app. tune in at 4:00 a.m. for complete first alert coverage and any school closings. anything you need to start your day beginning at 4:00 tomorrow morning. >> a parade fit for champions. >> i just want to thank all the joy that they brought. >> all the plans are in place to celebrate the eagles super bowl victory. and nbc 10 is providing nor front row seat every step of the way. millions of fans are expected tor eagles during thursday's parade of champions. the city revealed the full de details of the celebration. it all begins at 11:00 a.m. at broad and patten son. here's a look at the map. it will head up to city hall.

then will go around the west side of city hall and jfk boulevard. then the players will go on 16th street and then a left on ben franklin parkway up to the museum of art. a live look at the art museum. the ceremony is slated to begin at 1:00 p.m. it's expected to last until 3:00 3:00. >> we have team coverage of thursday's parade of champion krystal klei has that important forecast. miguel martinez-valle was there when the city announced plans. this is going to be some party. >> reporter: it's going to be the party that people have been waiting for for decades. the planning is well in place. you can see the stage behind me there. that's where the ceremony is going to take place at 1:00. then across the street a little farther, you can see some bleachers set up and some audio teens getting set up. you can see the parkway is already closed down at least parts of it there for some of the setup.

the mayor today and a will the of people i have been talking to say they have been waiting a long time for this. the stage is up the speakers set and the eagles' banners are flying. philadelphia's gearing up for a celebration like the city has never seen before. >> it will be wonderful and fan fantastic. and for many of you, you should know that it everyone has been preparing for this for about four decades. >> reporter: the festivities start thursday at 11:00 with a parade on to the parkway to the art museum. this is what she's been waiting for. >> it's very emotional. i cried. he cried a little bit. we're looking forward to this. we have been here for every major event. and this is like the most wub we're looking forward to. >> the party continues with a ceremony on the museum steps starting at 1:00.

past mistakes. >> it's making big changes for the parade. hopefully wout any problems. you're looking live at 30th street where there will be changes to where passengers line up for trains. rides on broad street will be free all day thursday. septa will limit stops on regional rail service to and from center city. the station will be close edd and morning rail lines will run inbounds only. here is a look at what stations will be open along the septa line thursday and on the market line. very important. those lines are your best bet for getting to the parade. trains will run every five to seven minutes at 5:00 a.m. on thursday. mitch blacher has a breakdown of the changes that may impact how you travel to the the parade, all new at 5:00. plans were announced for the parade of champions today. it will only operate five stations on thursday including wood crest, barry avenue and broadway. those four stops will carry

parade goers on direct runs nonstop to 9th 10th and lo cust station. there will be no eastbound stops at certain times. that means empty trains will return to south jersey to return riders to center city as efficiently as possible. >> we can move 10,000 an hour. we'll be running for eight hours. about 80,000. we'll be able to brung those people back as well. >> after the parade they will reverse r the direction taking them across the bridge on the way home you can get off at any of those four stops we just mentioned. regular fares do apply. kids under 4 are are free. no bikes are allowed. you must buy your ticket at the station where you will depart. much more coverage of thursday's parade of champions still ahead. coming up at 4:30, nbc 10's lauren mayk with a look at how businesses are gearing up.

. now to first alert meteorologist krystal klei. >> there will be a lot of people outside on thursday. millions. and good news is it looks like it's going to be dry. >> it's going to be a nice but cold forecast for us. let's run through starting in the earliest hours of thursday for those who that are going to see spots along the parade route. the rain that we will see lingering into wednesday night should clear out. so a few lingering clouds but. it's only at 30 degrees. then we go to 5:00 a.m. now we're down to 29 degree ps. s getting out early need to be careful layering up with this kind of cold. down to the upper 20s through k a.m. that down to 17 degrees. then you sue the clouds have cleared out by 9:00 a.m. people setting up shop are going to be in good shape. they have to wear the extra layers and it's going to be brutally cold during the morning

the nasdaq and s&p also seeing gains today. george spencer is breaking down what all this means for you. he's joining us live from the breaking news center. >> retirement accounts and 401(k)s have gone up and down just in the past few hours. >> it has been an extremely volatile day. for months the market seemed to be going only up. so much that many people got pretty used to seeing their retirement accounts seeming to grow only larger. the past couple days have been a real wakeup call. the market growth finally screeched to a halt. the dow dropped 666 points and then yesterday a sell off for the record books, down another nearly 1200 points. nearly 5% of the total value. the nose dive erased all the gains so far this year. >> my gut reaction of what we have seen over the past couple days being a a long-time

investor is you have to be ready for fluctuations like this in the market. >> reporter: this financial adviser says he's got b many calls from concerned clients. and there appear to be a few factors rattling serveeing nerves. political and budget uncertainty out of washington, d.c. for one. there are also inflation concerns. the purchasing power of the dollar has stayed about the same in recent years, but now there's new fear of inflation jumping up and central bankers stepping in with some tough medicine. and then there's the question of borrowing. >> interest rates have risen rapidly over the last few weeks, which gives investors some concern that it borrowing products like credit cards, mortgages are going to start to get more expensive. >> reporter: keep in mind the stock market which allows you to own a piece of publicly traded companies s not the same thing as the economy. and the economy at home and abroad appear strong with historically low unemployment here in the u.s. and generally rising wages for american work

workers. >> all of the drops we saw on friday and monday take us back to where we were about seven weeks ago. it gives you a sense of just how quickly things have been moving up until that break happened on friday. live in the breaking news center, george spencer, nbc 10 news. >> new details about the amtrak engineer involved in a deadly crash in philadelphia nearly three years ago. just today a judge reinstated the charges against brandon bostian. he will have to stand trial in this case. last year a different judge threw out the charges against bostian. the charges include involuntary manslaughter and reckless endangerment. eight people died and more than 200 others were hurt when the amtrak train went off the tracks in port richmond in may of 2015. experts say bostian's train was going twice the speed limit topping out at more than 100 miles an hour at the time of the

crash. he is free on bail and faces an arrangement later this month. >> pennsylvania governor tom wolf renewed some old battles in his latest budget proposal in harrisburg today. he outlined his fourth and final first term budget plan that relies on impoezsing a tax on shale natural gas. something the republican-controlled legislature has denied in the past. that plan calls for increasing the minimum wage and imposing a fee for municipalityies for police services. >> i have never been more proud to be a pennsylvanian. i have never been more confident of our people. i have never been more hopeful of our future. and if you feel the same way, please consider this proposal an invitation to join me in building that future together. >> the proposal dedicates more money to public schools, skills trabing, prisons and social services for children. the elderly and the disabled. >> my fellow pennsylvanians.

>> this it probably got the biggest round of applause as the governor's address. it's how he started his speech. there was even a little eagles cheer from some lawmakers in the crowd. we have new video of post super bowl vandalism in philadelphia. this is the scene at a gas station in the graduate hospital neighborhood. after the big win. people were firing food and drinks off the walls and put a hole in the back of the business. police are looking for these people who took part in the vandalism. bill cosby's defense team says it made a mistake. lawyers were wrong when they accused prosecutors of hiding evidence in cosby's sexual assault case. the lawyers made the accusation after prosecutors interviewed a woman in the case and did not tell them about it. cosby's lawyers now say they were unaware that prosecutors told one of cosby's former

attorneys about that interview. >> the eagles super bowl win is still fresh on everyone's mind today. they addressed the plan for 2018. a record crowd turn eded out for mayoral luncheon. more than 170 o 0 attended the mayor's third annual address to the chamber of commerce. the mayor touched on a number of comments from the push for better education to infrastructure improvements and how to tack it l the poverty problem. >> we continue to be the poorest of america's ten largest cities. far too many residents lack inging the skills and networks needed to compete for jobs that pay families a sustaining wage. this is not a new problem. it is one we can no longer afford to ignore. >> the luncheon kicked off with a video of the eagles fight song. governor bill murphy wants to make good on his promise to local students. he wants them to be able to attend community colleges in the state for free.

he talked about making that promise a reality during a roundtable at burlington county. joined by college students shs the details of the annual $200 million proposal still needs to be worked out. just in the past 15 minutes, spacex launched a new rocket into space. it's the first test flight for the falcon heavy. inside shiny red sports car. the goal is to take a road trip past mars. this was the same launch pad used 50 years ago to send men to the moon. blue sky oefrs florida. i'm sure it's feeling nice in florida right now. >> about 80 degrees or so. at least the weather will be good for the big parade on

thursday. we have a first alert for a good portion of the area for a portion of the day tomorrow. it's limited in time and in area. expecting 2 to 4 inches of snow and ice and snow-covered roads. a little bit more limited in philadelphia and northern delaware until about 10:00 a.m. a mix and some side roads, untreated roads getting icy. e treated roads in the city may baa in decent shape in the morning. it's all related to the temperature. 38 degrees right now. we have gone above freezing. we'll stay above freezing much of the night. we're in the mid-30s across much of the rest of the area. still sunshine in lehigh valley. nothing much on the radar close

by. increasing moisture from the south and that's going to be pretty widespread tomorrow. now as we go through the night tonight, the temperatures dropping to a little bit below freezing. but not real far below. here's 31 degrees at 5:00 a.m. in philadelphia. but it's way below freezing farther to the the north. here comes the snow. so when that snow comes in, it's going to be dark and it's not going to be light. it's going to stick. this is accumulateing snow. getting into it. much of chester county and even northern delaware an icy mix. the warmer air is starting to come up. we go above freezing in philadelphia by 9:00 a.m. we're still below freezing in the lehigh valley and points to the north. e we still have travel problems up there.

still travel problems up there especiallien of the untreated roads. while the rest of the area is warming up. boy, we're get. ing into the 50s in parts of delaware and south jersey. the yellow area indicating heavier rain but we're barely above freezing in allentown. 33 to 56 that's why we do neighborhood forecasts. it can get tremendous variations sometimes. the afternoon rush it's just wet. it's real wet. so tomorrow morning, mostly rain. south jersey snow and ice, especially untreated surfaces in the i-95 korcorridor and snow and more problems farther to the north. the amounts of snow not especially impressive around philadelphia.

all three before the morning commute is over. here in philadelphia where it's clear, we're expecting a mix of brief snow and then an icy mix and mainly rain. similar story in wilmington. some slippery goings at the beginning of the rush hour. the areas are going to get hit the hardest. le hay vool lee 2 to 4 inches of snow. but then it changes to sleet and freezing rain. that causes more travel problems. then eventually to rain. philadelphia pa suburbs and delaware 4:00 a.m. to 10:00 a.m. and brief snow change inging to icy mix and then eventually some rain. so a briefer period of travel troubles.

as we look back to the west rain is still pretty far away. it's back in tennessee now. but it continue cans to increase by midnight. there's nothing going on here. 4:00 a.m. we're starting to see it on the radar. by 6:00 and 7:00 a.m. snow in the the blue. the darker colors indicating heavier snow. the pink is the icy mix down into northern delaware. but that all starts lifting up. you notice not only is it snowing up in the lehigh valley and parts of berks county and up upper bucks, it's snowing hard. then it all changes over to rain. not just rain but heavy rain. this yellow and orange area in the middle of the afternoon is some pretty heavy rain. it's a big difference across the area. break it down more for you and

>> was there ever any question you were going to be open? >> no. we're open every day of the year except christmas. i even opened christmas for the eagles game. >> the general manager was a little hoarse from cheering on the birds. he says they are expecting one more delivery tomorrow and they will start making dough. >> we expect lines out the door constantly. >> reporter: along the parade route, not everyone is expecting a boost in business. >> i don't think any customers that day want to come and do stuff here. >> reporter: alex will be closed. it could be hard for customers to get here. seeing that he hopes to see the parade though. >> first time on super bowl. you have to see it. >> reporter: the eagles excitement drawing people from around the region and beyond. pushing up the demand for hotel rooms. the executive director of the greater philadelphia hotel association says if you can't find one, keep trying. >> be persistent. plans change and things open up. >> at philly pretzel factory, josh plans are to be right here for the very happy crowd.

in south jersey a medical facility that provides medical care is a federally qualified health center. today workers at the oz.sbourne family health center marked the new designation with a ceremony. those types of health centers revved federal funds to provide primary care services regardless of insurance status or ability to pay. john carney signed a proclamation recognizing february as teen dating violence awareness month. he was joined by the domestic violence koordcoordinating counsel and the delaware coalition against domestic violence. the governor made the same proclamation last year. a local columnist made good on his presuper bowl bet today. he predicted the eagles would lose to the patriots.

heavy snow. accumulating snow reducing visibilities and make inging the roads very slippery. temperatures like that and a snow intensity like that. in other parts of the area is just rain. and here we go. through the morning, warmer air starting to come up. so now potstown is borderline with thes. but allentown and reading, you still in it. so going to be some big travel problems so it's quite a variation across the area. you think that was a variation, 2:30 in the afternoon, still 33 in allentown. borderline with the icing, but it's 56 in dover. and getting heavy rain. and then that all moves out. it's wet across most of the area

and clear out in time for the parade. right now we are above freezing. and that helm[-rj?í with the roads. and this area is going to have the biggest problems. we have fleetwood down to 32. meritstown at 32. and this is the high of the day. so these areas are going to be down in the 20s tomorrow morning. and the amount of snow not a whole lot. it's going to be a mix of snow and sleet and freezeing rain and rain. but allentown up toward the poconos, several inches of snow. not as cold friday. clouds building and then here comes rain over the weekend. but it's on the milder side on sunday. we're into the 50s.
