apartment fire. it forced people into the bitter cold around 9:00 last night. the red cross is working with nearly three dozen other residents that were displaced. the cause of the fire remains under investigation. officers were called out to arbor place town homes. they found one person shot to death. anyone with information is asked to call the new castle police department. an officer shot and killed those believed to be along the border. ip vest gators say they were trying to pull the suspect over. police fired at the man and hit him in the head. the officer involved is expected to be okay. philadelphia police will update
