once the snow and the ice begin to melt. that's why we have issued a first alert tonight to prepare and protect you. >> let's get right to meteorologist tammie souza. she's breaking down the forecast hour by hour. >> we have so much to talk about. it's crazy. everything except a hurricane is going to come through here. we're going to have strong winds. maybe some tropical winds. this is what's going to happen. we have a first alert that goes into effect starting at 4:00 a.m. it's going to linger through noon on saturday. high winds are going to move in late tonight and tomorrow. 30 to 45-mile-per-hour wind gusts. periods of rain tomorrow with temperatures in the 60s. not heavy rain during the day. that will move in tomorrow night. we'll see the ice melt and we'll see a thaw taking place. what's left in the way of snow probably going to be gone. it will be ponding and puddling all around. be aware of that. tomorrow night we're going to seat thaw. we could see the ice jams on the rivers. heavy rain moves in. could see several inches of rain and localized flooding in some

spots. so heads up if you're near a flood prone area. then saturday morning, we're going to see some icing. we're gung to see up to 30 degrees falling in as little as two hours. that's going to happen. the icing in lehigh u valley on the roadways if you're headed to the holiday weekend, beware on saturday and into sunday. then the cold moves in. those temperatures are going to be down right brutal across the area. this explains it all. i'm going to the wide map to show you uh-oh and wow. right now a look at the 50s and 60s headed toward us. we're in the 50s now. and uh-oh, look at the minus 1 in business mark. that's headed our way early on saturday.

respects and say good-bye. just check out the line over here at one point it wrapped around the entire church. people slb sharing memories and telling stories of the veteran. folks out here were standing in line at 3:00 just to pay their respects to the family. firefighters from all over the region are here. i can tell you that. by now we all know the story of what happened to lieutenant matthew. he was fighting a fire saturday morning on colorado street in north philadelphia the second floor of that home collapsed. he was trapped underneath the rubble and the debris. the fire commissioner says he was never left alone. they tried to save him and took about 30 minutes when they got him out. unfortunately he did not make it out alive. like i said, firefighters throughout the entire region are here. including from camden.

basili basilica, nbc 10 news. now to a developing story. things are getting back to normal after several streets were closed down because of a house fire here. crews got control of the flames along clear view street about three hours ago. no one was hurt in this fire. unclear how it all started. to be the we learning about a tense 13-hour standoff that had a community paralyzed in fear. neighbors say it was a nightmare kept them on the edge of their beds. cydney long has been following every detail in the story. police say this suspect fired toward officers not once, but multiple times and they are still out there right now. >> reporter: they are still out here investigating. police detectives have been in and out of this town home collecting evidence throughout the day including i'm told a number of guns. take a look. i want you to take. it's missing the front door. that's because police armored

vehicle busted it down. police are interviewing a woman found inside, but not injured. this is neighbors spent the night hit iting the floor, duckg for cover. >> it was shear panic for residents of the development at 8:00 wednesday night. >> minutes after that, it was gunshots. so i was already nervous. >> i was standing on the porch and the kofs was like there's a guy with a gun. please go inside. you're not safe out hoar. >> police responded to a man inside this town home. he shot at an armored vehicle that forced the evacuation from their homes. all others stayed inside. >> we're standing by our dinner table and next thing you know, five shots go off and i said to my wife, listen, these are shots. >> the wife recorded not just the gunfire. but the fear they were feeling inside their homes. >> he just broke the windows and started shooting until the cops. >> for their safety, they

listened on what police negotiate. ers told the suspect over a bull horn. >> you're coming outside. >> we all had to make things worse. >> the chief says without their special ared vehicle, they would have taken cover behind trees. the bullets fired at police cut through steel. >> it's saved officer's lives today. it's well worth that. you can't put a price tag on that. >> on the decision for two school districts to shut down 14 schools for the day. >> bus and children were walking through where we had a gentleman firing at police officers. it was a dangerous condition we didn't want children or anyone exposed to the a that point in the neighborhood. >> we asked about his friend, the suspect before the news broke that he died. >> e he brought it on himself. i feel bad but then i don't at the same time. >> reporter: it's important to note that police say they never fired a single gunshot during

this 13-hour standoff. they have yet to share with us a motive or the man's identity. so at this point tonight, it is unclear what type of fatal injury he suffered. cydney long, nbc 10 news. prosecutors say a new jersey doctor accused in a murder for hire plot is now the target of a death threat. >> dr. james kaufman went before a judge for the first time today. prosecutors say the pair master minded the 2012 contract killing of april kauffman. lawyers claim they pulled off the crime to keep her from exposing an illegal drug distribution ring collennected his medical office. his lawyers say he's not guilty. >> the doctor has maintained his innocence for the past five years. he's assisted in acementing to give information. >> two others arrested on racketeering charges in connection with the case had court appearances today.

kaufman is being held in the hudson county jail for his own safety. rescuers continue to search for survivors in deadly mud slides in california. crews fear time is running out. the death toll now stands at 17. 700 rescuers are on the job trying to find survivors including eight people who have been missing for days now. officials say 100 houses have been flattened. authorities believe the clean up effort will take if not years. >> the amount of debris that made it up the canyon down to the bottom, still three feet. just massive stuff. >> officials say many people ignored the warnings to evacuate even after receiving cell phone alerts showing mud slides were eminent. the push is on. new jersey is putting its money where its is to gain the second headquarters. chris christie signed a bill authorizing billions of dollars

cross app. or by calling and also stop by one of the blood drives in our area. for e details tap on the nbc 10 app. now here's a look at the stories making headlines county by county across the region. let's start in ocean county. the entire front of a toms river office building gave way when a crash smashed through it. an older driver was trying to park when the foot hit the gas. it happened wednesday night. the driver was not injured. in atlantic county, emergency crews rescued a dog from an icy pond and it was all caught on camera. check out this video on facebook. this is posted by police. firefighters and a cold water rescue unit saved the german shepard after he fell l into the water. he was not hurt during all this. >> that's a good thing. the local animal shelters getting national recognition. the gloucester county animal

the nbc 10 investigators put the spotlight on infants born adiktsed to opioids weeks ago. pennsylvania is is taking action to prevent their condition from getting worse. mitch blacher joinsing us live in the breaking news center. >> our original investigation found that pennsylvania did not track where opioid addicted babies were born or how long it took to wean them off the drugs,

but that's now changing. governor wolf declaration of an opioid crisis in the commonwealth is going to help babies like the ones we profiled. we met new yoila, like so many dealing with addiction her mom had a legal prescription to fight pain. doctors needed more information about the newborn patients. all to prevent adibss. with no mechanism to get that information, we took questions to pennsylvania's acting health secretary. >> how do you solve a problem when you don't know how big it is? >> data like that is very important. whenever you can have more timely data, that's a benefit. but i think it's important not to underestimate the importance of the data that we do have. >> the data that the state does have is a year old, but now because the governor has declared the crisis a state emergency, infant opioid addiction has become a reportable health condition.
