the olympics and the world comes together. we got business to take care of. it's washington that leads the newscast this morning. is the government just hours away from shutting down? lawmakers on capitol hill, racing against a midnight deadline. and the senate is bracing for a bitter showdown. we got two reports, including what it all means for you. let's start with nbc national correspondent, peter alexander, on the politics. good morning. >> reporter: good morning to you. little room for optimism. to be clear, there isn't a vote scheduled in the senate. here's the bottom line -- it is the last day of president trump's first year in office. and the country is barreling towards a different "s" word -- shutdown. this morning, the clock is racing towards a possible government shutdown, with a stalemate in the senate, where democrats are poised to block a short-term spending bill to keep the government running. >> in another month we'll be right back here in this moment,

with the same net of problems at our feet. >> reporter: the bill would review the children's insurance program. but it doesn't help d.r.e.a.m.ers, the 800,000 younger undocumented immigrants in legal limbo. republicans insist that the immigration issue should be solved separately. >> the reason that we're here right now, as our friends on the other side say, solve this illegal immigration problem right now or we're going to shut the government down. that's a fact. that's not spin. that's a fact. >> reporter: democrats contend there's no time to spare, with a march deadline for d.r.e.a.m.ers looming. >> there's an urgency in their lives because of the uncertainty of tomorrow. whether tomorrow will mean deportation for themselves and their families. >> reporter: late thursday, at a near party line volte, the hous approved the republican plan. speaker paul ryan tried to put the pressure on democrats.

>> do not shut down the government. do not jeopardize funding for our military and our security. it is risky, reckless and wrong. >> reporter: president trump in pittsburgh accusing his opponents of trying to score points. >> the democrats want to see a shutdown to get off the subject because this subject is not working for them. the tax cuts and tax reform is not working well for the democrats. >> reporter: what would a government shutdown look like? about 850,000 federal workers off the job and unpaid until congress authorized more funding. essential services like tsa screening, border patrol, and fbi investigations would continue, along with u.s. military operations. but half of the health and human services department employees would be furloughed, including 61% at the cdc, with a deadly flu epidemic sweeping the nation. president trump is scheduled to head to mar-a-lago, his florida

estate, where trump is hosting a one-year anniversary gala. there are discussions right now whether the president will travel if a shutdown becomes more likely. savannah and hoda? >> peter alexander, starting us off. let's talk all of this with nicolle wallace. are you a betting woman? do you think we're going to get a shutdown? and who will get the political blame if the government shuts down? >> this blame game is a bit of a scam is that voters blame everybody involved. when the government shuts down, i think voters typically process it as a failure of everybody in management. and everybody in management includes republicans and democrats. but when you have one party controlling the white house, the senate and the house, they will shoulder a disproportionate amount of blame. >> what's the president's role in all this? is there anything or something he should be doing to try to stop this? >> people have become so accustomed to chaos. i don't think it's the chaos of

a shutdown that damages the president. i think there's a question of whether he can lead. i think it's failing that leadership test that risks the most political exposure for president trump. >> the democrats have put it on the line and some have questions whether or not their overplaying their hands by tying, they think, this is our moment. this is our moment of maximum leverage to do something about the d.r.e.a.m.ers, the immigrants who were brought here by their parents. >> let me give you good news/bad news for the democrats. the good news is they control nothing. they have the least risk in all this. the other piece of good news for democrats is a majority of americans support holding d.r.e.a.m.ers of not being sp responsible. this looks like more dysfunction in washington, which is bad for everybody. >> can we take a look at our latest nbc news/"washington post" poll. one year tomorrow, and we have

the president with a 39% approval rating. as a former white house communications director, how do you look at this? >> these are terrible numbers. i worked for a president that had tough numbers. never has a president at the one-year mark been as unpopular as donald trump. despite the enduring strength of his supporters, he has never done anything to bring along anybody else. and you simply cannot govern with poll numbers in the 30s. >> thank you. as mentioned, you do have a piece with the trump voters. we'll see how they're feeling one year later. >> thanks, guys. ahead on a busy friday morning, disturbing new details are coming to light in the house of horrors case of california. this, as the parents accused of torturing their 13 children are formally charged. miguel almaguer is in riverside with the latest on this story. hey, miguel.

>> reporter: the suspects' court appearance lasted 30 minutes. they face life for crimes unimaginable. the details you're about to hear are graphic and disturbing. david and louise turpin, facing a jaudge for the first time, facing counts for torture, imprisonment and for david, a lewd act on a child. their plea is not guilty. >> louise turpin and david allen turpin. >> reporter: it comes as we learn details about what happened inside their home. >> sometimes in this business, we're faced with looking at human depravity. that's what we're looking at here. >> reporter: the d.a. says the turpins' 13 children were beaten and strangled. the alleged abuse ongoing for years and getting worse over time. >> they began to be tied up. first with ropes.

one victim at one point was tied up and hog-tied. and then when that victim was able to escape the ropes, these defendants eventually began using chains and padlocks. >> reporter: not even unshackled to use the restroom, the children were only allowed to shower once a year. a law enforcement source telling nbc news the children were only fed one meal a day. >> they would buy food, including pies, apple pies, pumpkin pies, leave it on the counter, let the children look at it but not eat the food. >> reporter: prosecutors say the children, ages 2 to 29, lived in abysmal squalor. for years, the family slept all day and was awake all night. the nightmare coming to an end early sunday morning, after the courageous actions of one of the captives. >> the 17-year-old victim that escaped had been working on a plan with her siblings to escape

this abuse for more than two years. >> reporter: with investigators back at the scene combing through evidence, the most promising leads coming from the victims themselves. >> the only thing the children were allowed to do in their rooms or chained up was to write in journals. those journals are going to be strong evidence of what occurred in that home. >> reporter: this morning, david and louise turpin are confined to jail. but even defined bars, investigators say they are living a better life than the one they provided for their own children. the d.a. says all of the victims were extremely malnourished. the 29-year-old weighed just 82 pounds. and some of the children didn't even know what a police officer was. hoda and savannah, back to you guys. >> the story keeps getting more horrifying. miguel, thank you. we lomove to the deadly flu epidemic sfweweeping across the country. the influenza virus is easier to

of the high-profile accusers are saying and made an announcement about its program. usa gymnastics says it's looking for a new place to train. the texas ranch will no longer serve as the national team training center. the couple has a long storied history with gymnastics and is credited for the success in the olympics. a statement was posted on their website saying, after nearly four decades of spiriting young gymnasts towards greatness in sport, our yearly tradition of karolyi's gymnastics camp has come to an end. the karolyis denying knowing anything about the abuse. >> most of his treatments occurred at my personal room.

or in my own bed. >> reporter: simone biles and mckayla maroney say they were abused at the ranch. biles writing in a statement earlier this week, it breaks my heart to think that even more as i work towards my dream of competing in tokyo 2020, i will have to return to the same training facility where i was abused. the decision to sever ties comes after a dramatic day in the courtroom in michigan. the judge responding to a six-page, single-spaced letter, written by larry nassar after two days of accusers' testimony during sentencing. >> this isn't worth the paper it's written on. >> reporter: in the letter, he says he can't handle the testimony emotionally and attacks the judge. >> the judge is seeking media attention over court protocol. really? i'm doing my job.

than a lot of first ladies you see, in trying to figure out and manage and establish what her role is going to be and where she's going to go in 2018. her office says to us, we do expect to see more of the first lady come 2018 on that specific while melania trump has largely stayed out of the controversial spotlight that her husband has sometimes found herself in, her east wing filled with less drama than the turbulent west wing, there's been memorable moments. think about her stilettos to visit hurricane damage. or the hand swat on the tarmac. her office has dismissed that drama. more broadly, many first ladies look at their wardrobe and are looked to with fashion as sending a signal, particularly on the world stage. that's what we've seen from melania trump. a former model, she is no stranger to high fashion. this is a world she is comfortable in. she is much more focused on her

in my life. you know, she had the beauty to go with it. and she was just the perfect package. >> well, she loved to sing and loved to dance. >> you met her at a swing dance class. is that right? >> yes. we would always dance with each other. and everybody dances as a group. >> she had told me, she says, mom, i met someone. and she said, he had two girls. >> they were star gazed, for sure. >> reporter: it was a storybook love filled with so much promise. but just over a year ago, 30-year-old heather mossier found a lump in her breast. >> they go in there and the doctor said, sorry, i'm pretty sure this is cancer. >> reporter: on the very day david was going to propose came a devastating diagnosis, triple negative breast cancer. when you proposed to her, it was probably one of the best days

and also one of the hardest days of your life. >> i said, you know, how can this be happening? i'm supposed to be proposing to her tonight. >> reporter: david went through with his plan, taking heather on a horse and carriage ride to pop the question. >> i said, more than anything, she needs to know that i'm with her. and she needs to know that whatever this journey is going to be, she's got me. >> i've had shortness of breath. >> reporter: over the next few months, heather went through chemotherapy and radiation. but the cancer continued to spread. >> i was there the first time. and she asked me. she said, daddy, i can't breathe. and the doctor said we have to put a tube in. >> the day after she was put on life support, i said out loud, i said, god, you have to give me a break. i can't handle anymore. you got to help me. i get a phone call, one of the nurses. says, heather is wondering when you're going to get here.

excuse me? how is she? she's riding this. >> reporter: they set their date for september 30th, but the cancer was spreading quickly. they moved the date to december 22nd. >> dave is one of the most honorable men i have known. >> he could have run. and he stuck by her side, every appointment, every chemo appointment, he was there. >> reporter: the wedding was inside st. francis hospital in hartford. >> she had always dreamed of being a mom and a wife. and now, she got to be his wife. and she wanted that more than anything else. she lived for that moment. >> she struggled to say her vows. >> reporter: but she said them. >> she said them. >> reporter: heather passed away just 18 hours after they exchanged their vows. their wedding photo, full of

love, went viral. >> it showed relief in her face. and she's like, you know what? i conquered cancer. cancer won in the end. but cancer didn't beat her, though. and that's how she felt, was just like, you know what? i did it. i said i was going to get married. and you know, we did it. >> and just, their faces just lit up for each other. >> most people saw the love between them. and so many people are hopeful for that love. they dream of that love. >> we just knew. we had an understanding that we loved each other. and i wish they made a better word than love because that's what we felt, something better than love. >> i'll be a light for god, for you. >> that was one of the last things she said, for the lord. and i think this is her way of

just being a light. she was so inspirational. >> love your life as full as you can. don't miss an opportunity to hug your kids. just enjoy your life as much as you can and love everyone you can. and that's who she was. >> so, heather had a few dreams. she was an educator. she always wanted to be an educator. she had her dream job. she wanted to get married and she wanted to be a mom. dave has two kids from his previous marriage. and they called her bonus mom. she had all of her dreams come true. the other thing that heather's family is so thankful for are the doctors and the nurses from st. francis hospital, who decorated the room f the wedding, did everything to make sure her dream would come true. and their one wish, the reason they're speaking out now is they really hope they find a cure for this particular breast cancer that could have saved her. >> how people dream about that

il grill. this is my take on frigola. i like to use short ribs that have marbling in. go to the butcher and get pieces that are superdelicious. pine nuts to go on top. onions, garlics. >> tomatoes, oil. >> all the good stuff. >> what do we do here? sear he's up? >> you can do this the day before. a little salt and pepper. you want to salt and pepper both sides. don't be afraid. >> the pan, what did you put in there? >> the pancetta, the olive oil, to get them all brown. the short ribs. and the browning is to draw the sugar out of the meat and create this good base flavor. and i like to keep it all in there. and keep this pancetta fat inside. >> how long is this cooking?

like a slow cook method? >> yeah, a slow cook method. this is going to go in the oven for four or three hours until it foul falls off thebone. you have the short ribs and the pancetta and garlic. >> now, you're going to add these things? >> we're going to put this stuff inside. it's going to go inside the oven. >> those look done, yeah. >> the chili flakes, the same thing you put on pizza, garlic. we call this go"goodfellas" thi. >> because of the razor blade scene. >> they're in jail and have the garlic. al, you're the short rib official. what do you think? >> this is great. >> how about the pancetta. >> nothing wrong with that. >> a little tomatoes.

we're going to put the tomatoes on top. >> this looks good. >> don't be afraid. don't be afraid. that goes inside the oven. 375 for, you know, three, four hours. you test them to see if they're falling off the bone and really, really supertender. maybe that sauce because it cooks a long time and all of the flavors develop. the sugar from the ribs, the garlic and the chili flake and everything. while that's inside the oven, we're going to make the topping, okay? the topping is a play on italian granulata. little toasted pine nuts. this is something you can do the day before. you toast those in the pan. >> that happens pretty fast, right? you can burn those easily. >> this can be a disaster in two seconds. i like to do it in the pan because they get evenly brown. you can go back and forth and it develops that flavor. you put a little olive oil in there. put parsley. also, one of my favorite italian

greats, sicilian oregano. >> that's nice. it comes on a branch inside a bag. it's so much better than the stuff that's been in the back of your spice drawer. >> you chop that up? >> i pull it off. i sprinkle it off and use it on everything. >> savannah, how do you like the ribs? >> so good. really good. i saw this little anchovy here. what is he doing here? what's his story? >> you want that bone to just fall off it. >> he's got a story. >> we have the topping. 3 1/2, 4 hours for the short ribs. they're done. do they need to sit or can you turn and burn out of the oven? >> you can go inside. you have your ribs inside. >> it is like a stew. >> just, there's superfork tender. i like to put these in the middle of the table. you can put the pot in the middle of the table. and that topping goes right over the top. >> and you grate a little cheese on top? >> i like to put cheese on top. look at that.
