morning's rush. >> yeah, jacqueline, it's going to be another brutally cold night and early morning. the wind is blowing at the tops of the buildings just fine, but at the bottom at the ground it's only about 5 miles an hur. that really has made a difference. some areas still have feels like temperatures in the single du digits. there is less wind overall tonight, and we'll show you that right now. first of all, the temperatures when you see millville much colder than the rest of the area, that's a clue that the wind has really died down. coatesville and perksy at 10 degrees, and feels like 9 in

philadelphia. it's variable depending on how strong the wind is. but the wind will not be all that strong tomorrow. 8:00 a.m. that's still bitter cold. by 10:00 a.m. less cold and even in the afternoon with the sun coming out, it's going to be another cold day. when you can't even feel like it's 20 degrees in the middle of a sunny afternoon, that's not too good. and it's going to get even colder starting on sunday. in between we've got some snow still in the forecast for saturday. i'll time that out for you coming up. >> all right, glen. the cold threatening a philadelphia new year's tradition. >> the mummers will decide in less than 48 hours whether to most pone their parade. drew, are they prepared to go? >> reporter: it's a mix. there's a lot of different opinions about this. the city says they're ready to go. they've got the gates up here

along broad street, but it is unclear if those mummers are going to be willing to strut on new year's day. smiles from the penn sport string band, but they were only outside here for about five minutes. the band captain hurried the members inside for a happy hour fund-raiser. he thinks postponing the parade is a good idea. >> we have a code blue right now where we're taking people off the street. and if that's still the situation comes new year's day, but put a bunch of people on street, i don't think that's a real good call. >> reporter: it's been more than a decade since the mummers called off a new year's parade and it's typically because of rain or snow. >> the city of philadelphia wants it to go, and as of this hour the parade is on. >> reporter: warming up the instruments took on a whole new meaning.

the string band bundled up as they rolled props into place. their bare fingers somehow moving on the stringers. >> i don't think the city is going to postpone it. >> reporter: the wand will come armed. >> i think if the weather looked better the follow week, i would think better of postponing. but the weather didn't look much better saturday. >> reporter: yeah, the back up plan is saturday following new year's day, but the city is moving forward. they've got the parking restricts out. we will see by saturday around midday if the mummers agree with them. i'm drew smith, nbc 10 news. fireworks are another new year's tradition in philadelphia, but this year the plan will be different. there will no fireworks shooting from the river because of concerns about ice.

we'll show you what could be going off in your neighborhood on new year's eve coming up. but first a developing story out of new york. 2 people are dead and another four in critical condition after an apartment building in bronx went up in flames tonight. a 1-year-old child is among the dead. located just a block away from the bronx zoo. the mayor bill de blasio called it the first fire tragedy in the city in a quarter century. nbc 10 has new information on how a man who was shot and kill bide police passed. tonight family members and witnesses have a lot of questions what what led up to the death of aaron. he joins us live from the scene event. >> reporter: we're live in east germantown. you can see whesome of the car

parts left behind. we've been talking to a whole bunch of witnesses. many did not want to go on camera, but they tell me they heard police yelling commands, also hearing that suspect say he was hurt. >> when he got out the car, he was hurt so he fell. >> reporter: dennis, sr. trying to make son of last night. his son with the same name shot to death by a philadelphia police officer in east germantown. surveillance video shows officers rushing to the scene. the officers say the 25-year-old initially drove away from plains clothes officers. they say the car he was driving was wanted in connection to a hospitalmism his wife tells nbc 10 she was at the hospital last night and claims doctors say he was shot more than once. >> why did you shoot this man in

his head? once he was unarmed, he was not dangerous. >> reporter: they say as he was driving away he knocked into other cars. photo show the damage with at least three vehicles caught in the mix. we're told the father of two then tried running away. >> after repeated commands he makes an assertive abrupt movement and an officer fires one shot, striking the male in the head. >> reporter: we're told he did not have a gun on him and is not believed to be connected to the homicide. investigators say one officer fired a single shot killing him. they say he was sitting on the sidewalk when he was shot. >> the last shot, tried to block it, went through his hand and through his head. >> reporter: his father tells me he was actually on his way over to his mother's house to bring his shoes before that traffic stop. there was a woman also in his car. she suffered minor injuries.

police say it's early on this investigation, so more information will most likely come out. for now live in east germantown, aaron baskerville, nbc 10 news. an emotional night in chester county. friends and classmates gather for a vigil in memory of a teenager shot and killed. he died because a little bit of weed and little bit of greed. ortiz cameron and other person planned on robbing some guys during a drug deal, but the 15-year-old ended up getting shot. >> violence is never the answer, especially this type of violence where someone ends up dead, when someone is killed so young. >> authorities are now looking for this car and whoever was inside it last night. caught on camera, two employeess assaulted during a robbery at a restaurant in port

richmond. it happened tuesday night near butler street. you can see the suspect tussle with someone behind the counter. police say he grabbed a female employee and threatened her with a gun. the suspect also struck a male employee in the head with a gun. >> we've never had a problem. this is where people want to have peace and quiet and talk and have good food. so we never had that problem. >> the suspect managed to steal an in disclosed amount of money. he still hasn't been caught. neither employees were seriously injured. an 11-year-old girl who died during an a sleepover passed away from natural causes. she later died at the hospital. police say the criminal investigation is closed. it's now up to the medical examiner to determine what led to the girl's death. a hope and a prayer, that's all home owners have right now as they rush to prepay their property taxes. the tax collectors have been

all right, follow this next story in things not to do when getting chased by police. the sekt as you see there drove off the end of a pier into frigid rivers in oregon. police say the suspect swam a few hundred feet before being helped by a fishing boat. a crane, that one right there, had to be brought in to fish out his truck. 27-year-old timothy was arrested and booked on burglary. and he had to be treated for hype therm cru. police say the chase began when they responded to reports of a man trespassing on boats. we were the first to bring you this story last month, apple is now apologizing to customers for slowing down iphones and says it's making changes. the tech company is lowering the price of battery replacement to $29. this in response to recent criticism that apple intentionally slows down iphones in an effort to have customers buy new ones.

in a message posted on its website today apple says it would never do anything to shorten the life of a product. but it wept onto say rechargeable batteries become less effective as they age. nbc 10 will bring in the new year with another great fireworks show. but you might see and hear one much closer to home. because of a new law in pennsylvania is making it much easier for people to celebrate with a bang. >> fire crackers, bottle rockets, roman candles, mortars. >> they used to be illegal in langhorn, and now they're not. >> we've been getting multiple phone calls every day. all day long, is it true, is it true, is it true because it's been so many years. >> anthony has been seeing revenues skirocket. >> now the entire store is the pennsylvania aisle. >> the law was signed in october and carries a 12% tax which experts predict will bring in $9

mullika hill, the farther you are away from civilization, the less concrete the temperatures go down. this area of snow continuing to break apart as the area in montana continues. that's a clipper system. it's going to be moving this way. these things have limited moisture. they move through fast and so there's limited potential. as you go into the morning it's cold. the temperatures, not feels like but at least there's not a whole lot of wind. and in the afternoon it goes up into the 20s again. but itnstead of low 20s, maybe mid-20s. you probably won't even much of a difference. here comes saturday, and that is snow. the darker the blue the heavier

the snow. this is not considered heavy, but it could be steady for many hours and look at these temperatures while snowing. that's a fluffy kind of snow. around a bit in whatever wind there is, and a little bit darker blues here in the latest computer models coast to the coast. the system could strengthen a little bit as it hits the coast. so there could be a bit more snow. and then we dry out, and then we get another arctic flash. how much snow, the latest computer models showing generally one to let's say two or a little bit more in an isolated spot. but that is over many hours. and because the roads are so cold even though we're not getting a lot of snow, untreated surfaces are going to get slippery. no doubt about it. saturday temperatures stay below the freezing mark and then it gets colder for sunday, sunday
