>> local lawmakers are criticizing a proposal to cut funding for counterterrorism. obama to reconsider. >> reporter: this proposal is a potentially crippling punch in the gut to count terrorism efforts and they are determined to see the funds restored. >> a $90 million cut is un-con shunnable. >> we need the congress to step up. they've been very good but not here. this is a huge mistake. >> reporter: senator charles schumer, mayor de blasio, and fire and police commissioners called out washington and the obama administration, attacking the white house after the proposal to cut counterterrorism funding from $600 million to $330 million. here in new york, the projected

$180 million to nearly half that. >> the loss of this funding would be quite crippling. it's not just important. it's an absolute necessity. >> reporter: the mayor says cuts would make new york vulnerable to terrorists. >> they want to take us down and we need every tool to protect ourselves. >> reporter: the funding is needed for radiation detectors, and extra patrols at major transportation hubs. many commuters say the law enforcement presence is a must. >> we're a target. it's a target. newyork, you know, is a target. so, you know, the cut is disturbing. >> if any money should be invested it should be in that. look at what happened at 9/11. >> schumer is pledging to cut the funding restored. >> reporter: schumer reached out to officials within the

and they say the cuts are justified because there's leftover money from last year's budget. schumer says that the budget will likely be voted on in committee sometime this spring and they have until october to get the funding restored. janelle burrell, cbs 2 news. apple is under fire for refusing to help authorities track down terrorists. police want to break into an encrypted phone of one of the san bernardino shooters. apple is challenging the fbi to oppose hacking into an iphone. the fbi is hoping san bernardino terror suspects -- locked iphone can answer questions about the terrorist attack. the high schooling orders apple to disable the security feature that automatically erases all data if an incorrect password is entered 10 times.

make them more secure >> reporter: the ruling only calls for special code to disable the security feature on farouk's iphone. he surrendered accompanied by his mother and pastor. he suffering from mental illness and autism. she warned the bus driver her son was experiencing an outburst and she asked to be let off the bus before the incident escalated. as reported yesterday, many commuters are using a twitter hash tag to voice their cancellations. >> reporter: the long island railroad reported good service across the board for the morning rush. but this rider knows that can quickly change.

we all deserve better. >> reporter: since the report about rider grievances, more liwr riders have taken to twitter, complaining to the railroad and some to governor cuomo about what they see as service. this commuter wrote quote signal problems two to three times a week. where is my fare money going? another delayed commute on the liwr. not surprised. we brought the concerns to the governor this morning. >> reporter: what can you do in the short term to ease frustration for riders experiencing recent delays and cancellations? >> talk about expensive. we're spending $26 billion on a capital plan for the npa part of which is the long island railroad.

wants to add a third track between here and floral park and hicksville but completion could be years down the line. commuters want relief now. weather related signal problems were reported this week. and last week a problem with one of the four items. >> every week there's issues. it's gotten worse. >> reporter: a spokesperson says surveys have consistently polled overall customer satisfaction at over 90%. but on the toughest weather days there can be problems. there's always room for improvement. some riders believe the railroad is doing the best it can. >> overall, i think it's pretty sufficient. >> it does strive to get better every day. andrea grymes, cbs 2 news. we reached out to see what can be done. they have not yet responded.

at 5:00. president obama says republicans have no constitutional grounds to refuse to vote on a supreme court nominee. the standoff to replace antonin scalia -- president obama says he'll nominate someone with an outstanding legal mind and it's the senate's responsibility to vote on that person. >> i intend to do my job between now and january 20th of 2017. and i expect them to do their job as well. >> his chair is draped in black. his funeral is scheduled for saturday. now to campaign 2016. the presidential candidates are focusing on south carolina primary. donald trump is far ahead in the polls with the other candidates vying to score second place. >> reporter: donald trump

carolina and offered his get out and vote message. >> doesn't matter who you're voting for but just go and vote. i don't feel that way but just go ahead and vote if you're voting for me. rubio called for the party to unite behind one candidate. >> if we're still fighting with each other in september we lose. the spirit of the primaries has to end and someone has to be able to bring us together. >> further behind is jeb bush. he's holding three town hall meetings to try to win over the voters. voters were told to ask themselves a question. >> who has the leadership skills that have been tested to make sure that person has the steady hand to deal with the challenges going forward. >> ted cruz, marco rubio, and -- a town hall.

a new role for the duchess of cambridge. kate middleton is working as a guest editor at the huffington post to raise awareness of mental health issues. when kate walked in the staff was in place, ready to work on the edition. the dutchess wrote that she and prince william would not hesitate to seek help. there's no shame in a child suffering from mental illness. el chapo is complaining that life behind bars is too rough. according to his attorney, he says guards wake him up every two hours which feels like torture. he's getting so little sleep that he feels like a zombie. he escaped from prison last year and was rearrested last month. he'll eventually be extradited

and it's a german short haired pointer. and thanks for this. this is a 5-month-old little bee jon i believe. he wants to play but it's too chilly. and don't forget, we have pitchers and catchers. let's play ball for the mets. it's not florida like out there. we've got the clouds and the clouds keeping us a little cooler. definitely cooler than yesterday and seasonal. cloudy and 39 and wind out of the northwest makes it feel cooler. around the area again, monticello, 28. we have readings around 40. these numbers compared to yesterday, no shock from 10 to 20 degrees colder than it was yesterday. so it's going to be a cooler day today around where we should be if we talk on a few degrees. 67 and five below. the records. we're hoping for a little bit of sun.

to budge. that may cap off the atmosphere. there's a chance for a stray snow shower. it's relatively quiet through the end of the week. just the next few hours. the possibility of a brief and passing snow shower. and then it's quiet and cool. tomorrow morning a heads up. we could see wind chills in the city, 15 to 20 degrees. that's cooler than this morning. there's more wind and colder air in place. and some single digit wind chills possible. and mary mentioned earlier. a big swing. we're at least 10 degrees above normal as we work through saturday and sunday. there's a chance for a few early showers on saturday. and then it's relatively quiet. cooling off today. here comes the cold air, brisk beauty setting up for the day tomorrow. and watch for increasing clouds friday. and a chance for a late day shower and a little sleet mixing in.
