>> announcer: nbc 10 news starts now. right now at 11:00, tracking a major storm. we are closely following a storm that will bring heavy rain, damaging winds and a tlelt for coastal flood nlgt say live look at first alert radar showing that massive system heading our way. parts of the jersey shore could be slammed with strong winds. people are already take precautions to secure their properties. this is a live look at cape may which could see some severe flood plgt good morning, i'm rosemary connors. the storm will start develop ang little bit later on today. we have live team coverage as we track the impact of the storm and make sure you're prepared. we start with glenn "hurricane" schwartz. fill us in. >> this should be the most intense storm of the season and

it's going to impact the entire area. and in some respects in dit different ways. the first alert is out for everybody, generally starting 5:00 a.m. friday when things start to get a little more serious into 10:00 a.m. on saturday concerns. the wind is perhaps the main one. gusts of 50 to 60 miles per hour, coastal flooding could be very significant. of course at the coast. heavy rain causing localized flooding and heavy wet snow causing travel problems during tomorrow. here's the beginning of the rain coming into chesapeake bay, just getting through baltimore. it's all rain. temperatures are way too warm for anything else at least for today or tonight. but you can see there's a tremendous amount of moisture and once this thing hits the coast that's when it's going intensify. asur wsh starts to get a little bit

heavier this afternoon. but watch this. tonight there's 7:00, it's getting heavier north and west. 9:00 to 11:00 it is pouring around a goo b could be some localized flooding even at that point. it's been so wet in this past month and in the middle of the night if is still raining. so we have the low pressure near cleveland now, but the new oneh going to take over. the east wind helping to cause the coastlo and then we start to get colder air coming down as the storm intensifies offshore. so some places start to get rain changing to snow. we'll get into that time in a little bit later, but right now meteorologist brittany schiff will get into the neighborhood impact. >> that's right each neighborhood is going to see something derch different at

a different time. right now the poconos where can he could see 4 to 7 inches, possibility around a foot of new snowfall on the way with this system that's moving through. a lot of rain is still to the south of us. but as we continue to go through today we'll see a lot of that moisture moving close to us. each renal we'll start in philadelphia and south jersey we have our wind speeds here because that's a huge factor with the situation that's mov g. closer look thursday at 5:00 p.m. we're seeing lighter wind speeds, right around 9 miles per hour for parts of philadelphia. but this will pick up as we go through friday. now by the time you head to work friday morning our wind speeds are 20 miles per hour, 22 in gloucester, 25 in cherry hill. we're still seeing light rainfall and then as colder air works its way in, we could see a wintry mix for parts of the suburbs. for philadelphia right now, that evening commute on friday looks to be rough. we'll see wind speeds between 30 to 40 miles per hour, couple that with rainfall and the

possibility of a wintry mix. now a what we expect for a lot of our suburbs in the lehigh valley, we'll time that out four as we go into the rest of today. lots of clouds. but the afternoon light rain starts to move in and then the wind speeds pick up. we're track wind speeds over 20 miles per hour by tonight around 11:00. tomorrow morning that's when the wind speed picks up even more, that's when the first alert goes into affect. for parts of reading right around 36 miles per hour there are is friday early afternoon. friday evening for the commute now we're talking wind gusts close to 50 miles per hour for parts of allentown stretching up to the poconos, even the possibility with snow mixing in. a very rough commute expected as you make your way home from work tomorrow evening. coming up we'll talk about what >> speaking of the shore, towns all along the jersey shore are taking steps to get ready for the high winds from this storm. matt la lucia shows us the

preparations in cape may count. >> reporter: it's pretty calm right now, barely any wind, the temperature isn't too bad. right here you see the bay is calm as well. but that will change over the next 24 to 48 hours as mother nature does vth ore plans in store. there are two big concerns, there are high winds and coastal flooding with this storm here along bay avenue. the sea wall is keeping the bay at bay, but the three high tides, northeast winds and a full moon coming up that will be keeping the barrier islands down the shore on alert. there are a lot of homes around these barrier islands up and down the shore, so those folks are taking some precautions right now. we went through west wildwood to take a look at some of the preparations that people have been doing here. warning signs are posted about the high winds with gusts up to 50 to 60 miles per hour. the mayor told us last night that public works crews are going to be make rounds.

up in burrow constituenty they said that the electric city crews will be checking on power lines in the area as well. so the preparations are underway. right here you can see one of the houses here the homeowner trying to take those precautions ahead of the storm with boarded up windows and doors. we expect to see much more of the same in the next couple of days. now i'm in west wild woold, matt delucia, nbc 10 news. >> we're warning you now so you can prepare for the storm. download the free nbc 10 app to get instant updates on your phone and track the forecast for your neighborhood. now to breaking news out of the south jersey, cumberland county college is on lockdown. sky force 10 flew over the campus just moments ago. you can see the pic scene. the college is telling students and staff to stay in a safe location if they're on campustor stay away if they're not. police are charged at a nearby wawa. nbc 10 just spoke with the chief

of police in neighboring millville. he tells us his officers are helping police in vineland. he also says there's no evidence of anyone being in danger, but, again, unclear why is in place. we're going to continue to follow it. stay with nbc 10 right here on the air and on the app to get the latest on this breaking story. we have some more breaking news. threats have forced the two districts in south jersey to cancel classes altogether today. a teacher received an e-mail containing the words bullets and guns. nbc 10 cydney long is live in franklin township with more on what led to the decision to close those schools. syd. >> rose, good morning. i can tell you i've been in touch with the police chief since about 6:405 this morning and i just a few minutes ago found out from police that that threatening e-mail sent to an us specified teacher was sent at about 1:00 this morning. that gives you an idea of just how quickly law enforcement and administrators here worked to close the doors and lock the doors at five schools.

they tell us they are erring on the side of student safety. we're told threat some used the words bullets and guns seemed to target just one school but police won't reveal just one. right now the school in franklin township along with the main road school and caroline ritter where i am all sit empty. franklin township spans two school districts so delsea regional along with delsea middle are all off-limits today and more than 3,000 students are not in class. detectives did spend part of the morning speaking to residents in a nearby home but they can't say what they learned. they're working to determine who sent that e-mail by zeroing in on the ip address of learning the origin of the e-mail and it's authenticity. both districts said they canceled classes simply due to the close prox i am mittive these schools. we're in a rural here here in

gloucester county. police also announcing in the last half hour that they plan to answer questions for us. they're headed here to make some remarks and share with us more details about what happened at 11:30 and we'll carry that four live. if we learn anything new we'll bring it to you on air and live on nbc10.com. >> thanks, sidney. a philadelphia school is open today despite a threat on social media. this is new video of students arriving at olney charter high school a few hoursgo. extra police patrols are stationed around the building and they're going to talk with students about safety this morning. last week they threatened to shoot students of a specific ethnic background. it comes in the wake of the high school massacre in parkland, florida, that's where 17 people were killed. today's students are back at the school for the second day since the shooting rampage that shatteth valentine's day. we just learned the senate

judiciary committee will hold an oversight hearing in was shooti safety a little bit later this montonave more breaking news. traffic is being redirected around a water main break in wilmington. this is a look at the intersection of 13th and washington streets. this is where the 12-inch main broke. there's no word on wihether any homes or businesses air i fektded but you may want to avoid it. let's get a look at our roads with katy zachary. >> we're going to start out on northbound, usually north sound about zooming by but we have main nengs vehicles up on the betsy ross bridge just out of view but it was jammed just minutes ago because these maintenance vehicles were taking out two right lanes of traffic there were so many of them there. but that's come out of our view. if you're head 95 northbound

gun free zones are proven targets to killers after many years a bill should emerge. respect second amend meant. >> i'm a fan of the nra but that didn't mean very to agree on everything. >> the president took on his own party and the national rifle association during that are meeting yesterday. he appeared to embrace ideas including universal background checks and confiscating guns from those being deemed dangerous. the president even challenged senator pat toomey of pennsylvania for not including an age limit in his high-profile background check bill from 2013 that could be revived. >> i think -- >> you know what? because you're afraid of the nra. >> the president says his administration is drafting an executive order that would ban rapid fire gun bump stocks. we'll be watching it. we're also learning that a third major retailer is making changes to its gun policies in florida. kroger says it will no longer

sell guns to anybody under 21 at it's fred meyers stores. this comes after yesterday walmart and tic's sporting goods made similar announcements saying they're raising the age to 21. tic's says it will stop selling assault-style rifles. let's head back to washington where they're looking for the fifth communications director in a little bit over a year. hope hicks resigned from that job yesterday. move came just one day hicks testified before the house intelligence committee investigating russian meddling into the 2016 election. hicks reportedly told the panel she's occasionally told white lies as part of her job, but never about matters related to russia. let's talk about the weather. some severe weather down south. heavy rain left streets flooded here in little rock, arkansas. as much as 3 inches of rain fell overnight on top of days of rain that left the ground saturated. the rain there is expected to taper off a little bit later on today.

>> announcer: now your nbc 10 first alert weather. >> and as wet as it's been around here for the month of february, back to the wet with little rock and all through the ohio and tennessee valleys, they've had many more days of rain, much more rain and much worse shape than we are. we have a major coastal storm that's going to be developing, so the whole area will be affected by it, major impacts from 5:00 a.m. friday till 10:00 a.m. on saturday although some of the rain is starting during the afternoon. 50 to 60-mile-per-hour wind gusts, heavy rain causing localized street flooding and some possible heavy wet snow for parts of the area at least. so the impact from downed trees and power lines, coastal roads flooded, property damage, localized flooding from the rain, and dangerous travel in the snow. when it does change to snow and

where it changes to snow with the winds as strong as they are, that's adding up to dangerous travel. here comes the first batch of rain already getting into sussex county in delaware and of course berks county and chester county will be some of the other early places in our area getting some of that. on the backside of this we're starting to see some snow? michigan, that's the first sign of what happens on the backside of this storm. right now we're rising through the 50s, way above normal temperatures. it's cooler, of course, right at the beaches, but 57 in northeast philly. that's pretty mild for this time of the year. as we go through the afternoon we find these areas of rain increasing. it's going to be wet for the afternoon rush for many of us, but the heavier rain comes after that. here's 9:00 tonight and it's pouring as we go through the night, some localized flooding, morning rush the roads will be wet, but as you can see it's too warm for anything but rain except in the poconos.

and the poconos could end up getting a lot of snow out of this. as we go through the day tomorrow, the temperatures are dropping as the storm's intensifying offshore. and that means that the rain can change to snow from north to south. and, again, just like we've had in previous storms, doesn't have to drop to 32 for snow to be falling. here's 39 in philly and it's got kind of a bit of a mix here. and this is the afternoon rush tomorrow. so there are a lot of uncertainties about how widespread this area snow is going to be, how intense that snow is going to be, but the wind is going to be powerful at this time. so if you get heavy snow combined with that wind, you got big trouble. and we could even see some of that snow getting down through new jersey. but it does look like it may be moving out as we go into saturday morning leaving the weekend decent although it's going to be windy on saturday. here's the wind gusts,e models.

not much an issue first thing in the morning. but as we go to tomorrow afternoon, look at these gusts, 40 to 50 miles per hour. and even higher as we go toward. that's the time it might be snowing in parts of the area. you want a 50-mile-per-hour wind gust with snow? that's not going to be good. and that is during the rush. so the amount of rain could be causing some problems, you can see the wind still up there on saturday but not quite as rain, possibly a couple inches, especially in parts of central new jersey up toward the northern suburbs, lesser amounts farther to the south. and we have those high winds on friday, windy conditions continue into saturday and then we start to dry out a little bit and another storm affects us by the middle of next week. we'll be right back.

>> announcer: nbc 10 breaking news. that breaking news we've been getting some new details about the two south jersey school districts that were closed because of an e-mail containing threats, the words bullets and guns. here's what we know from listening in to a news conference which we'll tap into in just a moment. no known threats in franklin township they do have an individual in custody who did not have access to weapons but

did make, quote unquote, bad decisions. we're going to get more information on that right now. let's take a listen to the lieutenant of franklin township. >> the principals in our district. the principal at main road school received an e-mail referencing a shooting that would possibly be occurring at her school tomorrow. this person also sent e-mails to the superintendent and other principals within the district in the was an ongoing investigation and the person that was responsible for this was continuing to send e-mails as we were investigating it. as we went along in our investigation, we sent out subpoenas to the e-mail provider and also the phone companies and we're able to establish an address in franklinville. myself and other detectives and other officers went out to the residence in franklinville and we took into custody a 10-year-old student of this school district. because he's a juvenile, we'll not release his name at this

time, but this juvenile was taken into custody and interviewed by detectives and at this time he has admitted to making these threats towards the school. at this point in time, he is being charged with making terroristic threats and also causing false public alarm and we are seeking psychological help for him. and after that he will be released to his parents. those are the facts of the case, that's the timeline of the case and at this time i'd like to call up mr. walton who is the superintendent of the franklin county school district. >> thank you, lieutenant. first and foremost i want to thank the franklin township police department. it's times like these that our strong working relationship we'll e really comes into play. i also need to thank my staff members. you heard the lieutenant correctly when he said a staff member receives an e-mail at 1:30 in the morning. and that staff member had the diligence to pick up the phone

and call the franklin township police. so she acted the way she should have acted, quickly, diligently, and that's how we were able to at least have those discussions early on to give us time to make a decision of whether the children should come to school that day or not. so i can't thank her enough and i'll be personally reaching out to her. moving forward, the district will resume normal operations tomorrow along with the delsea regional school district. we will have a police presence at the schools. we're working, again, with the franklin township police to make sure that police presence is in the schools. the principals will have emergency faculty meeting first thing in the morning to just update and brief the staff and then they'll be planning assemblies to update the students. again, we're going to hopefully have the police department there speaking with our children. as time would have it, as the chief talked a little bit about the school resource officer, this district will have a school

resource officer beginning monday morning. so, you know, the timing of this is pretty ironic. at this point, i do want to encourage the parents to please, please, please pay close attention to what your children are doing online, whether it's social media, e-mail. i mean, this is just an unfortunate situation where a student was online hiding behind a computer making threatening statements, making bad decisions. so i can't tell you enough how important it is to be aware of what your children are doing online. because, you know, as all of you are here, you can see what chaos and what alarm it can cause to an entire community. with that, again, we'll resume normal operations tomorrow. there will be a police presence tomorrow. we're going to try to educated our students, you know, as the chief said as well. we're going to try to support the child involved, but we will ultimately hold him accountable, again, because did he cause chaos in this community. so with that we'll to to

questions to either myself or the lieutenant or the chief if you guys happen to have any questions. >> we've been listening to a news conference with police and school officials in franklin township, gloucester county laying out the reasons why they closed two separate school districts in that area. just to recap, here's what we know. a principal at main road school in franklin township received an e-mail at about 1:30 in the morning saying that there would be a shooting at her school the next day. that teacher got on the phone with police, that's when they started this investigation. while police continued to investigate that specific threat, other principals and the superintendent in the district also received e-mails. eventually police were able to track down a 10-year-old student whose name they are not releasing who lives in franklinville. they say that 10-year-old

student admitted to make those threats online. that 10-year-old has been charged with making terroristic threats, also raising public alarm. police tell us that right now they're seeking psychological help for that student. eventually he will be returned to the parents in this case. we also heard from school officials that schools will be back in session tomorrow. more police will be on those campuses. we're going to continue to watch this. we knee nbc 10 cydney long is at that news conference. she's working on this for our 4:00 show. if we have anymore updates between now and noon we will keep you posted as well as on the nbc 10 app. >> announcer: now your nbc 10 first alert weather. >> we are watching a major storm that's coming our way, a quadruple threat, if you will. we're trark tcking the storm th will bring dangerous wind, flooding. this system is developing into that major storm. parts of the poconos mountains will see the snow.

this is a live look at a bare mountain out there, poconos mountain resort. a lot of people back in school today, a gray kind of day out there but i'm sure they'll appreciate some snow this late in the spnt our live team coverage continues now with what you can expect in your neighborhood. we begin with first alert meteorologist glenn "hurricane" schwartz. glen. >> yeah, rosemary, as you said, there are four different threats for this storm and we have a first alert out for the whole area as a result. and the may threat's from 5:00 a.m. friday till 10:00 a.m. on saturday. this involves especially potential for damaging winds, coastal flooding, heavy rain causing localized flooding and some possible wet snow. for the afternoon rush today, just wet. the rush tomorrow morning wet with some localized flooding. the afternoon rush tomorrow, that's when the main problems may happen. rain changing to snow in parts of the area. heavy, wet snow with gusty winds. and then windy and cold on

saturday morning. let's y now, it's just past baltimore. that's just the beginning and that's all going to be rain during the day today and tonight and even tomorrow morning. but that's a lot of moisture out there and we've had a lot of rain over this past month. and so even a couple of inches of rain could cause some flooding. you could see the heavier rain coming in during the night tonight and that's just the first round of it. now, meteorologist brittany schiff will talk more about the neighborhood impact. >> that's right. each neighborhood is going to see something different at a different time. so we are going to show you philadelphia, the suburbs and lehigh valley. now we'll take you down the shore and also a closer look at delaware, how we're going to plan out rested the day. here's an hour by hour breakdown, we moved it to 4:30 for your commute. what we'll basically see is breezy conditions in cape may, wind speeds around 14 miles per hour. light rain four as you're heading home tonight, but our

wind speeds pick up as we're sleeping so overnight tonight by the time we wake up tomorrow morning at 5:00 a.m., now look at our wind speeds, close to 40 miles per hour in cape may, 50 miles for our wind gusts in atlantic city. the same is going to be true for parts of lewis and stretching up to dover with wind speeds moving around 35 miles per hour. still dealing with light rain. this turns a bit heavier as we go into the afternoon and evening. and our wind speeds stay this strong for the majority of the day, so now we're close to 60-mile-per-hour wind gusts by 7:00 on friday. same hieng hething here for cap. we could see colder air mixing in so we could see wet snow extending down as far as atlantic city. it will be short lived and everything will dry up and clear up as we go into saturday. coastal flooding is going to be the major concern as we head into friday and especially saturday morning. >> thanks for that. be sure to download the three nbc 10 app so you can track the

storm as it moves into your neighborhood. you'll see the forecast for your area and get instant weather alerts sent straight to your phone. we have more breaking news we're following this morning. a school lockdown has just been lifted in gal away township. police tell us that one person is in custody after shots were fired near pilgrim academy. nobody is hurt. as soon as we get more details on this we'll bring them to you on the air and on the nbc 10 app. we also have an update to what we told you about at the first of the hour. cumberland college on vineland is no longer under a lockdown. just moments ago they gave the all clear for everybody to return to campus and operations to resume. early this morning sky force 10 flew over the campus and a nearby wawa where police were investigating and staging. we're still waiting to learn the reason as to whiy the school wa placed on lockdown. we spoke to a neighboring police department who told us there was nobody in danger in this case. we'll continue to follow it and keep you updated right here. we'll be right back.

if mayor jim kenny gets his kay, fillians will pay for to fund the city schools that have been struggling financially for years. he's calling for the increase today as part of his annual budget address. randy gyllenhaal is live just outside city hall with more on what the mayor is proposing. tell us about it, randy. >> reporter: good morning. we're still waiting on the mayor to begin his speech, but the big number here is $1 billion. the exact number is about 980

million. the mayor will say it's a historic investment into philadelphia public schools, but taxpayers will be on the hook, especially those who own property here in the city of philadelphia. the mayor will ask for a 6% increase on the city's property tax rate for the average homeowner in philadelphia. the city says that means you'll pay about an extra $95 every year. the mayor's office says that extra money would go directly into philadelphia public schools which are notoriously underfunded. it could mean more reading coaches to increase literacy, more college readiness programs, investments in school safety, buildings, infrastructure. we asked parents today what they think. >> i that means everything. my son hits the honor roll every year. two honor rolls in a row this year, we got somewhere go. so philly schools need more support. >> i would like to help out if i can but too many taxes really hurt you, especially in you own

till 10:00 a.m. on saturday. this involves several threats. the main threat damaging winds, 50 to 60-mile-per-hour gusts. heavy rain causing street flooding and possible wet snow late in the day for the afternoon rush limiting the visibility and creating driving problems. so there will be some downed trees and power lines, some coastal roads flooded, and some localized street flooding and dangerous travel while -- and where we have that heavy wet snow. here comes the first batch of the rain. it's not especially heavy but it's getting toward dover now and coming close to chester county. farther back to the west it shows you how big the system is and it hasn't even hit had the coast yet. once it does hit the coast, it's going to be huge and it's not going to move very much, unlike the other storms this season. 54 in philadelphia now, it's nice and mild, but it's not going to stay that way. as the storm goes through,

develops offshore, it's going to start pulling in colder air. at the same time we have some patches of heavy rain coming in this evening causing some localized flooding. then some more rain for the morning rush. then the colder air comes down, changes the rain to potentially heavy, wet snow, especially in the poconos and the higher elevations, lehigh valley and north and west suburbs. but this snow is possible all the way down into parts of south jersey by late tomorrow, as you can see. the darker blue's indicating the heavy snow. temperatures you can see well above freezing, so eventually at least it will be melting. but row o late in the day and at night not only with the snow, but with those potentially damaging winds.

this storm on its way one of the biggest of the season. >> it's going to be the most intense as far as wind speed but it's going to be the slowest to get out of here and so that cause sms problems too, including coastal flooding. these are the future wind gusts. tomorrow morning not all that strong, but it really picks up during the midday hours and the afternoon can see these peak

wind gusts close to 60 miles per hour and other models are pretty much agreeing with that. so we're pretty confident of that it's going to be a pretty significant problem and that there will be some wind damage. then on friday, the high winds, change to snow? some parts of the area, saturday is windy but drying out. sunday's a nice day, so is monday. but there's another potential storm next week that guys into the middle of next week and we'll keep an eye on but this potentially rapidly changing situation we continue to update the app and you get the live raiders on there and everything. >> march certainly in like a lion. >> absolutely. it just so happens march 1st we didn't have much snow during the month of february and you can get a burst with 50-mile-per-hour winds late tomorrow, that's what we're most concerned about. >> we're not out of winter yet. >> not quite. >> that's going to do it for us. thanks for watching nbc news at
