people help. marcia kramer joins us with that story here at noon. >> there are currently upwards of 4,000 homeless on the streets, more worry some and more contentious with each passing month. the mayor admits it won't be easy. >> every single street, homeless person had their own path to the street. if we do our job right, every single one of them will have their own path away from the street. >> mayor dib la zio announceth a plan to get hundreds of the top movers and shakers off the streets who's businesses have been impacted and have to walk by them to get to their homes or restaurants or subways. >> they all got there somehow. our job is to find the path back home. >> it hasn't been easy to get the mayor to find the right

for months cbs 2 has shown pictures like this homeless man bathing in this circle or this woman and her pets. >> i'd like to show you and the police commissioner a picture that was taken on saturday night on broadway and 68th street and i'm wondering why nobody's done anything about it. >> the plan announced today by the mayor would have rapid response teams from every block every day. responding within one hour to reports of homeless encampments made to 311 and 100 cops to illegal activity and the response teams. william bratton says he's hopeful it will finally make a difference. >> very optimistic about it. they are service resistent people. >> you talked about noticing an up surge in the homeless as you walk the streets in the neighborhood where you live. do you think this is going to make a difference. >> i think it definitely will.

back in september the ceo of a pharmaceutical company. the charges being announced have to do with a hedge fund he started and another biotech company that forced him out and sued him accusing him of major financial wrong doing. >> martin was arrested on security fraud charges. the allegations deal with a biotech firm he founded who's board drove him out as ceo over serious concerns about his conduct. a lawsuit accuses him of financial mismanagement using a hedge fund that lost millions of dollars. the federal charges are reportedly related to that case but he made headlines for raising the cost of a company drug to $750 a tablet, a move he defended in an interview with don. >> it depends on how you define drastically because the drug was unprofitable so any company

there's additional security where she goes to school and janel joins us with more. >> the 16-year-old is beginning recovery at the scene we have seen several detectives canvassing the area. what makes this thing so difficult is the attacker's face was partially covered when he made his move. a watchful nypd officer escorting students into white stone academy where the 16-year- old chinese exchange student was walking to wednesday morning when she was attacked. >> no one would have thought it would happen in white stone because nothing happens here. >> many of the victim's classmates are also exchange students, many who also walk to school, some alone as she had been when investigators say this man walked up to her from behind wearing a surgical mask and gloves and slashed her twice with a box cutter at 127th street and 13th avenue just a block from her home. >> shock because this doesn't

as the search for that attacker continues. reporting live from the white stone section of queens, janel burrell cbs 2 news. a disturbing crime right before christmas. police are searching for the person who broke into and vandalsized a shrine. andrea grymes spoke with parishonners. >> people are stunned their st. jude shrine has become part of a police investigation, white cardboard in the window and a destroyed statue inside are just part of the damage from a burglary earlier this week. >> to do things like that for no reason, who has a reason to bust up a shrine and things like that? >> hate crime detectives are investigating the break in that happened around 5:30 tuesday morning. these pictures show the broken

displays and statues. the crime comes just days before christmas. bruce is deputy mayor in this area. >> especially at this time of year it's more heinous. it's a beautiful shrine and a lot of people come here to find solace and peace and pray at the shrine. >> the small building is separate from the main church. st. jude the saint of causes is popular with catholics. of their parish. that shrine. so it's just sad. it really is. >> suffix county crimestoppers are offering a cash reward of up to $5,000 for information case. in mastic beach long island andrea grymes cbs 2 news.

of a campaign to based money to build a new shrine. more threats against schools in miami, north lauderdale and houston who received similar threats that were deemed less than credible and schools were open today. los angeles opened it's schools on thursday after receiving the threat. new york schools have remained open throughout. prosecutors are meeting today about a possible retrail in the case of a police officer charged in the death of freddie gray. case yesterday. last night there was a prayer and unity session where he was killed. william porter did not secure him in the back of the police van and did not call for medical help when gray asked but a jury could not reach the verdict. gray's family called for calm after the mistrial. >> we are not at all upset with them and neither should the public be upset.

bank owned the unoccupied property. he was charged with scheme to defraud and petty larceny. defense secretary ash carter is in iraq today but he faces tough questions at home after he admitted he used his private e-mail to conduct government business. >> in an exclusive interview with cbs news ash carter admitted he should never have used his personal e-mail for work. >> what i did that i shouldn't have been doing until a few months ago was occasionally use my iphone to send administrative messages. >> administrative messages that carter claims never contained classified information. >> even that i shouldn't have been doing and when i realized that i stopped. but this is--i have to hold myself to absolutely strict standards in terms of cyber security and doing things that are appropriate.
