nbc's edward lawrence has more on what we can expect. edward, good morning. >> reporter: good morning, frances. the first big question he is will the president stick to the script. he is a different speaker on the teleprompter off the teleprompter. he is trying to use the speech to push past the russia probe touting the success of the economy, saying the unemployment is near record low. you'll hear this over and over again for the next two days. >> we're doing incredibly on an economic basis, financial, stock market just hit another new high. we've had 84 since the election, 84 new market highs. what happened is we passed a tax bill, not easy to get. many people have tried to do it, they weren't able to do it. and this is the biggest one we've ever passed, bigger than the reagan bill and it's had a bigger impact than anybody even thought. >> reporter: and the student will talk about the economy. obviously the president will

al ak push forward for a bipartisan solution. now, these are some of the other themes here that the white house has said will be in the speech. obviously economy, infrastructure, immigration, atiotrl security. the president believes that immigration and infrastructure are two areas where democrats can work with republicans and his administration to come up with a deal. frances? >> all right, edward, thank you. >> and while the president is sure to tout wall street's success in recent economic gains, it's the russia investigation that could overshadow the evening with the prospect of mr. trump's testimony and robert mueller's propofol expected to hang over the evening. as the administration fights back reports that the president sought to fire mr. mueller in june. >> i'm not aware the president ever intimating he ever wanted to fire robert mueller. let's keep in mind a couple things. robert mueller is still the special counsel. don mcgahn is still head of white house counsel office. taxpayers have spent millions and millions of dollars on a

investigation that has not proven any collusion thus far with russia. >> it all comes as some lawmakers urge republican leadership to take up legislation protecting mueller from being fired. but there seems to be some disagreement within the gop about whether that's even necessary. >> i've got legislation protecting mr. mueller and i'll be glad to pass it tomorrow. >> it would certainly -- wouldn't hurt to put that extra safeguard in place given the latest stories. >> i don't think there is ray need for legislation right now to protect mueller. if there is an issue that arise, we'll take it up at that time. but right now there is not an issue. so why create one when there isn't a place for it? >> the white house made sure to point out that mueller remains at his job as special counsel and has no intention of removing him. >> police have arrested a man suspected of pointing a laser at a california highway patrol helicopter in oakland. the helicopter was responding to a report of multiple illegal side shows in the city early sunday. authorities say up to 200 vehicles were involved in the side show along with reports of

fireworks and gunshots. the chopper monitored from a safe distance but police say it was struck by green laser light multiple times. the crew was able to find the suspect and ground units later arrested him. the 23-year-old from pittsburgh faces $11,000 fine for each strike if convicted. >> the growls are growing as delta airlines tightens the leash on service and support animals allowed on flights. citing an 84% increase in reported animal incidents like urinating, biting and attacks. delta announced that passengers hoping to fly with animals must provide proof of the animal's training and vaccinations 48 hours before traveling. that starts on march 1st. >> tiger woods just capped off his first major tournament of the year and says he is very pleased with his performance. woods finished final round of the farmers insurance open sunday at an even 72 par, tying for 23rd place overall in the tournament. it is his first pga competition since having spinal fusion last

>> a shaky community in small town community four people were gunned down at a car wash. gunman timothy smith killed the victims in two separate car shootings. a 5th person survived by hiding in the back of one of those vehicles. police say smith also suffered a gunshot wound to the head possibly self-inflicted. right now he is on life support but he is not expected to survive. authorities have not yet released aid motive but family of the victims say the shooting stemmed from a domestic dispute. >> authorities in cape town south africa are preparing a disaster center. they are under a threat of running out of water due to climate change. military and police pr preparing water collection sites in case of what they're calling day zero. that's when they'll be forced to turn off taps. residents will be allowed to collect about 6 1/2 gallons of water a day should a cut off happen. hospitals in key economic areas would be exempt. officials say if water usage isn't reduced, day zero will
