little bit of rain on the radar and satellite. so the areas in green, that's some of the rain returning over south jersey pressing up against the jersey shore. now we did get a good dousing. amounts reached over an inch in a few spots. philly as expected saw half an inch of rain earlier today. everything really cleared out by lunchtime. there's what's left. light rain passing through vineland and up to atlantic city. this is going to move off in the next hour and we'll be drying out entirely. so the rain on its way out. the mild temperatures are also on their way out because the rain was triggered by a cold front. but we're at 49 still in allentown. 55 in philadelphia. and wilmington at 53. vineland at 54 degrees. it's pretty nice. 15 degrees warmer than average in philly right now. our high today was actually 62. so that put us 22 degrees above average. but we are talking back to reality. so as we go into tomorrow, here's what you need.

the big coat, back on hand. you'll need the layers as well. we're going to stay cool throughout the day. what you can leave at home is the umbrella. we're going to be try dry for a handful of days. you can snag the sunglasses. we'll have a good bit of sunshine through the next few days. tomorrow, ladies, you may want extra hair spray. we will be breezy. here's the next few hours. more coming up in just a few minutes. philadelphia is turning to a controversial plan to fight the opioid crisis. officials say they will help establish safe injection sites for drug users in the city. the sites would be similar to this one in toronto at safe injection sites users administer drugs like heroin with sterile needles. only steps from medical personnel trained to treat overdoses. the idea is to reduce the number

of deadly overdoses for people who are not willing to stop using narcotics altogether. drug users will be connected with support and recovery options. >> it's not one solution. there's not one strategy. it's going to take all of us working together consistently and over some period of time. >> philadelphia has the highest drug overdose rate of any large city in the country. last year 1200 people died as part of the epidemic here. but the safe injection sites proposal is already facing some barriers. the attorney general says such sites would be considered illegal under current state and federal law. new at 5:00, for the first time, prosecutors played the confession that came from this man. jacob sullivan accused of rape ing and killing his girlfriend's adopted daughter. it's a crime that stunned the region and put the foster care system in the spotlight. nbc 10's deanna durante joins us

live. walk us through what happened in court today. >> reporter: we heard jacob sullivan's words, tape recordings made after the murder of 14-year-old grace packer. police testified that sullivan told them he knew what he was helping the mother dismember and dump the body in the words this would not end well. the man you see here looks very different today. he's lost a lot of weight. he's clean shaven and his hair is cut short and kept away from other inmates in the jail. sullivan and his then girlfriend are accused of engaging in a rape murder fantasy. in july of 2016, the 14-year-old was the target of the fantasy. they brought her to an empty farmhouse on a hot day he punched her in the face. her wound was bleeding and she was crying. sullivan said of the beating, it was not to be mean. obviously it was mean.

it was a weird fantasy kinda thing. he told police he performed a sex act on grace in the days before her killing. because although he and her adopted mother planned to murder her, he described the 14-year-old as a very sexual person and said when it came to the sexual assault and murder he told police i didn'tment this to be a terror show for her. i wanted it to be fun. nbc 10 has been investigating this case since 2016 when her body was found. after their connection to the case was made public, both ztrid to commit suicide. grace was drugged and abandoned in a hot attic. the plan was to let the extreme heat kill her. when she was found alive and conscious the next day, he told police he strangled her. police also testified that sullivan confessed in part because he was the one behind the killing and he want ed to spare his girlfriend, the adoptive mother of this 14-year-old girl. he also in those tapes told

investigators that when he was cutting through the girl's body trying to dismember her, it was like cutting through a 20-pound turkey. deanna durante, nbc 10 news. philadelphia police are looking for the person who opened fire at a septa bus depot overnight killing a man. the victim was shot several times this morning. he was able to run about a half block to a car someone then drove him to einstein medical center where he later died. police are checking footage from surveillance cameras in that area. a teen shot up his high school today killing two classmates and injuring a dozen more. it happened at marshal county high school in benton, kentucky. that's in the southwestern part of the state. police say the teen used a handgun in the shooting. he's now in custody. in addition in the students who were shot, five others were hurt as they tried to get out of the school running for their lives. right now police haven't announced a motive.

today we learned jeff sessions was questioned as part of robert mueller's investigation into russian meddling into the election. the justice department confirmed the interview took place last week and lasted several hours and makes him the first cabinet official known to be questioned in the probe. special counsel mueller is looking into russian campaign interference and possible obstruction of justice. president trump says he's not concerned that session was interviewed. meanwhile he took his first action ob trade. he signed orders slapping tariffs on imported washing machines and solar panels. trump told reporters the move is all part of protecting american companies and workers. vice president mike pence is headed back to the united states after a two-day trip to israel. today he visited the western wall in east jerusalem. the trip comes amid-tensions who have criticized president trump's decision to recognize jerusalem as israel's capital.

the fight over legalizing marijuana in pennsylvania took center stage in harrisburg today at a rally in the capital the auditor said other states are having serious conversations about legalizing marijuana and pennsylvania should too. he also mentioned a recent poll that shows 64% of americans are in favor of legalizing marijuana for personal use. a former top aid to mayor ed pawlowski. according to the morning call, testified today that he helped rig a $3 million street light project. he gave the winning bidder a competitive advantage because the company made donations to the campaign. that contract is cancelled in 2015 when the fbi began investigating pawlowski.

>> two schools will be under construction in new castle county. a ground breaking ceremony was held today for odessa high school. there will be additions to campus for two schools already exist. the new buildings will allow future students to attend kindergarten through 12th grade at the same location. traveling to washington, local daca supporters head to the nation's capital to push for action as the program's expiration date quickly approaches. rally heard round the region. just how far eagles fans could be heard after sunday night's historic win. and up next, donut dig, a local shop offers its twist on a bean town favorite ahead of the super bowl.

a nice blanket. the rain for the most part is starting to move off. you can see the wet roadways. now areas like philadelphia have had a bit more time to dry out. haven't seen as much rain and there's a nice live view over the city. you see the clouds rolling by. a bright outlook. we got up to 62 degrees for a high. because those clouds broke once the cold front passed and we were able to see the temperature pick back up. here are the temperatures across the philadelphia neighborhood. at the airports, we're at 55 degrees. that's the same in fairmont. and across the board, we're around the mid-50s now, which is still about is a degrees warmer than the average high would be for this time of year. this has been a very mild day. on the radar and satellite, the warm front and cold front have passed. that's what pushed the action throughout our yier. most of the rab has come to a close. there's a little leftover action up into parts of ocean county.

temperature drop tomorrow morning. >> back to the winter. krystal klei joins us for the forecast you can count on. >> unfortunately, it's a big drop that we are expecting. this is no surprise. we were talking about the cold front yesterday. today is the warm front. that was yesterday. and here we would be seeing cold front action. so the cold air has started to pass us. that means the showers have moved out. there's just a little bit of rain that's linger up against the shoreline. when you have the green returning on the radar, it indicates some light rain. not the heavy stuff we saw earlier today. we saw a few thunderstorms, but that's no more. the rain is out. conditions have been clearing. in fact, it's really pretty outside right now. and the temperatures are still mild. so tonight this is a great night to get outside. 55 in philadelphia. 50 in blew belle. allentown into the upper 40s.

gorgeous clear skies. that allowed us to move into the 60s. it was 22 degrees warmer than average. that's just not typical. we still had a few showers, but now everything has moved off of our viewing zone. i think for the rest of the night we're to stay dry and clear. there's not much heading our way. but this broken shower activity in northern parts of pennsylvania and new york, that's snow that's falling because that's how cold the air is over the areas to the west of us. now let's look at the temperature. there's the cold air. we have 30s and 20s and we'll sliver of mild air is not going to hold on much longer. how about our temperatures for tomorrow? these are the highs we'll see. they are much closer to average for this time of year. 44 degrees in fairmont.

it may feel a few degrees cooler than it is. new jersey, you see a theme around the mid-40s for high temperatures. wind speeds for tomorrow, right around 15 miles per hour. gusts up to 25 miles per hour. so this is a two-part issue. part one is that windchill will be bit of a problem throughout the morning and early afternoon. part two is these winds are coming from the northwest. so yesterday we were talking about southwest flow which punches in the warm air. the northwest flow keeps moving colder air in. we'll not be looking at a warmer forecast 24 hours. it's going to stay cold as we go through the next several days. good news is we'll have another shift and it hits in time for the weekend. so 50% of the weekend is good to get out in. 57 degrees on saturday. not bad.
