the job has got to get done. >> broad and south street where it was a walk in the is city. there's no relief in sight. just across bridge, brutal winds, dangerous cold here as well. make sure you're wrapped up. stay warm outside. we have team coverage tonight on the deep freeze. we're tracking conditions across the delaware valley to keep you prepared. >> let's begin with chief meteorologist tammie souza. what's the latest timing? >> it looks like it's going to be tomorrow evening probably after the rush. it will continue overnight and will affect the morning rush. let's go over the first alert. it's for the jersey shore. left out at this point is the lehigh valley. if this tracks further west, we can slide you in. these are the areas that will be hardest hit. this is about 9:00 tomorrow night through noon on thursday. the snow will start earlierd:7o

delaware and will wind down later than this along the jersey shore. that's the time frame you have to be aware of. this is for snow and blowing snow. thursday morning's commute could be a nightmare for some. so you're going to want to monitor this over the next 24 hours. after this is gone, we get the coldest air yet. where's the storm? watch the time line. it's going to build in. this huge coastal storm because look at the lines as they wind up. this tightens and intensifies on the backside of it. that's where we have the cold air and the snow coming in. there's a definite cut offline between who gets the snow and who doesn't get the snow. it rolls out of here by the time that we're done with thursday. here comes the arctic blast for your friday and saturday. now as far as the totals,en don't shake your head when i say zero to 1 here and maybe 4 to 8 or 10 along the jersey shore. we could see places with 10

inches. south jersey from o 2 to 4. i think philadelphia is in that range. we get into the valley and you're looking all the 0 to 1. it could be a large range. we were just talking about this. blizzard of 58. there was a huge range in snow. >> zero to 10 is big. it was 50 inches in chester county. so yes, it's not the uncertainty of the forecast. it's the variety of weather that you can get within our area. that's what makes the forecast so challenging. the cold part of it is not so challenging. it is a sure thing. and you can see the last couple days, a high of only 20 when the average high is 41. we're at 24 today for the official high.

all the way up to 31 degrees. that's the warmest day of the week. right now, still not feeling warm. not much warmer elsewhere. we have enough wind to make it feel like single digits. allentown only 5. 8 in reading. 9 in trenton. so it's another cold night tomorrow the feels like temperature actually gets not only into double digits but into the 20s. that will feel a whole lot more comfortable. you can see by 3:00 in the afternoon we're in the mid- to upper 20s. in the morning first thing it's feeling like it's in the teens. but as we have been saying, it's going to get even worse starting thursday night and through sunday morning. the coldest stretch of air. the most dangerous stretch of air this season. more on those numbers coming up.

this cold weather can put a dent in your heating bill leaving many struggling to find ways to pay for it. >> miguel shows us the options available if you need help heating your home. >> it's been a busy winter here. this is one of the many community organizations helping people apply to the home energy assistance program. for people that are counting every dollar, these high heat costs this could make all the difference. >> they were looking for help. she doesn't speak english. neither does her husband. but with the cold temperatures bringing their heating bill up, they needed help applying to energy assistance programs. >> she works for a local nonprofit and says they have

helped about 90 families get money towards their bills. >> here it's a big issue. people come already with problems. >> the issue isn't limited to philly but neither is the assistance program. camden county is taking applications. >> i do it right away. the money will run out. try to get the extra help to make sure you do have heat during the cold months. >> most who qualify qualify for energy assistance. how much you make and how many people are in your house will determine how much money you get. >> they received $200 towards their bill this year. money that it really helped them out. >> reporter: if you're wondering if you qualify for the program, we will have more links with more information available on our website. reporting in it north philadelphia, nbc 10 news.

the bitter cold is creating water main problems across the area. right now crews are making re r repairs after a main burst this morning. it slowed water pressure for thousands of people in ten different communities. officials are warning people to limit their use of tap water because the sed isment and brown water. hundreds of students in bucks county were sent home because of a heating issue. bristol bo row dismissed at 11:15 this morning. classes will resume tomorrow. you can get updates on the cold weather even if we're not on the air you can track when the snow will move in. even down to your street. just download the nbc 10 app. we have new details in a deadly shooting of four people in new jersey at the hands of a 16-year-old boy. that boy is facing murder charges after he gunned down his parents, sister and a family friend. today the prosecutor announced d

that each of the victims was shot multiple times at close ran range. the weapon used in the killings was a registered semiautomatic rifle. new details about a south jersey school that's been closed for months because of mold. white hall elementary school is back open. students and staff returned to their classrooms today for the first time since october. they have spent the last several months attending classes at williams town middle school. we don't know when another school will reopen. that school has also been closed. a new year and a new day in philadelphia government. >> the district attorney took office today. that group included rebecca ryan heart. she's service the first female controller. she'll have an office but serves as a watchdog in charge of watching your tax dollars. the crowd erupted when larry was sworn in. he doubled down on his promise to create a culture of change on the city. >> a movement was sworn in

today. a movement. a movement for criminal justice reform that has swept philadelphia. >> mitch blacher will have much more on the major decisions he's fa facing. we'll have that at 6:00. if you can work, you will work. that of the message from state lawmakers today as they introduced a plan to reform pennsylvania's welfare system. it's part of a 20-bill package. republican supporters say it will help break the cycle of poverty and help families improve their quality of life. while also tackling what they call a waste of tax dollars. >> a safety net is there for those who need it while restoring the dignity of work. that will help pennsylvania realize their potential. >> the bill would require able-bodied adults with no dependence to work and establish limits to how long people can

stay on certain benefit programs. long-time senator orrin hatch announced he will not run for another term. >> for me, that time is soon approaching. >> the 83-year-old posted a video online saying he made the decision after much prayer and discussion with family. this could clear the way for former nominee mitt romney. two democrats have also expressed interest in running for his seat. in other news, al franken officially resigned today. it's been. nearly a month since the senator announced he would leave office amid-several allegations of misconduct. the lieutenant governor will rehim. she will be sworn in tomorrow. switching gears, we are preparing for the playoffs. >> eagles head coach doug pederson talked about his confidence in nick foles.

in philadelphia. 1 in mount pocono. 10 in atlantic city. 13 for mount holly. you woke up at 11:00 in dover. right now we are sitting at 23 in philadelphia. 22 in wilmington. mount holly at 22. pottstown at 17. we're going to edge upward tomorrow making it into the upper 0s and maybe even just below freezing at 31 degrees. so this is is your neighborhood weather for tomorrow when you wake up. you'll wake up to 14 in philadelphia with clear skies. suburbs at 11 degrees. you'll wake up to 9 in the lehigh valley. you'll wake up to 14 in delaware. 13 in new jersey. 19 along the jersey shore. now we get to the snow. we have issued a first alert that's in effect for tomorrow night from 9:00 tomorrow night through midday on thursday. that's because we're watching a big coastal storm.

it's way down here. it's taking shape in the gulf. so cold and powerful that there's snow in the bayou. when's the last time you saw snow over the gulf of mexico. that's how crazy this whole thing is. so we're going to be watching as it comes up the coastline. let's look at the timing. this storm system tomorrow in the afternoon and evening is going to build quickly and intensify very quickly. here it is. it's shore. if it tracks a little bit further to the west, we're going to get heavy snow across the area. a little further to the east, it will be the jersey shore and philadelphia may only see flurries. it's going to be tracking northward. its like the heaviest snow and the most incredible winds from this are going to be in new england and headed up towards parts of canada. look how tightly wound this has

become. as the pressure drops in the center, there's a definite cutoff of snow. you watch it as it passes us. it's out of here by thursday evening. behind it here comes the arctic blast. even colder than what we saw the last couple days. let's go hour by hour and look at your neighborhood. we are going to be sitting at 23. we're going to drop into the teens overnight tonight. it's going to be another cold night. clear skies. but not as cold as last night. tomorrow e we make it to the mid- to upper 20s. here comes the system. along the jersey shore after midnight, it looks like the entire area for thursday morning commute. it kind of sticks around and backs on to us early thursday afternoon before it launches out of here. i want to look at the numbers.

2 or 3 inches along the jersey shore. now we go to 3 inches in philadelphia. nothing up there in reading. you may get 8 or more inches along the jersey shore. this is our first alert forecast for you at this point. it could be zero to one in reading. flurries up there. we head through the suburbs. northern montgomery county, 1 to inches. we could see a little bit more in buck. s county in philadelphia. 2 to 4 there. and also the western portion of south jersey as we head into northern delaware. we get into south jersey and the jersey shore. 4 to 8. and we could see 10 plus inches in places like toms river. we'll talk more about this coming up a little later on. but guys, this is something to kind of think about. that snow shovel, where did you

students in erie had an extended holiday brink as the city deals with a record amount of snow. they cancelled classes to give crews more time to clear the roads and side streets. more than seven feet of snow has fallen in're tomorrow. some perspective right there. video you have to see. a close call for a texas police officer. watch as he narrowly avoids being hit by a passing car. >> they were standing in front of a traffic accident in fort worth. the icy conditions were so bad another car almost hit him. he tried to get out of the way but slipped and pull z hi hand out of the way just in time. >> lucky right there.

an indiana woman is lucky to be alive. her car jumped a curb and landed on a frozen pond. within seconds her car broke through the ice and sank about 12 feet. this is video of a dive team pulling her out. the water was so cold. the gear froze shortly after that. in south dakota being in the heart of winter often means getting on the ice. we don't mean hockey. they go ice fishing from december through february. south dakota lakes are packed with people hoping to score perch and wall eye. they also need to be sure the ice is thick enough to support the weight. >> with the temperatures we have been experiencing, we're adding two to three inches of ice per day. the thickness is is 14 inches of ice. >> kind of cool. one experts says there's no such thing as safe ice.

that first batch of cold air. still going to be relatively cold. it's not as dangerously as cold as it was the last couple days. it's a coastal storm that's still developing. snow and blowing snow. it is just how close it tracks to the coastline that will determine how much snow you see in your neighborhood. it will be wednesday night starting at 9:00 night is when the first alert goes into effect. e we could see snow prior to that. this is going to affect your thursday morning commute. we're going to see snow-packed roads and dangerous cold return after that on friday and saturday. here's a look at the storm as it comes through. look at your morning commute on thursday. we're look iing at snow across e area into the afternoon. it starts to pull away. the evening commute could have snow-packed roads. then the fiercely cold arctic blast heads into the area. how much snow, this is our first alert forecast totals. we will adjust them tomorrow as

we approach the storm. it looks like the lehigh valley is is 0 to 1 inches. you'll get the least. down across the western portion of south jersey and the northern portion of delaware. pockets could see 10 inches of snow. we'll talk more of this with the full forecast coming up in a few minutes. now we have to deal with the cold. here's glenn "hurricane" schwartz. we're going to get to glenn "hurricane" schwartz in a little bit. it's one thing to dash out of your car in the frigid temperatures, it's an entirely different story if you have to work outside. we saw crews working at the 30th street station. e we wanted to know how to stay on the cold. >> i stop at 8:00 this morning. you work and grab the tool and

we normally warm up and then a front comes through and we get cold again. this is day after day after day that's what makes this so unusual. 28 for the high saturday. sunday monday, only 20. remember we have winds on top of it. feeling like we're zero or a little below zero. today's high is 24. tomorrow we may actually get up to the freezing point in part of the area. it's 23 right now. but it's 18 in coatesville. and not exactly a warm evening. and still enough wind to make it feel like single digits in reading and allentown. but wind diminishing means the feels like is actually a little bit above 10 finally in philadelphia. and that's what's going to happen tonight. so even as the temperature goes down, the feels like temperature won't change very much.

anyone this this case. tonight they will get a new police chief. he will be sworn in at 7:30. he's taking over for the previous chief who retired after 34 years on the force. nbc 10 inside a courthouse for the induction ceremony. democrats will serve four-year terms. they were the first to win a county wide election in delaware county. >> the sheriff was also sworn in to serve his new post. today is is the last day for older adults and people with disabilities to take part in philadelphia's property tax rent rebate program. it allows people to get money back or rent paid in 2016.

that is a sure bet. but eventually we'll be seeing some snow. that's why we have the first alert. jersey shore, delaware, philadelphia, pa suburbs, much of our area except for the lehigh valley. from 9:00 p.m. tomorrow to thursday at noon, snow and blowing snow. we're concerned about the thursday morning commute. and the dangerous cold after the storm. not expecting to get the worst of the thing but it doesn't take a whole lot and we didn't even have a rush hour. and the roads were a mess. . they were cold. look at this. by tomorrow afternoon, it's snowy in georgia. it's just developing. it's tracking far enough
