actually a memorial on that tree. that's from another wreck a few months ago, also a deadly collision. neighbors are now very upset that an 8-year-old boy has been killed at what they call a very dangerous intersection. we have video from this crash scene. you can see all of the vehicles badly damaged. the worst on the front passenger said of the car where the 8-year-old was riding. that part of the car is pretty much caved in. investigators tell us another driver t-boned it and kept on driving. police chased him to the home depot on roosevelt boulevard. the driver claimed he was diabetic and was taken to the hospital. at the scene neighbors tried to tell the boy help was on the way but he couldn't speak, was only making noises and doctors pronounced him dead at the hospital a short time later. >> it's heartbreaking. i have a grandson, little kids. that's a family member. a kid is a kid. especially now, during the

time, a procedural mistake yesterday forced them to revote today. now all the bill needs is the president's signature. most americans are expected to get a tax break. >> you will probably start seeing changes to your paycheck. george spencer shows you what to expect and how soon. >> reporter: in the house of representatives today -- >> the motion is adopted. >> reporter: the tax overhaul cleared its final hurdle, a law so complex, critics say, many lawmakers have not even read it all. but when it comes to your regular paycheck, don't be alarmed. >> payroll companies are used to dealing with this all the time. it's not something the average person is used to seeing all the time and it happens behind the scenes, but this is what we do for a living. >> reporter: this woman is vice president of the payroll factory which serves 400 mostly local clients. she says this is the type of change payroll companies make on a smaller scale every few months. with the president's signature

the new law is sent to the irs which translates it into specific tax tables that are then plugged into payroll software. >> programmers take that tax table and they change what is currently there to what's new. so it's not like a complete rewrite. you take what's there and you build on top of it. >> reporter: in the end, regular workers should not have to lift a finger when it comes to their regular paycheck deductions. >> when this is plugged into the system. >> reporter: she says the changes will be made automatically, behind the scenes, and you may notice them as soon as february or march. the harder work for most of us may come the following tax season, when a host of changes to deductions, child tax credits and more, come into play. >> none of that flows through on your paycheck. that's all things that accountants handle when they file your tax returns. >> reporter: george spencer, nbc10 news. pennsylvania senate pat toomey received a shout out from

devereaux avenue this morning. a group of children between 6 and 10 years old were walking when they encountered one of the men who was outside the minivan with the hatch open. the children were able to run two blocks to carnell elementary and tell administrators what happened. >> it's crazy. you have to keep high alert for your children. you have to make sure for their safety. you have to watch everything they're doing, who is around them. >> police say the four children did the right thing. parents and area residents are urged to be on high alert. in bucks county police are searching for the driver who killed a grandfather in a hit-and-run there. they say the driver was street racing with another car. 52-year-old kevin williams was on his bicycle when he was hit. his mangled bike was found not far from a decorative license plate with an eagle emblem that fell from the car. there it is. williams' daughter spoke with

like it's closer to 20 degrees. just as we officially start winter tomorrow. we do have a warmup on the way. we have rain. we have chance of a white christmas in parts of the area. and more significant snow later next week. all coming up in a few minutes. new from new jersey tonight. a school bus driver is charged with driving drunk with 20 children on board. angel colon was arrested this morning in lakewood, ocean county. a police officer said he smelled alcohol on his breath when he was called to a road rage incident involving the bus. colon was arrested for dui and is also charged with child endangerment. a 17-year-old philadelphia boy is recovering in the hospital after he was shot inside a takeout restaurant. that shooting happened last night on dickinson street. police say about six people tried to stop the gunman from going inside the restaurant so the shooter opened fire through the window, hitting the teenager. neighbors tell us the boy was pleading with the owner to help save his life moments before

being shot. >> the boy begged and asked her to pull the thing down. save my life. they coming to kill me. they coming after me. she said no to this boy. >> that woman's nephew witnessed the shooting. police are still looking for two suspects. new at 6:00. pennsylvania's governor wants congress to protect young, undocumented immigrants. governor tom wolf joined a bipartisan group of governors asking congress to save the daca program for young immigrants brought to the u.s. as children by their parents. it lets them work or go to school in the u.s. without fear of deportation. president trump decided to end the program back in september. septa is saying good-bye to tokens tonight. transit officials announced they will phase out the tokens starting in mid-january. septa wants riders to switch to its reloadable key cards. if you have tokens you can use them at buses and turnstiles for

night. and into saturday morning. look at what happens saturday. we've got rain all over the place. so yeah. saturday is the rain day. and it may be several hours worth of that rain. if it breaks up in the afternoon in some areas, they'll get up into the 50s. parts of lehigh valley could probably stay in the 40s. into saturday night we've got the colder air coming in, pushing the moisture offshore, setting us up for mainly dry weather on sunday and then moisture starts coming back from the west for sunday night, christmas eve. and christmas morning. it may just be too warm for snow in most of the area for snow and be rain on christmas day. then, it gets really cold for a couple of days, setting us up for later next week. so we start off the weekend kind
