today but some say it's too little, too late. and the perfect forever home. >> single black men are able to do these types of things. >> a foster dad's love at first sight inspiring other single parents tonight. we are following a breaking news. two fires in west philadelphia, one deadly. this cell phone video shows the flaming spewing out of a home. crews managed to knock the fire out but not before they found a body inside. less than a mile away, a house fire on south 50th street sent two to the hospital with burns. no word on the severity of their injuries. also right now at 11:00 beat down caught on camera. only nbc 10 brought you this video last night at 1 1:00 appearing to show an officer punch a man 12 times in the head. the officers involved are facing more severe punishment and

tonight we're hearing from camden's mayor that calls the video december tuisturbing. >> how the officers may have tried to keep the man from going to the hospital after the beating. >> let's go to aaron live in camden with this exclusive twist in the story tonight, aaron? >> reporter: jim and jackie, we're off collins road in camden where this encounter took place last thursday behind me over there. you can see the surveillance camera that caught some of this incident. if you walk with me over here on this sidewalk back over here, that's where this man was lying on the ground when he came in contact with police after they knocked him down. they came out here for a gun call. they wanted to see what was going on. the guy matched the description. also, the vehicle and he did not have a gun. tonight the mayor is calling for more training. >> i don't expect the individual if he's brought up with charges will be here and it will send a message to any other officer that's currently on the force

that we're not playing. >> reporter: camden's mayor tells nbc 10 he learned of the video this morning calling it disturbing and trouble some. the video show as confrontation between 3 32-year-old father an the camden county police. one officers wrestles him to the ground outside of a store and seems to punch him more than ten times. >> if he's exonerated, i still believe there should be some sense of training, additional training this officer and others should receive. >> reporter: we're learning about more accusations against those officers. the victim's attorney says the officers advise mr. minguela he had two options. receive medical care and receive citations for resisting arrest or option two, accept medical care and be criminally charged with assaulting a police officer. monique of camden county's naacp have serious concerns about what

they saw on the video and say the rest of the city should be raising a red flag. >> everybody should be furious what is going on. we know it's going on and they sweep it under the rug. what we need is a citizen's review board. >> reporter: for those new accusations, police tell me they will not talk about this since the investigation still continues. the mayor also tells me in the last five years the city has made great strides in building relationships with officers and residents. once again, the camden county prosecutor now has the case. for now we're live in camden, aaron baskerville. we're seeing through the eyes of philadelphia officers that rescued a man. those officers are being hailed as heroes tonight. >> everybody out! >> this body cam footage shows officers eugene donohue and nickelous harper making their

way through this house on north 17th street. they were responding to a fire call and found smoke billowing from the second floor. the officers ran inside where they found a man in a wheelchair and helped carry him to safety there. it turns out the man in the wheelchair is charged with arson for starting that fire. students in south jersey won't stop fighting to make their voices heard about school safety. today students at cherry hill east walked out of class after the principal threatened to suspend them and tonight they spoke out against the threat at a school board meeting. they want answers and won't stop until they get them. >> and be completely honest, i would be embarrassed to talk to a student at cherry hill. >> reporter: frustration boiling over after a day of tension. parents and students want answers and were demanding them at a school board meeting tonight after students held a

ma massive walkout today. hundreds walking out of class asking for more security ask asking for their history to be reinstated. he was suspended after he expressed concern about safety after the parkland shooting in florida. >> because he spoke up about it as a history teacher, he gets suspended and starts this whole fiasco. >> reporter: the school principal said students who participated wouldn't be allowed to attend prom, the senior trip or graduation. late today he retracted the statements and after nbc 10 tried reaching him all day to no avail, he released a formal letter saying the school is working on a plan of open dialogue between students and administration, assemblies with on school safety and a students' walk and tore mansion offormati committee to discuss safety. he says he welcomes the opportunity to hear the students

and work together for change. >> you see all this passion with the students talking ability they want safer schools and then the school district won't take it to that second level. it makes absolutely no sense. >> right now, there is no word on when the history teacher will be reinstated. tomorrow student whose survived the mass shooting in park la parkland, florida will return to school. they will have a half day with grief counselors. we're learning the carnage could have been worse. investigators say when the suspected shooter was arrested he had five fully loaded magazines that were not spent. he's charged with killing 17 students and teachers in the shooting earlier this month. new at 11:00 a congressional panel is opening an investigation into sexual harassment allegations against a congressman. the house ethics committee voted to create an investigative subcommittee. the pennsylvania congressman admitted using taxpayer money to settle that claim from a former

aid but says there was nothing inappropriate about their relationship. he announced last month he will not seek reelection. new to an nbc 10 exclusive. a south jersey woman nearly killed in a road rage crash speaks out as police release a new clue in the case. the woman says this all started on ark road as she traveled to work earlier this month. she says she honked at a driver in front of her in a silver sedan braking repeatedly. the driver flashed an obscene gesture and the woman did the same and she claims the man got out of his car waving a baseball bat. she sped off and says the manme. she lost control, hit a tree and split her car in two and the man drove away. >> even if nobody was there, he could have just stopped, pulled over and did anything with that bat and i'm thankful that i'm here today. >> the victim spent two days in the hospital with a concussion

but she says she'll be okay. today police released this sketch of the driver they are still looking for tonight. new at 111:00 a scary site for hotel guests as swat teams respond to a shooting near the tropicana. shots were fired inside an apartment building on south iowa avenue this evening. right now there are no reports of any injuries. and this may sound too good to be true but we assure you it is really happening. >> the philadelphia parking authority is offering amnesty for drivers with old unpaid parking tickets. there is a catch. you knew there had to be. if you have tickets issued before 2013 and haven't gotten one since, you can pay $50 to enroll in the amnesty program and your debt will be forgiven. drivers that received tickets between 2013 and 2017 can enroll in a payment plan. you have to sign up by april 30th and agree to stay up to date on your payments. a lottery drawing in northeast philadelphia tonight

with much more than just money on the line. hundreds of parents watched and waited to see if their kids will be going to the math, science and technology community charter school. 150 students were chosen at random for admission and that's just a fraction of the more than 1100 applications. we caught up with one mom who was breathing a sigh of relief. >> it was just like hope, basically. i don't think it was frustration. so today was like with her, nerve wracking like come on. >> the charter school was named a national blue ribbon school in 2017 and served more than 1300 students in kindergarten through 12th grade. tonight, about 6,000 children in philadelphia are in foster care and looking for a loving home. nbc 10 and telemundo are teaming up to find them loves foster families. tonight, nbc 10 drake clark introduces us to a single dad who took in two brothers and now

>> investigative reporter george spencer found charges intended to shield immigrants from domestic violence may be having unintended consequences. >> at home, art is still adjusting to life on his own. photos document his years in costa rica and the woman he met there, a woman he would marry in 2015 after returning to the united states. >> i flat out missed her and i loved her and i finally said you know what? i'm ready now. >> his marriage wasn't even one year old when he returned home from a business trip to find the wife he sponsored into the country moved out. >> she said i've left you because you were abusive and i felt my life was in dangendange those exact words, and i was flabb ebergasted flabbergasted. >> he said there was never any physical or emotional abuse and we could find no court or police

recorders to indicate otherwise. he believes the marriage was a sham and his non-citizen wife is claiming abuse to be divorced and stay in the united states. >> i am a victim of fraud. >> we tracked down other american spouses with a similar claim. this high-ranking military officers says he married a russian woman that falsely claimed abuse. >> she tried everything she could to get me to lose control, to lose my temper. >> this virginia woman tells us her brother is another victim accused of all types of physical, sexual and even emotional abuse by his indiana bride. >> she claimed that he was using her immigrant status to intimidate her. >> the central themes of their stories are all the same, they say well intentioned protections for immigrant abuse victims have allowed some non-citizen spouses to falsely claim abuse. the immigrant spouse can then

self-petition for legal status here and the american spouse is never told and given no chance to respond. the original goal outlined in the violence against women act was to protect abuse victims from tipping off they were leaving the relationship. there is no way to know how much false abuse might happen. the government doesn't release such data and the immigration and custom enforcement field office in philadelphia declined an interview for this story but john sampson a retired ice agent in colorado says benefits investigators at his former agency focus mostly on large marriage fraud rings, not individual cases filled with he said, she said. >> it's a matter of enforcement priorities. >> reporter: for national security experts, those holes in the immigration oversight raise grave concerns. >> it only takes one person to do something incredibly

agreeingowrong. >> reporter: she is with women against abuse and says the protections have proved critical for numerous clients including many immigrants and says rules which seem to silence american spouses actually have a critical purpose. >> the truth is, you know, it's just so important to have that safety valve for victims to be able to file, to be able to flee and not alert the abuser. >> reporter: but others say agents should investigate more deeply after the fact. our attempts to reach his wife he is still required to support financially ended with no response back. our efforts to track down the other accuses spouses also resulted in dead ends. meanwhile, his frustration still simmers at his wife's climbs and he says at the system protecting them. >> i don't think anybody would

tomorrow. that's right. we saw 56 today. we'll be pushing 60 across the area tomorrow, maybe even the low to mid 6 oc0s south and eas. we'll see the big coastal storm moving in by the time we get into thursday and finally, finally it looks like the first dry weekend in about a month. this is where we topped out today. 56 in philadelphia. 58 in redding. 57 in millville, 53 wild wood. wonderful temperatures. right now comfortable. we're at 42 pottstown and even poconos at 38. dover 42. atlantic city 39 and philadelphia 41 degrees. our trend tonight is going to be ever slowly go down and then start edging upward. by noontime tomorrow we should be in the mid 50s and then we'll hit the 60s in the afternoon. so it's not going to be a terribly cold night out there, not as cold as last night. 33 was the low last night. tomorrow we'll see 61 in philadelphia. we'll have the sunny start with increasing clouds.

we'll be 10 to 15 above average. we should be in the upper 40s and we'll be looking at southwest winds from five to ten miles an hour. your neighborhood in the suburbs 58 in south jersey, 52 on the jersey shore and 60 in delaware but we have the sunshine with those increasing clouds. at this hour, doppler radar all clear. very quiet here. we're looking at high pressure still in control of the region. that's why tomorrow we'll see the sunshine with increasing clouds and here is the culprit. this storm is coming out of texas and mexico and as it heads in our direction, it will bring several piece of energy. let's walk you through it. you wake up tomorrow in the upper 30s. you see sunshine. clouds move in. upper 50s, low 60s across the area. we get into thursday. we see the showers early in the morning crossing southern delaware but don't make it to the rest of the area until early afternoon. we hang onto the 50s but we get periods of heavy rain out here
