coverage of the cold snap. lauren mayk is out in this freeze right now in pens landing. let's start with meteorologist glenn "hurricane" schwartz. >> as you were saying, it's just going to get colder as we head the next couple days. it's 30 degrees now in philadelphia. we're not going to hit 30 for the rest of the week. anyone is coming from, pittsburgh is 17. chicago is 3. it's important to look at how cold it is where our air is coming from. it's below zero in the middle of the afternoon in north dakota. so that is a brutal air mass. it's going to settle down over the much of the country.

18 in reading. but allentown is calm. that's why the feels like is not an issue. it was 61 degrees and then today's high. feels like in the teens, even colder in the suburbs. how cold is it going to get thursday morning? when we could see some snow this week coming up. >> one thing for sure is anyone driving home after the holidays will want the heat on high. here's a live look at traffic on i-95 in south philadelphia. in center city, it's the perfect time to use any of the new hats or coats or glovs you may have gotten for christmas. let's continue live coverage

with lauren mayk. >> it feels cold. these guys don't seem to mind it. look at how many people are out here tonight because they want to be. they got their hats and coats and gloves. they are all bundled up. but for some folks, they do not have a choice. being outside in the cold is part of their job. and that job is about to get a lot tougher and colder this week. >> with the holiday over, moving out while the cold weather moves in. clearing out the art booth. >> a bunch of thermals and hats and gloves. >> reporter: she'll need the layers for this job. >> how long will you have to be out here? >> a couple hours. >> reporter: packing up the booth might offer a little protection from the wind, but it

is cold. down the street another shelter is toasty warm. the tools inside this food truck are keeping it warm enough that he isn't even wearing a coat. >> it's a fraction of that outside. you'll notice here the kids are eating ice cream. they had an alternative motive. >> do you feel warmer now? >> yes. >> reporter: congratulations to them. you notice i kind edged closer to the fire any chance that i get. especially now that we have lost the sunshine. we were out all in center city.

and while the sun was out, it definitely made it. i'm lauren mayk, nbc 10 news. >> track the cold all winter long with the free nbc 10 app. get the personalized forecast for your neighborhood and make sure you signed up for weather alerts. new at 6:00, one person was taken to the hospital after this home went up in flames. crews rushed to the scene here in washington township. the fire broke out just after 4:00. crews rescued one person from the fire. they are on that scene trying to figure out how it started. right now at 6:00, a robbery suspect is critically hurt after a police officer shot him today. police have been chasing that suspect is in west philadelphia. hen wasn't listening to their demands so one officer shot him in the chest. so tonight nbc 10's steven fisher shows us how the whole thing started.

surveillance video shows two men walking into the store. the two have a minor altercation inside and then leave. police say that's when the suspect armed with a gun robbed the person he was with setting off a police chase. >> police chase through the residential neighborhood and they are worried. >> reporter: the chase ended here at the corner of 49th and walnut. the suspect crashed into a parked car. when con fronted by officer, he refused to cooperate. >> the operator made movements despite the officer's orders. during the course of, that the officer did discharge his firearm striking the male one time in the chest. >> reporter: the suspect was critically injured. >> if you go into your waistb d waistband, the police have to think you're going for something. i would have shot him too. >> reporter: the same suspect used a gun to steal that car he was using in skpnt tonight he remains in critical condition at the hospital. steven fisher s, nbc 10 news.

>> we first brought you that story as breaking news. make sure you're signed up for breaking news on our nbc 10 app. which you'll be the first to know. new at 6:00, philadelphia is sue iing the u.s. department of defense over what the city calls a broken gun record system. the dod is supposed to report those who committed a crime or dishonorably discharged so people can't get a gun or a gun. but philadelphia and two other cities say the dod failed to do that in many cases. the lawsuit references the massacre inside a church in texas last month that left 26 people dead. that gunman had been convicted of a crime while in the air force and should have been kept from buying a gun. tonight the pentagon is still not commenting on that lawsuit. in the meantime at 6:00, a food bank is figuring out how to move forward after a thief targeted them over the christmas weekend.

someone stole a box truck from the second harvest. that's in east allen township. they discovered the truck was missing this morning. it's one of the three trucks used to serve 60,000 people each month. just after the holidays, the shopping malls as you can imagine are packed. but this time it's people return ing those unwanted gifts. taking advantage of the gift cards. we spent the day here at the mall talking with shoppers who couldn't wait to hit the stores. >> i didn't realize i purchase sod many things. >> gift cards are always the best. >> we are looking for bargains for next year. >> about 13% of gifts this year will be returned. and at the jersey shore tonight, a brand new traction offering soaring views of atlantic city's beaches,

an nbc 10 investigation exposed how a new jersey law prevents what's been dubbed smart guns from hitting the market. how he plans to overcome what's stopping everyone else. >> reporter: he spent 30 years as a corporate kpextive in the energy and pharmaceutical industry. his success meant he never had had to work again, but what happened at a barbecue motivated him to build a safer gun. >> a so yoerld boy disappeared in the family room with some of the kids who lived there. the nx thing you know, a gunshot. he shot himself. >> reporter: the boy survived, but as we first reported in november, seven kids a day shoot themselves in america and every year dozens of police officers are killed but their own firearms. outside his home, we saw technology designed to prevent this. the only smart gun to ever be publically sold.

the german ip-1 uses technology. it senses the device worn by its user. in this case a watch. >> you have to be within ten inches of the watch for it to fire. >> right. >> reporter: this is how hes his smart gun. will work. >> our token is going to be in a, bracelet or quite possibly implanted right here in between your thumb and forefinger. >> you'll have an implant. >> law enforcement will probably go for that. >> he isn't the first to try to get the public to go for the smart gun. >> we have seen kids shoots, their parents. >> reporter: the new jersey institute of technology spent 12 years building a gun that could only be fired by its owner, but ran into a new jersey law that says once a smart gun is sold anywhere in the u.s., new jersey gun dealers can't sell traditional guns. strong gun industry support has kept guns like the ip-1 from success in america. in 2014 maryland gun dealer nearly became the first in the country to sell it.

the backlash was immediate and severe. >> i received numerous death threats. >> reporter: he never put it on the shelf. >> are you worried how you're going to be seen by second amendment advocates? >> we're worried, but enough has changed. >> reporter: the legislature has twice voted to repeal the smart gun law, but governor christie vetoed it both times. he's been told new jersey newly elected democratic governor will sign the repeal. glaster has two partners. one on the west coast and an engineer in germany who is already building the prototype. >> we have a winning proposition so long as they fight for it. >> reporter: pieces that could come together to change the way a gun is fired. mitch blacher, nbc 10 news. load star ink plans to be on the market by summer 2019. the ceo predicts it will retail for 20% more around $750.

say good-bye to those numbers. 23 in pottstown and allentown.jw the wind has really died down. as we go the city itself, 30 at the airport, we're down to 25 in park side. 28 degrees in bustleton. and these temperatures are going to keep going down. and as we look back to the west, it's 17 in pittsburgh. 3 in chicago. that's not a feels like temperature. that's an actual afternoon temperature in chicago. nearly 20 below near the border. so the middle of the country is going to get hit way worse than us. tonight feels like temperature is is down to the single digits.

5 in allentown. then tomorrow afternoon, still single digits. it's not going to warm up at all during the day. it's going to feel the afternoon the same. and thursday morning that's the coldest of all. 5 below in doylestown. 4 below in allentown. then in the afternoon, we still have some single digits, but also some teens and friday morning we're back into single digits. so this is the rest of the week. feeling like this. and then after we have all the cold, then we watch out for moisture moving in from the west. now it's so cold that everything is kind of suppressed some. and that may prevent the coastal storm from developing, but we could still see snow from the western system. that would be during the day on saturday.

it would have limited potential if it does develop like that. other computer models don't even show any snow with this. there's the day of the snow threat on saturday. not necessarily all day. then on sunday we get another shot of arctic air behind that system. so our high is only 22 degrees. and just in time for the eagles, so they are going to be playing in the middle of the afternoon and it's going to feel just as cold as it did last night. 22 degrees at halftime. nearly 20 toward the end of the game. and the ten-day forecast, a lot of low temperatures here. there's the clouds on friday. start to increase. we could see some light snow toward the lehigh valley. friday night the main threat is on saturday because the system is coming in from the west. then on sunday we get cold again. look at the low temperatures. 12 and then 9 by tuesday

have some confidence. nick foles was just 1 for 11 for just 10 yards. that was passing on third down. the worst since rodney 22 years ago. >> i didn't play good enough. i got to play cleaner. i got to play better at third down. pinpoint accuracy and making good decisions. i'm excited to look the a the film and see how we can improve. so is this is one where i will be able to look at it and get improvement out of it. >> the eagles have to get their swagger back. it was the eagles defense that saved the day. they got 5 turnovers in 20 minutes. they have had two straight ugly wins against inferior teams. the birds want to be riding high going into the playoffs. there seems to be more doubt from eagles fans for a team that's 13-2. >> it's been a long journey.
