most of us will start seeing snow and it could make the afternoon commute a mess. a grand jury, we'll tell you what they are recommending after alleged hazing turned friendly. the first full game of the year, the coach speaking out about the game plan for this weekend. right now at 11:00 we'll be tracking snow. it will form right on top of our viewing area. here is a look. the drive is pretty good right

now. several inches are expected to fall between now and the time rush hour is over. that could create trouble for people trying to get home. good morning. i'm erin coleman. the first alert weather team issued a first alert for cold and snow that could impact the evening rush. here is a live look at cape may. the steadiest snow and one of the spots with the highest totals, we have team weather coverage. glenn "hurricane" schwartz has the most accurate forecast. >> it is a strange kind of system. i hesitate to call it a storm. one of the first places that we'll see it is in wilmington, delaware. we have a slip apery afternoon rush. the entire area effected but the

least impact in lehigh valley. from 1:00 to 7:00 p.m. and 1 to 3 inches across the area and the cold ground equals slippery roads and just at the wrong time for much of the area. two hours ago this was nothing. now this area is starting to expand. the snow is not reaching the ground yet in these areas. as you can see, things are changing. this is a live radar. some coming into chester county. it is an indication of some of those places that are likely to see it snow first. this is a tiny area of low pressure. it will be along the coast and create that area of snow. it will be small. it will be fast moving. it will be gone by this evening

but the timing, again, that's the problem. here it comes. by 1:00 much of the area covered. maybe an irk shoe of mixing right at the beaches. dovg it ends from west to east. the temperatures are way below freezing across most of the area except for some of the southern shore regions. so with the cold roads that snow has a better chance of sticking. steve will be keeping an eye on where that snow is falling first. >> that's right. we have an arsenal of tools we use here. one is the camera. that is valuable to you and to me. we are looking out at lancaster county. the white returned there. cameras are not showing anything going on. it means it's snowing up in the

>> yeah. we will likely have snow on the ground during the post-work rush. it is all clear right now. they say they will have a couple hundred plow and salt trucks on the road ready to go. they do say we have had a couple of snowfalls. there is quite a bit of residual salt on those roadways. a lot of that should keep it from freezing. t the commute will be tricky. we have had a lot of snow. a great news for taxi and uber drivers. >> it is risky to drive on the snow because it's slippery. business is good. >> reporter: a lot of people calling uber? >> yes. the price will be double or triple. >> reporter: might be an expensive uber ride.

three accumulating snowfalls during the week. the next one here in the next couple of hours. quite the contrast from last winter already. nbc 10 news. >> and we will be keeping a close eye on the roads really all day long. let's check in with katy zachary. >> yeah. things are looking good on the road. nothing major. the one thing we are following, there is a slow moving maintenance vehicle on i-95 southbound. it is not in the area. it was north of this when i left. i thought it might perfectly work out where it was slowly creeping into our shot. be aware of that. slow moving maintenance vehicle. it was about 20 minutes or so ago. the two left lanes are blocked.

you'll want to work your way around that. we we do have delays. 76 eastbound as you go between the pennsylvania turnpike and towards center city philadelphia, that's a 20 minute drive. average speeds in the 50s there. blue route is looking good as well. a final check outside. this is new jersey route 42. thinks are looking good. we'll take a look at the drive times headed north towards philadelphia. >> you can track the snow all afternoon. it is a free download. you can use it to get the latest forecast and see the live radar for your neighborhood. new this morning we are learning the details of a grand jury report into hazing and excess iive drinking at penn ste university. the district attorney started outlining the findings from the grand jury. they found hazing was going on for a minimum of several

semeste semesters. they found it was not unique. he died in february after drinking a large amount of alcohol. he fell his hit his head during what they say was a hazing ritual. state lawmakers strejtenned the law to provide justice that is more severe in cases like this case. the squjury recommending strong penalties. the defense attorney says in past years students didn't fear getting into trouble for hazing. >> so that is what the grand jury learned. that's how we got here. that's how everyone has become so bold because there's no consequences for this behavior. >> they were banned in march saying they found pattern of

mid-20s elsewhere. it is 22 in allentown right now. at the shore that's where the biggest uncertainty is as far as i'm concerned partly because the temperature is 44 degrees. it is 31 stone harbor. as the snow starts the temperature will drop some. if we get any wind off of the ocean it will try to keep the temperature back up closer to freezing. you can see the snow just developing. it was nowhere a couple of hours ago. it is starting to hit the ground in western maryland. this part of it is not. these little fingers of moisture, that's just the beginning. again again, we are not really calling it a storm. look at what we have here. a little low pressure here. that's about it. it will zip on out of here.

if it wasn't so cold it wouldn't be a big deal at all. here we are at 11:00 a.m. futurecast. you can see the computer models showing the snow advancing as we go into early afternoon. so it's just starting at 1:00 or 2:00 but it's quickly getting heavier. you combine it with lower temperatures and areas in dlaarr blues you have accumulating snow. you mixture towards cape may beaches. eventually the colder air will come back and they will get more snow and accumulate by 6:00 it is all over with for all of the western suburbs. how much snow? the latest models showing

average of 1 to 3 inches. it will be inland from the shore between there and the philadelphia area. we are not talking about anybody getting pounded with heavy snow. not expecting precipitation. it is into the mid-30s and not too windy either. the weekend overall is looking dry. a chance of showers by later sunday night but that is the earliest any other precipitation would be expected. if your kids eat a lot of fast food listen up. researchers reveal what eating fast food does to young bodies. >> could hot tea be the answer to protecting a certain part of your body? we'll explain. it's all pop-culture trivia, but it gets pretty intense.

the entire area effected, the lowest impact in lehigh valley. 1:00 p.m. to 7:00 p.m. in general. 1 to 3 inches in general but cold ground equals the slippery conditions on the roads especially bridges and overpasses. look at this. three hours ago there was nothing on the radar. it is expanding. it is intensifying. some is starting to stick in western maryland. this part is not reaching the ground yet. it is an indication that these computer models are right, that the area will continue to expand and the darker blues indicate the heavier snow. you can see you much heavier it is at 3:30 than it is at 1:30.

that's just as the afternoon rush is getting started. it stays cold. it moves offshore. it is a brief thing. it is not going to last long but it is certainly going to make slippery conditions. steve continues to monitor all of the cameras and we'll get to show you where that snow is going to hit first. >> that's right. we are looking at that band blowing up from west to east. it is encroaching on areas like the lehigh valley. you have the fuzzy gray sky here. up in the cloud level. it is snowing. that fuzzy appearance snowing at the cloud layer. it is moving slower than normal. we do have delays at the airport. it is due to snow and ice that will be kicking in here over the next couple hours.

a delay if you're heading towards the newark area. i can only imagine it getting worse. it is a friday. glenn will show you the timing of the snow and changes in delaware beaches. some noteworthy changes at that. nbc 10's tim furlong has a look at preparations. >> reporter: yeah. it feels like it is going to snow. it is on its way. you can see the roads are dry now. you can't really see there is a remnant of salt on the roads. that's a good thing. they vice president hhaven't ha to prepare for this. they have their full staff in today. they have all of the trucks

this is headed towards the blue route. we have seeing volume stacking up. it is about a 25 minute ride. you have an extra seven minutes there if you're headed twooowar the blue route. i want to talk about construction that might be slowing you along the hen i have avenue area. the right lane is closed because of a long-term construction project that will be out there through next week. it could tie you up a little bit. i wanted to show you a broader look. it shows you the westbound traffic that's stacking a bit. we are seeing 24 miles per hour at your slowest as you're headed southbound. then the vine street expressway right before you meet up with 76. so slow going in our area. nothing major to report. it means a lot of people are

changes in behavior or in its make up that would impact the stability of it. they said they believe kim jong un was undergoing an audit. it would be the first time it happened in north korea in 20 years. a top aid to kim who had accompanied him to many of the recent weapons test site is believed to be among those being punished. on lists of officials his name has moved down below others. in the art of decoding this would mean something. kim has zero tolerance for aids who challenge his authority. he had his own uncle executed though he was widely believed to be his number two. there is also speculation about aid only to have them show up at

>> yeah. we take extra food and donate that to local shelters. it is easy to schedule a food pick-up. we make sure that food gets to where it needs to go. >> they will say i have a lot of extra cabbage or whatever it is. >> yeah. you can say i have three trays of pasta that we didn't serve or three bags of produce that we just had extra. you schedule a pick-up and we match it to the shelter that can take that food and store it and everything like that and get it where it needs to go. >> how did you come up with the >> i work in philadelphia and i would take the subway. i would see a lot of people hungry and a lot of restaurants throwing food out. i would take some of that food

threats in december the temperature is above freezing and the snow melts. this is a different story. it is cold, 28 degrees. there's not much wind any where in the area ch the -- in the ar area. the warm spot is at 30. so even the city is going to stay pretty much below freezing. it has been for the last couple of days. so the untreated surfaces, you'll see that snow stick. marshal t marshalton at 28. farther to the south getting wind off the ocean. it is well up into the 30s.

some of these areas may not have had problem this afternoon because the temperature listen warm enough. you could see the increase in snow on the radar. more and more of it in maryland. some of the first places to get it in our area is in chester county and new castle county. you can see we don't have any kind of big system that's headed this bay. -- this way. the futurecast shows the increase in the snow over the next couple of hours with some mixture issues at jersey shore in southern delaware. then sheer the afterno and then here is the afternoon

rush. getting some accumulating snow while it's already tapering off in burkes county and lehigh valley. it is over with across the area except for jersey shore. the next 1 to 3 inches is in south jersey. so here at 1:00 it's not snowing. 9:00 it's clear. 5:00 it's rush hour. lehigh valley, same thing. delaware, new jersey, jersey shore. we are drying out tonight but it will be cold again. anything this afternoon is going
