no jacket. the man's asking if anyone sees him to please call police. now to the latest on the battle for tax reform. republicans say they've hammered out a deal and they want to vote very soon. >> if it passes this will be a sweeping overhaul of the tax system which means taxpayers will face a lot of changes. keith jones is live in our breaking news centers with some steps you can take right now to prepare. >> this is effects everyone watching right now. this tax overhaul bill is just days away from a vote. z-mz are vowing to stall. >> reporter: president trump flanked by christmas trees promising everyone a gift. we want to give you the american people a giant tax cut for christmas and when i say giant, i mean giant. >> oh, no. critics say the gop tax reform is just a gift for the wealthy cutting the corporate tax rate

and lowering taxes for the rich. >> i can't vote for this legislation. the different versions of it have all come down basically the same way. it's a giveaway to very wealthy americans. >> reporter: republicans argue it helps the middle class. >> everyone's going to see it in january when they're withholdings down and their take home pay goes up. >> now is the time tookt before the new rules take effect. >> reporter: the first thing you should do is review your finances and talk to a professional to make sure that the changes that you may want to make are ones that are really going to be best suited for you and your family. >> if you live in a high tax state like new jersey, prepay at least some of next year's state and local property taxes now. those deductions will be capped at $10,000. if you own stocks and need to offset a year of big gains, sell. the new law may require you to sell the stock you've held the longest first resulting in a potentially big tax bill. lastly payoff your student and home equity loans. you may not be able to deduct

your interest in the next tax year put that's if this tax overhaul is approved. >> reporter: and that is where last night's alabama senate race comes into play. there's presumably one less vote for the republican tax plan. live in the breaking news center, keith jones, nbc10 news. a vote tomorrow could change the way we use the internet. the fcc is expected to repeal net neutrality. those rules require internet service providers to treat all content equally. others fear that companies could start blocking or slowing down content. if the repeal passes they will challenge it in court. a local police department is fighting back against the rise in shoplifting this holiday season. police in delaware, they've bulked up their shoplifting unit. walking the aisles and monitoring service cameras. experts say these organized shop

lifters often take the stuff they steal and sell it to smaller independent stores or they flip the stolen goods online and that ends up costing us all more money. south jersey tonight, the holiday spirit in camden is in full swing. it was the 4th annual holiday different for salvation army family. they served up meals to almost 400 people tonight. ♪ a carolling concert tonight at children's hospital of philadelphia. members of the choir performed several songs to celebrate the season of light. it's a time when the entire community supports patients battling illness during the holidays. 22 landmarks in philadelphia will turn its lights shop blue for the next three nights. santa made a stop tonight in south philadelphia. look at that. kids took turns telling santa what they want for christmas.

the philly fanatic also stopped by. >> santa would feel right at home in this weather. let's get an update on what's ahead. >> we have very low visibility outside. you can barely make out some of the buildings downtown. here's what you can expect tonight. we are going to continue to see the cold. that's going to last through friday. the big headline tonight is the snow. it's going to be accumulating on the roadways. so please take it easy if you're out. we're below freezing across the entire area. there's no melting tonight. the good news is it looks like we may have a slightly warmer weekend ahead. you can take a look on doppler radar. so let's zoom in and take a look at who's getting that. east pikeland, norristown, philadelphia not so much right now. chester you're getting a little burst of snow there. as we head into parts of

delaware and south jersey, upper pittsgrove, wilmington, washington on the edge of that and millville also looking at steadier snow. out along the shore, corbin city, atlantic city, it's about to move into your area there. this is going to be a quick burst of snow and you can see the movement as its heading off to the east. the bigger picture shows that this storm system is actually swirling around the center of it still back across the midwest. it is expected to lift off to the north and the east. so this should shut down for parts of delaware and also parts of south jersey rather soon. let's go ahead and move in. take a look hour by hour in your neighborhood. right now we are looking at snow across the area, temperatures in the 20s. we get a little break about 2:00 in the morning. not for the poke coknows and parts of lehigh valley, parts of south jersey, you may see a little mix there of a rain/snow mix as temperatures start to rise but the snow moves right back in as the system starts to

lift to the north and east. back into the philadelphia, maybe a little mixing going on in parts of northern delaware, still, we're just getting snow in the lehigh valley, poke coknows. by the time 7:00 rolls around little mixing in through delaware and philadelphia. still, snow for the upper pennsylvania suburbs and the lehigh valley and by 9:30 it's gone. temperatures are then above the freezing mark out there. how much are we going to get? some of these totals they could be in excess of two inches in lehigh valley, maybe the upper pennsylvania suburbs. philadelphia may be one to two inches, lesser amounts in southern delaware. cape may, right now 28 degrees, snow there but it's not coming down heavily. your feels like is 20. mt. poke conoe is 14 degrees. feels like only 3 degrees. let's go to wilmington, 28. it feels like 20. we have snow coming down there. nearly whiteout conditions in philadelphia, 27 and it feels

like 19 degrees out there. here's your ten day on ten. we're going to be look being at 37 tomorrow. that's if we get the sunshine out and the wind's stay southerly. this is going to drop down into the low 30s. 32 on friday, another cold start to that day. 38 on saturday. we will see likely some rain showers sunday. look at the 40s and into monday. this is sunday night into monday maybe tuesday night into wednesday and winter finally officially begins next thursday. before you head out the door tomorrow, check in with nbc10 news today. they're on from 4 to 7:00 a.m.
