for the alleged role in the killing of 19-year-old michael deng. it happened during a retreat in the poconos in december of 2013. 32 others associated with the frat also facing charges, ranging from aggravated assault to hazing. >> there's a reason why hazing is not permitted infraternts, because of events like this. >> reporter: police tell us the fraternity rented a home in the mountains. as part of deng's initiation, his brother supposedly blindfolded him and weighed him down with a 30-pound backpack for a brutal ritual called the glass ceiling. then the fraternity members tackled him in the snow repeatedly. investigators say deng was the fifth and final pledge to go through this that day. >> he was singled out and he was treated harsher than the other pledges. >> reporter: investigators say for at least 25 minutes, they struck him with tremendous force, even after he complained his head hurt and couldn't breathe. then police tell us the from a certainty members waited roughly an hour to take him to the hospital while he was in serious distress. before this, they apparently

changed his clothing and researched his symptoms on the internet. police say they even called the national fraternity president, who allegedly told them to hide all the fraternity items. >> the delay in treatment of one to two hours significantly contributed to the death of mr. deng. >> reporter: we spoke with the attorney for michael deng's family. he said his loved ones want accountability. >> it's beginning the process of holding the fraternity responsible in effecting change so that no other young people are hurt or killed. >> reporter: in this case, the court could impose a fine on the fraternity in question for its alleged role. pi delta psi has permanently been disbanded from the college. the victim's family is currently in the process of taking legal action against the fraternity ilana gold, cbs news. >> police will charge the suspects over the next few months. we reached out to the college for a comment and still have not heard back. in brooklyn, a stuck truck is raising questions and concerns. take a look at this.

the pavement gave way under the weight of this commercial truck. residents say the truck should have never been there in the first place. cbs 2's steve langford is live in flatbush with the latest on the story. steve, good afternoon. >> reporter: this garbage truck has been stuck here badly in the pavement here in this strip mall parking lot since the wee hours of this morning. and officials are here trying to figure out what to do before moving the truck. this parking lot is built above a freight train line and there are strong suggestions from at least one of the business owners affected by this situation that this garbage truck should never have been here. >> as far as i know, you know, we have limitations on which trucks are supposed to be here and which ones aren't supposed to. >> and this one? >> and this one, i do not think was supposed to be here. >> reporter: we called five star carting to get their comment. they said they have no comment and hung up the phone. engineers from the dob, the mta, and atlantic rail are here trying to figure out what to

do, how to get this truck out of here safely, in what is clearly a precarious situation in flatbush. steve langford, cbs 2news. >> steve, thank you. police continue the hunt this afternoon for a man accused of brutally punching a woman in the face as he tries to rob her. the attack all caught on camera. cbs 2 goes live to the norwood section of the bronx this noon. >> reporter: chris, i spoke with one woman who lives here in the building where it happened. she watched the attack as it happened. she was too nervous to talk on camera with that suspect still on the run, but she told us the attack was so violent, so disturbing, it left her shaking for days. the attack, so relentless, so vicious, people who live in the building could only shake their heads in disbelief as we showed it to them. >> it's getting crazy. makes no sense. makes no sense. this area was a good area, but i guess it's going down too. >> reporter: police now releasing this surveillance video in hopes of finding the

suspect. watch as the man walks up to this building on east 201st street near briggs avenue, around 8:00 wednesday night as the unsuspecting 40-year-old woman waits in the vestibule to be buzzed in. his hands, covered in white gloves, he grabs her from behind, trying to steal her purse, shoving her to the ground. then he turns back and pummels her, police say, violently trying to yank her bag free. but she doesn't give up and he eventually takes off. >> it's really scary. and it's early because that's what time we all get home from work. it could have been me, because i missed it by 10 minutes. >> reporter: this woman, like many here, frightened this man is still on the run. posters with the suspect's image, now plastered on their door and in the neighborhood. >> i've grown up in this neighborhood, never seen anything like that. >> i have a daughter. i have sisters. i have nieces. >> reporter: others like ruben, concerned about his family, urging others to take a good look at the suspect and be proactive to protect their

loved ones. >> your wife is coming from work, meet her at the train station. i mean, only protecting yours. >> reporter: now, that 40-year- old woman was left with broken bones in her face and cuts on her head. police, though, do tell us that she is expected to make a full recovery. as for that suspect, he was last seen heading east on east 201st street, riding a bicycle. anyone with any information or recognizes him from that surveillance video, urged to contact the nypd. reporting live this afternoon in the norwood section of the bronx, janelle burrell, cbs 2news. >> janelle, thank you. a horrifying school bus crash in texas leaves two students dead. the badly damaged bus sits on its side after it rolled off a houston freeway overpass, crashing through the guardrail. the bus was headed to a high school. one of the students died at the scene. another at the hospital. two other students and the bus driver suffered serious injuries. >> i live right next to the freeway, so i could see all the

ambulances going and then when i came, i saw it was a school bus. i was walking my kids to school. it was, it was real bad. >> investigators are now trying to determine what caused the crash. police in manhattan are searching for four taxi cab car jackers. officers found the yellow cab overturned at the intersection of south and johns street in the financial district. investigators say five men got into a dispute with the driver over the fare. they allegedly punched the driver, then took off in the cab. one of the suspects was caught running from the scene. police are looking for the others. an evening bike ride turned deadly after a freak accident on statin island. police say 21-year-old alexi chaffee died and another seriously hurt after an 18-foot boat detached from its trailer and hit the two women riding their bikes in bay terrace yesterday evening. one bike lay crumbled in the grass near a telephone pole. a pair of shoes of one of the victims was lying near the

boat, as witnesses saw it happened. >> i saw the boat somehow became unhinged from the truck. we looked between the second and third lane. there was a body laying there. and all of a sudden you look and there's another body on the other side. >> it's not clear if the driver will face charges. police were looking closely at the trailer hitch to determine if it had been modified somehow and if so, whether that contributed to the accident. eastern european countries are rejecting calls for mandatory quotas to share refugees, many fleeing sierra. hungary's foreign minister says the country is planning to build a razor wire fence along its border with romania. it finished its fence along the serbian border, as tough new laws went into effect. hungary called for a state of emergency. germany and austria are calling for a summit next week to discuss the continent's migration crisis. to campaign 2016, a cbs news-"new york times" poll shows the republican presidential campaign is turning into a two-man race. donald trump still leads the

visible and the devastation, as rescuers search for five people swept away, at least eight people died. with rushing water all around them, several women and children were pulled from this stalled carmon night. >> yeah, they are getting everybody out. >> reporter: witnesses captured this dramatic scramble to safety, as the water roared down a mountain and through the surrounding canyon. >> one of the ones that were rescued was about half a mile downstream. >> reporter: the city of nearly 3000 is prone to flooding, but not like this. >> they had stopped outside of that flood area and were standing there watching the flood and a flash flood came down the canyon, basically vehicles swept into the creek and down. we have 16 people involved, between the two vehicles. one was a fairly good-sized van full of people. >> reporter: volunteers, including women in long dresses helped search for the missing throughout the night. the community of hill dale is part of the headquarters of the fundamentalist church of jesus christ of latter-day saints, one of the largest mormon

fundamentalist denominations. crews will continue their work, clearing debris and searching for survivors, but also keeping an eye to the sky. forecasts calls for more rain and thunderstorms. dj bolerjack, cbs news, hill dale, utah. >> more thunderstorms are predicted today with up to half an inch of rainfall. cooler temperatures and higher humidity in the forecast could help firefighters battling a massive valley wildfire in california. the fire leveled much of middletown, north of san francisco. it's still threatening thousands of buildings and homes. one man returned to his neighborhood to find his home still standing, but hundreds of others lost everything. >> i'm a pretty tough individual, but i had tears. once they come back in here, it's going to be very overwhelming. >> a 72-year-old woman died in her home after she was unable to evacuate. rescuers were unable to reach her home. at least four firefighters have been injured. well, these days traditional business meetings are taking place anywhere but in the board room. today, deals are getting done

whale jumps on your kayak. time for the exclusive forecast with john elliott for an update. >> what could possibly go wrong? they are lucky. good afternoon, mary and chris. let's check in with the weather watchers, seeing what they are watching. it's a celebration of numbers, predominantly upper 70s already. some readings through parts of nassau county, mid-70s. every now and then, reading in the low 80s. top 10 day, a stunner. high pressure, low humidity, everybody's celebrating. love the pictures, too. sun, sun, sun! whew! kitty cat! charlie cat says what a beautiful day. between that and little bailey, all the animals are having fun. great day for a walk in the park. hopefully you can enjoy some of this great weather as well. chloe says hi, too. chloe's taking a break in the studio. in the city, we've got some pretty sun. is there a cloud out there?

then i tell you, you head out west and there have been river rescues, flooding, big problems, record rain for parts of southern california, and of course deadly rains through parts of the four corners. nothing like that for us at all. turning on the future cast, you can see it's just hour after hour of no clouds. we're into thursday, by the way. humidity wednesday into thursday. so there will be a few clouds overhead, but you're not going to see anything capable of producing rain, which we still need. 84, your high today. above normal, you bet. comfortable tonight, 66 for the city. then as we work our way into your midweek, that's when we see the mid-80s and more humidity. i know we're all looking at each other, like there's a phantom on my microphone. over the next few days, we are going to see more heat, peak heat on thursday. then friday, mostly sunny and then a few more clouds saturday. chance of a shower sunday. that's it. >> that's your mic? i didn't notice.
