celebrating 25 years. and tonight's the biggest of them all. "early today" starts right now. good morning on a monday. i'm frances rivera. today marks day three with roughly 850,000 federal workers, including members of the military, unable to go to work. as the federal government shutdown continues. but overnight developments could change that as senate vote is slated for noon that could determine whether the closure will end in a short term funding bill, returning government workers back to work. well, state majority leader senate majority leader mitch mcconnell made the announcement on the senate floor overnight. >> it would be my intention to proceed to legislation that would address daca, border security, and related issues. the shutdown should stop today. let's stop victimizing the american people and get back to work on their behalf.

>> but even as mcconnell announced that move, senate minority leader chuck schumer made sure to point out as of right now there is still no agreement. >> i am happy to continue my discussion with the majority leader about reopening the government. we've had several conversations, talks will continue. but we have yet to reach an agreement on a path forward that would be acceptable for both sides. >> so, the question this morning, will the president be on board after demanding republicans change senate rules and cut democrats from the negotiating table altogether? for more let's go to nbc's tracie potts on capitol hill. tracie, good morning. >> reporter: hey, good morning. here's where we are with no one here on capitol hill, including republican leaders quite sure what the president will sign off on. he has no public events on his schedule today as the shutdown drama plays out primarily in the senate. right now we're looking at, as you noted, that noon vote. they were trying to do something early this morning, but democrats essentially needed more time to talk about this, to chew on it.

it's a noon vote with a compromise that would reopen the government, fund it until february 8, and then deal with daca, protection for those undocumented immigrants. the democrats have insisted on. two republicans who voted with democrats have now flipped back. they're saying they believe this compromise will work. >> we're saying regardless of where the president is, we're going to move ahead. regardless of what the white house is going to say, we're going to be the senate. we're going to move ahead. and then we'll deal with the house and the white house. >> reporter: now, a big part of this is the president's border wall. conservative republicans insist that he does not want a down payment on that wall. that any final deal would need to fully fund the wall that he's promised. frances? >> all right, a lot to watch. tracie, thank you. the awards season remained in full swing in l.a. with a screen actors guild awards. the 24th annual event kicked off with a host for the first time,

moreno. three billboards outside missouri took best ensemble. veep snagged its first awards for best comedy ensemble. jul julia louise-dreyfus with nine wins overall. dreyfus who is receiving treatment for breast cancer tweeted she was watching from home and congratulated her cast mates. making history was actor sterlgz sterling k. brown who took home two frotrophies. one for male actor. he is the first black actor to win the award. well, this weekend saw hundreds of thousands of women, men and children joining together in protest against the trump administration and calling for swift change in washington. marking one year since the 2017 women's march brought out more than a million people, demonstrators came out in droves in major cities like los angeles, new york, seattle and

olympics are less than three weeks away and diplomatic talks between north and south korea. now north korea says it will send a survey team to pyeongchang to inspect olympic facilities ahead of the games including accommodations, stadiums and other venues. but north korea also appears to be opening its doors. nbc's lester holt is there and got an exclusive look inside the place where the medal hopefuls may train for the winter olympics. >> we traveled about four hours east of pyongyang to visit a ski resort that has significance in the recent talks we've been watching between the north and south over the winter olympics. this we are told is a place where athletes from the north and south will be training together. we were also invited here, i would suspect, because it is not what people expect to see in north korea. a modern ski resort, it's got patriotic music and videos playing from the screen here, and a lot of families out enjoying themselves. we've spoken to some of those families, people expressing a sense of optimism that the two

amendola with two touchdown passes to complete the unlikely come back. patriots win 24-20 to become the first nfl team to come back from a double digit deficit in an afc title game. another notch on tom brady's belt who heads to the eighth super bowl for his 6th title. it will air here on february 4. a volcano in papua new guinea is spewing ash and plumes of smoke in the air. islands have been evacuated since the volcano there began erupting january 5th. flights nearby being canceled and ships are being warned to stay away due to the ongoing threat. the prime minister said state resources were being made available to help evacuees and also warned about possible tsunamis. let's turn now to nbc meteorologist bill karins tracking severe weather in the nation's mid section. bill, good morning. >> we had a huge blizzard. the first tornadoes apparently of 2018, we'll ghetto official confirmation later on today.

one of them did some significant damage. this is in northeast, texas, town of de kalb, texas. that's significant damage you're looking at there. no reports of any injuries. it's a brick structure, it held up just fine there. but on radar it did look like a very serious storm when over the town. there was a tornado warning at the time. so, let's show you what we're dealing with now. the tornado watch continues. it's almost expired about an hour ago now. areas around little rock just saw the worst of the storms that's now passing to the east, same in alexandria. they actually got a pass the next half hour or so. st. louis has thunderstorms to your south that have been occasionally on the stronger side. not expecting any damage there in your area. then the backside of this storm, blizzard warnings from coal by, kansas to hastings and numerous areas will pickup maybe 5, 10, 15 inches of snow. the heaviest total south of minneapolis and north of @ ñ
