>> reporter: definitely. there is fallout of flooding on the way. the most impressive sight we can show you, take a look, giant chunks of ice atop the delaware river looking over the morristown side, police blocking off that stretch of route 29. the river looking for like antarctica or frozen tundra. flood stage is at 20 feet and right now we're at 19.9 inches. listen closely. with our gopro camera atop these tiny iceburgs, you can see and hear the grappling of these. >> it's pretty amazing. >> reporter: taking in the sight of a frozen delaware river is sort of a science project. >> just for them to see the ice they couldn't really realize

where the water is at. hey, the ice is on top and the water is still there. >> it's pretty bad. pretty bad. >> reporter: bill knows what has many in awe right now, could become a serious flood threat. he lives two blocks from the river on the morrisville side and remembers the 1999 freeze see. we walked down and saw chunks of ice the size of volkswagen buses. >> reporter: the roads are closed indifferently due to roads iced over and south of trenton a day ahead of the governor's swearing in tuesday. >> hopefully the off day saves and it doesn't go too too far. there's higher ground on this side and i know they're more worried about downtown area. >> they're worried about young people venturing onto the ice which could prove to be a dangerous if not deadly decision. >> i've seen it worse. definitely seen it worse. this is never as bad as spring

flooding. >> reporter: take a look. these are the road closures and this is on the morrisville side. there are homes stretched out that way and it is prone to flooding in the past. officials on both sides of the river tell me right now, other than watching this river rise there's very little they can do as far as preparation for any anticipated flooding? ment live in morrisville. nbc news. >> those pictures telling the story. thank you. our first alert meteorologist, krystal, what are we looking at? >> we allow the ice to break up a bit and what causes it to flow. what causes the ice jam is when it started to break up a few days back it collects and it

collects and blocks the river's natural flow. what happens, you can see upstream flooding. it starts to back up and roll over its banks. what we also watch for is a quick break in the jam. if it breaks apart quickly enough we have to watch for down stream flooding and it's in effect all the way through tuesday morning but may continue longer if necessary. it's looking like we need to watch this at least through wednesday. something we need to watch with it is snow tomorrow evening. >> the ice jam is not the only threat our first alert team, she just said, is watching. >> we're also tracking snow set to move into parts of our area, as early as tomorrow morning and why nbc10 issued a first alert. glenn "hurricane" schwartz joins us now with the most accurate forecast. >> this system is very different depending where you live. >> yes. it's mostly about the timing

difference. it will start so much earlier in some parts of the area than others. the first alert is for accumulating snow for the entire area. parts of the area getting it as early tomorrow 6:00 a.m., and it may not see it start until noon on wednesday. that's very unusual. the heaviest snow falling in lehigh valley, berks county and see if the commute is possible with this. this is not a big storm. it doesn't really have the potential for that, with the ground being so cold it certainly has the potential to stick. it could start by 6:00 a.m. in burkes county, lehigh valley, poconos but not affected by tomorrow's rush. maybe tomorrow's afternoon rush is affected by chester and

churches came together to offer a free meal at the church of christ in allentown. it was dedicated in the memory of the widow of former pennsylvania state senator, reverend guy krasner. and presiding over the martin luther king jr. interfaith prayer service starts at 6:00 at st. john chrysostom church. all will participate and several choirs will also perform. a group of people got stranded on the ice and the chopper was over the scene in honeybrook and able to get 13 to people safe and no one was hurt. the hawaii management center said the false alert that caused the scare was his fault. it sent the island into panic about 40 minutes telling people

allentown major in a pay for play scheme of handing out contracts. he deny the allegations. his attorney, jack mcmahon, said opening statements could start as soon as thursday. a woman is confirmed dead and more than a dozen injured after a casino shuttle boat caught fire off the florida gulfcoast. the cause of death has not been determined. video shown after it burst into flames. minutes after leaving shore flames burst out the engine room and 50 passengers were forced to jump into the water to escape. >> it was a do or die situation. at that moment, i took a chance. either jump or stay here and burn. >> the coast guard is now investigating the cause of the fire. the philly diner is back open today despite a fire over the weekend. it caught fire saturday night.

it took firefighters about 30 minutes to get the fire under control. the restaurant say the fire was minor and no word yet how it started. starting tomorrow, septa will no longer accept identification cards to ride its buses and trains. that means people with disabilities will have to start using their photo id cards. fares will remain the same and if you need a key card you can get one at septa's headquarters in center city. finding a way to deal with a shortage of iv bags, made in puerto rico, still recovering from hurricane maria's destruction in october. hospitals are using larger iv bags not as scarce as the smaller ones and also being more careful about when to use the bags. in the weather now, heavy jackets and hoods were the clothing of choice.

we saw plenty of folks bundled up trying to keep warm. now, we are tracking some snow. glen is saying it is a snow moving system? >> yes. it will snow in the lehigh county and burkes county and they will end up with the greatest amount of snow even though it's not a big snowstorm and not knowing for a particular time. the first alert is out for a long time. 6:00 a.m., lehigh valley. greatest snow, lehigh valley and poconos, slippery commute. we have snow in western pennsylvania and around the great lakes, more like a front

than a storm itself. you will see it's now a band of snow that's moving. this is going to vary across the area and why we broke it down this way. tomorrow, philadelphia, very low snow chances until you get to after 6:00 at night. at the same time the allentown areas have a pretty good chance of snow even as early as 6:00 a.m. and noon. it's very likely later on for the afternoon rush being a problem in lehigh valley, upper portions of bucks montgomery and northern chester. toward the shores, avalon, the beach, it's not going to be snowing during the day tomorrow or in the evening. in between the i-95 area and the shore, toward midnight tomorrow night, there's a chance of that snow developing. here's what i'm talking about.

tomorrow morning, 7:30 in the morning. it's not even close to philadelphia. the morning rush looks okay. right now, we have temperatures that have actually gotten above the freezing mark. we got to 34 in philadelphia. 32 now, 33 in millville, 33 in northeast philly. hour-by-hour, there's that snow moving in. 6:00 a.m. in redding. look at the temperatures. it's going to stick but it doesn't make a lot of progress during the morning or afternoon. at 6:00, it's still in the same spot, that's what's so unusual about this. eventually, it does come over. this is still wednesday morning and much of the area for the wednesday morning commute is getting snowed on and moves out in the afternoon. how much snow? greatest amount, north and west, 3-5 inches, that includes lehigh

the lehigh valley could see some of the first flakes as early as tomorrow morning as we take a live look at our camera. this was the scene in ardmore's suburban square. good news for businesses. the chilly temperatures weren't enough to keep people from getting in a little midday shopping and listing the first alert on the way. >> what to expect in your most accurate weather forecast, glenn. this is an unusual situation in that it will take so long for the snow to spread through the area. it doesn't happen like this often. the entire area is likely to get some accumulating snow by the time this is over with. lehigh valley, berks county, as early as 6:00 a.m. tomorrow, meaning the morning rush but much of the area will not be affected for the morning rush and could last to noon on wednesday, especially in new

the first alert for the entire area, parts of it as early as tuesday, 6:00 a.m. for lehigh valley, berks and the poconos, as late as wednesday at noon before the system moves offshore. the greatest amount of snow is in the area where it starts. the earliest. we have snow in pittsburgh already. obviously not a big storm, looks more like a front coming in. not actually a front. has a lot to do with what's going on high up in the atmosphere and jet stream. the snow start time is generally around 6:00 a.m. tomorrow, redding, allentown, but it will take all day for that snow line to come to the city of philadelphia. the temperature is going to get close to 40 degrees. that's another thing fighting

this off. north and west of philly all the way to the shore will not have a problem for the afternoon rush tomorrow. it's the morning rush on wednesday that would be of more concern. right now, we're 32 degrees, 34 in the past hour. it was in the 20s and never got out of 20s in chester county, berks county, lehigh valley. tonight, it will stay cold. the snow sticks immediately to untreated surfaces. there's 6:00 a.m., that area of snow. a darker snow is the blue, and not heavy precipitation, may even be mixed a little bit around potts town and doylestown. it still hasn't changed over to snow even towards wednesday

morning. widespread but still not all that heavy. how much snow? an inch or less down towards the shore, 1-2 through the i-95 corridor and 3-5. that's a significant amount. this is over like a 25 hour period for allentown and richmond and redding. 1-2 inches, buckingham to abington and even down to wilmington. tomorrow, just cloudy skies for the most part for the philadelphia area. late in the day, pa suburbs, this is the area that gets hit. the rest of the area stays dry until the snow comes tomorrow night and wednesday morning. we'll be right back.

now to an nbc10 exclusive, a montgomery county woman says she was stranded on the side of the road. >> not because her car broke down, because her uber driver abandoned her. >> i was terrified. i could not believe this was happening to me. >> it was supposed to be a quick trip to the airport. but carla guzman says she knew from the start she knew something was not right. >> she was talking very hurried and i really couldn't understand what she was saying. >> reporter: from her home in abington she insisted the driver take the philadelphia turnpike believing it was the fastest route to philadelphia international. >> as soon as we got on the turnpike, she went crazy, started telling me that she didn't have an ez pass and she

was going to be searched by police and get in trouble. >> five minutes in, she says her driver suddenly got off the turnpike at fort washington and took the ramp to 309 north the opposite direction of the airport and then she say the driver kicked her out. >> she left me on the side of the road in the middle of nowhere. >> reporter: it was 4:30 in the morning in mid june, traffic whizzed by and she didn't know where she was. at first she went to the toll booth and then she spotted a hotel. the problem this fence so she threw her bags over, climbed over herself and went to the hotel lobby asking for help. >> reporter: this morning she and her lawyers filed a lawsuit against uber. >> when you get an uber you think you get a safe service and that was not what happened to me. >> reporter: she was not only frustrated with the treatment she was stuck with a $40 fine because the uber driver didn't have an ez pass. uber won't comment on litigation
