trapped, we're told you and we will continue to update you on breaking news as soon as we get more information. >> held at gunpoint, tied up and gassed with gasoline. a robbery turned into a fiery attack and witnesses managed to save the victims that managed to get out of that car. tonight, philadelphia police are searching for the man's attackers and a motive tonight. just got brand new information from police about this attack, joining you live from hunting park. miguel, what did you learn? >> reporter: new information about this disturbing crime. first, they told us the victim's identity, saying 33-year-old bullock got out of work yesterday around 11:30 at night when three men approached him, abducted him and drove him around close to 5 hours. they don't think he knew these men and don't this attack was random.

they actually used the victim's phone, contacted his family and asked for $10,000. >> i saw man on fire in the floor and i hear, help help. people are screaming. >> reporter: a neighborhood on edge after a dramatic morning. >> reporter: this neighbor asked me not to show her and said she saw a man doused in gasoline lying on the ground next to a car. this neighbor told me she ran outside and tried carrying the man away from the burning car and screamed for help until somebody called for a police and ambulance. >> burning from the waist down, pretty bad. >> reporter: neighbors say the man was bound by these zip ties and his hands bound behind his back. >> and somebody was trying to kill him, god bless him. >> reporter: police say he was

kidnapped from benner and harbor avenue and looking for three suspects. >> i hope the men are found. >> reporter: police say they're still look for the suspects and still have to talk to the victim and haven't been able to interview him because of his condition in the hospital. nbc10 news. to a developing story now, prrp president trump's daughter-in-law sent to the hospital after she opened a letter to donald trump jr. she said she felt ill and called 911 and taken to the hospital for observation. the powder was not in fact dangerous. multiple senior law enforcement tell nbc news the substance is likely cornstarch, however, law enforcement officials say another day of testing is needed to officially determine the substance. multiple officials briefed on the investigation say the letter

includes the travel ban, and he told the crowd today that doj is going to win most of them. back to you. >> lauren, thanks for that. a fire inside a south jersey high-rise apartment building had firefighters busy this afternoon. this is video as it flew over the park view apartments over lake view drive in collingsworth. the flames broke out on the 9th floor there. there are no reports of injuries. that data breach at equifax last year exposed more of consumers' personal information than originally reported. last september they said criminals accessed users' names, social security numbers an birth dates and addresses, now, they say tax id numbers and e-mail address and phone numbers were also accessed. 145 million customers were affected by that breach. it was one of the most

just one week after fletcher cox and eagles brought the lombardi trophy home to philadelphia, he brought smiles to those who need it most. >> the story from a.i. dupont children's hospital. >> reporter: it's far from the super bowl in minneapolis and the crowd is much smaller than

the parade route in philly. but today, fletcher cox met some of his smallest and most vulnerable fans. kids here in the dupont hospital for children watching him win the championship. >> what did you say when you got up there? >> i said hi and super cool that he won. >> reporter: pletcher met kids pushing around their own medical gear and a dan and whose brand new baby had serious heart problems. >> i watched the super bowl with him in the icu. >> reporter: he met kimsly. she has been in and out of the hospital for four years for some sort of mystery condition and her mom appreciates fletcher spending time with her. >> it means more than you can imagine. if you're not in the hospital on a daily basis you don't appreciate how hard they work and the doctors. >> reporter: money was donated based on the number of sacks he

handed. and a little boy gave him a letter on his challenges and how hard he was overcoming them. >> i thought it was very touching and for him to write that and as a kid to hand it to my face really touched me. >> reporter: fletcher is now heading home to see his family in mississippi. he's leaving behind a lot of smiling families that needed a little bit of what he brought to the hospital. >> what's up, man. doing all right? >> reporter: tim furlong, nbc10 news. thousands of bucks county residents could have to pay a fee for using state police under governor wolf's latest proposed budget to pay a $25 per capita fee for relying on state police coverage. if the fee is imposed it would bring in more than $530,000 for bucks county towns statewide and the fee would generate more than $63 million.

61 in philadelphia, 49 in allentown. 62 in millville. you're looking at the tv thinking i'm crazy again after midnight then fell quickly combine. 45 at mt. holly and 45 here and head out to the shore and 45 in atlantic city. it's comfortable. above average. we will watch our temperatures fall to the mid-20s in philadelphia. by the time you wake up tomorrow morning, we don't have anything on doppler radar, gone from the heavy rain over the weekend. you can see the last of the bans over the atlantic and clearing the southern portion of delaware. look at the clear sky off to the west of us. we will enjoy sunshine tomorrow and focus to the west and the pipeline will bring a few clouds on wednesday. i think we will finally start to see the rain move in late wednesday night. winds are turned out of the north and northwest. a little bit cooler wind.

new at 5, we spoke with one family in need. >> we need services in the city of philadelphia. >> reporter: that was a message from dozens of people who gathered across city hall this morning to help those less fortunate lie melanie garcia. garcia fled puerto rico just after hurricane maria and irma ravaged the american territory in september. one month later the city's office of emergency management launched a center where more than 2,000 people registered for temporary relief for two months and now that certainty is closed and so are federal benefits. >> a tsa voucher for fema and early in the morning they are being notified. we have lot of families that will be displaced. >> we've had more time at the refugee center than this situation in many other catastrophes we've had and we

commissioners. fox died in his home last night after a battle with cancer. he was 70 years old. $10,000 reward up for grabs after someone stole a pickup truck and three atvs from a dealership. here are reports early this morning. a group of burglars took the four vehicles from off-road motorsports in jackson township, lebanon county and last seen in berks county. amazon laying off hundreds of employees mostly at its seattle headquarters. they're getting rid of positions where they don't need them to make room for positions where they do. the layoffs come as amazon is searching for a location for its second headquarters. philadelphia is on the list of 20 finalist cities. on wall street, the dow closed up more than 400 points today after its worst week in two years. historically february is a weak month.
