right now at 11. let the clean up begin. shovels and scrapers were out to want after an afternoon of snow. most people they're just happy to be out of the their cars tonight. we saw pop across the region stuck in traffic as sne brought the evening rush to a standstill. good evening, everyone. i'm jim rosenfield. the snow has stopped but the threat for slippery conditions isn't over. let's check in with tammie souza. streets and sidewalks could refreeze over night. temperatures are 22,000 and continue to drop. >> they continue to drop. they never unfroze. we have been freezing all day long. the high was 29. let's look outside. skies are clear. it is icy out there. and quite frigid.

some of the snowfall totals. not highly impressive. it came down at the wrong time. and it stuck to the ground. 2.3 inches in coats ville. media over 3 inches. philadelphia over two inches. everything is quieted down across the area. a few flurries may fly tonight. coming in from the west. it woept be a big dole. here's the big concern. we are watching the temperatures right now we're in the low 20s and the teens across portions of the yar area. by tomorrow morning you'll wake up and see temperatures in the teens and 20s. everything will be frozen. plen of black ice. here are the weekend weather hazards. tomorrow sunny skies from 7 to 11 tomorrow morning. icy sidewalks and roads. it will be slippery. we'll get thawing from 11 to 4. 30s. it all refreezes tomorrow night. again slippery on steps and

roadways on sunday. partly sunny again we'll melt. and we see rain possible sunday night. we'll talk about this when i come back. >> all right. see you soon. let's head to drew smith live. how do the streets look now that the snow stopped? >> now good. there's a will the of white where we should be seeing pavement. earlier this week this was a rough spot because of a layer of ice that formed here. it is slippery. with the snowen top of it it was like bumper caring out here. >> reporter: steady snow at the worst timing. brake lights all over. tires spinning but getting nowhere. this car attempting to park wept crashing through a fence. >> hanging half way from the wall to the sidewalk. >> he ran to help. the driver walked away okay. >> the car maintenance is the biggest issue.

bald tires. >> the shovels were out almost immediately. from center city. to the jersey shore. cold streaks meant quickly accumulating snow. responders had to deal with nearly 50 accidents during the height of the commute. >> it's the worst i have had so far. ever. terrible. >> william had to visit the air pump after his tle hour ride from work it home. he let the air out of his tires to make it up an incline. >> a half dozen cars were no match for the slippery hills. >> we're sliding into each other. we had the van up there. and the crashed into each other. >> reporter: neighbors warning people without all wheel drive to stay away. until this is all clear. >> they don't plow it. everyone is sliding down here. >> as if the snow didn't make

commute a nightmare. there was a power outage tonight that knocked out a number of traff traffic lights. loez are back on tonight. hopefully everyone has made it home by now. >> imagine from a couple of inches. neighbors taking care of sidewalks and driveways here. one neighbor told us it took him two hours to get home from work in west chester. tell us about your commuting horror story if you wish. on the nbc10 facebook page. we want to see your pictures and video. send them through the see it, share it feature on the app. >> a police officer opens fire and kills a man after being dragged by a car. this happened before 4:30 this afternoon in will ming ston. it started as a traffic stop. and the driver took off dragging the officer. the officer opened fire and shot the driver. he died at the hospital. the officer had minor injuries.

fire forced residents of a retirement community into the cold. crews were called around 9:30. fire is under control and no one was hurt. the racest fliers found around temple campus. this is a person of interest. in the case. the school says at least three fliers with racial slurs were found earlier this week. temple issued a statement calling them disgusting, intimidating and hateful. caught on cam are. a homeowners package gone off the front steps. a city trash collector is under investigation. what neighbor surveillance camera captured on video. >> reporter: a camera captures a moment a city worker picked up a package. walked to the back of the truck and put it inside. we spoke to a neighbor. the video was from her families

camera. >> he was upset. this guy for a christmas present. and you can see it clear as day. that the worker just picked it up and put it on the recycle bin. >> neighbors road their truck down the wrong way of the narrow street. they stopped here to get the box from in front of the house. and then went right around the corner and the video shows the worker taking a box similar to the homeowners package out of the truck. >> i never thought it would be a city worker. they work hard for their money. >> a spokesman said in part quote. we were made aware of the unfortunate incident last night. we take the matters very seriously. and the streets department has begun a full investigation of the matter. the streets department says depending on the result of the investigation, the worker could be fired. >> people spend money on the holiday. to buy their loved ones gifts. for somebody to do that is

wrong. >> new recommendation tonight for pen state following the hazing death of a student from new jersey in the wake of his death, a grand jury report finds school officials displayed a shocking apathy to the danger of excessive drinking. and calls for the creation of a new law to make the punishment harsher for hazing and under age drinking. pen state disagrees with parts of the report. saying it misunderstanding or disregards the universities tangible commitment to improving safety. delaware will pay more than $7.5 million after a deadly prison riot this year. officials agreed to pay after settling several lawsuits. which lasted about 18 hours. >> police are searching for the person who went on a credit card stealing spree.

across multiple counties. police say he's targeting office buildings taking cards and using them. police say the thief uses the same car every time. the plates are stolen and one video he's wearing a pen state hat. members of the sheriff office are helping to keep kids safe this holiday season. and all yearlong. deputies gave out free gun safety locks to prevent children from being hurt or killed in accidental shootings. they handed out pledge card to kids to make them aware of the danger of guns. if you have a philadelphia parking ticket that you still haven't paid off in years, you may be in luck. city counsel passed a bill that forgives the tickets issued by 2013. there's a catch. you have to pay off any ticket you got after 2013. or pay a $50 fine if you haven't gotten one since. enrollment in the program starts in march.

for months we have been uncovering new perspective. without a law requiring lost or stolen guns be reported to police. investigative reporter found it's not the lack of trying. >> it will never be the same. >> reporter: with ever step she carries an unspeakable pain. she lost her son steven to the bullets of a stolen gun in 2014. and then this fall it was her son josh. murdered as he walked in phoenix

ville. >> not after losing one son. to lose a second, there's nothing i can say. >> reporter: just like his older brother, police say jsh was killed with a firearm. stolen from its rightful owner. >> there's so many answers i would like to know. and i don't -- there's nobody with an answer. they don't know where it came from. they don't know how he got it. >> reporter: to answer questions like that. nbc10 partnered with a dozen stations nationwide. and the non-profit journalism organization the trace. we obtained 840,000 gun records. from 36 states. plus the district of columbia. of those we found more than 23 how guns stolen across the country. they were later connected in other crimes. and yet that count is far too low. because major departments including philly police department refused our request.

pennsylvania doesn't require gun owners to report weapons that have been lost or stolen. the retired special agent in charge of philadelphia atf says that legal loophole hinders law enforcement. >> no matter how you slice it, it impacts our ability to conduct a thorough investigation. >> reporter: some leaders have been trying to change pennsylvania law to close that gap. and require lost and stolen gun reporting. after three at the same times in three years. the plan has never moved forward. >> it hasn't been called forward for a hearing. or a vote. >> reporter: representative dean introduced versions of bill in 2013. in 2014, and most recently march. it would require gun owners to report lost or theft within 72 hours of the discovery. each time she's introduced the legislation, it's died without so much as a hearing before the judiciary committee. >> it's frustrating.

it makes me think special interest controls our voting schedule. >> reporter: the nra is strongly opposed insisting it only serves to further victimize and otherwise law-abiding personal after they have been robbed. a big supporter of judiciary committee chairman. the man who decides what bills get considered. the association gives hip its highest grade. a plus. it has endorsed him and donated to the campaign. after numerous unreturned e-mails kp calls, we went to his office. >> i'm george spencerer. >> he told us a similar bill was voted down. ten years ago. so he wanted to informally survey committee members before bringing up the legislation. >> why not formally bring it up. >> this is the way i work. >> we pressed him to tell us specific concerns about the bill.

neighborhood and a new tool to help investigators connect the crimes. couple in illinois is warning other pet owners to take precaution after their dog was attacked by a coyote. he had been outside less than a minute when he was attacked. of the dog had a gash in his head and bloody eyes. but expected to be okay. animal rarely seen in our area rescued after it was hit by a car. take a look. this snowy owl was caught in the car. a former police officer found the owl and soon it became a team effort. to try to save the bird. they put the owl in a box and brought it to the animal hospital where it was treated for a broken wing. they have been popping up around the shore after flying in from the arctic. back to the first alert weather. in fact more snowy streets and sidewalks tonight. west philadelphia. nbc10 at the 55th where neighbors were dealing with the

19 in the suburbs. 15 in south jersey. 23 as the jersey shore. take a look at the neighborhoods. new hope 18 degrees. north whales at 20 degrees. blue bell 19. union ville 15 degrees. we are dropping quickly. and the feels like temperature is colder than that. philadelphia 22 at the airport. 19 at park side. 23 in park wood. we'll wake up tomorrow morning in the teens maybe the low 20s. much of the area will be frigid until late morning tomorrow. radar all clear. the storm is gone from here we have nothing left out along the jersey shore. nothing left out there for any of you in delaware. what we are watching is a few of the flakes that are flying with another system that's coming out of ohio and into pennsylvania. may get a flurry especially
