sunday soaker. at 11:00, get ready for a dreary, wet saturday night and it won't stop for hours. overcoming the odds. special honors tonight for patients with cerebral palsy, including a man who doctors said would never walk or talk. smashing spree. a driver rams into more than a dozen cars, forcing neighbors to take action. right now at 11:00, get ready for a sunday soaker. here's a look at the first alert radar as we brace for another round of rain across our area.

good evening. i'm denise nakano. tonight we're tracking more dreary weather headed our way. a live look outside, the kimmel center in center city, heavy rain will be coming in overnight and could change those sunday morning plans. first alert meteorologist steve sosna is timing out that wet weather. >> good evening, denise. if that seems familiar, hearing the words sunday soaker, this is our fifth weekend in a row we've mad some storm bringing rain or snow. rain on the way for sunday morning. it's in the washington, d.c. area and it continues to spread towards the north and east. we'll look for this rain to fill in overnight. so while not all of us are wet right now, by midnight that rain batch is just to our south and west. you can see what happens to about 3:00 a.m., rain in the yellows and oranges through philadelphia, the northern and western suburbs. crystal tomorrow at 5:30 will be showing those heavy downpours in our northern and wear suburbs. rain will continue for morning

hours, through midday, and we'll start to see that rain taper down in intensity during the afternoon hours. here are the bullet points of what you need to know saturday night. the rain is expanding. it will be steady by dawn in your neighborhood. the heaviest will come tomorrow morning from philadelphia and points north. south of there, there may not an whole lot of rain. everywhere, it starts to taper off midday. i'm not only tracking this storm but a bigger storm for march's arrival. we'll talk about it in your ten-day forecast. public unions are organizing ahead of supreme court hearings. hundreds marched and rallied to thomas pane plaza in center city. the justices will hear a challenge to the statement workers must may for unions who bargain for them. >> the case is nothing but a

naked attempt by rich ceos to use the highest court in the land to cut down our unions. >> many conservatives have argued that forcing public workers to join and pay unions is a first amendment violation. tonight, celebrating those who overcame the odds to succeed. many know how animals can change lives. at the pegasus riding academy, horses are the key to therapy. tonight, more than 100 people gathered to honor two participants who are overcoming challenges. nbc 10's andrea kline thomas introduces us to charlotte and arshim. >> reporter: there's just something about the horses at the pegasus therapeutic riding academy that has students like charlotte fieldcamp beating the odds. >> when i ride my horse, i just feel free to be myself. which is not true necessarily in other environments. >> reporter: charlotte has cerebral palsy and has been riding for more than two decades. her achievements include

graduating from college with honors. pegasus is a program for children and adults with physical, developmental, and intellectual disabilities. physically the horses help improve the riders' strength. >> if you have an intellectual disability, it's teaching them how to focus, how to plan, how to speak. >> reporter: rashim davis also has cerebral palsy and used a walker when he first arrived at pegasus. 25 years later, he's earning medals in riding competitions. he says riding has helped keep him balanced and focused. >> i have enjoyed my time riding with other people. >> reporter: that's why charlotte and rashim, ra as many call him, are being honored at the academy's annual gala, a fund-raiser to help continue providing the same results to more client. >> you don't age out like other activities. you could be in your 60s, 70s, 80s and still participate in our

program. >> reporter: for rashim, charlotte, and many others, riding is a lifelong passion. >> whether it's here or someone else, i hope there's something horse-related in my life. otherwise, i'm really sad. new information about a story from nbc 10 news today. it was neighbors who stopped a man after watching him smash his car into parked cars in south philadelphia. just take a look at the damage left behind. smashed bumpers, shattered tail lights, dangling mirrors. last night around 10:30, neighbors saw a driver erratically hit cars near 24th and south third streets. those neighbors and an off-duty sheriff's officer were able to stop the driver until police arrived. the driver was arrested for dui and taken to the hospital. a couple is behind bars tonight accused in the death of a 15-month-old. wilmington police arrested lavar

harris and tamecka wright. the medical examiner's office ruled the child's death last week was from blunt-force trauma. new details are emerging about several deputies standing outside the school and not going in to help during the florida massacre. today nbc news has learned three deputies did not enter the school, but it's not clear why. the sheriff's office did not respond to nbc's request for comment. this comes after an armed school resource officer waited outside for four minutes during the shooting. he has since quit the department after the department launched an investigation. 17 people were killed in the massacre. fire investigators are still looking into what started a fire in west philadelphia this afternoon. you can see the windows on the third floor in this house knock the out. it took firefighters about 20 minutes to get that fire under control at 42nd and parkside. no one was hurt.

dismissing a memo about the russia election probe that's been dough classified by democrats. devin nunes, chairman of the house intelligence committee, is reiterating his allegation that the fbi abused a secret surveillance process to spy on a trump campaign adviser, carter page. the democratic memo details allegations of russian attempts to abuyer page as a spy. page is calling the memo misinformation and the latest smear campaign by democratic party loyalists. the president also responded to the memo with this tweet saying, it's a total political and legal bust and it confirms all the terrible things that were done." the body of famed pastor billy graham is heading to his hometown of charlotte, north carolina. the procession began this morning at a packed mountain chapel in asheville. the entire procession is about 130 miles long. graham died wednesday at age 99 from natural causes. he was the most famous

evangelist in american history and was known as america's pastor. he'll lie in repose in charlotte, then be taken to washington to lie in honor at the u.s. capitol. graham will be buried in charlotte on friday. a live look from pyeongchang, where the olympic cauldron will burn for just one more day as we get closer to the end of the winter games. russian athletes competing in the 2018 winter olympic games will not be able to march in the closing ceremony under their country's flag. the international olympic committee made that decision today. during the games, two athletes from russia tested positive for drugs. the athletes have been participating under the name "olympic athletes from russia." it's part of their punishment after a doping scandal from the 2014 winter olympic games. also today, the four-man bobsled was one of the final chances the u.s. had to win a

need to know about the sunday morning soaking for a good chunk of the area from philadelphia and points north and west. we get a couple really nice days, and by really nice i'm talking about sunshine, temperatures in the lower 60s. that's not bad for the latter half of february here as we finish out the month. as march comes in, it will come in like a lion. looks like a big storm thursday. that storm will be lingering around for too long. i'll show you that in at minute as well. center city right now mainly dry. temperatures right now 48 in fairmont. drive elkins park. 46 at the airport. 48 in the northeast. down at the shore right now, this is one spot that's dry and will not get the soaking here tomorrow. extreme south jersey and delaware, you miss out on this. you'll get some showers, not that heavy douse of rain. 44 stone harbor. 48 in egg harbor. you can see the dividing line here. we have the chilly air in the

northeast, this is typical for february. but look what's happening in the south right now, temperatures in the upper 60s to low 60s. the reason i show you this map, after this storm gets out of here, it doesn't drag in any cold air. that's why the weather turns so nice by the time we get into monday and tuesday. right now the doppler radar showing most of the showers now just inleft-hand side from the coast here. that rain will continue to work north. stepping out the door the next hour or so, be aware there could be wet roads. none of this rain is that heavy at the moment. the heavy, soaking rains moving through the state of kentucky where flash flood emergencies, people being rescued out of their cars in the louisville metro area, a mess down there. we'll get a piece of that system but not the flooding from that. here's 12:30 a.m. you can see the heavier rain in delaware. that lifts up to the north. by 3:30 a.m., the rain moving into philadelphia. then at 5:30, look what happens, that train track of rain is right across our northern and western suburbs, the lehigh

valley and berks county. 9:00 a.m., it's coming through quakertown, down toward bensalem, we're seeing rain. by lunchtime, it's basically winding down. the second half of tomorrow is definitely an outdoor part of the day. you can get outside and get things done. monday, we get a nice day with a lot of sunshine. rainfall totals. virtually nothing down at the shore. you'll see maybe a couple of tents s meant s -- tenths of an inch rain. your neighborhood weather here for tomorrow. it will rain from the 40s in the lehigh valley to the 60s at the shore. more on that big storm towards march in the ten-day forecast coming up at the bottom half of the show. hey, danny pommels, nbc sports philadelphia.

to the victor go the spoils. the eagles still backing in the glow of being super bowl champs. doug peterson didn't have to go very far for his next honor. peterson wearing that smile for weeks now. the eagles head coach honored in his adopted hometown of morristown, new jersey, along with assistant coach chung. peterson was presented with a proclamation making february 24th coach doug peterson day. >> we're not going to be the same philadelphia eagles. the guys, the way the business works, we're not going to be the same. you know, but we're going to have the same message. i'm going to present the same message. we're going to work just as hard. i want to go back to atlanta in 2019. do you know the sixers and fliers haven't lost in regulation since the eagles won the super bowl? they're 16-0-1 since hoisting the lombardi trophy.
