if you live in the lehigh valley, brace yourself for a snowy commute. a lye look at camelback mountain where a fresh coating of powder is headed that way. >> in philadelphia we're looking at rain and sleet. chief meteorologist tammie souza is here to time this all out for us. it sounds like it's going to be really messy tomorrow morning. >> it's going to be a mess tomorrow morning. unless you live in southern delaware or the jersey shore, you have to be prepared for anything. here's our first alert. mainly for the snow and ice, when i say ice i mean freezing rain. we're looking at the suburbs into the lehigh valley. 4:00 tomorrow morning through 3:00 tomorrow afternoon. 2 to 4 inches of snow, sleet and ice could fall there pu off to the norts and west, we could see more than 6 inches of floodplain plain old snow. we'll see the snow-covered roads for all of you in this area. let's bring it home to philadelphia. from 4:00 tomorrow morning through 10:00 tomorrow morning,

a little bit up, you can see crews of people working. they are going to be working nonstop until thursday to make sure they are preparing. there are breechers and part of the road is is closed off. they have been a long time coming. the city of philadelphia is g getting ready for a celebration decades in the making. >> for millions of fans, this was the game, the season and the team we have always dreamed of. >> reporter: they are expecting those millions of fans on thursday. >> we're going to try to get over here as close as we can. but we're definitely going to be in this area. this is the only place to be. >> reporter: the eagles super bowl victory parade starts at 11:00 on broad and goes north ending at the art museum. then at 1:00, a ceremony on the museum steps. the city promises surprises, fans say they wouldn't miss it for the world. >> it felt like they were going to win. i just knew they would win.

septa is making adjustments to help passengers get there. >> reporter: septa is going to be pushing its system to its capacity. today the clear message was that people need to be patient and that septa does limits. septa is trying to manage expectations. >> we want the people to understand our limitations. we are working to carry every single person we possibly can. >> reporter: septa leadership says they can move 500,000 people into and then out of the of the city thursday. that's twice the normal capacity. >> if we have about a 2 million people at the parade, that means we can carry about 1 in 4. >> regional rail train its will run in the morning and out of it starting around 1:30. septa's highest capacity line is the market frankfurt and broad streets are free on thursday. septa is only selling 50,000

planning to go to work. how are they supposed to get there thursday? >> reporter: good question. that was addressed during the news conference earlier this morning by septa. they expect to displace tens of thousands of regular riders and they had to make a choice about whether or not they were going to accommodate the super bowl parade or whether or not they were going to go on their regular sklk. so those folks will have to find amounttiv amount alternatives. the bus, they have rescheduled and rerouted about 27 detours for their bus service. >> plan ahead. mitch blacher, thank you. more on that story at 5:30. school ace cross the area plan to close so students and teachers can attend the parade thursday. philadelphia public and parochial schools will all be. closed this thursday.

billion. up about 3% to $33 billion for the fiscal year. the additional money would go to public schools, skills training, pension obligations, prisons and social services. but all of that spending is based on his most controversial proposal, a new marcellus shale natural gas tax. >> by joining every other gas-producing state bypassing a tax, we could bring billions of dollars in. ask these oil and gas producers to pay their fair share and we can build a brighter future for pennsylvania. >> now just minutes after the governor was done speaking, the republican lawers held a news conference of their own. to give their take on the proposal. >> any time you're proposing a billion dollar increase in spending, there's a lot of questionable components to that that we think will lead to future tax increases in the

joining us with the forecast. it's going to be a messy morning for a lot of folks. that's why we do neighborhoods. let's take a look outside. this is your. temperature trend for tonight. today we made it to the 30s. still felt chilly. we're starting to clear the clouds out. look where the temperatures are going to head. they are going to head below freezing overnight. that's not good. anybody that is going to start tomorrow morning below freezing could see some of this. some ice and some snow. freezing rain is a big possibility for a short while tomorrow morning. tomorrow these are the temperatures that we'll get to. not until later in the afternoon. we start quite cold and get the wintery mix in and then we see the rain move in. places like the jersey shore and delaware, you'll get to the 50s quickly and see rain. south jersey is going to start off cooler. you'll get to the 40s.

you'll see a mix and philadelphia the same. so tomorrow we will climb above freezing, but it's not going to be later in the day. doppler radar, nothing going on here. we have some clouds drifting in. and you see a little lake-effect snow taking place across parts of central pennsylvania. the big storm system is in two parts out of the northern plains. we see the warm and moist part coming out of the gulf and the southern plains and look at all of the winter storm warnings and watches streaming deep south all the way up into new england. and that is the entire state of pennsylvania that is covered. so let's break these down for you. anywhere from 4 to 8 inches of snow and ice up here in the poconos tomorrow. that's going tos ek tend towards williams port and scranton. a coating to 4 inches of snow and ice, that's everywhere you see the purple. that's northern delaware, philadelphia, pennsylvania

suburbs, lehigh valley. the heaviest amount of snow that we are going to expect in the suburbs is going to be the far northern pennsylvania suburb where is you could see several inches of snow. we see a dusting of snow and then maybe some sleet and maybe a quick coating of freezing rain. so this is what we're going to be concerned with. this is the area we're watching. in the afternoon, we're going to see rain moving across almost the entire area. let's break it down. the winds out of the north keeping us chilly. 4:30 in the morning, starting to see rain moving toward dover. wilmington will see some snow. philadelphia by k. this pink line along the i-95 corridor is going to be the freezing rain and sleet. then by 9:00, we see this lifting north ward. temperatures warm up. we're still looking at a mix and some freezing rain in the lehigh valley. snow for the polk noes. it could be heavy at times across the entire area. look at the 50s. the rain is out of here tomorrow night. plenty of time for the parade. temperatures crash on thursday. we out. but at least we're not going to

be wet and the winds turn out of the north and west. so how much snow? anywhere from 6 inches on in the poconos maybe 2 to 4 inches in the lehigh valley. philadelphia, no, just a coiting. a trace of snow. but again, it's going to come down and make for slippery roadways. this is the ice. the greatest chance of ice, lehigh valley, we could see a .2 of sleet or freezing rain. everybody is going to see ab inch or more of rain unless you're in southern delaware or the jersey shore. so for tomorrow, 43. that's an afternoon high in philadelphia. we'll see 50s south and east of us. 30s north and west of us. the roads will be slippery. we could see a thunderstorm in the evening. now we'll see 34 on the parade day, which you can watch here on nbc 10 if you don't want to battle the elements. 41 on friday. 50s for the weekend. cool down to 44 on monday. skipping ahead, next wednesday, valentine's day. may need an umbrella and the

>> it has to be approved by the senate before thursday night. community health clinics around america have a lot at stake in this budget. $3.6 billion for community health centers that serve 27 million americans maybe part of the spending plan. in our region, thousands of kids from infants to 17-year-olds rely on these centers for medical care. in delaware it's more than 13,000 kids. in new jersey, it's more than 159,000 kids. in california clinics are already brace iing for drastic cuts. >> that funding is really the only way those clinics can keep the doors open. >> we're much more than just a doctors office. we are really the core of the community. >> republicans and democrats support rethuing funding for community clinics, but insiders say it's being used as a bargaining chip to work out differences over spending and immigration.

here's a look now at some of the stories making headlines across the region. in new castle county, governor john carney is taking steps to help young people in abusive relationships. carney signed a proclamation recognizing february as teen dating violence awareness month. >> to be aware of healthy relationships, we need to be aware of the potential violence that's out there. physical, emotional and even online bullying. >> governor carney made the same proclamation last year. chester county is dealing with the record number of child abuse reports. in the last four years, the number of cases has gone from 400 to close to 2,000. the district attorney's office says it has added staff and doubled the number of prosecutors and detectives to handle the influx of reports. carrying people to mars. today's spacex launch could lead us to the future. how the lift off is innovating

officials from the pennsylvania department of health reported 26 flu-related deaths last week. that brings the season total to 91 flu deaths in pa. one person died from the flu in new jersey last week. there's a push to stop a new form of drug abuse. ab over the counter drug that was taken in large doses can have the same effect as an yoipd. it's a common drug sold under a lot of brand names. doctors say some people are taking up to 100 pill ls of the drug. that can cause deadly heart problems. somers are considering limiting the number of pills in a package. >> they talked about putting these in blister packs. so maybe it would be a little more difficult to open up a blister packet opposed to an entire bottle. >> the doctor says the next step would be to take them off the shelf and put them behind the counter. next at 5:00, the sky is the
