american city and officials insist they have a responsibility to save lives however they can. >> these drugs destroy lives. they have destroyed tens of thousands of families. >> reporter: philadelphia's managing director says unprecedented times demand unpress didn'ted measures. the em dp dimmic claimed 1200 ls last year, more than the homicides. the city helps to plan coordinate safe injection sites as one part of the solution. the idea is if you can't get people to stop using drugs right away, at least help them stay safe as they do it. >> the people of philadelphia, our brothers, our sisters, our parents, our children are dying. and they don't need to die. and we have an obligation to do everything we can to prevent those people from dying. >> reporter: the city of toronto operates such sites where users administer drugs like heroin

with sterile needles, only steps from medical personnel trained to treat overdosed. in philly the so-called comprehensive user engagement sites will go a step further attempting to connect to recovery. officials believe the sites will save lives and reduce the neighborhood problems associated with the drug trade. even the police commissioner admits he doesn't yet know how his officers will police the spaces. >> i went from being against it to having an open mind. >> reporter: officials still have to decide where the sites will be located and who will run them. as of now, even the cost is uncertain. >> if anybody can make this work, this city can. >> there are also a lot of legal questions as well. the trump administration declared the opioid epidemic a health emergency, but has not endorsed safe sites.

the attorney general indicated these sites would be illegal under the current law as it is written. >> you mentioned that safe injection suit set up in toronto. if that had any measurable impact. >> it's about trying to reduce harm for drug users. it's been running three months. they saved almost 100 lives. the city of philadelphia has estimates it could be anywhere from 25 to about 75 lives every year in this city. that could be saved by these sates. >> it seems like there's still something to be worked out here. >> this is a lot going forward. this will take months going to get going. >> jgeorge spencer, thank you. turning to our weather. tracking showers moving out and a big drop in temperatures coming. >> taking a live look at the schuylkill expressway.

students. he signed some autographs. last year he played in the super bowl as a member of the patriots. this afternoon one student asked if he knew the patriots playbook. he says, no. our super bowl coverage continues over the next two and a half hours. at 4:30 nbc 10 found out how some of the players are p preparing for the biggest game of their lives. mentally and physically. then at huh 55. plenty of changes in our city since we last went to the super bowl. deanna durante shows us just how far the city has come. then all new at 5:00, philly fans, time to shine. nhow they are becoming america' team ahead of the big game. the championship game is less than two weeks away now and the only place you'll see it is right here. we are the official station of the philadelphia eagles.

so you can watch every moment of the action before, during and after the game right here. to this now, the federal government is open for business today. but the possibility of another shutdown looms in a little more than two weeks with no clear resolution on the issues that caused the crisis. this morning president trump tweeted nobody knows for sure that the republicans and democrats will be able to reach a deal on daca by february 8th. everyone will be trying. with an additional focus on military strength and border security. the dems have just learned that a shutdown is not the answer. congress is now racing the clock on a new focus of immigration reform. they are looking to the senate for a plan, but it will ultimately be up to president trump to cut a deal with house republicans. >> this is a moral moment for our could ntry. we have to use these three weeks to press that moment forward. >> i made a real pitch for a path for citizenship for the dreamer population. >> lawmakers now have less than

three weeks to avoid another government shutdown. so who is to blame for the shutdown? according to a survey, the bram lies with both the president and democrats in congress. 3% blame the democrats while 38% blame president trump. 18% put the burden on republicans. today there are protests over daca happening in washington. miguel martinez-valle is on capitol hill right now talking with so-called dreamers who are once again in limbo after the latest budget agreement. that part of the story at 5:00. another school shooting in the u.s. this time two teens are dead and a dozen more were wounded. it happened in western kentucky. the 16-year-old suspected shooter is now in custody charged with murder and attempted murder. one student in kentucky described how police rushed from room to room helping the panicked students. >> some came with a big gun.

but he came in the room and they were like keeping us safe and then they started taking our names of who all informs the room. >> some were injured trying to run away from the carnage. 19 people are recovering. police have not announced a motive. lawmakers are want anded to vote at any time on a bill to protect students and teachers from shootings. it requires the installation of alarms, bullet proof glass and doors that can be lock ed from the inside on all new school construction. major school renovations will have to include the safety measures. for a sixth day gymnastics doctor larry nassar heard from the women he's accused of sexually abusing. 150 women have come forward to publicly share their claims of abuse. some tell their stories with tears in their eyes unable to speak at times. others are filled with rage demanding that he look at them when they talk.

there was one difference. a mother of one of the victims told her story. one fill ued with pain and guilt. >> i willingly took my most precious gift in this world to you, and you hurt her. physically, mentally and emotionally. and she was only 8. >> after everyone has had a chance to speak, nassar will be sentenced for multiple counts of criminal sexual conduct while serving as a doctor for usa gymnastics and michigan state university. shawn johnson posted a video today slamming usa gymnastics. she says the organization failed their athletes and their focus should be on protecting the little girls across the country. she sa instead of winning gold medals. >> gymnastics is the best sport in the entire world. but if i had a daughter right now, i b wouldn't put her in it and that makes me really sad because i can't even trust usa

gymnastics. >> throughout the course of nassar's trial, usa gymnastics has maintained that it never try ued to hide nassar's abuse. . pennsylvania dlcollege students could get free tuition under a proposal unveiled today. a number of lawmakers are pushing for a program any high school graduate could get free higher education. call i calling it pennsylvania promise. students could attend public community colleges for two years free of charge. pennsylvania ranks 47th in the kocountry in terms of investmen in education. lawmakers say it's time for a change. >> let's be real clear. we will never move to where we need to move until we have everyone get the education that they e deserve to have. >> supporters say student loan debt is slowing down economic growth and in many cases driving students out of college before they finish. 20 minutes of nonstop news

continues with breaking news here. for the first time, pennsylvania congressman patrick meehan is speaking out about the misconduct allegations against him. according to "the new york times," meehan used taxpayer money to settle a complaint by a former aid. he was removed from the ethics committee, ordered him to repay the taxpayer dollars. >> lauren mayk just spoke with the congressman about those allegations. >> she's joining us live from delaware county with what he this h to say. >> reporter: this has to do with a woman who was working in his office who was in a new relationship and was going to be leaving his office and leaving the country. the congressman tells us that they went out to ice cream. he wanted to talk to her about his feelings about the changes in her life, but he says he did not make romantic overtures to her and denies those

allegations. now congressman meehan says money paid to her was a severance. he also says it was within the guidelines at the time for members of congress. however, paul ryan said he should pay back that money and he has removed congressman meehan from from the ethics committee. here's our interview today. >> this hurts. it particularly hurts because i don't believe that i did -- i did not do what is being accused. everybody loves something salacious. they love to jump quickly. they bury you and then they worry about what really happened. >> reporter: we just came out of the office with the congressman meehan and he was very open telling us about what happened. we're going to have more of the conversation at 6:00. he's also provided us with a copy of a letter that he wrote to the woman in question.

the worst weather for travelers in years. let's just get this out of the system there in minnesota right now. >> by the time we take off, smooth sailing, balmy weather in the 60s. >> balmy for minneapolis is about 13. nothing like that for the next couple weeks in minneapolis. that was the biggest snowstorm in about five years. it's going to be very cold if you're traveling there. we'll get more into that later. lock at the skies in the philadelphia area. and looking pretty threatening. there's just a few showers left before we start to clear out and get colder. also kind of threatening looking sky in wilmington. this is what's. happened. it's starting at 10:00. we have some showers earlier in the morning. this was the line of the heaviest activity that we were telling you about yesterday between 9 and noon.

and here it came. and i got stuck in it for a few minutes. that downpour did not last very long. now we're left with a few showers in south jersey and nothing really coming in from the west other than the colder air. we're going to go back to january temperatures. nothing brutal or record breaking. it's going to feel like january. the weekend is going to be warm again. we're also going to see some heavy rain over the weekend. the afternoon highs today so far 62. mond monday, 62. then we have the big drop. look at the average highs is 40. 8 on thursday. coldest day. now that's pretty close to average. so, yeah, it seems like a big. difference because it's so warm now. philadelphia dropped to 49 in

teens do not get happiness from their smart phone. a study found teens who spent more time on social media texting or video chatting were unhappier than those who plaid sports and spent time with trends. the happiest used a little less than an hour a day. e-cigarettes cob tan fewer toxins and could help adult smokers quit. that's according to the national academies of science and medicine. they found while e-cigarettes are not without health risks, they are not as harmful as the real thing. there's evidence that e-cigarettes could increase the

pretty much moving out except for what's left right in south jersey. and back to the west, it's cold enough for snow flurries in the mountains of western pennsylvania. we're not going to get that, but it just shows you that it's cold enough. 59 degrees and getting more and more clearing in the philadelphia area. and ranging down into the upper 40s in the lehigh valley and berks county. and as we take a look at delaware, some places are starting to cool off already like greenville at 51. odessa at 58. farther to the south, it's still 60 degrees in mills bo ro. these areas got well into the 60s today. and remember right at the beaches, it was in the 40s yesterday. it's gotten to the 50s today. tomorrow it's generally 40s. chestnut hill at 41. but reading only to 39 degrees for the high. nobody gets any kind of

precipitation. now if you're traveling to minneapolis in the next week, just want to give you a little heads up. it's actually dpoing to warm up over the next few days. then start to cool down. those are the high temperatures. these are the low temperatures. 5 degrees for the low by next monday. and it looks like it's going to be the colder than this by super bowl sunday. so another cold arctic air mass looks like it's headed into minnesota just in time for the game. temperatures in our area are cold, but nothing like that. down into the 20s for lows thursday and friday morning. then friday starts the warm-up getting up to 40 degrees in the lehigh valley. 45 degrees in new jersey. but the weekend, that's a different story. it really warms up. saturday, 59. sunday, close to 60. but showers and thunderstorms are likely and some of that

nbc 10 at 5:00 begins with changes in the weather. the rainmaking people take cover earlier today. nbc 10 in north philadelphia where the umbrellas were out. things are drying up tonight. here's a live look at the evening commute in center city. this is 76 at the vine. a lot of wind blowing around the camera. the warmer temperatures have been the story. >> winter is about to return. >> we knew it was too good to be true. so we are still fairly mild right now. and we do still have just a

little bit of rain on the radar and satellite. so the areas in green, that's some of the rain returning over south jersey pressing up against the jersey shore. now we did get a good dousing. amounts reached over an inch in a few spots. philly as expected saw half an inch of rain earlier today. everything really cleared out by lunchtime. there's what's left. light rain passing through vineland and up to atlantic city. this is going to move off in the next hour and we'll be drying out entirely. so the rain on its way out. the mild temperatures are also on their way out because the rain was triggered by a cold front. but we're at 49 still in allentown. 55 in philadelphia. and wilmington at 53. vineland at 54 degrees. it's pretty nice. 15 degrees warmer than average in philly right now. our high today was actually 62. so that put us 22 degrees above average. but we are talking back to reality. so as we go into tomorrow, 's
