workers at the corper of queens boulevard -- at the corner of queens boulevard and broadway working on a mixed use project accidentally struck a large water main this morning and the results are dramatic. there are seven structures so far that have been evacuated. many businesses have been flooded. subway service out here has been seriously impacted. we will hear in a moment from a fire official but first, a man identifying himself as the general contractor acknowledges that his crew may have broken the water main. >> it seems that way. but they don't know what -- they are trying to figure out what's happened. >> we are concerned with the flooding of basements for electric and gas issues and concerned with water entering the subway. >> reporter: fire officials say they are not concerned right now with the structural stability of the buildings here so far. the power company is out here. there is a lot of water. and the water has not yet shown

any science of subsiding. at this point, the corner of broadway and queens boulevard still looks a lot like venice. cbs 2 news. >> thank you so much. and let's go to jim smith in chopper 2 with an update on how the water main is affecting traffic. >> reporter: yeah, a lot of water flooding the streets. it was up to his waste a moment ago. -- his waist a moment ago. again, around queens boulevard and broadway, that's the major area affected. >> queens boulevard is shut down for about three blocks in each direction and you cannot cross broadway between justice avenue and crossing queens boulevard. that is the threat to broadway that's currently shut down. portions of justice avenue and northern boulevard, excuse me, broadway beyond this point to the west are open. there's a lot of fire department activity, equipment brought into the area so e with might see additional closures. again, queens boulevard shut

down three blocks in each direction of broadway. >> thank you very much. a developing story in connecticut. all schools in fairfield are currently in lockdown after a threat came in to more than one school just after 9:00 a.m. 17 schools are affected by this. police are responding to the school as a precaution. and officers are conducting check points but so far, they have found nothing. schools will dismiss early today. >> we are asking parents to wait outside and we will bring the children out to them as opposed to perhaps going into the office and signing them out and that sort of thing. and we have police presence there to help make that as orderly as possible. >> all--school and evening activities are canceled. well after calls for answers about why accused cop killer tyrone howard was on the street, mayor de blasio is calling for reform to state law in the wake of the death of officer randolph holder.

>> reporter: yeah, tyrone howard was already a convicted felon with a long criminal rap sheet. and the mayor says under current law, dangerous defendants like howard were allowed to avoid jail time. and now he says those laws need to change. outside of city hall, the flags fly at half staff at the memory of officer randolph holder. while inside mayor de blasio demanding change so felons like officer holder's accused killer are kept in jail. >> he cannot have died in vain. and some greater change, some greater good has to come out of it. >> reporter: right now new york is one of only three states where judges are not allowed to consider how dangerous a criminal is or their risk to public safety when determining bail. the mayor says both of those factors could have kept howard off the streets. >> the bottom line here is, when the risk to the public condition be legally considered in the bail process, when it's not required to be considered in the diversion process, something is wrong.

>> reporter: last october, howard was charged for felony drug sales. the 30-year-old got a deferred two-year sentence in january for diversion rehab program, part of a plea deal but howard never showed up for program. but what the judge didn't know at the time was back in 2009 howard was arrested in connection with a shooting that injured an 11-year-old and a 78- year-old. sources tell cbs 2 news those records were sealed and howard was granted youthful offender status despite being 24 years old. >> what we're talk here is about handcuffing judges and being able to exercise fully their discretion. >> reporter: but for the grieving family of officer holder, it's too late to save the 33-year-old. >> my grief will always be here. it never goes away. >> no more new yorkers should have to pay the price for the errors in our laws. our laws need to be fixed. and they need to be fixed soon.

>> reporter: right now, tyrone howard is in jail without bail, charged with first degree murder in connection with officer holder's death. reporting live this noon outside of city hall, janelle burrell, cbs 2 news. >> thank you. and funeral services are now set for officer holder. a wake will be held next tuesday beginning at 9:00 a.m. at the cathedral of new york in jamaica. and his funeral will be held wednesday at 3:00 p.m. at the same location. he will be flown to his native guyana for burial. investigators say a fired nypd officer stabbed his ex- girlfriend to death with a machete and then threw himself in front of a train. scott rapoport has details of this bizarre murder and attemped suicide. >> reporter: in the small community, people are stunned over the shocking murder of 48- year-old susan bardsal. a mother of two teenage boys, a

special education teacher in teaneck, killed in her car in her driveway yesterday, authorities say by her ex- boyfriend, a former nypd cop who they say attacked her with a large machete-type knife, striking her several times. >> the murder weapon was left inside the vehicle. >> sad. oh, my god. >> reporter: she says she knew the victim, lives in the house behind her. she says she was a nice, kind lady. >> very good mom. was taking care of her kid, you know. >> reporter: prosecutors say they dated for three years after meeting online. she recently took out a restraining order against him. neighbors say they have seen police at the house recently. >> last week, one of the neighbors when we were walk here, he told us that somebody

following the gruesome attack, they say last night he jumped in front of a subway train in upper manhattan suffering severe head and leg injuries and undergoing surgery at harlem hospital. the prosecutor says he will face charges of murder, possession of a weapon and violating the terms of a restraining order. in midland park, scott rapoport, cbs 2 news. >> the prosecutor says he was separated from the nypd for quite a few years for physical and mental reasons. take a look at this wild crash involving a school bus in new jersey. police say the bus plowed into a truck parked on the shoulder of route 35 south this morning. it pinned the bus driver. first responders had to extricate her. she was air lifted to jersey shore medical center in critical condition. there were no children onboard at the time. police say the truck driver was inside a nearby 7-eleven and

then took off. a horrifying bus crash in france this morning has left 43 people dead. many of the victims were senior citizens on a trip in wine country. >> reporter: french tv showed the skeletal remains of a site- seeing bus after it hit a truck and burst into flames. it happened on the winding roads of france's wine country. authorities say the truck driver lost control. and both vehicles immediately caught fire and the flames trapped passengers inside officials say most of the victims were elderly retirees on a day trip. the truck driver and a 3-year- old boy believed to be his son were killed on impact. the bus driver was able to escape through the door along with several passengers. many are now questioning the safety of the road, especially the curve where the accident happened. france's president said government investigators will

the country's deadliest road accident in 30 years. cbs news, london. >> the bus had only traveled four miles from a senior citizen's club when the crash happened. new information. three people are in custody in connection with a fatal shooting near two schools in bronx. nypd officers searched for evidence after shots were fired outside the pelham parkway houses near columbus high school and ps-89. and an innocent bystander, a 20- year-old was shot and killed. police say the shooting stem from a dispute between two men over an ex-girlfriend. now to the championship chase. the mets are hitting the field for a workout at this hour. loyal and excited fans welcomed the newly crowned national league champions yesterday. among them, the longtime staples like cow bellman, sign guy and pen man. team members say they

hour. residents along mexico's coast boarded up storms and homes ahead of the arrival. it's expected to make land fall this afternoon. let's get a check of the weather in our area. we are dealing with us some cooler temperatures than the past couple days. bring in john elliott for this. >> you know, it's related though. we could see moisture from patricia in our area the middle part of next week. we will take a snapshot of that the storm in a bit. but first off, a snapshot of another sort, far more benign and inviting from weather watchers. first off, the readings around the area. 60, some folks have hit 60. mid-50s dominate the map for long island. and 40s north and west. and daniel has this to say though, if you're going to see the autumn leave, this is the weekend in orange county. so how about some of those pretty pictures? gorgeous there. gorgeous here. thank you, adam, i love this. beautiful in the backyard. speaking of the backyard, annie has this set up in the yard. that looks like fun.

weather service want me to remind you, elevated fire safe. and ragweed still high today. and relatively quiet here, just the wind to deal with. and nasty weather in the plains and ushering in a weak chance for a shower on sunday. and then you take a look at this storm. patricia, this is a visible satellite, so you actually see it pop up. and the winds at 200 miles per hour, it slowed down too. it's moving north now at just 10 miles per hour. and a chance of a shower sunday morning and clearing thing thes out for football in the afternoon. and then right around 60 for monday and tuesday. get that jacket ready. >> yeah, big change in the temperatures. it felt so nice out there. thank you so much. when a bounty hunter heard about the disappearance of a u.s. army specialist, he decided to take matters into his own hands. a secret investigation without the help of police. troy roberts has the story in the hunter. >> reporter: er. >> when kelly went missing, it was huge. >> it was all over the national news.

she was my youngest child. my baby. >> reporter: after months of searching, it was his investigation that led to finding kelly. >> i said, baby girl, you're going home. you're going home, baby girl. it was a good feeling. >> troy roberts joins us live from the 48 hours news room. troy, why did he feel so strongly about taking on the case? >> reporter: he was watching the coverage and this case gusanod at him, this attractive young woman who had everything to live for, just disappearing off the face of the earth. and his gut told him that the one suspect that was questioned by police but they couldn't tie the crime to him was responsible. so he did something unorthodoxed, he decided to befriend this guy and over time gained his trust.
