already costing big bucks. >> reporter: the chair of the bucks county commissioners is hoping to get some of that money from washington, d.c. that's why he was there today. millions have already been spent on the i-95 project to connect to it the pennsylvania turnpike. we're told that will help alleviate traffic on the side streets, why lawmakers in bucks county wants to make sure the project gets finished with help from washington. >> when i say i-95, what comes to mind? >> headache, traffic. >> it's congested and construction. >> i guess i can get kind of angry at times after work. >> reporter: it is one of the oldest u.s. highways and one still unfinished. >> it's been going on two or three years and all the other construction. >> reporter: plans for the construction actually longer than that. close to 40 years ago it was mandated they be connected.

that construction cost more than $400 million. the job not done yet. >> right now you have to go through a maze if you're on the turnpike to get to 95 or on 95 to get to the turnpike. >> reporter: connecting the two roads is mandated by law. in washington today pitch though president why the next $500 million should come from the president infrastructure plan. >> this is a connection point. it's location location location. lower bucks and philadelphia has the best location and we need to improve the infrastructure we have. >> reporter: bucks county officials say drivers won't need to leave the highway to get from one to the other. six more ramps need to be paid for. >> i'd love to see them get the money to fix 95 and happen quickly. >> not take too long. >> reporter: now for the past several months, it has been part of the president's infrastructure commission.

this isn't his first trip to the white house and why he's hopeful the president will hear his cry for more funding in bucks county and grant those wishes to get those ramps completed. deanna durante, nbc10 news. imagine waking up to screams and seeing a man trapped inside a burning car. neighbors in northeast philadelphia couldn't believe their eye, a man was robbed at gun point, tied up and doused with gasoline and set on fire. miguel martinez live where investigators just wrapped up a news conference. within the last hour you learned the victim's name? >> reporter: we learned the name, we won't be releasing, for his safety. we also learned new information about what happened. the victim left work-around 11:30 last night. at some point three men, the suspects approached him, tied him up, threw him in the back of his car and drove around for hours.

during the time they were driving around, police tell thus suspects used the victim's phone to contact his family and demanded $10 million in ransom. >> i hear a boom. >> reporter: a neighborhood woken up by screams and explosions this morning. >> i saw a man on fire in the floor. i hear, help, help! the people screaming. >> reporter: one of the people screaming, a women marine who says she saw the victim tied up and helped him get away from the burning car. she said the 33-year-old had his arm zip tied behind his back, drenched in gasoline. neighbors aren't sure how the victim got out of the car but his burn injuries were graphic. >> he was burned from the waist down. you could see the flesh pretty graphic. >> reporter: police say the victim was driven around for hours and don't think the crime was random and he used the

victim's phone to call his family and deland a $10,000 ransom. >> god bless him. >> reporter: that was a $10,000 ransom. police say they are still looking for the three suspects and they haven't been able to talk to the victim because he is in the hospital. reporting live, nbc10 news. authorities want to know how a fire started upside a south jersey high-rise apartment building this afternoon, over the park view apartments in camden county. investigators say the flames ignited somewhere on the ninth floor of that building, no one was hurt. in south jersey, a school bus ends up off the road and into the woods after it collided with another car. skyforce 10 was over this scene. this happened about an hour ago near glassboro roads. traffic at that intersection is being detoured. no children were on the bus and we're working to find out the condition of the drivers

involved. the first alert forecast, people bundled up in center city today. a cold start to the week but another warm-up coming. checking our cameras at the blue cross river link, a nice night to hit the ice on your skates. temperatures in the 40s right now. glenn "hurricane" schwartz is tracking the latest conditions in your most accurate forecast. glenn. >> we see in the clearing the temperatures go down some tonight. yesterday, it was in the 60s across much of the area. today's 40s felt a lot colder pretty close to average for this time of the year. another beautiful shot of the sunset across philadelphia, mostly clear skies right now. the high temperature today just after midnight, 61 degrees in philadelphia, 65 in northeast philly and trenton and dover and 64, atlantic city.

now, it's 44 in philadelphia northeast philly. this is close to the average time this time of the year. it feels a lot colder than this time yesterday, for sure. with the clear sky, we saw the rain this morning, and that has moved out. the dryer air has moved in and the clear skies -- drier air -- we have a feels like temperature and going down into the 20s even this evening and by tomorrow morning feeling like 19 in philadelphia with the temperature about 26. that's pretty chilly. it won't stay that way. more 60s on the way and also more rain. more coming up. donald trump jr. tweeted his wife and kids are safe tonight after a letter containing white powder was sent to his apartment today. the letter was sent to the apartment on east 54th street in

manhattan, addressed to trump jr. but opened by his wife, vanessa and she went to the hospital as a precaution. law enforcement tells nbc news the powder is likely cornstarch, still being tested in a lab and postmarked from the boston area and the secret service is still investigating. dealing with a record number of flu cases tonight. the division of public health says nearly 1,000 cases reported last week, the highest single week total since 2009 in delaware. six of those reported cases ended in death. that brings the total number of deaths to 10 statewide this season. lawmakers in new jersey are making a push to update what they say are some of the most outdated voting laws in the country. the speaker is behind the democracy act that calls for early voting as well as online and automatic registration. new jersey is 39th in the west as the percentage of voters

eligible to vote. another challenger entered the senate race. a former pharmaceutical executive will face richard and the winner will go head-to-head with bob menendez. he's heading to the mid-terms after a mistrial on corruption charges. thousands may have to pay a fee for the state police. the governor is proposing those without a police force pay a $25 per capita fee for relying on police coverage. if that fee is imposed it would bring in more than $530,000 from bucks county town. statewide, the fee would generate more than $63 million. attorney general jeff sessions made a stop to mark union day with the lincoln lead and talked

figure skater adam rippon is one of the stars of the olympics after helping team usa clench the bronze medal in the team competition. his skating career started right here in philadelphia. new at 6, nbc10's erin coleman shows us how his childhood coach is celebrating his success right along with the rest of us. >> i always knew he would be an olympian. >> reporter: she will always have a soft spot for adam rippon because for seven years he was her star student. >> he right away showed exceptional talent in his movements, ability to move, his personality and ability to work hard. it was from the beginning. >> reporter: so coaching rippon at local rinks like this one, he started at age 10 and by 13 he was headed to the junior nationals. >> i'd like to be in the olympics. i think i should take it one

summer britcher in her quest for an olympic medal. last night, nearly knocked out of the competition and in her last run set a new record and she will have tomorrow to fulfill her olympic dreams. summer tells keith jones how that started by accident on the ski slopes of pennsylvania. you think about where in the world you might want to go for the summer? philadelphia opened a tsa pre-check that allows passengers to get through airport security lines a little faster. it will be open friday, baggage claim in terminal b as in boy. hundreds of women got one-on-one help from some of the most influential business leaders today in center city. the philadelphia business journal hoesd its mentoring monday event. more than 200 aspiring business women got the chance to meet with dozens of women considered leaders in their industries.

philadelphia, only 36 in allentown, 37 in blue bell. these numbers are closer to average for this time of the year, even though they're at least 20 degrees colder than they were this time yesterday. berks county and lehigh valley we're getting closer to the freezing mark. it will get freezing everywhere. 38, 37 and 38 in bethlehem and in easton. a chilly night compared to what we've seen over the weekend and compared to what we will see later this week and next week as well. if you don't like cold weather, you will probably like the forecast. here we go, during the day tomorrow, start off with sunshine, clouds increase late in the day, wednesday, valentine's day, it's getting warmer and also getting cloudier. there's a chance, could be a

little bit of rain later on valentine's day evening. an early dinner, dry, stay out later, you might get a little wet. then it gets wet for early thursday morning. another area of rain coming in thursday night and into friday. look at that area of rain. that's not very pretty. here's friday night and it's still raining. but it looks like it is going to be moving out by the weekend. valentine's day itself, temperatures above normal. dry during the daytime hours, and jersey shore, 40 degrees. you won't necessarily need a coat on valentine's day evening with 51 degrees at 7:00. there could be rain coming in later on during that evening. as we go through the rest of the 10-day on 10, look at temperature. by thursday, up to 63 for the
